This plan should be based on cumulative impact of all development and increased habitation being carried out or proposed to be carried out by the project or other agencies in this 02 Kms radius of the site in different scenarios of space and time and the traffic management plan shall be duly validated and certified by the State Urban Development department and the P.W.D. and shall also have their consent to the implementation of components of the plan which involve the participation of these departments. Ans. The Traffic Impact Assessment (TIA) Study & Management Plan is attached at Annexure No. 4. The proposed project is located at a small island which is 1.5 km. away from the mainland site and the site is connected with the main land through boats.

With reference to the above mentioned subject, mentioned below is the point wise reply to the queries raised in the minutes of the 30th meeting of Expert Appraisal Committee (EAC) (Infra-2) held on 18th – 20th April, 2018. Q. i. Submit copy of Consent to Establish issued by State Pollution Control Board for

existing hotel project. Ans. The copy of the Consent to Establish issued by State Pollution Control Board for existing

project is attached at Annexure No. 1. Q. ii. The Air Quality Index shall be calculated for base level air quality. Ans. The air quality index is calculated for base level air quality and is provided at Annexure No. 2. Q. iii. A detailed report on compliance to ECBC-2017 norms. Ans. Q. v. The permission of the CGWA for abstraction of ground water and for

basement/excavation dewatering. Ans. The proposed project is located at Ambalapuzha Taluk, Alappuzha District. As per the

Ground Water Information Booklet of Alappuzha District, Kerala prepared by CGWA, entire district declared as “Safe Zone” and permission / NOC is not required from CGWA.

Also, there is no provision of basement construction, therefore dewatering for the proposed development is not applicable.

The following are the sources of the fresh water requirement for the project :-

1. Rain water collection tank :- � A rain water storage tank will be constructed with capacity to store 270 KL capacity

within the site. � The project has provision of use of stored rain water after filtration and disinfection to

meet the non-flushing demand of the project. 2. Kerala Water Authority (KWA) – The assurance letter from KWA is attached at Annexure

No. 5. 3. Ground water (as standby arrangement only) – Ground water through open wells will be

using for meeting the non-flushing water requirement for the project. Q.vi. A certificate from the competent authority for discharging treated effluent/ untreated

effluents into the Public sewer/ disposal/drainage systems along with the final disposal point.

Ans. The treated water from Sewage Treatment Plant (STP) will be fully recycled. The treated waste water from the STP will be meeting the flushing, horticulture purposes and make-up water requirement for cooling towers attached with HVAC plant requirement. As per the water balance chart, zero liquid waste discharged achieved. The details of water consumption and waste water generation are given in water balance diagram which is attached at Annexure No. 6.

Q. vii. A certificate from the competent authority handling municipal solid wastes, indicating

the existing civic capacities of handling and their adequacy to cater to the M.S.W. generated from project.

Ans. The solid waste disposal plan is attached at Annexure No. 7.

In view of the above submission of clarifications, we humbly request you to accord Environmental

Clearance to our project at the earliest.

The sound level measured at 1 m outside the boundary of the premises shall not exceed the ambientsound level applicable to the adjoining area. 5.6. Water sprinklers shall be provided to suppress spreading of dust outside the premises during theconstruction phase. 5.7. Suspended particulate matter at the boundary of the premises shall not exceed the standards applicableto the adjoining area. OTHER CONDITIONS 6.1. At the end of the validity period if the construction is in progress, the same shall be got renewed. If theconstruction is not started in the consent period, the applicant shall apply afresh for consent to establish. 6.2. The applicant shall comply with the instructions that the Board may issue from time to time regardingprevention and control of air, water, land and sound pollution. 6.3. The date of commissioning of the project shall be intimated at least one month in advance to the DistrictOffice of the Board. 6.4. Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air(Prevention and Control of Pollution) Act, 1981 shall be obtained by the builder before commissioning theproject. 6.5. A minimum set back as per Municipality Building Rule shall be provided between the boundary and thebuilding and the set back can be utilised for the development of green belt. 6.6. All units of sewage treatment plant including soak pit shall be set up beyond a distance of 10 (log Q) mfrom the nearest residence, where Q is the quantity of effluent in cubic metre/day. 6.7. D. G. sets shall be placed at a minimum distance of square root(kVA/2) meter from nearestresidence/worship places/other institutions (kVA is the capacity of D G set). The minimum height ofchimneys for venting emissions from DG sets shall be 0.2* square root(KVA )m above roof level of thebuilding where KVA is the capacity of the DG sets. If the DG sets are placed in a single cabin, KVA is thecombined capacity of all the DG sets.

6.8 Proper precautionary measures shall be provided during construction phase to minimize disturbance toneighbours and neighbouring properties due to excavation, piling, transportation of materials etc. 6.9. The construction debris and mud discharges etc. from the construction site shall be disposed off as perthe Construction and Demolition Waste Management Rules, 2016. 6.10. Sanitary facilities shall be provided to the construction workers. 6.11. Non-biodegradable wastes shall be collected with due segregation and disposed off safely to genuinerecyclers. The mode of disposal shall be intimated to the Board. 6.12. Water & energy conservation measures shall be adopted. Renewable source of energy namely solarenergy shall be utilized. 6.13. Suitable species of trees and curtain plants shall be planted and maintained within and along theperiphery of the premises, forming a green belt to improve the environment. 6.14. Adequate safety measures shall be provided in accordance with fire safety regulation. 6.15. Environmental Clearance from the concerned authorities shall be obtained before starting constructionactivities if built up area exceeds 20,000 m2. 6.16. CRZ clearance, if required, shall be obtained before starting construction activities. 6.17. Grinding and cutting of building materials in open area shall be prohibited. 6.18. Construction material and waste should be stored only within earmarked area and road side storage ofconstruction material and waste shall be prohibited. 6.19. No uncovered vehicles carrying construction material and waste shall be permitted. 6.20. Construction and Demolition Waste processing and disposal site shall be identified and required dustmitigation measures be notified at the site. 6.21. ENERGY CONSERVATION MEASURES

NON CONVENTIONAL ENERGY

� A 20 kWp solar power plant for lighting of common areas.

� Solar water heating system to meet hot water requirement.

� Solar Energy operated Photovoltaic lighting for partial external areas lighting.

BUILDING DESIGN & BUILDING MATERIALS

� Appropriate setbacks in resort buildings for getting natural lighting to the interior

areas of the building.

� As per Climate Zone Map of India Classification, the project site falls in “Warm &

Humid Zone”

� Building materials selection would have less heat gain to the building to comply

ECBC norms with low U values.

ENERGY EFFICIENT FIXTURES

� Savings in energy by the use of LED lamps.

� Water cooled chillers in place of air cooled chillers which are energy intensive &

the treated water available from STP would be used as make-up water attached

to the water cooled chillers.

� Building Management System (BMS) through sensors for maximizing the energy

conservation.

� Electrical fixtures & HVAC unit would be of 5 star series as per Bureau of Energy

Efficiency (BEE) to achieve reduction in energy consumption.

TOTAL EXPECTED ENERGY SAVING BY THE ABOVE MEASURES IS 24%.

1.0 INTRODUCTION The proposed project is an expansion of existing project. The site is located in a

privately owned Island in “Punamada” Lake. The expansion of resort project with

construction of new hotel, convention hall & club house buildings with additional

supporting infrastructure facilities.

The proposed project is located at a small island which is 1.5 km. away from the

mainland and the site is connecting with the main land through boats.

After the proposed expansion, the total built-up area will be of 24,864.33 sq. m. with

the following facilities like Hotel (155 Rooms), Conference hall (100 seats),

Restaurant (320 seats), Cottages (31 nos.) & Convention hall (4,000 seats).

Due to the above, direct and indirect employment opportunities; The potential for

employment and access to new services may draw people to the area around the

project. There will be an increase in economic activity and employment for the local

community, local skills development. Due to the proposed development traffic

movement will also increase in the vicinity of the site & surroundings.

A traffic impact assessment is a study which assesses the effects that a particular

development’s traffic will have on the transportation network in the vicinity.

Traffic impacts (and how to mitigate them) are an important consideration for any

community when a significant development is proposed. Public policy makers,

citizens and developers all have a stake in understanding and responding to

additional demands on the transportation system. All share the common interest of a

well-functioning network. A properly developed traffic impact study can provide the

factual basis for good decision making and facilitate the timely implementation of

necessary improvements. A traffic impact study should answer the following

fundamental questions:

� What are the existing traffic conditions, future conditions without the

development, and future conditions with the development in place?

� Can the existing and planned transportation system accommodate the

additional traffic generated by the planned development?

� Are roadway system improvements needed beyond those already

programmed or included in the local transportation plan?

� Have all the assumptions used in the technical analysis been clearly

identified?

� Do calculated levels of service seem reasonable?

� What needs to be done in the immediate vicinity of the site to meet the

access needs of the development?

� Has adequate parking been provided to meet demand?

1.2 NEED FOR THE TRAFFIC ASSESSMENT STUDY

Generally, a comprehensive traffic analysis should be completed whenever a

development is expected to generate 100 or more new inbound or outbound trips

during the peak hours (ITE recommended practice). Even if the development does

not generate the threshold level of trips, a traffic analysis may still be necessary

under the following conditions:

• High traffic volumes on surrounding roads that my affect movement to and

from the proposed development at main land.

• Inadequate sight distance at access points.

• The proximity of the proposed access points to other existing drives or

intersections.

• A development that includes a drive-through operation

A traffic impact assessment study is not necessary for every development. Those

developments that are unlikely to generate significant traffic generally do not need a

traffic impact assessment.

1.3 Aims & Objectives

The aim of the study is to analyze the existing transportation scenario in project

vicinity, examine the pattern of the growth and project the passenger and mobility

requirements for the forecast year 2021 in order to conform the connectivity and the

project travel demand requirements.

Further, the objectives of this study are listed as follows:

a. To assess the existing and proposed road connectivity to the project site and

the details of the impact of the additional traffic generated from the growth of

the project to the various connected roads.

b. Design of various entry/exit options to the project trip assignment to various

roads based on activities along with the impact in terms of capacity, Level of

Service and performance.

c. Suggesting route for Public Transport Systems (PTS) for the project area at

main land.

d. Planning and design of bays for IPTs and PTSs

e. Finally, to calibrate a 4 stage transport model for peak hour movements for

cars, two wheelers, auto rickshaws and public transport separately. The

model would in turn address the distribution of employee movements in the

study area.

1.4 Study Methodology

This study follows the following methodology:

� An understanding of the present network by reconnaissance and secondary

data collection.

� Collection of traffic data

� Establish the present traffic conditions (Deriving the V/C ratios)

� Development of the Transport Model and Forecasts for Traffic demand

� Through various discussions and assessments, understand the likely network

improvement in the area including exploring water transport and bus services

from the main land.

� Overlay the proposed expansion project and all other developments in the

transport model and establish the traffic demand.

� Establish the forecast traffic condition and network performance.

� Suggest mitigation measures to ensure the network performs to acceptable

level.

1.5 Study Area

The proposed project is located at a small island which is 1.5 km. away from the

mainland and the site is connecting with the main land through boats. The site is at

Punnamada in Mullakkal village which is falling within the Municipality limits of

Alappuzha Municipality, Alapuzha District, Kerala.

Mullakkal is the main town center of the Alleppey town.

Punnamada Lake (also called Punnamada Kayal) is a part of the Vembanad Lake.

Mulakkal village and municipality has several religious places and the village is being

developed day by day in other infrastructural services like roads, hospitals, religious

places, community centers, commercial complexes, hotels, residential apartments,

institutional buildings etc.

The proposed expansion project of M/s VKLS Resorts India Pvt. Ltd. is for an area of

5.261 hectares with project cost of Rs. 75 Crores.

1.6 Existing Connectivity

� The proposed project is located at a small island which is 1.5 km. away from the

mainland and the site is connecting with the main land through boats.

� At main land, there is a State Highway available i.e. S.H. 40 which connects to

the Alapuzha – Madurai .

� Also there is another highway available from the at a distance of about 3 km.

from the proposed site i.e. N.H. 66 which connecting with Salem-Kochi-

Kanyakumari.

1.7 Methodology

The methodology used to collect and analyse the traffic data required to assess the

traffic demand for the study area is discussed.

This stage forms an important aspect of the study, where the baseline data is

developed for the connectivity to the study area.

Various surveys were conducted to understand the existing traffic flow pattern. The

methodology adopted for each of them has been mentioned below:

1.8 Data Collection

The surveys that were conducted are:

� Reconnaissance Survey

� Network Inventory & Connectivity Survey (Road Inventory)

� Traffic Surveys

1.8.1 Reconnaissance Survey

The reconnaissance survey has been conducted on week days in order to study the

existing traffic conditions and the transport infrastructure. Information regarding

several features of the relevant road sections is inventoried to create a road

database. The main purpose of the field inventory was to determine the

adequacy/inadequacy of the existing transportation network and conditions at main

land. The database is used in developing the base year networks evaluation of the

present adequacy of road networks of existing standards and usage pattern. A team

of enumerators traversed the road network with a specified format for the purpose of

recording the data. Information regarding the following features of the road network

was collected during the field inventory survey and the details are presented below:

� Effective Road width

� Divided / Undivided sections

� Intersection Facilities

� Parking Facilities / Impacts

� Traffic Control Measures

� Footpath availability / approximate width / Obstructions.

1.8.2 Traffic Surveys

To establish the Vehicular Traffic Flow Characteristics such as Hourly Variation,

Composition of Traffic, Peak Hour Flows, Turning Movement Survey of Vehicles at

Junctions, Speed and Delay Survey all along the corridor had been conducted.

The various vehicle types having different sizes and characteristics were converted

into equivalent passenger car units. The Passenger Car Unit (PCU) factors

recommended by Indian Road Congress in “Guidelines for Capacity of Urban Roads

in Plain Areas” (IRC-106-1990) have been used for conversion. The vehicle

classification system and the recommended PCU factors for various types of

vehicles are presented in Table below.

Primarily, the aim of conducting the traffic surveys is to evaluate the present traffic

characteristics of various roads at main land. This is necessary to analyze the traffic

conditions of the approach roads towards Mulakkal to arrive at the best connectivity

to the site at main land.

The traffic surveys were conducted at various locations spread over Mulakkal area

and the rest of Alapuzha Municipality. The survey locations were identified after a

thorough reconnaissance of the traffic and road conditions of Alapuzha and the study

area in particular.

1.8.3 INFERENCE:

LEVEL OF SERVICE (LOS)

Classified traffic volume count surveys were conducted to assess the intensity of the

traffic at the mid block lines by recording the classified traffic volume at every

15 minute intervals. The analysis of the Mid-Block survey is in accordance with the

Indian Road Congress guidelines for capacity of Urban Roads in Plain areas (IRC-

106-1990) which stipulates the design capacity and the Level of Service (LOS) as

per the classification of roads. The Level of Service (LOS) is an indicator of the level

of traffic conditions of a road with LOS – A indicating free flow traffic conditions and

LOS-F indicating traffic breakdown.

Regional Network Improvement Proposals

To meet the future traffic demand there are several proposals to upgrade the existing

road networks which not only improve the connectivity in the area but also improve

the mobility of the region in its entirety or in other words, improve the regional

connectivity. Various organizations like the PWD and the Alappuzha Municipality

have proposed several roads in order to cater to the increasing traffic demand

arising due to rapid urbanization of the town. These proposed roads are in various

stages of planning and are anticipated to service the expected traffic demand of the

area.

Traffic Management Plan (Parking for Car, Two-wheeler, Cycle, Electricity

operated vehicles)

• The proposed project would provide vehicle parking facilities within the project

premises.

• The parking plan for this project would follow KMBR guidelines.

• To accommodate the parking requirement for the project, parking will be provided

at open surface.

• The parking area proposed for the vehicular parking will be 281 Car and 516 two-

wheeler parking within the site at open surface.

• The site is dividing in two portions by artificial private water channel with sluice

gate. This space be will be using for parking of private boats.

• Also, there are two designated points for drop off point for Boat Jetty / Jangar

Jetty.

SOLID WASTE MANAGEMENT PLAN

DISPOSAL OFBIODEGRADABLE WASTE

� The expected municipal waste generated is about 695 kg/day.

� The Solid Waste Management Rules, 2016/2018 will be followed in the solid waste

disposal.

� The Construction & Demolition Waste Management Rules, 2016 will be follow during

construction phase.

� Collection & segregation within the site (bio-degradable waste (green bins), non-

biodegradable waste (blue bins) and domestic hazardous waste (yellow bins).

� The recyclable waste like packaging material, paper etc. would be sold through vendors

and the area earmarked for the storage of non-biodegradable waste.

� The Bio-degradable waste would be disposed through the Bio-gas generation plant / bio-

bin system to be installed within the site.

� The bio-gas generated will be utilized in the within the site and the manure generated will

be utilized for green area development within the premises.

DISPOSAL OF NON-BIODEGRADABLE WASTE

� CREDAI, Kerala has a scheme to collect the plastic waste. The collected plastic waste is

shredded and converted to granules. These granules are mixed along with coal tar during

asphalting of roads.

� Paper related recyclable materials are sold to a paper mill (M/s Canara Paper Mills,

Canara Paper Mill Road, Changanassery, Kerala 686104 ) located at about 32 km. (SE) to

the project site.

� Other recyclable material like broken glasses, utensils etc. are sold to approved vendors.

DISPOSAL OF HAZARDOUS WASTE

� The domestic hazardous waste which includes discarded painted drums, pesticide cans,

CFL bulbs, tube lights, expired medicines, broken mercury thermometers, used batteries,

used needles and syringes and contaminated gauge etc. generated at the household level

will be collected in yellow bins and to be handed over to authorized waste pickers or waste

collectors.

� The hazardous waste (used oil & discarded batteries attached to D.G. sets) will be stored

in the designated services area and will be disposed to CPCB / SPCB authorized vendors

only.
