Rationale Tonight we have Peggy Bassett’s Teen Leadership class from Assets Academy serving as our greeters.
Over the past year, students in Mrs. Bassett’s class had the opportunity to represent Assets and Alvin ISD by speaking with
different groups of teacher across the state, as they prepare to become Teen Leadership teachers. In October, the students also spoke with a group of superintendents and principals about the
importance of capturing kid’s hearts.
Throughout the year, these student’s work to build positive relationships in the district as they learn and develop leadership skills. Most recently, the students wrote letters to teachers and
educators, expressing appreciation to those that have made a difference in their lives.

McDonald’s All-American
Jordan Hosey – Semi-Finalist for Naismith Award Jordan Hosey, senior girls’ basketball player, from Manvel High School has been selected to the McDonald’s All-American
Team. The top 24 players in the nation were selected to compete in the All-American Game on April 1st in Chicago. Jordan was also named as a semi-finalist for the Naismith
Award, which recognizes the top 8 basketball players in the nation. Jordan has done amazing things at Manvel and she will
continue to do amazing things at the University of Texas! Please join me in congratulating Jordan Hosey for this prestigious recognition.
Bryan Harris Girls’ basketball coach, Bryan Harris, from Manvel High School,
has done an exceptional job building an outstanding basketball program. Following last year’s, State Championship season and
a good run in the playoffs this year, Coach Harris was named as the Texas UIL Women’s Basketball Coach of the Year. Congratulations to Coach Harris and the Manvel High School
Girls’ Basketball team for their continued accomplishments.
Livestock Show and Rodeo Horticulture Youth Photography competition This evening we would like to recognize Alvin High School
Senior, Allison Haltom, for winning 4th place in the 2015 Houston Livestock Show and Rodeo Horticulture Youth Photography competition. This is an extremely competitive
competition and we would like to congratulate Allison who is under the direction of teacher, Claire Chauvin.
State Powerlifting Alvin ISD was well represented at the Girl’s State Powerlifting

Championship which occurred on March 21 in Corpus Christi,
Texas. 2 students from both Alvin and Manvel High School competed in this state-wide competition.
From Manvel High School we have: Yessi Altamirano – 6th place in her weight division
Jessica Echegoyen - 11th place in her weight division
These young ladies are under the direction of Coach Gerald Burns.
From Alvin High School we have: Danielle Vasquez - 8th place in her weight class
CeCe Sambrano - 1st place, in the State of Texas, for her respective weight class.
The team from Alvin High School also received the recognition of finishing 8th overall in the state.
The students are under the direction of Coach Joel De La Paz and Coach Joe Casas.
Congratulations to these young ladies. Competing in the state championship is an incredible honor and illustrates your
continued hard work and dedication.
Karla James, Design Coach for EC Mason Elementary, received
the Prestigous Abydos International Jan DeBlance Memorial Award for Instructional Excellence at this year’s Abydos International Writing Conference. The award honors Karla for
her Instructional Leadership, not only in our school, but the district and surrounding districts as well through her
instructional abilities related to teaching writing and Abydos. SeaPerch
On March 7, almost 300 Alvin ISD elementary, Jr. High and high school students from 70 different teams came together in the Pearland Natatorium for the Regional SeaPearch
Competition. SeaPerch is the innovative K-12 underwater robotics program, sponsored by the Office of Naval Research
(ONR) and managed by the Association of Unmanned Vehicle Systems International Foundation (AUVSIF). We would like to thank all of the parent volunteers, and teachers, as well as
Alvin Jr. High Teacher, Randy Teal, who serves as the district coordinator. Without their tireless efforts, our students would
not be afforded these incredible opportunities.

ITEM #5 – REQUEST TO CONSIDER APPROVAL OF DIPLOMA BEING GRANTED TO HONORABLY DISCHARGED UNITED STATES VETERAN, MR. JIM TURPIN
“Operations Recognition” authorizes
school boards to grant a high school
diploma to honorably discharged
veterans who served in the United
States military during World War *II,
the Korean Conflict or Vietnam War.
Mr. Jim Turpin attended Alvin High
School as a junior in 1960. Prior to
his senior year, Mr. Turpin joined
the United States Navy where he
served the nation during the
Vietnam War.
Trustee Lansford made a motion to
approve Mr. Turpin to be classified
as an Alvin High School graduate as
authorized by “Operation
Recognition”. Trustee Metoyer
seconded the motion. Motion
carried unanimously (7-0).
A ceremony was then held to
present Mr. Turpin with his high
school diploma.

ITEM D – REQUEST TO CONSIDER EXTENSION OF BANK DEPOSITORY CONTRACT
Director of Finance requested to
extend the Bank Depository contract
with Wells Fargo for 2015 – 2017
depository services. ITEM E – REQUEST TO CONSIDER APPROVAL OF TASB POLICY UPDATE 101
The Board of Trustees approved the
first reading of TASB Policy Update
101 during at the February 10,
2015 Board Meeting.
Approval was asked for the final
approval.
ITEM 9 – REQUEST TO CONSIDER APPROVAL OF REQUEST FOR QUALIFICATION FOR FINANCIAL ADVISOR
The proposal was extended to three
(3) vendors with three (3) responses
for the Financial Advisor RFP. It
was the recommendation to award
the RFP to Frost Bank. Ryan
O’Hara with Frost Bank will be the
District’s primary lead contact for
our contract.
Trustee Metoyer made a motion to
approve the Request for
Qualification for Financial Advisory
to Frost Bank as presented. Trustee
Tonini seconded the motion. A brief
discussion ensued regarding the
fees. Motion carried unanimously
(7-0).
ITEM 10 – REQUEST TO CONSIDER APPROVAL OF CONTRACT AWARD FOR REPLACING HAIL DAMAGED ROOFS AT HARBY JUNIOR HIGH, ASSETS AND LONGFELLOW ON CLEMENS
Harby Junior High, ASSETS and
Longfellow received prior year hail
damage to roofs. To maintain the
assets and secure a quality
educational environment, AISD’s
best interest and value would be
served by proceeding with replacing
these roofs as soon as possible.
Trustee Humbird made a motion to
approve the recommended roofing
proposal and authorize the
maintenance department to execute
the contract to replace the damaged
roofs at Harby Junior High, ASSETS
and Longfellow. Trustee Scheibel
seconded the motion. A brief
discussion ensued regarding the
damage from the leaks. Motion
carried unanimously (7-0).
ITEM #11 – REQUEST TO CONSIDER APPROVAL OF PUBLIC UTILITY EASEMENT TO CENTERPOINT ENERGY FOR BILL HASSE ELEMENTARY
When introducing the motion Dr.
Gilcrease clarified that the easement
would be to Texas New Mexico not
Centerpoint Energy.
Trustee Tonini made a motion to
approve the dedication of an
easement and authorize AISD
administration to execute the final
easement agreement once the area
survey is finalized and the legal
description is drafted. Trustee
Wennerstrom seconded the motion.
Trustee Lansford asked to amend
the motion for clarification purposes
noting that the easement was to
Texas New Mexico Energy. Trustee
Scheibel seconded the amended the
motion. Motion carried
unanimously (7-0).
ITEM #12 – REQUEST TO CONSIDER APPROVAL FOR THE DEDICATION OF A WATER EASEMENT TO THE CITY OF ALVIN AT HASSE ELEMENTARY
The City of Alvin has requested an
easement from AISD on which to
locate the domestic water/fire line
and the water meter that will serve
Hasse Elementary.
Trustee Lansford made a motion to
approve the dedication of an
easement and authorize AISD
Administration to execute the final
easement agreement once the area
survey is finalized and the legal
description drafted. Trustee Metoyer

ITEM #13 – REQUEST TO CONSIDER APPROVAL OF CONTRACT WITH JMB2 ARCHITECT FOR SERVING LINE AT ALVIN HIGH SCHOOL
Building Programs recommended a
contract award to JMB2
Architecture for Architectural and
Engineering Services (A/E Services)
for design of Alvin High School
serving line renovations project.
The Board approved JMB2 in June
2014 as a Professional Service
Agreement vendor for Architectural
Design & Engineering Services.
Trustee Wennerstrom made a
motion to approve JMB2
Architecture for A/E design for the
AHS Cafeteria Serving Line
Renovation project. Trustee
Scheibel seconded the motion.
Mr. Miller noted that this is not
approving the project itself – this is
just approving the design fee. The
renovation of the serving line will be
done during the summer of 2016
pending Board approval.
Motion carried unanimously (7-0).
ITEM ##14 – REQUEST TO CONSIDER APPROVAL OF DESIGNEE FOR OFFICIAL SERVICE RECORDS
As Assistant Superintendent for
Human Resources, Allen Roberts,
will oversee employment records for
the school district including signing
official employee service records.
Trustee Metoyer made a motion to
approve Mr. Allen Roberts to serve
as the designated official of
employment records for the school
district including signing official
employee service records. Trustee
Lansford seconded the motion.
Motion carried unanimously (7-0).
ITEM #15 – REQUEST TO CONSIDER APPROVAL OF RESPONSIBILITIES RELATED TO TITLE IX OF THE EDUCATION AMENDMENTS OF 1972
Title IX of the Education
Amendments of 1972 was designed
to eliminate (with certain exceptions)
discrimination on the basis of sex
states: “No person in the United
States shall, on the basis of sex, be
excluded from participation in, be
denied the benefits of, or be
subjected to discrimination under
any education program or activity
receiving federal financial
assistance.
Trustee Lansford made a motion to
approve Mr. Allen Roberts to serve
as the designated District Title IX
Compliance Office. Trustee
Wennerstrom seconded the motion.
Motion carried unanimously (7-0).

This proposal was established to qualify an approved vendor under the State Purchasing guidelines CH Legal and
Education Code 44.031 (a) whereby school districts are required to utilize a competitive bidding method that
provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a 12
month period. To satisfy this State Law, Alvin ISD extended this proposal.
Four vendors were extended packets by mail, fax and email with two qualified responses. Additional information on
the proposal was extended through the legal notice in our county newspaper and on the District website to solicit
participation in our bidding process.
This proposal was extended to identify and select a single firm to provide a professional, interactive and informative
easy to understand technological platform to administer our District’s benefit program. The two qualified responses
were from BenefitFocus and Frost. Upon final analysis of submitted proposals, Benefit Focus has the framework,
experience and capabilities that will provide AISD the ability to work more efficiently to enroll, manage and
exchange benefit information with staff and carrier. BenefitFocus integrates seamlessly with payroll as well as
organizes and maintains compliance with COBRA and ACA lookback, stability, and measurement period programs
thus removing large liability factors and promoting the sustainability of our self-funded plan.
On a national average, employees take 19 minutes to research their benefit packages and three weeks to buy a TV.
With that statement, it is imperative we communicate how important our AISD benefit program is to our employees.
The communications package provided by BenefitFocus allows interactive and easy to understand directions for our
staff about the benefit programs available. Benefit Focus’ Apple and Android based cell phone apps provides quick
year-around employee management of specified benefits
BenefitFocus submitted a fixed rate over the five year term of the contract. Frost submitted a lease license system
whereby should there be a price increase it is passed onto AISD. They have locked their pricing for 2 years
however, years 3-5 are subject to a price increase.
The cost per employee per month (PEPM) from Benefit Focus is $4.08 whereby Frost’s is $9.90. The annual
estimated expenditure based on an enrollment of 2510 from BenefitFocus is $122,889.60 with Frost being
$298,188.00. BenefitFocus’ initial startup expenditures is $15,000 and Frost is $29,500 with additional hourly fees
for programs and ability to build in the Spanish version into our program.
Approval of this proposal is very time sensitive due to programming of AISD’s specialized platforms, and
implementation required prior to insurance enrollment starting the end of July. Upon final analysis, we recommend
for award, BenefitFocus meeting the needs of our district with a customized benefit program to enroll, manage and
exchange benefit information.

With that being said, Alvin ISD is seeking approval and Board President signature for a Telephone Consultation
Agreement between Alvin ISD and Eichelbaum Wardell Hansen Powell & Mehl, P.C. The contract provides for a
flat fee of $750.00 paid yearly and provides the District unlimited telephone consultations with one of their attorneys
for any work conducted on a matter not to exceed .3 hours per telephone call. Any work conducted past the
designated time is provided by a reduced hourly rate. Their fees, rates, and expenses schedule has been attached to
the initial contract agreement.

Telephone Consultation Agreement Between Alvin Independent School District
and Eichelbaum Wardell Hansen Powell & Mehl, P.C.
It is agreed that Alvin Independent School District (hereinafter called “District”) and Eichelbaum
Wardell Hansen Powell & Mehl, P.C. (hereinafter called “FIRM”), or its successor firm or assignee, do hereby agree to have FIRM represent the District as its attorneys beginning March 1, 2015.
The District is a member of the Equity Center. As long as the District maintains its membership with the Equity Center, this membership entitles authorized district representatives to contact FIRM attorneys for telephone consultation at a reduced yearly fee. The District will pay the one flat fee per year (September 1 through August 31) that entitles authorized district representatives to contact FIRM attorneys for telephone consultation. Representatives may call as often as they want and the district is not billed additional fees unless work is required beyond the initial .3 hour telephone call. This agreement also entitles the District to client alerts and “Board Minutes” publications (sent via email) and reduced hourly rates on legal work beyond the initial telephone call. If the District engages FIRM for legal matters in the future, the current agreed upon billing rates and costs for out of pocket expenses will apply to those matters, unless engaged under a separate agreement for those matters. FIRM fees, rates and cost information are outlined in the attached Exhibit A. FIRM will inform the District of any changes to Exhibit A in writing. Continued use of FIRM services by the district constitutes an agreement by the District to any change in rates. The District will be invoiced the annual flat fee each future September 1st while this agreement remains in effect. If the District drops its membership with the Equity Center, FIRM’s standard fee will then be applied. By virtue of execution of this agreement, an attorney-client relationship exists between FIRM and the District. The privilege extends to the board of trustees as a whole and those authorized representatives as designated by the District. Under the terms of this agreement, FIRM attorneys will communicate with the authorized representatives of the District. In so doing, the expectation is that the attorney-client privilege remains intact absent action by the board of trustees to waive the privilege. This Telephone Consultation Agreement binds the District, their administrators, trustees, successors, assigns and legal representative to FIRM and to the partners, successors, assigns and legal representatives of FIRM with respect to all covenants stated above or attached to as an exhibit. The District agrees that FIRM may relieve itself from the responsibility of performing further work and, therefore, may withdraw as counsel should the District fail to timely pay FIRM for any fees or expenses incurred in representation of the District in any matter.

TELEPHONE CONSULTATION AGREEMENT EQUITY CENTER MEMBER DISTRICTS
FEES, RATES, AND EXPENSES AS OF SEPTEMBER 1, 2014
FEES
On each September 1, the District will be billed one flat fee of $750, which entitles authorized District representatives to unlimited telephone advice on an initial call related to a matter.
RATES For any work conducted on a matter beyond the beyond the initial .3 hour telephone call, the District will be charged the following reduced hourly rates:
$235 for shareholders; $215 for senior associates;
$195 for associates; $150 for attorneys pending licensure; and
$95 for law clerks and/or paralegals.
EXPENSES
In addition to fees for legal services, statements will include other charges for expenses and services incurred in relation to providing legal services.

The proposal was extended based on prior year’s usage, staff requests and vendor requests. Over 80 vendors (62
from Ion Wave – multiple commodities and 18 from our end-user department) were extended packets by mail, fax
and email with 19 qualified responses. Additional information on the proposal was extended through the legal
notice in our county newspaper, emails to budget managers as well as the District website to solicit participation in
our bidding process. The proposal was monitored through our ION Wave Bidding Program for participation and
final award.
The approved vendors under our current RFP numbers 1204LAW AND 1312LAW-CAT were extended the
electronic proposal to provide the new database information for the campuses and departments. As we transition
our proposals in Purchasing to an electronic bidding system and provide an electronic database for staff referencing
of approved vendors, this proposal was extended with 8 identified commodity sub-categories for vendors to provide
discount pricing. The sub-categories were extended with commodity coding to provide for future yearly aggregate
financial track-ability. As State Law requires aggregate purchases (an accumulation of yearly purchases) to be
grouped into categories or commodities, the following were identified from annual reports. These total expenditures
were reported from various approved vendors under proposal #’s #1204LAW and #1312LAW-CAT and were based
off last year’s expenditures.

A non-exclusive award is requested to allow each participating vendor to supply discounts off catalog pricing and
company price quote requests to meet our campuses and departments classroom needs at the lowest practical price

conditions established for this contract.
This proposal is requested for award under a one-year contract with a two (2) year renewal extension as long as both
parties agree to the terms of the contract for use on an as needed basis and funds are available for these
commodities. Renewal of this contract is not anticipated until April, 2018. Additional proposals of this nature will
be extended for vendor participation; however, this will not disqualify any vendors awarded under this contract, but
will allow for additional vendor participation in the future under these commodities.

SUBJECT: Textbook Committee Report for Proclamation 2015
Last October, a local textbook committee (see attached list) was appointed to examine
new textbooks and materials, which will be implemented during the 2015-2016 school
year. The committee members, with the assistance of other classroom teachers, have
evaluated these textbooks and materials by attending presentations and also by examining
sample materials sent by publishers. Our Textbook Committee and teachers went
through an extensive process to arrive at these final selections.
Most of the materials that have been selected are available in both print and digital
format. Our district has selected a “blended” type bundle, which includes a combination
of both print and digital materials.
The Textbook Committee is recommending the adoption of all materials involved in the
Proclamation 2015 Process. These course areas include K-12 Social Studies, High
School Mathematics, Fine Arts and also Principles and Elements of Floral Design. (see
attached list).
We are requesting that the Board of Trustees approve these selections that have been
made by our teachers and 2014-2015 Textbook Committee Members.

The purpose of this memo is to formally request approval for an out of state trip per FMG (Local).
On March 7th, four AISD schools (Passmore EL, Manvel HS, Alvin JH, Nolan Ryan JH) advanced to
Seaperch Nationals May 29-31 in Dartmouth, Massachusetts.

What is Seaperch
SeaPerch is an innovative underwater robotics program that equips teachers and students with the
resources they need to build an underwater Remotely Operated Vehicle (ROV) in an in-school or out-of-
school setting. Students build the ROV from a kit comprised of low-cost, easily accessible parts,
following a curriculum that teaches basic engineering and science concepts with a marine engineering
theme. The SeaPerch Program provides students with the opportunity to learn about robotics, engineering,
science, and mathematics (STEM) while building an underwater ROV as part of a science and
engineering technology curriculum. Throughout the project, students will learn engineering concepts,
problem solving, teamwork, and technical applications. (http://www.seaperch.org/what_is)
Nationals
The 2014 National SeaPerch Challenge will be located on the campus of the University of Massachusetts
in Dartmouth, MA on Saturday, May 30, 2015, where up to 100 teams are anticipated. Hosting the event
will be the Massachusetts Regional Committee. This year, students will enjoy the college experience, as
accommodations and meals will be available for all participants on the university’s campus, only a short
walk to Saturday’s in-pool and poster competitions.
Friday night again will feature the popular Welcoming Party for arriving teams to meet and interact, and

Sunday will be a free day for teams to explore the rich cultural history and outdoor activities in the greater
Dartmouth area.
Funding
24 students, 13 AISD sponsors, & 2 parent sponsors will be making the trip May 29-31 to Dartmouth,
Massachusetts. To support our students and their extracurricular efforts, AISD is using local funds to fund
100% of the trip for students, staff sponsors, and parent sponsors. These costs are as follows:

Rationale On the evening of March 3, 2015, Alvin ISD Trustees, each accompanied by two community members, participated in an extensive process of reviewing and considering the beliefs held
by Alvin ISD. At the end of the evening, the group developed five belief statements that are intended to drive the decisions of our

Rationale
The authority responsible for preparing the ballot must certify the unopposed status to the authority responsible for ordering the election. The document is filed with the presiding officer of
the political subdivision. The governing body must meet, accept the certification, and issue an order or ordinance declaring the election cancelled and the unopposed candidates elected.
To complete the cancellation process, a copy of the order or
ordinance canceling the election must be posted on Election Day at each polling place that would have been used in the election.
Incumbents serve out the traditional term until election day and until their successors have qualified. Therefore, candidates
who have been declared “elected” at the meeting ordering the cancellation, must wait until after the official election day (May
9, 2015 -- even though no election is held) and no earlier than the prescribed canvassing period (May 18 – May 20, 2015 --even though no canvass is held) to be sworn in and assume
their duties.
Therefore, all three unopposed candidates will be sworn in at the June 9, 2015 Regular Board Meeting.

Rationale Alvin Elementary received prior year hail damage to
the roof. To maintain the assets and secure a quality educational environment, AISD‘s best interest and
value would be served by proceeding with replacing the roof as soon as possible. The final claim settlement has been received and the District should
proceed now with contracting to replace and secure the integrity of the roofs. The District has moved
forward by use of The Interlocal Purchasing System (TIPS state purchasing method).

Alvin Elementary
AISD Maintenance Department has been working on an insurance claim for hail damage at 7 of our
campuses. The final claim adjustment has been received and will cover the replacement cost of this roof. It is in the
best interest of the District to proceed with replacing the damaged roof at Alvin Elementary.
The District has moved forward with accepting bids by use of The Interlocal Purchasing System (TIPS), a
state purchasing method commonly used by public schools. Duro-Last Roofing, the manufacturer of our roofing
systems, received competitive bids for installation labor, materials, equipment and other needs from 3 qualified
roofers. Proposed material costs are locked in at prices that were previously bid and negotiated by the state.
Alvin Elementary Roof Package: will be awarded to Duro-Last using Parsons Roofing as the installer for a
sum of $190,236.56.
Request contract award of roof packages to Duro-Last, a TIPS vendor, to provide the replacement of hail
damaged roofs at Alvin Elementary for a total cost of $190,235.56. Upon approval, Duro-Last will begin
replacements May 2015.
The insurance settlement has provided adequate funding for all roof replacements.

School Luke Kennedy Center
In September 2013, AISD Building Programs and the CTE Department presented to the Board a Long Range Master plan for facilities to support the growth of the Districts expanding Career and Technology Education (CTE) program. Multiple phases were outlined in the Board workshop presentation showing the planned implementation of future projects to renovate and/or repurpose existing facilities, as well as plan for the construction of new facilities. In June 2014, the Board committed $6,000,000 in funding to begin implementing the CTE Master Plan. The Board also previously approved the Construction Manager @ Risk (CM@Risk) contract delivery method with GAMMA Construction.
AISD CTE Administration, Building Programs, Purchasing Department., PBK Architects, and GAMMA Construction have been working closely to define the scope of work to renovate the Alvin High School Luke Kennedy Center. The scope includes shop renovations to Ag Science, Construction Trades, Precision Manufacturing, Oil & Gas, Project Lead The Way, and Manufacturing and their adjoining offices, classrooms, and storage. It also includes HVAC upgrades necessary to meet current code requirements and the replacement of aging systems. Alvin ISD Building Programs, Gamma Construction, and PBK Architects received competitive proposals from sub-contractors and vendors on March 19, 2015. After review and evaluation, Gamma Construction has submitted a GMP amount of $ 1,998,107.
Alvin ISD Building Programs Department is requesting that the Board of Trustees approve and authorize the Superintendent or his designee to review and execute an Amendment to the Construction Manager @ Risk contract with Gamma Construction for a GMP not to exceed $1,998,107 to complete the scope of work outlined in the construction documents and specifications for the renovations to the Alvin High School Luke Kennedy Center. With the approval of this GMP and the issuance of the Building Permits by the City of Alvin, construction of this project is scheduled to be complete prior to the start of the new 2015/16 school year in August.

We are now requesting the last and final funding for the Luke Kennedy building FFE and funding of shelving and storage
for the Auto Tech and Collision Center for a total budget amendment of $684,636.18.
Funding for the Luke Kennedy Building will include FFE startup equipment for our new programs, Oil and Gas and
Precision Manufacturing. Additional funding will support all classrooms being provided with new marker boards and
cork boards. Shure and Tennsco will provide for all areas storage to include metal shelving, cloth storage, tool drawer
storage, heavy duty cabinets, and tool boards. A laptop lab will be supplied for PLTW’s growing program with their
additional classroom provided within the existing shop area. Another computer lab will be added to Luke Kennedy for
the Oil and Gas program. Funding will also be utilized for the repair of existing Lathes in Manufacturing.
The following detailed breakout of funding per program includes storage, equipment, classroom furniture, repairs to
existing equipment, and technology. Total expenditure per programs is as follows:
