ALTERNATE CARE FACILITIES (ACF)
What it is… Public Health focused
Tiers (1, 2 and 3-4) Roles
Surge support for hospitals Community evacuation with a

What it is not. Not the MASH unit of the 70s
TV show. Not a Red Cross Shelter. Not the opening up another
wing at a hospital
WHAT IS AN ALTERNATE CARE FACILITY?
An ACF is the last option and would only be opened when the existing medical infrastructure is overwhelmed.
An Emergency Declaration is made by the Governor or a Spokane County elected official before opening an ACF.
Hospitals and long term care facil ities are responsible for the evacuation and shelter needs of their patients/residents.
Red Cross can provide care up to the l icensure of their staff in their general population shelters.
ACFs are not designed for pediatric patients.
A FEW CRITICAL ASSUMPTIONS…
Identify need. Identify who has
operational control and medical oversight.
Find location and request Health Care Coalition assets.
Identify logistical support resources.
Identify staffing resources.Open your ACF.Plan on how and when you
