Area of Cooperation - Alpine Space Programme


Programme ObjectivesProgramme Objectives

establishment of the Alpine Space as a powerful area in the network of European regions

initialisation and support of sustainable development under consideration of the relationship between the alpine core region and the fringes of the Alps

solution of issues of accessibility and transport by promotion of sustainable modes of transport and communication

protection of the richness of the natural and cultural heritage, preservation of population and infrastructure from natural hazards


Priorities

promotion of the Alpine Space as a competitive and attractive living and economic space in the scope of a polycentric spatial development in the EU

development of sustainable transport systems with particular consideration of efficiency, inter-modality and better accessibility

wise management of nature, landscape and cultural heritage, promotion of the environment and prevention of natural disasters


Priority 1: the Alpine Space as attractive living and economic spacecommon understanding of spatial development

connection of alpine core area and surrounding metropolitans

preservation of functioning rural regions

competitiveness of SME

prevention of moving away from problematic regions

access to telecommunication systems


Priority 2: sustainable transport systems

common sustainable transport strategy and action plan

minimising environmental loads caused by transport

technical solutions in the field of logistics

establishing of mobility centres

improving coordination of national infrastructure investment

preserving, improving public transport systems


Priority 3: nature, landscape and cultural heritageconcepts for use of cultural landscapes

networking in the fields of natural and cultural heritage

measures for using natural resources rationally

protecting/recovering settlements types in small and medium-sized alpine centrec

Protection from and management of natural hazards (floods, avalanches)


Monitoring Committee (MC)supervises the implementation of the programme (approval of the

annual implementation report)

confirms the programme complement

approves the project selection criteria

approves applications for amendment of programme

can make proposals to the Managing Authority (MA)

Members:

2-3 representatives of each partner state, President of the Conference of the Regions, the MA, 3 representatives of the „alpine organisations“,...


Steering Committee (SC)

initiates search for projects

decides on each project application on basis of project evaluation

co-ordinates with other Community programmes and policies

establishes transnational working groups

supervises Managing Authority

approves the rules of procedure and the yearly working plan of JTS

responsible for implementation of the Technical Assistance budget

Members:

2 representatives of each partner state, representatives of JTS and MA


Managing Authority (MA)

responsible for implementation of the programme

adjusts and implements the programming complement

draws up and submittes to the EC the annual implementation report

carries out the mid-term evaluation

safeguards the correct financial unwinding

sets up a monitoring system

ensures compliance with Community policies

fulfils the obligation to care for information and publicity

signs contract with JTS

signs contracts with LP about ERDF-funds


Paying Authority (PA)

draws up and submits payment applications to EC

receives payments from the Commission

carries out financial monitoring on programme level

books incomming and outgoing amounts

pays out ERDF-Funds to the final beneficiaries


Joint Technical Secretariat (JTS)

administrative support of MA

secretariat to the MC and SC

manages the project application process

project evaluation

project monitoring

deals with information and publicity on programme and projects

networking with the NCP

co-operates with other Interreg IIIB-programmes, relevant institutions


National Contact Points (NCP)

gives first information to anybody interested in projects

supports

co-ordinates with national interests and policies

evaluates project applications together with JTS

does Public relations work

organizes mid-term evaluation together with MA

regular calls for projects by MA

first call: end of 2001

pre-evaluation by NCP

evaluation by JTS in co-operation with NCP and experts

Project approval2: Basics

Comment of the NCP to:

economic and organizational capacity of project partners

amount and appropriateness of the costs and the ratio between own funds and public assistance

secured financing

coherence with national policies

Evaluation by JTS regarding:

completeness of evaluation by NCP

compliance with the objectives of the programme and the contents of the programme complement

compliance with the council regulations of structural funds

compliance with other Community policies (competitive right, ...)


Project approval 3: Selection criteria

provide a transnational project partnership (at least 2 partners from different states participating)

have a Lead-partner, who is responsible for project management

comply with european and national spatial developement policy issues (ESDP etc.)

concentrate on transnational problems calling for transnational solutions

have quantified outputs and/or attainable targets

be completed within the programme period (before september 2008)

provide equal opportunities for men and women


Project application:Contents

information on the legal status and economic situation of the LP and other project partners

objective of the assisted project

location of or the territory covered by the project

scheduled project costs, separating:

ERDF-co-funding

national co-funding (public, private)

other funds (PHARE, ...)

confirmation securing all national co-financing


Lead-Partner-Principle

each project is represented by a Lead partner (LP)

responsible for transnational project management

reports about progress of the project (project monitoring)

signs contract with MA about the overall ERFD-funds

responsible for financial flows in the project (submission of declarations of expenditure)

LP from a Non-Member state does not bear financial responsibility


Financial unwinding

decision on co-funding for the whole project by SC

contract with LP

interim and final statements for expenses actually paid

submission of declarations of expenditure of project partners by LP

evaluation of declarations by JTS supported by NCP

confirmation by MA

MA instructs PA to pay out ERFD-funds

PA pays out ERDF-funds to LP

organisation and guarantee of financial control by partner states
