Ontario Ministry of FinanceProvincial-Local Finance Division Issued January 27, 2006

Sum of the 2006 OMPF allocation and the Additional One-Time Special Assistance.

    Grant allocations for 2004, 2005 and 2006.

Represents the proportion of a municipality's population that resides in rural areas or small communities.

Refers to the costs that municipalities are responsible for under existing cost-sharing arrangements with the province. Includes municipal costs for Ontario Works, Ontario Disability Support Program, Ontario Drug Benefit, plus Child Care and Social Housing costs. Starting in 2006, this amount also includes the reinvestment of National Child Benefit Savings.

Once determined, will equal the projected benefit of the Province's increased share of Public Health funding to 65% in 2006.

Refers to the total assessment for a municipality weighted by the tax ratio for each class of property divided by the total number of households. For calculation purposes, weighted assessment also reflects payments in lieu of property taxes (PILs) made by either the provincial or federal government.

Refers to the projected 2006 eligible police costs per household.

There is no 2006 Phase-In Adjustment for this municipality.

Municipalities projected to see lower funding in 2006 compared to 2005 are eligible for Additional One-Time Special Assistance.

Total 2006 OMPF allocation after phase-in adjustment.

The four OMPF grants are summarized in the OMPF brochure and described in detail in the OMPF technical guide – both of these documents can be found on the Ministry of Finance's website at: http://www.fin.gov.on.ca/english/community/ompf/

The Phase-In Adjustment limits a municipality's funding decrease to $10 per household compared to 2004 CRF payments.

Equals the amount of additional assistance to ensure that 2006 funding is not less than that provided under the 2005 OMPF.

The Phase-In Adjustment limits a municipality's increase to $90 per household compared to 2004 CRF payments.

The Phase-In Adjustment limits a municipality's funding decrease to $10 per household compared to 2004 CRF payments.

Equals the amount of additional assistance to ensure that 2006 funding is not less than that provided under the 2005 OMPF.
