Adult Ultimate Frisbee Player:

Welcome to the City of Allen Parks and Recreation Adult Ultimate program. You can register for the draft at www.allenultimate.com or register a team at www.allenparks.org We are trying a new type of “pairing request” for this league. On the website you can request to play with another person. If 2 people both request to play with one another we will do our utmost to make sure they are on the same team. This will help with carpooling and make sure everyone knows someone on their team. Pairing requests for a Captain will probably be ignored. Pairing priorities:

1. Parents with small children or parent and minor child 2. Experienced player paired with a new player 3. Pairing requests where both people list each other 4. Pairing request where only one person lists the other 5. Pairing requests to someone who has multiple pairing requests 6. Pairing request to a captain

Welcome to the City of Allen Parks and Recreation Adult Ultimate program. You still need to register for the league at www.allenultimate.com. There will be a MANDATORY Coach’s Meeting and DRAFT for ALL coaches on Wednesday, June 03 @ 8:00pm at the Parks and Rec office at 301 Century Parkway, Allen, TX 75013. The team registration can be paid at Joe Farmer or Don Rodenbaugh recreation centers or online through May 23th. Attached to this letter are the following forms that you may need: online registration directions, roster w/ signatures required, directions to Coach’s Mtg. and Ford Park, under 18 waiver, rules and information. Completed rosters are to be turned in THE DAY OF YOUR FIRST GAME (given to scorekeeper before the start of play). Your team can not play until a roster is turned in and filled out completely, including each player’s address. One is attached, but blank rosters can also be printed under the “Files Download” section on the following web site; blank copies should be on site as well (check with the scorekeeper) in the event you need to add additional players after the first game per the bylaws. What is an Account PIN?

After you have created an account with the Parks & Recreation Department, your family will then be assigned an Account PIN. This is the account's identification number necessary to

use STUFF Online. It should not be shared with anyone other than those people listed on the account. Once logged in you have the ability to change your Account PIN.

What is a Login ID?

Each individual has a Login ID which identifies each individual to the system. At least one Login ID from an individual on your account is required to log in to the system. Once

logged in you have the ability to change your Login ID.

How do I get an Account PIN and Login ID?

Current Customer

• If you have participated in an Allen Parks & Recreation program, class or event or have a membership to a City of Allen Parks & Recreation Department facility you

already have an Account PIN and Login ID. Call one of our facilities and after verifying your account information, you will be given your PIN and ID. You may also

drop by one of our facilities and we will provide you with your information once we have confirmed your identity.

• Once the department has your e-mail address on file you can use the 'Forgot My

Password' function in the 'My Account' tab. This information will then be immediately e-mailed to you.

New Customer

• If you have never registered for a program or membership with the Allen Parks & Recreation Department, please drop by one of our recreation facilities and staff will be happy to create an account for you. Your Account PIN and Login ID(s) will be

provided immediately. Residency verification is required by presenting a City of Allen water bill or a Drivers License with other approved documents.

SCHEDULES After registration ends we will formulate the league schedules and they will be available at the coach’s meeting. They will also be available on www.sportstandings.com/allen before the season starts. If no team member has access to the internet you may pick up a schedule at the Recreation Services Office (301 Century Parkway) 8am-1pm, 2-5pm or call 214-509-4700. Participants should check the website often for schedule updates, standings, or bulletins concerning current and future leagues. ROSTERS Completed rosters are to be turned in THE DAY OF YOUR FIRST GAME (given to scorekeeper before the start of play). Your team can not play until a roster is turned in and filled out completely, including each player’s address. If a drafted player is not at the first game a signed roster with any missing players may be turned in up until the 3rd game. The signed roster must include each player’s signature, address, and phone number. Each team must turn in a roster before they play.

GAME FIELDS All league games are played at Ford Park Football Fields located at 632 Park Place, across from Ford Middle School.

AWARDS Regular season 1st place T-shirts; Playoffs 1st place disc UNIFORMS Uniform shirts must be alike in color.

MAKE UP GAMES Every attempt will be made to schedule all make-up games on your league night. However, the City of Allen reserves the right to schedule on alternate nights if necessary due to heavy rains, etc. This may include scheduling doubleheaders and weekend games. In the event of an

abundance of inclement weather and rainouts, the City of Allen reserves the right to cancel games in circumstances where they can’t be made up.

PRACTICES Ford Fields may be available for reserved practices. If lights are needed a fee of $3 per hour per field (2 hr minimum) is due upon reservation. The fee must be paid by noon (12:00pm) on the day of the reservation. If the fee is not received by noon, the lights will not be turned on. Reservations can be accepted by calling the reservationist at 214-509-4714.

REFUNDS No entry fee will be refunded after schedules have been made. NO EXCEPTIONS.

Ultimate Frisbee

Bylaws

Current UPA rules will govern the City of Allen Ultimate Frisbee League with the following emphases and modifications:

Ten Simple Rules

1. The Field -- A rectangular shape with endzones at each end. A regulation field is 70 yards by 40

yards, with endzones 25 yards deep.

2. Initiate Play -- Each point begins with both teams lining up on the front of their respective

endzone line. The defense throws ("pulls") the disc to the offense. A regulation game has seven

players per team.

3. Scoring -- Each time the offense completes a pass in the defense's endzone, the offense scores a

point. Play is initiated after each score.

4. Movement of the Disc -- The disc may be advanced in any direction by completing a pass to a

teammate. Players may not run with the disc. The person with the disc ("thrower") has ten seconds

to throw the disc. The defender guarding the thrower ("marker") counts out the stall count.

5. Change of possession -- When a pass in not completed (e.g. out of bounds, drop, block,

interception), the defense immediately takes possession of the disc and becomes the offense.

6. Substitutions -- Players not in the game may replace players in the game after a score and during

an injury timeout.

7. Non-contact -- No physical contact is allowed between players. Picks and screens are also

prohibited. A foul occurs when contact is made.

8. Fouls -- When a player initiates contact on another player a foul occurs. When a foul disrupts

possession, the play resumes as if the possession was retained. If the player committing the foul

disagrees with the foul call, the play is redone.

9. Self-Refereeing -- Players are responsible for their own foul and line calls. Players resolve their

own disputes.

10. Spirit of the Game -- Ultimate stresses sportsmanship and fair play. Competitive play is

encouraged, but never at the expense of respect between players, adherence to the rules, and the

basic joy of play.

Rules of play

Objective

The objective of ultimate is to score points by receiving a teammate's pass in the opponent's endzone. The

outcome of a match is usually determined by one team achieving a predetermined number of points first.

This ensures that a team can only win by scoring, rather than by running the clock down.

1. Player Eligibility

1.1. Players in all adult leagues must be fifteen (15) or older prior to the start of league play. Any

players 15, 16 or 17 years of age must present a waiver signed by a parent or legal guardian and

notarized.

2. Rosters

2.1. This is a DRAFT based league.

2.2. Each team will be allowed a maximum of twenty (20) players including playing coaches.

2.3. Completed rosters are to be turned in THE DAY OF YOUR FIRST GAME (given to official

before the start of play). Your team can not play until a roster is turned in and filled out

completely, including each player’s address. One is attached, but blank rosters can also be

printed under the “Files Download” section on www.sportsstandings.com/allen

2.4. A team must field at least four players from their roster to start a game. Using players from another

team or players not registered for the league will result in a forfeit. If a team is forced to forfeit

playing a scrimmage is encouraged.

2.5. NO LATE REGISTRATION.

3. Equipment/Uniforms

3.1. The game is played using a 175-gram disc; each team is responsible for bringing at least one

regulation disc; the disc used must be agreed on by both teams.

3.2. All players must wear jerseys that are matching in color. There will be a one game “grace period”

for all teams to obtain their jerseys. After this “grace period,” players not attired as described above

will NOT be allowed to participate.

3.3. Shoes – Any flat soled or completely molded cleat shoes are acceptable. Removable cleats, baseball

or track spikes or shoes that have steel or metal tips are prohibited.

3.4. No jewelry of any kind may be worn during the game.

3.5. Protective Equipment – Helmets, shoulder pads, thigh pads, are prohibited. Any questions as to the

legality of players’ equipment shall be decided by the referee of that game. The use of any

unyielding hard substance cannot be used to protect any injury, no matter how well covered or

padded. Therapeutic or prevention knee braces can be used.

3.6. The athletic division reserves the right to approve/disapprove any team name, logo, language on

uniform deemed lewd, vulgar, obscene, or suggestive in order to maintain a wholesome environment

conductive to providing quality leisure opportunities.

4. Playing Games 4.1. The league is co-ed with a requirement to play at least 6 men and 1 women, 5-2 is negotiable

between captains.

4.2. After 5 minutes waiting teams will start assessing points at a rate of 1 for each 5 minutes their

opponent does not put at least 4 players from their roster on the field and start the game.

4.3. A game is forfeited 16 minutes after its scheduled start time.

4.4. Forfeited games will be scored 10 – 0.

4.5. “Time Rule” – If the time expires before either team reaches 15 points the team with the most points

will be awarded the win. If the time does not expire then teams must win by 2 points.

4.6. Teams must start and finish game with no less than (4) players.

4.7. The game will be played in a max of 75 minutes, with two (2) halves that is determined when the

leading team reaches 8 points OR AFTER a point once 40 minutes have been elapsed. At this time

a five (5) minute half time will be observed.

4.8. During the regulation period the clock runs continuous, with two minutes remaining before the half

(thirty eight minutes into the half) and with 2 minutes left in regulation, both teams will be given a

two minute warning and notification. The clock is a running clock.

4.9. A disc flip will be held at the beginning of the game, the winner will get his choice of ends or offense

or defense. The second half the teams will “mirror” – they will switch ends and possession from

how the first half started.

5. Game Tie-Breaker – In the event of a tie game at the end of the second half the following method will

be used:

5.1. If a point is in play as time expires that point will be allowed to finish.

5.2. If at the end of time the game is tied, play will be allowed to continue for 5 minutes or until a

point is scored.

5.3. At the end of five minutes if the game is tied it shall be marked as a tie.

5.4. The maximum game length with half and the maximum Tie-Breaker period is 80 minutes.

6. End of Season Tie Break System 6.1. A system of tiebreakers is used to determine the division champions in the event that 2 or more

teams finish the regular season with an identical overall record:

6.1.1. If two or more teams are tied, the winner will be the team that defeated the other. (Example

‘A’, ‘B’, and ‘C’ have identical win-loss record, but ‘A’ beat both ‘B’ and ‘C’; ‘A’ would be

the winner.)

6.1.2. If there is a split between two or more teams the winner will be the team that gave up the

least amount of points against the teams involved for that tie.

6.1.3. If still tied, the team that has given up the least amount of points to all opponents within

the league is the winner

7. Conduct and Ejections 7.1. The Allen Parks and Recreation Department and Board reserve the right to suspend a player or

players for discourtesy towards another player, official, or any city official for a period of games

to be determined by the seriousness of the action. Any situation that an official deems

unsportsmanlike may be cause for ejection.

7.2. Players ejected from a game for any reason shall be suspended from play not only for that game,

but also for the next game that his/her team is scheduled to play including any playoff games.

This suspension is automatic; no notification needs to be sent to the team or player.

7.3. If a player is ejected twice in any one season, even if the ejections occur in more than one league

during the season, he/she will be suspended for the duration of the season in all leagues offered

by the City of Allen. If the second ejection occurs during the last game of the season, the player

will be suspended for the entire following season. There are NO EXCEPTIONS.

7.4. Anyone ejected from a game (player or fan) must leave the park property within two (2) minutes.

If they do not or if they leave and return later, their team will forfeit their game for that day (even

if game has already been played). If that game was played and lost, the next game will be

forfeited. Ejected individuals who are serving suspension ARE NOT allowed to attend their

team’s games, even as a spectator.

7.5. The League Director reserves the right to increase or decrease the severity of penalties based on previous history, unusual or special circumstances, or to protect the integrity of the league.

7.6. Foul language will not be tolerated. Fans and spectators are always present and we do not want them to be subject to foul language. A penalty will be called for this type of language and the

player will be ejected for the current game and the game that follows.

8. PLAYING FIELD CONDITIONS 8.1. The Parks and Recreation Department will make decisions on cancellation of games due to

inclement weather by 4:00pm of the scheduled game day. If weather and/or field conditions are

questionable, please call the Rainout Line at (214) 509-4809 after 3:30pm.

8.2. If the first game of the night is canceled, all other games on that field are canceled. Likewise, if

the second game is canceled, the third game is also canceled.

8.3. Only the officials will make any cancellation decisions at game time. In the event of inclement

weather during games in progress, games progressing to the start of the second half shall be

considered complete. It is the responsibility of each team’s manager to check for the team’s

make-up schedule.

9. MAKEUP GAMES:

9.1. Every attempt will be made to schedule all make-up games on your league night; however, the

City of Allen reserves the right to schedule on alternate nights if necessary due to heavy rains, etc.

The City of Allen will do everything possible to make up all games that are canceled due to

weather. However, unusual or extreme weather patterns may force us to permanently cancel

games in order to keep future leagues on schedule.

Bounds

Regulation games are played on a field of 70 yards (64 meters) by 40 yards (37 meters). Under UPA

rules, endzones are 25 yards (23 meters) deep. Normally, ultimate is played outdoors on grass. Boundaries

are marked by chalklines and cones.

GAMEPLAY

The pull or throw-off

The players line up at the edge of their respective endzones, and the defensive team throws, or pulls, the

disc to the offensive team to begin play. Pulls are the first throws in a game. Pulls are normally long,

hanging throws, giving the defense an opportunity to move up the field. Sometimes, though, a pull

consists of a short throw intended to roll out of bounds upon hitting the ground.

The pull is often started by a member of the defending team raising one arm with the disc and shouting

"ultimate!" to show that they are ready to pull the disc and begin play. When the offensive team is ready

to receive the pull, one of its members will also raise a hand.

The team that pulls to start the game is usually decided in a manner similar to a coin toss. One popular

way to decide which team pulls involves a player from each team flipping a disc into the air while a third

player calls "same" or "different." If the player guesses correctly, his/her team gets to decide if they want

to start on offense or defense.

Movement of the disc

The disc may be moved in any direction by completing a pass to a teammate. A player catching the disc

must stop after a few steps to run out their momentum, and can only move their non-pivot foot. A

common misconception is that a player must setup a pivot foot before they can throw the disc. In fact, the

player can throw the disc before stopping within the first couple of steps after they gain possession of the

disc. It is this fact that makes the "Greatest" rule possible. A "Greatest" occurs when a player jumps from

within bounds to catch a disc that has passed out-of-bounds. The player must then throw the disc back in-

bounds before his feet or any other part of his body touches the ground. The thrower may only catch their

own throw if another player touches it in the air.

Upon receiving the disc, a player has ten seconds to pass it. This period is known as the "stall", and each

second is counted out (a stall count) by a defender (the marker), who must be standing within three

meters of the thrower. A player may keep the disc for longer than ten seconds if no marker is within three

meters, or if the marker is not counting the stall; if there is a change of marker, the new marker must

restart the stall from zero.

Scoring

A point is scored when a player catches a pass in the endzone his team is attacking. In older versions of

the rules, only offensive players could score. However, current UPA rules allow a defensive team to score

by intercepting a pass in the endzone they are attacking. This play is referred to as a Callahan goal or

simply a Callahan.

After a point is scored, the teams exchange ends. The team who just scored remains in that endzone and

the opposing team takes the opposite endzone. Play is re-initiated with a pull by the scoring team.

Change of possession

An incomplete pass results in a change of possession. When this happens the defense immediately

becomes the offense and gains possession of the disc where it comes to a stop on the field of play, or

where it first traveled out of bounds. Play does not stop due to a turnover.

Reasons for turnovers:

Throw-away – The thrower misses his target and the disc falls to the ground.

Drops – The receiver is not able to catch the disc.

Blocks – A defender deflects the disc in mid flight, causing it to hit the ground.

Interceptions – A defender catches a disc thrown by the offense.

Out of Bounds – The disc lands out of bounds, hits an object out of bounds or is caught by a player who

lands or leaps from outside the playing field.

Stalls – A player on offense does not release the disc before the defender has counted out ten seconds.

Stoppages of play-Play may stop for the following reasons:

Fouls

A foul is the result of contact between players, although incidental contact (not affecting the play) does

not constitute a foul. When a foul disrupts possession, the play resumes as if the possession were retained.

If the player committing the foul disagrees with ("contests") the foul call, the disc is returned to the last

thrower.

Violations

A violation occurs when a player violates the rules but does not initiate physical contact. Common

violations include traveling with the disc, double teaming, and picking (moving in a manner so as to

obstruct the movement of any player on the defensive team).

Time outs and half-time

3 Time-outs, one per half and a floater, per team. A time-out called when none are remaining is a turn-

over.

Injuries

Play stops whenever a player is injured—this is considered an injury time-out. During the duration, it is

customary for players on the field to kneel or sit to ensure that they stay in their original positions. The

injured person must then leave the field, and a substitute may come in. If an injured player is substituted

for, the opposing team may also substitute a player. A substitution is not required if the injury was due to

an opposing player or if the team decides to also be charged with a team time-out.

Substitutions

Teams are allowed to substitute players after a point is scored or for injured players after an injury time

out. In the case of an injury substitution, the opposing team is allowed to make a substitution for a non-

injured player.

Refereeing Players are responsible for foul and line calls. Players resolve their own disputes. This creates a spirit of

honesty and respect on the playing field. It is the duty of the player who committed the foul to speak up

and admit his infraction. Occasionally, official observers are used to aid players in refereeing (see below).

Observers

An observer can only resolve a dispute if the players involved ask for his judgment. Although, in some

cases, observers have the power to make calls without being asked: e.g. line calls (to determine out of

bounds or goals) and off-sides calls (players crossing their end zone line before the pull is released).

Misconduct fouls can also be given by an observer for violations such as aggressive taunting, fighting,

cheating, etc. Observers are also charged with enforcing time limits for the game itself and many parts

within the game, such as the amount of time defense has to set up after a time out or the time allowed

between pulls, are honored.
