No, these have not a patch on our very own Boland Squad who returned from the Perfect Delivery BSA Inter Districts Tournaments with chests of gold. Well, alright - with gold on their chests - and this by dint of solid teamwork, skills aplenty, unsurpassed motivation and determination to prevail over all who confronted them. So, who are these modern gladiators of ours who, undeterred by the best in the country and - albeit not a life or death struggle but driven nevertheless by an unswerving desire for victory - went on to make every member of Boland Bowls so hugely proud of their District? Our Senior Women, with player Tish Bryce as Manager, were also into the medals, with a very creditable bronze overall. They were: Tish Bryce (Skip), Francina Cumpsty, Aléta Saayman, and Sandra Helmbold. Also, Dalene Reid (Skip), Denny Smithers, Lucy McNamara and Avril Darlew. The remaining sides also acquitted themselves well. Die twee Boland Onder-25spanne het vanjaar as die

Oom Tys en sy vrou,Marthie het ons groeponmiddellik kom groet en sterktetoegewens vir die toernooi. Oom Tys is ‘n gewese BolandPresident en ‘n oud-president enerelid van SwellendamRolbalklub, waar sommige vanons spelers lede is. Hulle het albei ons eerstewedstryd bygewoon en onsondersteun. Maar ons was stomvan verbasing toe oom Tys namiddagete by die klub opdaag.Hy het intussen sy Bowls SA-klere vervang met sy Bolandklere. Sy verduideliking aan onswas dat, alhoewel hy nou aandie Natalse Suidkus woon, hynog steeds ‘n trotste Bolandondersteuner bly. Beide OomTys en Tannie Marthie het onsdie Dinsdag en Woensdag heel-dag, bal vir bal, ondersteun, nogsteeds in sy Boland klere. Diejongmense het sommer opge-wonde geraak wanneer die twee

Opdaardie oomblik het dit onsspanne ekstra gemotiveer enmens kon dit in ons spelers sehele gesindheid sien. Die Vrydag het ons vermoeddat ons nie weer vir Oom Tys enTannie Marthie sou sien nieaangesien die finaal vroeërgespeel sou word. Maar nee,hulle was weer daar toe dit saakmaak. Weer eens het hulledadelik hul toernooi verlaat omsou gou as moontlik by MargateRolbalkub uit te kom om ons teondersteun en het hulteenwoordigheid gehelp om diedie jong mense se spel te lig. Die eindresultaat: 2 Gouemedaljes! Hierdie twee wonderlikemense se passie vir BolandRolbal is iets ongeloofliks om teaanskou. Wat hulle met hulgoeie gesindheid enondersteuning vir ons as groepbeteken het, sal ons almal nogbaie lank bybly. Dankie, Oom T ys endankie Tannie Marthie. Julleis ware ambassadeurs virBoland Rolbal!

“When you look for good inothers, you discover the goodin yourselves”.“BE THE BEST YOU CAN”. It was such a privilege toaccompany this team to theInter-Districts in East London.This was a well-disciplined andmotivated side and I knew that

YOU CAN WIN - JUST BE THE BEST YOU CANthey were two strong andcapable teams who were goingto deliver and “BE THE BESTTHEY CAN”. They most certainly did justthat! My aim was a 50%improvement on last year’sresults but these girls had spiritand were determined to winGold. I congratulate each player ontheir outstanding performance

during the whole week. Withouttheir faith, motivation anddedication this would not havebeen possible to achieve. They certainly made my taskan easy one. I have alwayswanted to accompany the B-side to an inter districts and washonoured when asked to do so,with East London being such aspecial venue becauseCharmaine and I had won Silverthere in 2005!

I thank and congratulate the twoskips, Bridget and Charmaine, whoreally supported and kept theirteams together. Well done girls! Marina, with her selectors, mostcertainly had a very difficult taskto select a winning team. The hardwork and effort to do the TID’s mostcertainly contributed to Boland’sgreat success. BOLAND! Wat ‘n Rolbalprovinsie om optrots te wees! Ek en Arnout (my man) het einde Januarie2014 die langpad na George gevat om dieprovinsiale spelers te gaan ondersteun. Dietrots wat daardie naweek uit die spelersgestraal het, het nie ongesiens verbygegaannie. My boodskap wat ek in hierdie Raakskootwil uitdra, is een van sukses, entoesiasmeen trots. Ek wil begin by die sukses wat Bolandbehaal het. Geen sukses kan sondertoewyding, harde oefening, ondersteuningen geloof behaal word nie. Ek bedankpersoonlik elke afrigter, spanbestuurder enspeler vir die sukses. In die vorigeRaakskoot het ek die wenresep “sukses”van Johan Smit weergegee. Boland se trotse spanne enspanbestuurders het met oorgawe aanhierdie wenresep gewerk en sukses behaal. Baie geluk aan almal wat met medaljesteruggekom het en ook aan die spanne son-der medaljes wat beter resultate as in die

Hierdie spelers het die geheim van sukses– entoesiasme – in hul harte styf gekoesteren resultate gekry. Entoesiasme het sterrein hul oë gesit en veerkrag in hul tred. Hulgeesdrif is die dinamiek agter allevooruitgang. Julle is ‘n voorbeeld vir alle anderrolbalspelers in die Boland. 2014 was vir Boland ‘n jaar met baieuitdagings, veranderings en trots. Die rolbal-jaar loop ten einde en ek wens almal watmeer as 100% vir hul sport insit, geluk en

sê dankie vir al julle insette. Hierdie wensis ten opsigte van elke klub, speler,administrateur, bestuur, spanbestuurder enook Raakskootskrywer. Ek dank Martin vanZyl en Theuns Coetzee wat Boland verteen-woordig op die Wes-Kaapse rolbalbestuur. Boland se Bestuur het die afgelope jaaronder baie druk gefunksioneer, maar positiefgebly.

As quoted in the East London Daily Dispatch, “Eastern Province had finished

top of the Blue Section in the women’s divisionsetting up the final against the surprisepackage Boland team who had just pippedGauteng North to the top of their group . . .” I would imagine that we were a surprisepackage to more than just the East LondonDaily Dispatch, considering we were secondlast in 2013. As we headed off to East London during theweekend of 8 March we were a very differentsquad to last year. With three new ‘caps’ inthe squad, Bridget, Zelda and Hannatjie, thenCharmaine playing Skip for the first time; Gailand I separated after playing front rank for twoyears; Thelma being recalled; Ilze in acompletely new team; and a new manager toround it all off, it was hard to imagine how itwould all work out. The one thing I did know, however, was thatthis year just felt right. Dorothy was adamantthat we would all cook and eat together,splitting us up into three groups to do cookingduty. This was an inspired decision and madesure that we were together each evening toreminisce on the day’s play, tell a joke ortwo and debate a whole variety of issues,mostly bowls related. Each morning we would gather around justbefore we left our accommodation andDorothy gave a brief talk and then Gail said

“SURPRISE PACKAGE” a prayer for us all. Whatever anyone’sreligious convictions, it didn’t matter. It wasabout the moment, one so powerful inbringing us all together, standing proudly inour Boland colours getting ready for the dayahead. I don’t want to give a blow by blowaccount of the week’s play as I think ourresults did that, but rather to say that whenit really mattered, every single person inthe squad played their part. Charmaine hadmentioned that the most important thing wasfor us to get the bonus point every session,and this we did eight out of nine times, whichreally gave us a boost. I think the thing that set us apart fromother years and other teams in this year’stournament was our team spirit. We workedhard as a squad of eight and it was nevertwo teams of four players. The spirit neverfaltered for a minute and I don’t think I haveever played with such a committed andfocused group of players as this year’sWomen’s B Side. Prior to playing our last group gameCharmaine said that if we do win and gothrough to the final, it was imperative thatwe maintained our composure and did notlose the focus we had had all week. We alltook note of this and despite being delightedinside, we all stayed in control. Beforeplaying the final, Dorothy mentioned that,according to the local paper, EasternProvince were f avourites and that we just

had to live up to our motto “to be the best wecan” to win either the gold or silver medal. I don’t think any of us were quite preparedfor the number of people who were at thefinal. Along with our B Side men we had anumber of other districts cheering us on. Bothour teams took the lead almost straight-awayand it was a lead that we never lost. DespiteEastern Province coming back at us towardsthe end of the match, it was never enoughand we, to everyone’s surprise, just won thefinal. I cannot describe the joy and pleasureto win at that level and to have done it withsuch an amazing group of players and anoutstanding manager in Dorothy. Before we went to the Inter Districts, Imentioned on the Boland Facebook pagethat I had heard Ray Jennings, coach of theUnder 19 SA cricket team that recently wonthe World Cup, say that whilst the team werenot necessarily the most talented group ofplayers he had coached, without a doubt theywere the best team for their unrelenting teamspirit and this was what helped them to winthe World Cup. Having played with a groupof players with such an incredible team spirit,I now have some idea of what he meant. I would like to finish off by thanking thosepeople who put their faith in this year’sselection, for giving us Dorothy, who only everasked one thing of us, “be the best you can”.Also, to everyone who supported usthroughout the week with phone calls andsms’s, it made such a difference. Finally tothe Boland Women’s B Side, of which it wasan honour to be part of, you were allabsolutely splendid.

Die woord “AFBAKENING” was dieafgelope tyd in die Boland distrikverantwoordelik vir ‘n ongekende

hoeveelheid bespiegelinge. Die UitvoerendeBestuur van Boland Rolbal wil graaghiermee al ons lesers se vrae so volledigas moontlik beantwoord. Ons vra ooksommer uit die staanspoor dat enigepersoon wat hierna nog meer inligtingbenodig, asseblief met my of sy/haarsoneverteenwoordiger moet skakel vir dienodige antwoorde. Die Uitvoerende Bestuur het die grootstap gedoen deur te begin om binne dieraamwerk van die “Western Cape BowlsFederation” te funksioneer. Dit het op12 April 2014 in die Paarl plaasgevind indie teenwoordigheid en met diesamewerking van die distrikte WestelikeProvinsie en Eden (voorheen Suid-Kaap). Die beste manier om die nuwe bedelingte verduidelik, is om terug te kyk na diegebeure wat tot die huidige situasieaanleiding gegee het. Ter aanvang moet ekons lesers daaraan herinner datherafbakening nie iets nuuts in Boland isnie. ‘n Klompie jare gelede was ons nogdeel van die Cape Country BowlingAssociation. Soos verwag kan word insulke omstandighede, was daar destydsook maar teenkanting teen die stigting vandie huidige Boland Distrik.

Wat het aanleiding gegee tot die nuweafbakening?

Wat het Boland Rolbal gedoen? Tydens die bogenoemde vergadering van2 Mei 2013 is daar begin werk aan ‘ngrondwet vir die WCBF sodat die Wes-Kaapgereed kon wees om deel uit te maak vandie nuwe strukture.Ons wou as leiers gesienword sodat ons uit die staanspoor betrokkekon wees op die pad vorentoe. Hierdiebenadering het reeds dividende opgeleweromdat die WCSC ons prosesse gebruik asriglyn vir ander sportkodes. Boland Rolbal se Uitvoerende Komiteehet kennis geneem van die verwikkelings enbesluit om eers te kyk wat op BSA se 2013jaarvergadering sou gebeur. Intussen hetSuid-Kaap voortgegaan om, inooreenstemming met die riglyne van dieSASCOC, die name Eden en Sentraal-Karoote aanvaar. WP het ook voortgegaan volgensdie riglyne van die WCPSC. Tydens die volgende vergadering van dieWCBF op 6 Maart 2014 is die grondwetgefinaliseer en goedgekeur met diesamewerking van die Algemene Sekretarisvan die WCSC, mnr Dave van der Walt. Daaris ook besluit om aansoek te doen omlidmaatskap van die WCSC en om met dieuitvoerdende besture van WestelikeProvinsie en Eden te vergader om hulle in telig oor die afbakening, doel en funksioneringvan die WCBF. Hierdie vergaderings hetsuksesvol plaasgevind in Pinelands op 5 Aprilen in Paarl op 12 April 2014 ondrskeidelik.(Vervolg op bladsy 6)

Waarom juis nou? Die poging om die administrasie van sportte rasionaliseer is lank reeds aan die gang.Op 21 en 22 November 2011 is ‘n sportindababy Gallagher Estate gehou,waar die “NationalSport and Recreation Plan” deur al diesportkodes in die land goedgekeur is. Dieprobleem was egter dat baie administrateursnie die erns van die proses besef het nie. Ditwas waarskynlik deels uit onkunde, maar ookomdat die sommige sportadministrateurs dieproses gesien het as ‘n poging van dieregering om in te meng met hul jurisdiksie.Daar is trouens nou nog sportkodes wat teendie proses vasskop.

Wat het Rolbal as ‘n sportkode gedoen? Na die sportindaba van 2011 het BowlsSA (BSA) versoek dat tweeverteenwoordigers elk deur WestelikeProvinsie, Suid-Kaap en Boland afgevaardigword om die drie distrikte in die WesternCape Sports Council (WCSC) teverteenwoordog. Die destydse President vanBoland Rolbal, Basie Louw, het Martin vanZyl en Theuns Coetzee aangewys om diedistrik te verteenwoordig. Die stigtingsvergadering van die WesternCape Bowls Federation (WCBF) het op 2 Mei2013 op Riversdal plaasgevind en is deur dietwee verteenwoordigers van elk van die driedistrikte bygewoon. Trevor Davis, Presidentvan Suid-Kaap Rolbal (nou Eden) was aspresident van WCBF en Doreen de Poweras vise-president verkies. Trevor was asbemiddelaar instrumenteel om samewerkingtussen BSA, SASCOC en WCSC tebewerkstellig. Dit was nodig om BSA se grondwet teverander om provinsiale rolbalfederasiesmoontlik te maak. Watter voordele hou dieWCBF vir ons as spelers in? Die eerste voordeel wat dieWCBF dadelik geïdentifiseer het,is nouer samewerking tussen diebestaande distrikte. Daar was ‘nonsigbare grens tussen onsdistrikte wat tot onlangs nogredelik hoog was. Elke distrikhet op sy eie in isolasiegefunksioneer. Nou dra Eden,WP, Wynland, Overberg, ens.dieselfde gewig. Ons kan nou,byvoorbeeld, soos met dieOnder-19-toernooi, ons eieinterdistrikte toernooie aanbieden ons rolbalspelers nuwegeleenthede bied. Aansoeke vir befondsing raaksoveel makliker met Boland watnou voldoen aan die riglyne vanWCSC. established Western Cape BowlsFederation , accompanied by his fellowcommittee members - representatives ofBoland, Western Province and Eden Districts- was certainly the highlight of our ExecutiveMeeting at Paarl. With a full explanationelsewhere in this issue of Raakskoot, sufficeit for me to say that your Boland Executiveviews this development as heraldingeminently manageable changes in the wayour sport is organised at district level, all verynecessary to win full recognition, cooperationand support funding from national andprovincial sports authorities. Boland Bowlsowes a debt of gratitude to ourrepresentatives, Theuns Coetzee and Martinvan Zyl, for their mandated role in inauguratingthis Federation, designed to facilitatecoordinated interaction and communicationwithin our sporting code – both regional andnational — and between ourselves and allregulatory authorities. In preparation for a possible BolandLeague, all Zones - with the exception of Zone2 - are running leagues this season. However,with three “new” demarcated zones mootedas from next season, this issue will need tobe revisited. The view that selectors should notthemselves be current Boland players – tofacilitate more effective and criticalobservation of players’ form - found resonancewithin the Executive. However, StoffelLambrechts (not present at the meeting) latercommented pertinently that many, if not allselectors, were not involved in selections ofteams for which they themselves arecandidate players. This issue, among otherpertinent factors, will be dealt withappropriately by Marina van Wyk in thedrawing up of a comprehensive Guide forSelectors. To date, even though advertised in theprevious issue of Raakskoot/Toucher, therehas been no response to our quest for areplacement for Una Conradie as DistrictSecretary. This is a critically importantposition that MUST be filled. Theuns Coetzee again encourages coastalbowls clubs to exploit their location byorganising events of the “bowls awareness”kind (such as those run so successfully by

Of the 40 clubs in Boland, only24 have qualified coaches and, of these,only 18 provided information on hoursspent coaching. In the entire District thereare just 40 coaches. Ten qualified ascoaches in 2013. She also reported thatthe TID programme – proposed almost ayear ago to be followed by all aspirantBoland players - had been faithfullyobserved by the Boland ladies but that itremains to be enforced for men as well.The TID programme will be furtherstrengthened in the coming season, withclubs exhorted to inform Marina of playersshowing promise. A serious incident of unethical conductinvolving a club member submitting asingles game scorecard to an Insurancecompany and lodging a claim for afullhouse was reported and discussed.The Executive reaffirmed the fact – statedin our Yearbook - that a fullhouse can onlyinvolve 8 or 9 shots obtained in a single

end. Therefore, a singles game cannotpossibly yield a fullhouse (and, for thatmatter, neither can a 2-bowl pairs game ora 2-bowl trips game). It was recommendedthat Raakskoot/Toucher be used to remindall Boland members of this (see separatestory in this issue) and, moreover, thatBowls South Africa be requested to informthe Insurance industry appropriately so asto obviate the possibility of any futuremisrepresentation or fraudulent actionanywhere in South Africa that would bringour sport into disrepute. In order to activate the BSA ruling thatany bowler introducing a new recruit to thegame be rewarded by having his/heraffiliation fee waived for a year, zonerepresentatives are requested to informclubs to provide the District Secretary withall relevant information with respect to newrecruits being introduced to the sport byexisting bowlers. An earlier suggestion by Al Cannone thatour Constitution be amended to allow - inaddition to the existing categories of districtplayer and Executive member – personsthat are deemed to have renderedexceptional service to Boland Bowls beinggranted ad hominem the right to wearBoland colours, was accepted by thismeeting, and will therefore be brought toour AGM for approval. Following a request from Zone 1 for clarityregarding Boland’s policy with reference tokeeping Boland competition days(preliminary rounds) free of any other inter-club activities (Open/All Days, Classics,etc), it was reaffirmed that Bolandcompetition days retain strict priority status,with no other clashing formal eventpermitted.

Dear reader, before my sharingany further views with you,

kindly allow me a little space tocomment on the points made bymy good friend, John Carroll, inthe February 2014 issue of thisaugust bulletin. After many months ofexercising patience, we yet haveto read about the successes ofthe Awareness Days held in theBoland during October 2013!May we now assume that, asnothing appears to beforthcoming by way of positivereports/announcements by ourclubs, this may have been apointless exercise? In regard to the necessity forearly selection of represent-ative teams/sides , I remainconvinced that this aspect is stillnot receiving the attention that itdeserves. The assumption thatthe current number of ‘teamsessions’ should suffice,unfortunately totally ignores mypoint, namely that ‘matches ’on a regular basis are what isrequired to properly preparerepresentative teams/sides ingood time before Inter Districttournaments! The mere comingtogether of representative teamsand possibly playing againsteach other or practising together,is certainly not the same asplaying competitively as inmatches/tournaments! The ‘Free Affi l iationIncentive’ discussed at the lastBoland AGM was indeed ‘turneddown by a large majority’.Unfortunately, absolutely nothingto date has been forthcomingfrom this ‘majority’ to rectify theshocking decline in bowlingmembership! Yes, ‘democracydid its thing’, but so, too, will‘democracy’ again show ourcountry what is good for it at thenext country-wide elections! It is a pity that John has, aftersuch a short period on theManagement of Boland Bowls,decided to ‘throw in the towel’!We are sure, however, that he

engender much morecompetition and enthusiasmamongst bowlers at thesouthern tip of the continent!The opportunity for the essentialexpansion of membership willalso be an interesting challengeto the new dispensation!

My very sincere message tothose of our readers who aresufficiently worried about thepresent state of affairs in thebowls arena, is to stop talking(yes, or even contemplatingmerely writing), but to ‘becomemeaningfully and activelyinvolved in promoting bowlswherever and wheneverpossible’! Now, to resume my column.One of my favourite topics is theintroduction and successfulrunning of Business Leagues .Although most of us alreadyknow that Boland currently isstreaks ahead of other districtsin regard to this very usefulmethod of introducing andpromoting bowls, are we,however, sufficiently motivated toconstantly evaluate theimportance of this approach anddo we share our successes inthis regard? When last, forinstance, did Boland Bowlsconduct a meaningful survey todetermine how many personsare being introduced to bowls inthis manner and how many ‘new’bowlers are actually registering?Can those clubs that achievebenefits through runningBusiness Leagues (not only ofa pecuniary nature but, evenmore so, through increasedmembership) not perhaps sharetheir experiences andsuccesses - through such asurvey by Boland Bowls - withclubs who hitherto have notsucceeded in offering BusinessLeague bowls to the public? Is Boland’s website stillpopular and is it possible forreaders to get some insight intothe number of users and, yes,even contributors? How doesour website compare with thoseof our neighbours and otherbowling districts in the countryand has it helped to promote oursport and the image of bowls in

the Boland? Perhaps the regularpublishing of, for instance, theminutes of Boland ManagementMeetings (as is done on thewebsite of Eden, the formerSouthern Cape District, to namebut one) would generate furtherinterest and greater meaningfulinvolvement in bowls in ourregion? The very innovative idea thatour new Development Officer,Theuns Coetzee, had when heinitiated the preparation andpublication of the current mostinformative Year Planner forBoland, certainly deservesrecognition! It is this sort of ‘newthinking’ and application thatundoubtedly will contribute to theimprovement of bowlsadministration at large! It wouldbe most interesting to find outhow our readers have been ableto utilise the Year Planner. My warmest congratulations toeach and every representative ofBoland Bowls who participatedin the recent 2014 BSA InterDistricts . Boland came out topsof all 20 districts and thisparticularly exceptionalachievement is mostcommendable. Our managers,coaches and selectors deserverecognition for an excellent jobof work. Would it also not be oftremendous interest to everyoneif a representative of each team/side could also furnish Bolandwith his/her assessment of thereasons for their wonderfulsuccess? Our managers docomplete a prescribed reportform (and there are also a fewmanagers who are player/managers) but the additionalimportant direct input of playerrepresentatives would no doubtbe of immense value to thedistrict as a whole! The recent establishment ofthe Western Cape BowlsFederation (WCBF) hassucceeded in generating somemuch needed introspection inregard to the way forward forbowls in the Western Cape.Fortunately the three affecteddistricts, the former BowlsSouthern Cape, WesternProvince Bowls and BolandRolbal/Bowls, will derive manyadvantages such as regularfunding and increasedcompetition for players aspiringto selection for Inter District/Provincial colours. The finerdetails of the new dispensationare covered in this edition ofRaakskoot/Toucher. For therecord, Bowls Southern Capehas already been sub-dividedinto Central Karoo and Eden.Boland will eventually be sub-divided into the three municipaldistricts of Overberg, Winelandsand West Coast. WesternProvince Bowls (currently 36affiliated clubs) will eventuallylose Malmesbury (to WestCoast) and Stellenbosch (toWinelands). Although the sub-division of Bowls Southern Capehas taken place as alreadymentioned, it is envisaged thatthe changes in regard to theother two districts will take sometime. Personally, being involved asa representative of our districttogether with Theuns Coetzee,Boland’s Development Officer, inthe planning and realisation ofthe WCBF has been like abreath of fresh air and I amconvinced that this newrepresentative bowling body will

The earlier years I was brought up on a farm inDungannon, Northern Ireland,where I attended primary schooland then secondary school,becoming head boy in my finalyear. Earlier, when I was 11 yearsold, I refused to go to grammarschool because it was a rugbyschool only, and I was a football(soccer) addict. I left school whenI was15 years old and joined alocal textile company. I studied“Dyeing and Finishing of Textiles”two days a week for four yearsbefore moving into the productiondepartment where I worked for 7years.In 1974 I applied for andobtained a job at Hexriver TextileMills on a 3-year contract. Now Iam happily retired.

My family I married Gladys Simpson in1969 and we have two children.Geoffrey lives in London and hastwo children while Cheryl lives inCape Town, still looking for theright man.

Bowls career I was introduced to the gameby a good Scottish friend.Heshowed me the basics and 30minutes later suggested we playa game.He lost by a big marginand I nearly lost a good pal.Thenext day I became a member ofHexriver Bowling Club.Tabs-in onSaturday, 6 February 1978 beganmy bowling career.

Achievements at club level I have been club SinglesChampion 20 times (10 atHexriver Club and 10 times atWorcester Club). I have also wonmany pairs, mixed pairs,handicap singles and 101competitions at club level.

Letters to the EditorLetters to the EditorLetters to the EditorLetters to the EditorLetters to the EditorSOME LAW CLARIFICATIONSThe law book has 61 laws, most of which deal with dimensions,weather, guidelines, etc., only a few of which invoke penalties. Byadhering to the “few” mentioned hereunder, bowlers will eliminatemany potential sources of conflict and dissatisfaction currentlyoccurring on the greens and, moreover, raise levels of “enjoyment”of the game for all participants. Surely this is not asking toomuch!

1. Positional changes: (Law 34.2.3) – No changes areallowed in a team after the first end, unless a substitutehas been brought in under Law 51. Until 2006, it waspermissible to change positions during a game but it is nolonger so. However, positional changes between gamesare permissible.

2. Line Bowls: (a) (Law 27.3.) Only skips - or opponents insingles - may decide whether a bowl is in or out and onlyon their own rink. If they cannot reach agreement, anumpire should be called. (b) Players on a rink are onlypermitted to remove their own bowls. If they remove anopponent’s bowl, the opponents may replace the bowlwhere they believe it was lying. The opponent’s decisionis final. (c) A player removing an adjoining rink’s bowlbecomes a “neutral” person. This is a serious matter, asthe teams on the adjoining rink may replace the bowl andmust be in agreement as to its position. If they cannotagree, the end will be declared “dead” and should bereplayed. This can seriously affect a game. You may advisean adjoining rink of a bowl that is possibly in your rink - butallow them to decide.

3. Rink possession: (Law 35.0) When a delivered bowl stops,possession of the rink transfers to the opponentsimmediately . The player having delivered should vacatethe mat and the team should vacate the head. No furthercommunication should take place until after the nextopposition delivery stops and rink possession is once againregained. Law 35.3 : The player on the mat should not bedistracted or interfered with during delivery.

4. Position of Players: (Law 36.0) (a) Players at the matend who are not delivering, are to stand at least 1 metrebehind the mat. (b) At the head, as a bowl is delivered, theplayer controlling is required to move back and away fromthe head (36.1.2.2), as should the other players on therink (Moment of delivery is as the bowl leaves the hand).

5. Foot Faulting: (Law 20.0) Before delivery a player musthave one foot (at least) completely on the mat and, as thebowl leaves the player’s hand, one foot is to be on - orpartly on or above - the mat. This applies to the jack aswell as to a bowl’s delivery.

6. Note: Transgressions of Laws 20.0, 35.0 and 36.0 allinvoke penalties – an indication of the seriousnesswith which such transgressions are viewed.

7. Breaking up Head: (Law 39.2) No bowls should beremoved from the head until both opponents in charge of thehead are in agreement as to the number of shots scored. So,beware of moving any bowls , until you are given permissionby the players in charge.

8. Bowls: (Law 1.4.3) – A set of bowls consists of four bowlsthat are “matched” in colour, size, weight, bias, engraving, make,model, etc. Note: Opponents can challenge the legality ofbowls if the bowls do not conform to this law. Law 8.1.9 — Inall games, players should use bowls from the same set. Law8.1.8 stipulates that stickers are temporary attachments to abowl.

All this in order tosubmit a claim against hisInsurance company. Lengthy explanations,including (1) that a four- shot endin a Singles competition doesNOT constitute a fullhouse; (2)that a claim to that effect wouldconstitute a misrepresentation -with a view to securing anundeserved payout ; (3) that anyattempt by a club to validate inany manner or attest to a four-shot end being a fullhouse wouldmake that club complicit in a

husband Nick and one of ourmembers, Johan Kriel, have had11 grade 6 pupils and then 14grade 7 pupils on our green onemorning during school hours. Thiswas at the suggestion of MariusJerling, the new Principal ofDarling College, as the governingbody wanted to introduce a newsport to the school. DarlingCollege is an independentprimary school, situated close toour bowling green. We have had the children ononly three occasions to date buttheir enthusiasm is obvious. A fewof them are showing potential andthe rest are just enjoyingthemselves for now..

INCIDENT REPORT with a telling message for all Boland bowlers

criminally fraudulant action, fellon deaf ears. The playerbecame ever more belligerentand threatened the hosting club’sofficial with legal action! A letter is sent to thePresident of the player’s club.After describing the incident andreferring the recipient to page 8in our Boland Yearbook, theletter ends as follows: “Myrequest to you is that you takesteps to properly inform yourclub members of the factssurrounding a “fullhouse”.Namely, that 8 shots in a four-ball Pairs game or in a two-bowl Fours game and 9 shotsin a three-bowl Trips gameconstitute a fullhouse.Moreover , I trust that you willemphasize that any attemptthereafter to present to anyinsurance company a 4 shotend in a singles game as afullhouse would represent a

deliberate untruth with aview to securing payout ona fraudulant claim - a clearcase of bringing our sport,club and District intodisrepute”. An interesting sequel wasa telephone call to a BolandExecutive Member from theoffices of Insurance brokers thathad received a claim from theplayer in question. TheExecutive Member duly gave afull explanation of what doesand does not constitute afullhouse in bowls. The brokermentions that their client’spolicy actually states that aclaim for a fullhouse can onlybe honoured if obtained in ateam event. The ExecutiveMember forwarded a scan ofpage 8 of our Boland Yearbookto confirm the official stance onthe matter. An e-mail from the brokers

was subsequently received by theExecutive Member, quoted and/or paraphrased here as follows:“I phoned our client to explainto him about the fullhouse,etc. He replied that Santam inthe past paid out on such aclaim. I phoned Santam andthey sent me the previousscorecard and letter , thescorecard indicating it was aMen’s Singles, but the clubissued a letter confirming thefullhouse. Santam then paidthe claim. Maybe this explainswhy Mr . X was so upset. I alsosent the page 8 to Santam”. The key here is the statementfrom Santam: “. . .THE CLUBISSUED A LETTER CONFIR-MING THE FULLHOUSE”. Who among us – player andadministrator alike - would wantto continue to sacrifice theintegrity of Club, District andSport on the altar of blind avarice?

The overallaverage was 11.85 seconds.The “world standard” distance forgreen comparisons is 27 metresand optimal running speeds areconsidered to be 12.5 to 13.9seconds. Bowls manufacturers producea wide range of models andweights, to suit the varyingconditions found between theextremely fast New Zealand/Australian and the slower,heavier greens of the BritishIsles and Southern Africa.Therefore, it is possible thatplayers could purchase bowlsthat are not designed for greensrunning at the 11.0 to 12.8seconds, as experienced on theWest Coast. Manufacturers classify bowlsinto three main categories:

A ll of us are now well aware of the wonderfulsuccesses achieved by Boland’s inter district sides and

teams. It is nice to bask in the warm feeling of euphoria,but success can easily lead to complacency , a conditionthat often bites you from behind if you do not beware. This is the best opportunity Boland Bowls ever had forretrospection to identify the reasons for the successes sothat all the sides can make use of it in future. Now is thetime for debriefing, to get all the managers and skipsaround a table with the relevant members of Boland’smanagement to identify and pin-point the reasons for ourachievements. Was it commitment, motivation, prior teampractice, focus, TIDs, player quality , effective team man-agement or a combination of these factors? What workedand what did not work so well and was only a waste oftime? The Boland players, by their exceptional achievementsin 2014, have made it more difficult to maintain the samestandard in the years to come. If we do not learn from oursuccesses and mistakes, it will be a lost opportunity andthe task of maintaining the same standard will be so muchmore onerous. As reported in this issue, the new demarcation of bound-aries of bowls districts is a fait accompli. Boland as adistrict will eventually no longer exist and will becomethe three regions that have already replaced the fourzones, all forming part of the Western Cape Province. But what is still not clear , is the time scale. One mustbear in mind that the same exercise that took place in theWestern Cape, must be repeated in all eight other prov-inces. In Gauteng there are currently five districts, inKwazulu-Natal three, and so forth. All these districts mustbe consolidated into provinces before the total plan canbe implemented. Perhaps that is the reason for the vague-ness regarding the timing of the implementation of thenew dispensation. There remains one niggling thought: Was the prospectof financial assistance by the Department of Sport andRecreation a decisive factor in the acceptance of the newdispensation? We read that the thorny issue of transfor-mation did form part of the negotiations and that theWestern Cape Sports Council had a good understandingof the situation regarding bowls. However , the Ministerfor Sport, on more than one occasion, publicly declaredthat those sports codes that did not meet the transforma-tion targets, should not expect any financial support fromthe government. This poses a major challenge for bowls administratorsfrom national to club level. If they want the new demar-cation dispensation to succeed money-wise, they willhave to embark upon a concerted, urgent campaign tocanvass meaningful numbers of Black followers of oursport.
