SHORT HISTORY LESSON – SURPRISE #1• 2004 – Five localities in Central Virginia are selected as
the “Richmond UASI”• ~$6.5M awarded; region invested in • AM frequency radio stations for 3 localities (Hanover,
Chesterfield, Goochland),• Citizen alerting systems for 2 localities (Henrico and
Richmond), • Portable radio cache with 100 handheld radios (20 per
locality) and one portable antenna system that could go anywhere in the 5-locality footprint
• Not selected in FFY2005 to remain a UASI entity• No plans in place for sustainment outside of the development
of a regional radio coordination team to approve requests to use the local “UASI Radio Cache”

LESSONS LEARNED• Don’t plan on being a UASI “next year”
For FFY2009, the region’s top priority was to conduct a gap analysis of 14 of the 32 TCLs (agreed on as a region) to help develop a solid strategy and funding plan
Rearranged subcommittees based on functions rather than projectsFound similar projects across disciplines
FFY2008: ~$1.7M awarded (~$418K for law enforcement)
FFY2009: ~$2.9M awarded (~$670K for law enforcement)
FFY2010: ~$2.6M awarded (~$520K for law enforcement)

•Goldfish, hamsters, and even the little seed in the Styrofoam cup – they all die.
•Remember the Dick-and-Jane books and the first word you learned – the biggest word of all – LOOK.
