Alaska Native people began as members of full sovereign nations and continue to enjoy a unique political relationship with the federal government. We survive and prosper as distinct ethnic and cultural groups and participate fully as members of the overall society.

Formed in 1966, AFN continues to be the principal forum and voice of Alaska Natives in dealing with critical issues of public policy and government.

Our mission is to enhance and promote the cultural, economic and political voice of the entire Alaska Native community.

ARTICLE III, SECTION I, ANNUAL MEETING. An annual meeting of the Class A members shall be called the Convention of the Alaska Federation of Natives, Inc., and shall be held at the discretion of the board of directors in the manner provided by this Article, for the purpose of electing directors and for the transaction of other such business as may come from the meeting. The annual meeting may be held on a legal holiday. If the election of directors shall not be held on adjournment thereof, the board of directors shall cause the election to be held at a special meeting of the Class A members as soon thereafter as conveniently may be arranged.

In accordance with the bylaws of the Alaska Federation of Natives, Inc., the board of directors has scheduled the 2018 Convention for October 18, 19 & 20, to be held at the Dena’ina Center in Anchorage, Alaska.

More than fifty years ago a small group of representatives met for the first statewide gathering of Native peoples, which became the Alaska Federation of Natives. That first meeting addressed land claims and since then has grown in size and scope, both in the issues addressed and in number of delegates participating. Today’s conventions bring together an estimated 6,000 attendees, with thousands more tuning in to the statewide television and radio broadcasts and watching online.

AFN’s partnerships with the business community are never more critical, particularly through sponsorship of the Convention. Open to the public, our annual event is the largest meeting of its kind in Alaska and, with our dedicated sponsors’ help, brings together thousands of Alaska Natives, government agencies, organizations, observers and special guests from around the globe.

Television Convention and Quyana evening cultural performances are broadcast every year statewide (18 cities, including Anchorage, Fairbanks, and Juneau, and 200+ villages) on GCI Cable, ARCS, and 360 North – Our estimated audience ranges from 10,000 to 40,000 viewers during primetime. The entire convention was rebroadcast on statewide television over the Thanksgiving weekend.

Webcast Viewers from 45 nations in all corners of the globe watched the 2017 livestream, from the UK to Indonesia, Korea and South Africa. We gained and held the attention of more than 5,000 unique viewers, with an average viewing time of 41 minutes. The on-line webcast archive continue to viewed by at least 300 people for several weeks after.

AFN App The AFN app was accessed by 637 unique devices with 10,700 total screenviews. Our users viewed an average of five screens per session, indicating that people were actively engaged in the app, clicking around extensively. The most popular content within the app include the Agenda, Homepage with rotating Sponsor Ads, Messages, and Exhibitors/Sponsors sections.

Social Media During the month of our 2017 Convention, AFN’s social media reach on Facebook and Twitter exceeded 97,000 with more than 14,100 uniques users. We added 30 Twitter users and 306 Facebook followers during the same period. Our followers and users are engaged and include a healthy range of young and mature users, men and women. Most of our interactions are centered in urban areas, with representation from villages across Alaska as well.

IntroductionAFN’s mission is to enhance and promote the cultural, economic and political voice of the entire Alaska Native community. Resolutions will be used to help guide AFN toward the following goals:

• Advocate for Alaska Native people, their governments and organizations, with respect to federal, state and local laws;

• Foster and encourage preservation of Alaska Native cultures;• Promote understanding of the economic needs of Alaska Natives and encourage development consistent

with those needs;• Protect, retain and enhance all lands owned by Alaska Natives and their organizations; and• Promote and advocate for programs and systems, which instill pride and confidence in all Alaska Natives.

Committee OrganizationA. The AFN board of directors adopted these guidelines to assist the AFN Resolutions Committee in meeting their responsibility for accepting, evaluating and making recommendations in the consideration of resolutions.

B. AFN Resolutions Committee is a standing committee comprised of members appointed by the co-chairs of the AFN board of directors.

C. The Chairman of the Committee and/or AFN’s staff assigned to the Committee shall give members appointed to the Resolutions Committee an orientation to the resolutions process. Included in the orientation packet shall be:

1) A copy of the AFN Bylaws;2) A copy of Resolutions Policy & Procedures;3) A copy of the Annual Notification for submission of resolutions; and4) A copy of the resolutions passed by the previous Annual Convention.

D. The Elders/Youth Conference shall form a resolutions committee. The Elders/Youth Conference shall establish guidelines for their resolutions committee along the same lines as the AFN Resolutions Committee. The Elder/Youth Resolutions Committee may request a member of the AFN Resolutions Committee to serve on the Elders/Youth Resolutions Committee.

Criteria for Submitting ResolutionsA. The Resolutions Committee will entertain resolutions submitted by any recognized Alaska Native delegate to the Annual Convention, Alaska Native Group, or AFN member organizations.

B. The Resolutions Committee will consider only resolutions that address issues of statewide or broader significance.

C. Resolutions submitted must address only one issue and must be accompanied by a one paragraph problem statement that clearly explains the problem/issue which you are wanting AFN to solve. There is a new section on the resolution form for the problem statement.

D. Resolutions requesting funding may be referred to the AFN board of directors or an appropriate regional or local organization.

E. The Resolutions Committee may refer to the AFN board of directors or an appropriate member organization for resolutions that request legal action.

F. The Resolutions Committee will refer to the AFN board of directors all resolutions that are determined to be a divisive issue between member organizations.

G. The Resolutions Committee shall refer all resolutions of endorsements, commendations, or recognition to the AFN board of directors.

Resolution Procedures and Follow-UpA. When a resolution does not follow the established format, it will be referred back to the sponsor or be rewritten.

B. Duplicate resolutions may be consolidated. All sponsors of duplicates will be noted on final resolutions.

C. The Resolutions Committee will only consider resolutions that are received by the deadline of September 21, 2018.

D. Resolutions should be one issue per resolution with limited negative views.

E. Resolutions making misstatements on issues will be returned to their sponsor(s) with draft language for the considerations of the sponsor(s) or be modified.

F. The AFN President or designee, which may include the Chair of the Resolutions Committee, shall make a summary report of actions that occurred on the resolutions adopted at the prior Annual Convention.

G. An authorized member delegate may present a resolution(s) to the Annual Convention by “Suspension of Rules” procedure set out in Roberts Rules of Order provided that copies were handed out the day before the resolutions are to be acted on and comply with this policy.

H. The Resolutions Committee shall categorize all resolutions received into the following categories: AFN Board Resolutions; Special Recognition; Subsistence; Health, Safety & Welfare; Cultural; Land & Natural Resources; Education; Economics; ANCSA/Tribal; Elder/Youth; and Other.

I. Resolutions presented to the Annual Convention and passed by the delegation shall be processed by the Resolutions Committee into a final set of resolutions for presentation to the AFN board of directors.

Presentation of Resolutions at the Annual ConventionA. The Chair of the Resolutions Committee, or designee, shall preside over the presentation of resolutions to the membership at each Annual Convention. The Chair will explain the resolution policy and process, the notice and instructions for submitting resolutions, the criteria for submitting resolutions, and the technical management of the resolutions.

B. The Committee Member will read the number, title of resolution, and the recommendation of the Committee, and that he/she will make the motion to accept the recommendation of the Committee. A Committee Member will second the motion.

1) Amendments of three words or less and grammatical amendments may be accepted by unanimous consent by the Annual Convention;

2) Amendments of greater length must be in writing and brought to the Committee and may be tabled to the end of the session;

3) Suspension of rules to consider resolutions other than those in the convention resolutions packet requires a two-thirds vote of the members. Newly submitted resolutions must be in writing and brought to the Committee.

PRESIDENT’S AWARDS POLICY AND PROCEDURE

Nomination Deadline: August 17, 2018

Please note: we are continuing with an early deadline due to Convention material print deadlines. Late submissions will not be considered.

As part of an effort to properly recognize award winners at the Convention, AFN will continue to present fewer awards. Please see the description of the awards on the following page.

Criteria:

• Any delegate to the Annual Convention, member of an Alaska Native group, or AFN member organization may submit nominations for the AFN President’s Awards.

• Sponsors may nominate a person or couple for multiple awards, but must do so on separate nomination forms, paying particular attention to the criteria of each award.

• Nominees must be living.

• Submit typed or printed forms only. Letters of support for the nominees are welcome. All information will be used at AFN’s discretion and will not be returned.

• The Convention Committee will consider only those nominees who meet the criteria.

• Please nominate only persons of good moral character who, to your knowledge, have not had serious questions raised regarding their stability, honesty or integrity (e.g. nominees should not have been convicted of or indicted for a felony, a crime involving dishonesty, or a crime involving harm to a child, nor be under indictment for such crimes). You can check for criminal proceedings here: www.courtrecords.alaska.gov

• Once award winners are selected, sponsors will be asked to submit a short bio and a photo for AFN’s promotional and convention materials.

• The sponsor is responsible for the winner’s travel, hotel, per diem and other expenses for travel to the AFN Annual Convention. It is recommended that the winner(s) be present at the Convention during the presentation of awards.

The following honors will be awarded in 2018:

• Health – Recognizes an Alaska Native who has demonstrated strong commitment, competence and sensitivity in the health fields, whose accomplishments have improved health care for Alaska Natives. Nominees may be involved in the areas of health advocacy, program administration, and professional care and in the health professions.

• Eileen Panigeo MacLean Education – Named for the late State Legislator, elementary and bilingual teacher, Eileen Panigeo MacLean, this award recognizes an Alaska Native who has demonstrated strong commitment, competence and sensitivity in the education field, and whose accomplishments have improved educational opportunities for Alaska Natives. Individuals nominated for this award may be involved in traditional education, preschool, elementary, secondary, or postsecondary education, the nominee can be cultural educators, parent committee members, school board members, administrators, teacher aides, or other education-related professionals, who have been a positive role model for the Alaska Native community.

• Hannah Paul Solomon “Woman of Courage Award” – Named for the late Hannah Paul Solomon, recognizes an Alaska Native woman who demonstrates through their life and work the strengths of our culture and values and tremendous courage.

• Katie John Hunter-Fisher – Recognizes an Alaska Native who exemplifies and preserves the spirit of successful subsistence hunting, trapping and sharing, and our way of life. Nominees must acknowledge and ensure that the next generations of providers will carry on the traditions and customs in harmony and peace to sustain their extended families.

• Roger Lang Youth Leadership – Named for the late Roger Lang, former AFN President, who encouraged young people to expand their horizons and challenge themselves to become future leaders. Nominees must be young men of high school age or students in college, who demonstrate leadership qualities.

• Small Business – Recognizes an Alaska Native business owner or manager who has demonstrated success in business as with a commitment to their community, which has improved economic opportunities for Alaska Natives.

• Gin’tith (Richard Frank) Military Service Award – Recognizes an Alaska Native who demonstrates a strong commitment and willingness to serve in the U. S. Armed Forces in the defense of the United States of America. Individuals nominated for this award may be involved in the U. S. Armed Forces in active duty, reserves, National Guard or a veteran who was honorably discharged from active duty or reserves.

• Glenn Godfrey Law Enforcement – Named for the late Glenn Godfrey, Colonel and Director of the Alaska State Troopers and Alaska Commissioner of Public Safety. This award recognizes an Alaska Native law enforcement officer, federal, state or local, who has shown outstanding dedication to the safety of the public in any location(s) within Alaska, often requiring heroic courage in the face of danger.

• Citizen of the Year – Native person who has demonstrated strong commitment, dedication, and service to the Alaska Native Community and to Rural Alaska (Nominated & selected by the AFN Board of Directors).

• Denali – Non-Native person who has demonstrated strong commitment, dedication, and service to the Alaska Native Community and to Rural Alaska (Nominated & selected by the AFN Board of Directors).
