DISCUSSION: The extension of the contract provides the expertise needed to complete the final phase of ROSA. RECOMMENDATION

Approve and authorize the President to execute an amendment to Contract No 1017 with Jones amp Stokes Associates Inc (Principal David Zippin Location Oakland) to extend the term from September 30 2008 to July 31 2009 and to increase the total contract amount by $154736 from $ 155275 to $310011 for the continuation ofprofessional services related to the Resource Conservation Open Space and Agriculture Elements (ROSA) of the General Plan and other services that would continue implementation of Measure D for the Community Development Agencys Planning Department The contract amendment would provide for planning and environmental services biological technical support to complete the final phase of the General Plan Elements

DISCUSSION

The extension of the contract provides the expertise needed to complete the final phase of ROSA These efforts help the County implement its obligation to comply with the letter and spirit of Measure D the initiative passed by the voters in 2000 and also provide an opportunity to update the Countys General Plan as mandated by state law (the Agriculture Element is not mandatory under State law nevertheless its inclusion in the General Plan illustrates the Countys commitment to local agricultural enhancement)

The tasks necessary to complete the ROSA elements and the required CEQA documents generally include

This contract amendment comes as a result of continuing community discussions and input regarding creeks and riparian corridor preservation and agricultural enhancement and related definitions The County anticipates a broad public response after the release of the public draft This input will lead to new language to be incorporated into the draft ROSA as well as the CEQA-required documentation

SUMMARY

The Community Development Agencys Planning Department previously contracted with four consultants to provide professional services in conjunction with preparation of the Resource Conservation Open Space and Agriculture Elements an update of the Alameda County General Plan in accordance with Measure D Under the initial contract and extensions the consultants compiled geographic information hydrologic and biological data providing the CDA Planning Department with technical information graphics and descriptive text for use in the ROSA document This extension is for one of the four initial consultants to complete the remaining tasks for ROSA and is an outcome of the additional wide-ranging public input received during the workshops and limited external review of the ROSA which resulted in input from citizen groups that are active in the County The continued and growing interest shown by stakeholder groups in ROSA and Measure D related documents has extended the overall project timeframe

SELECTION CRITERIA AND PROCESS

The Community Development Agency issued a Request for Proposals for this project in 2002 through the General Services Agency which handled the press advertising and the County website posting A number ofqualified responses were received Planning staffconducted interviews ofconsultants and defined a team ofthem who were the most qualified to work together to develop and complete the ROSA document There were four selected consultants with technical expertise in the areas oflocal land use issues and environmental assessment biological resources assessment and expertise in local natural resources and water resource issues as well as technical digital mapping expertise From the original group ofconsultants this consultant was chosen to extend their contract to complete the project Jones amp Stokes is subcontracting 20 ofthe contract to Lamphier-Gregory a certified SLEB provider

FINANCING

Funding for this contract is included in the 2007-2008 CDA budget There is no additional Net County Cost as a result of this action

Scope of Work to Complete the Update of ROSA General Plan Elements This scope of work describes ICF Jones ampStokes work to assist

Alameda County with finalizing the Resource Conservation Open

Space and Agriculture (ROSA) elements of the Countys General

Plan and develop a gUidance document for County staff to apply

ROSA elements to planning decisions and provide CEQA

compliance

Phase 1 of this project was completed in early August of 2003 Major

applicable Phase 1 tasks included completion of the draft Biological

Resources Report and preliminary analysis of existing resource

protection policies Phase 2 of these projects is expected to be

completed in JUly 2009 under the proposed contract and budget

This scope of work contains the following major tasks

Lamphier-Gregory will play an important role completing CEQA

Compliance for ROSA Lamphier-Gregory is a certified Small Local

Emerging Business (SLEB) in Alameda County This contract

ensures that at least 20 of the work will be done by Lamphiershy

Gregory to meet the SLEB requirement

Task 11 Assumptions

This task assumes that the County will make substantive

policy decisions on the ROSA elements and provide explicit

direction on issues that are currently in County review

each of the ROSA General Plan elements)

This task assumes that ICF Jones amp Stokes will provide a

suggested list of terms for the Glossary and any definitions

that already appear either in the ROSA elements or in

County files and that the County will provide all other

desired terms and definitions

This task assumes that the County will complete any

revisions or additions to the figures and maps

Subtask 12 Conduct Stakeholder Workshops for Review of Draft Elements

Once the draft elements are complete ICF Jones amp Stokes will plan

organize and lead one stakeholder workshop for each of the three

elements and one joint workshop that addresses all three elements

(total of 4 workshops) The purpose of each workshop will be to

gather recommendations for revision and refinement of each

element

ICF Jones amp Stokes will consult with County staff to develop a clear

expression of the purpose of the workshops and the participants

needed to reach these objectives In order to enhance participation

by stakeholders ICF Jones amp Stokes will consult with County staff

and with key stakeholder representatives to develop the content and

the desired outcomes of the workshops On the basis of this and in

consultation with County staff ICF Jones amp Stokes will prepare draft

agendas for the workshops ICF Jones amp Stokes will also work

closely with County staff to identify prospective stakeholders to

participate in workshops for each ROSA element ICF Jones amp

Stokes will develop a potential participant list based on those

involved in earlier ROSA meetings and in similar public processes in

the County

ICF Jones amp Stokes will prepare four brief Power Point

presentations accompanying sets of boards handouts and other

such materials that may be required for the workshops The

emphasis of the workshops will be on interactive discussions among

participants so the presentation will be short Each workshop will

have substantially different presentation materials Presentations will

focus on reviewing the process to date the purpose of the ROSA

element the main issues addressed in each element and the

expectations for stakeholders during the workshops

ICF Jones amp Stokes staff will distribute copies of the element(s) to be

discussed at least three weeks in advance of the stakeholder

workshop as well as any other needed workshop materials to

encourage participants to develop their comments before the

workshop This subtask assumes that at least half of the participants

(Le around eight per workshop) will receive the materials

electronically via email and the remainder will receive mailings by

mail

The project manager for the ROSA guidance document and CEQA

compliance tasks will participate with County staff in the delivery of

the presentations and will help respond to stakeholder questions

about the content of the elements the approval process

implementation of the elements and the planning regulatory and

physical environment

Three ICF Jones amp Stokes staff will attend each stakeholder

workshop A two-person ICF Jones amp Stokes team will facilitate each

of the stakeholder workshops and as mentioned above the project

manager will be present to help with delivery of the presentations

and response to questions Facilitation tasks will include the

monitoring of logistical support and of the delivery of presentation

materials welcoming participants facilitating the workshop according

to the agreed agenda creating a list of participants in the workshops

and creating a record of the workshop The record will not be a

verbatim record but rather will focus on proposed revisions to the

elements it will summarize the points discussed note the

conclusions reached and attribute comments to individuals where

possible One member of the facilitation team will facilitate the

workshops and the other member will be responsible for creating a

record of the workshop

The rCF Jones amp Stokes team will meet weekly by phone for the

three month period of the stakeholder workshop tasks County staff

will participate whenever they are available Workshops will serve to

plan stakeholder workshops and to coordinate and manage the

project

Subtask 12 Assumptions

This task assumes that approximately 15 participants will

attend each stakeholder workshop and that participants in

the element-specific workshops and the inclusive workshop

will be the same Each workshop is assumed to last for four

hours each

This task assumes there will be no more than 50 names on

the invitee list and that the contact information wilt be

provided by the County

This task assumes that the County will provide reproduction

for any hard-copy Draft Elements sent in pre-workshop

mailings

This task assumes that workshops will be held in County

facilities

This task assumes that the PowerPoint presentation

materials for the first and second series of workshops will be

substantially different from each other but that presentations

within each series will have considerable overlap This task

This subtask assumes a total of three internal ROSA team

meetings to discuss revisions (eg one meeting after the

stakeholder workshops for the individual elements one

meeting after the joint stakeholder workshop and one

Subtask 15 Create Guidance Document for Implementation of ROSA Elements

ICF Jones amp Stokes will assist the County as needed in

implementing the ROSA Element Specifically ICF Jones amp Stokes

will develop a guidance document for County Planning staff on how

to apply the ROSA elements to proposed projects

ICF Jones amp Stokes will prepare a conformity matrix or set of

matrices providing a comprehensive listing of all ROSA policies

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

and approaches for new implementation programs designed to

achieve broad ROSA policies The Report will use terminology as it

is defined in the ROSA Elements glossary and will refer the reader

to that glossary

meet with Alameda County staff to review the Administrative Draft

Report discuss the Countys comments and determine an approach

County in completing the appropriate documentation for compliance

with the California Environmental Quality Act (CEQA) consistent

with Subtask 33 of the Countys Overall Scope of Work This scope

assumes that an Initial Study (IS)Mitigated Negative Declaration

(MND) will be prepared

We assume that an ISNO or ISMND will fully disclose the

environmental impacts of the ROSA element updates However the

first task will be to confirm this assumption by conducting a

preliminary assessment of the CEQA checklist to determine whether

significant impacts are likely or public controversy is sufficient to

warrant an EIR

The Draft ISMND will include an introduction the project description

the IS Checklist (including all revisions requested by the County)

and proposed findings that all potentially significant impacts of the

project can be reduced to less than significant

ICF Jones amp Stokes will work closely with the Alameda County

project manager to prepare an accurate and thorough project

description for the ROSA element updates The project description

will describe the extent of policy revision background information

and timing of policy implementation associated with the ROSA

elements

Following completion of the project description ICF Jones amp Stokes

and Lamphier-Gregory will prepare the IS Checklist The IS Checklist

will address each of the topics indicated in the environmental

checklist in the CEQA Guidelines (Appendix G) Each topic area will

include a discussion of the criteria for determining significance of an

impact impact assessment and mitigation measures jf needed

As the analysis is being conducted ICF Jones amp Stokes will keep the

Countys project manager informed regarding the status and

conclusions of the impact assessment If significant impacts are

identified the project team will propose mitigation measures to

reduce those impacts to a less-than-significant level We will develop

enforceable mitigation that can be readily incorporated into a

mitigation reporting and monitoring plan

ICF Jones amp Stokes staff will submit the Administrative Draft ISMND

to the County for review and if necessary will meet with Alameda

County staff to review the Administrative Draft ISMND discuss the

Countys comments and determine an approach to ISMND

revisions ICF Jones amp Stokes will incorporate Alameda Countys

comments into a final public version of the ISMND

Once the ISMND is complete ICF Jones amp Stokes will file

necessary notices with the State Clearinghouse the County Clerk

and the local newspaper and will mail 15 copies of the ISMND to

the State Clearinghouse

Following a 3D-day public review period for agency and public

review ICF Jones amp Stokes will assist Alameda County in reviewing

Alameda COlirity Community Development Agency

and considering agency and public comments on the ISMND ICF

Jones amp Stokes will prepare the administrative record on how agency

and public comments were considered by Alameda County If

necessary we will meet with Alameda County staff to review the

comments and determine an approach to responses

After public comments are addressed Alameda County Supervisors

can consider and adopt the MND ICF Jones amp Stokes will then file

the Notice of Determination (NOD) with the State Clearinghouse and

the County Clerk

Alameda County must adopt a mitigation reporting and monitoring

plan (MMRP) upon adopting the ROSA General Plan Elements ICF

Jones amp Stokes will prepare an MMRP that describes the mitigation

measures how the measures will be implemented who will be

responsible for implementing the measures and performance

standards to be used

Tasllt 2 Assumptions

This scope assumes that the IS Checklist will be drafted

based on existing data sources and that the analysis will not

require an extensive collection effort or new field surveys

ICF Jones amp Stokes assumes that all comments on the

Administrative Draft IS Checklist will be provided in one

reconciled set and that all comments on the Administrative

Draft ISMND will be provided in one reconciled set

This scope assumes that Alameda County will submit the

appropriate number of public Draft ISMND copies to ICF

Jones amp Stokes for distribution to interested parties for their

review as well as 15 copies for ICF Jones amp Stokes to

submit to the State Clearinghouse

This scope assumes that Alameda County will be

responsible for filing and DFG review fees associated with

the NOD

We assume that the MMRP would be prepared based on

final mitigation adopted in the ISMND however an

Administrative Draft MMRP could also be submitted with the

This contract amendment comes as a result of continuing community discussions and input regarding creeks and riparian corridor preservation and agricultural enhancement and related definitions The County anticipates a broad public response after the release of the public draft This input will lead to new language to be incorporated into the draft ROSA as well as the CEQA-required documentation

SUMMARY

The Community Development Agencys Planning Department previously contracted with four consultants to provide professional services in conjunction with preparation of the Resource Conservation Open Space and Agriculture Elements an update of the Alameda County General Plan in accordance with Measure D Under the initial contract and extensions the consultants compiled geographic information hydrologic and biological data providing the CDA Planning Department with technical information graphics and descriptive text for use in the ROSA document This extension is for one of the four initial consultants to complete the remaining tasks for ROSA and is an outcome of the additional wide-ranging public input received during the workshops and limited external review of the ROSA which resulted in input from citizen groups that are active in the County The continued and growing interest shown by stakeholder groups in ROSA and Measure D related documents has extended the overall project timeframe

SELECTION CRITERIA AND PROCESS

The Community Development Agency issued a Request for Proposals for this project in 2002 through the General Services Agency which handled the press advertising and the County website posting A number ofqualified responses were received Planning staffconducted interviews ofconsultants and defined a team ofthem who were the most qualified to work together to develop and complete the ROSA document There were four selected consultants with technical expertise in the areas oflocal land use issues and environmental assessment biological resources assessment and expertise in local natural resources and water resource issues as well as technical digital mapping expertise From the original group ofconsultants this consultant was chosen to extend their contract to complete the project Jones amp Stokes is subcontracting 20 ofthe contract to Lamphier-Gregory a certified SLEB provider

Funding for this contract is included in the 2007-2008 CDA budget There is no additional Net County Cost as a result of this action

Scope of Work to Complete the Update of ROSA General Plan Elements This scope of work describes ICF Jones ampStokes work to assist

Alameda County with finalizing the Resource Conservation Open

Space and Agriculture (ROSA) elements of the Countys General

Plan and develop a gUidance document for County staff to apply

ROSA elements to planning decisions and provide CEQA

compliance

Phase 1 of this project was completed in early August of 2003 Major

applicable Phase 1 tasks included completion of the draft Biological

Resources Report and preliminary analysis of existing resource

protection policies Phase 2 of these projects is expected to be

completed in JUly 2009 under the proposed contract and budget

This scope of work contains the following major tasks

Lamphier-Gregory will play an important role completing CEQA

Compliance for ROSA Lamphier-Gregory is a certified Small Local

ensures that at least 20 of the work will be done by Lamphiershy

Gregory to meet the SLEB requirement

Task 11 Assumptions

This task assumes that the County will make substantive

policy decisions on the ROSA elements and provide explicit

direction on issues that are currently in County review

screencheck draft document (ie Introduction Glossary

each of the ROSA General Plan elements)

This task assumes that ICF Jones amp Stokes will provide a

suggested list of terms for the Glossary and any definitions

that already appear either in the ROSA elements or in

County files and that the County will provide all other

desired terms and definitions

This task assumes that the County will complete any

revisions or additions to the figures and maps

Subtask 12 Conduct Stakeholder Workshops for Review of Draft Elements

Once the draft elements are complete ICF Jones amp Stokes will plan

organize and lead one stakeholder workshop for each of the three

elements and one joint workshop that addresses all three elements

(total of 4 workshops) The purpose of each workshop will be to

gather recommendations for revision and refinement of each

element

ICF Jones amp Stokes will consult with County staff to develop a clear

expression of the purpose of the workshops and the participants

needed to reach these objectives In order to enhance participation

by stakeholders ICF Jones amp Stokes will consult with County staff

and with key stakeholder representatives to develop the content and

the desired outcomes of the workshops On the basis of this and in

consultation with County staff ICF Jones amp Stokes will prepare draft

agendas for the workshops ICF Jones amp Stokes will also work

closely with County staff to identify prospective stakeholders to

participate in workshops for each ROSA element ICF Jones amp

Stokes will develop a potential participant list based on those

involved in earlier ROSA meetings and in similar public processes in

the County

ICF Jones amp Stokes will prepare four brief Power Point

presentations accompanying sets of boards handouts and other

such materials that may be required for the workshops The

emphasis of the workshops will be on interactive discussions among

participants so the presentation will be short Each workshop will

have substantially different presentation materials Presentations will

focus on reviewing the process to date the purpose of the ROSA

element the main issues addressed in each element and the

expectations for stakeholders during the workshops

ICF Jones amp Stokes staff will distribute copies of the element(s) to be

discussed at least three weeks in advance of the stakeholder

workshop as well as any other needed workshop materials to

encourage participants to develop their comments before the

workshop This subtask assumes that at least half of the participants

(Le around eight per workshop) will receive the materials

electronically via email and the remainder will receive mailings by

mail

The project manager for the ROSA guidance document and CEQA

compliance tasks will participate with County staff in the delivery of

the presentations and will help respond to stakeholder questions

about the content of the elements the approval process

implementation of the elements and the planning regulatory and

physical environment

Three ICF Jones amp Stokes staff will attend each stakeholder

workshop A two-person ICF Jones amp Stokes team will facilitate each

of the stakeholder workshops and as mentioned above the project

manager will be present to help with delivery of the presentations

and response to questions Facilitation tasks will include the

monitoring of logistical support and of the delivery of presentation

materials welcoming participants facilitating the workshop according

to the agreed agenda creating a list of participants in the workshops

and creating a record of the workshop The record will not be a

verbatim record but rather will focus on proposed revisions to the

elements it will summarize the points discussed note the

conclusions reached and attribute comments to individuals where

possible One member of the facilitation team will facilitate the

workshops and the other member will be responsible for creating a

record of the workshop

The rCF Jones amp Stokes team will meet weekly by phone for the

three month period of the stakeholder workshop tasks County staff

will participate whenever they are available Workshops will serve to

plan stakeholder workshops and to coordinate and manage the

project

Subtask 12 Assumptions

This task assumes that approximately 15 participants will

attend each stakeholder workshop and that participants in

the element-specific workshops and the inclusive workshop

will be the same Each workshop is assumed to last for four

hours each

This task assumes there will be no more than 50 names on

the invitee list and that the contact information wilt be

provided by the County

This task assumes that the County will provide reproduction

for any hard-copy Draft Elements sent in pre-workshop

mailings

This task assumes that workshops will be held in County

facilities

This task assumes that the PowerPoint presentation

materials for the first and second series of workshops will be

substantially different from each other but that presentations

within each series will have considerable overlap This task

regulatory environment since the Introduction was first drafted

After the public hearings rCF Jones amp Stokes will make requested

revisions to the ROSA Elements to prepare the document for

presentation to the Board of Supervisors

This subtask assumes a total of three internal ROSA team

meetings to discuss revisions (eg one meeting after the

stakeholder workshops for the individual elements one

meeting after the joint stakeholder workshop and one

Supervisors Subcommittee hearings) The project manager

will attend all of these meetings and the Principal-in-Charge

will attend the first of these meetings

This subtask also assumes that comments from the Planning

ICF Jones amp Stokes will assist the County as needed in

implementing the ROSA Element Specifically ICF Jones amp Stokes

will develop a guidance document for County Planning staff on how

to apply the ROSA elements to proposed projects

ICF Jones amp Stokes will prepare a conformity matrix or set of

matrices providing a comprehensive listing of all ROSA policies

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

and approaches for new implementation programs designed to

achieve broad ROSA policies The Report will use terminology as it

is defined in the ROSA Elements glossary and will refer the reader

Task 2 Complete CEQA Compliance for ROSA Elements ICF Jones amp Stokes together with Lamphier-Gregory will assist the

County in completing the appropriate documentation for compliance

with the California Environmental Quality Act (CEQA) consistent

with Subtask 33 of the Countys Overall Scope of Work This scope

assumes that an Initial Study (IS)Mitigated Negative Declaration

(MND) will be prepared

We assume that an ISNO or ISMND will fully disclose the

environmental impacts of the ROSA element updates However the

first task will be to confirm this assumption by conducting a

preliminary assessment of the CEQA checklist to determine whether

significant impacts are likely or public controversy is sufficient to

warrant an EIR

The Draft ISMND will include an introduction the project description

the IS Checklist (including all revisions requested by the County)

and proposed findings that all potentially significant impacts of the

project can be reduced to less than significant

ICF Jones amp Stokes will work closely with the Alameda County

project manager to prepare an accurate and thorough project

description for the ROSA element updates The project description

will describe the extent of policy revision background information

and timing of policy implementation associated with the ROSA

elements

Following completion of the project description ICF Jones amp Stokes

and Lamphier-Gregory will prepare the IS Checklist The IS Checklist

will address each of the topics indicated in the environmental

checklist in the CEQA Guidelines (Appendix G) Each topic area will

include a discussion of the criteria for determining significance of an

impact impact assessment and mitigation measures jf needed

As the analysis is being conducted ICF Jones amp Stokes will keep the

Countys project manager informed regarding the status and

conclusions of the impact assessment If significant impacts are

identified the project team will propose mitigation measures to

reduce those impacts to a less-than-significant level We will develop

enforceable mitigation that can be readily incorporated into a

mitigation reporting and monitoring plan

ICF Jones amp Stokes staff will submit the Administrative Draft ISMND

to the County for review and if necessary will meet with Alameda

County staff to review the Administrative Draft ISMND discuss the

Countys comments and determine an approach to ISMND

revisions ICF Jones amp Stokes will incorporate Alameda Countys

comments into a final public version of the ISMND

Once the ISMND is complete ICF Jones amp Stokes will file

necessary notices with the State Clearinghouse the County Clerk

and the local newspaper and will mail 15 copies of the ISMND to

the State Clearinghouse

Following a 3D-day public review period for agency and public

review ICF Jones amp Stokes will assist Alameda County in reviewing

Alameda COlirity Community Development Agency

and considering agency and public comments on the ISMND ICF

Jones amp Stokes will prepare the administrative record on how agency

and public comments were considered by Alameda County If

necessary we will meet with Alameda County staff to review the

comments and determine an approach to responses

After public comments are addressed Alameda County Supervisors

can consider and adopt the MND ICF Jones amp Stokes will then file

the Notice of Determination (NOD) with the State Clearinghouse and

the County Clerk

Alameda County must adopt a mitigation reporting and monitoring

plan (MMRP) upon adopting the ROSA General Plan Elements ICF

Jones amp Stokes will prepare an MMRP that describes the mitigation

measures how the measures will be implemented who will be

responsible for implementing the measures and performance

standards to be used

Tasllt 2 Assumptions

This scope assumes that the IS Checklist will be drafted

based on existing data sources and that the analysis will not

require an extensive collection effort or new field surveys

ICF Jones amp Stokes assumes that all comments on the

Administrative Draft IS Checklist will be provided in one

reconciled set and that all comments on the Administrative

Draft ISMND will be provided in one reconciled set

This scope assumes that Alameda County will submit the

appropriate number of public Draft ISMND copies to ICF

Jones amp Stokes for distribution to interested parties for their

review as well as 15 copies for ICF Jones amp Stokes to

submit to the State Clearinghouse

This scope assumes that Alameda County will be

responsible for filing and DFG review fees associated with

the NOD

We assume that the MMRP would be prepared based on

final mitigation adopted in the ISMND however an

Administrative Draft MMRP could also be submitted with the

Reference is made to that contract made and entered into on the 26h day of February 2002 by and between the County of Alameda and Jones amp Stokes Associates Inc

Said contract is hereby amended

The contract amount shall be increased by $15473600 from $15527500 to $31001100 and the term shall be extended by 10 months from September 302008 to July 312009 Jones amp Stokes Associates Inc shall continue to provide professional services for the Resource Conservation Open Space and Agriculture (ROSA) Elements of the Alameda County General Plan and the ROSA CEQA Compliance in accordance with the attached Jones amp Stokes Scope of Work to Complete the Update of ROSA General Plan Elements and Table I Cost Estimate to Complete the Update of ROSA General Plan Elements (revised 611108) which are incorporated herein

Scope of Work to Complete the Update of ROSA General Plan Elements This scope of work describes ICF Jones ampStokes work to assist

Alameda County with finalizing the Resource Conservation Open

Space and Agriculture (ROSA) elements of the Countys General

Plan and develop a gUidance document for County staff to apply

ROSA elements to planning decisions and provide CEQA

compliance

Phase 1 of this project was completed in early August of 2003 Major

applicable Phase 1 tasks included completion of the draft Biological

Resources Report and preliminary analysis of existing resource

protection policies Phase 2 of these projects is expected to be

completed in JUly 2009 under the proposed contract and budget

This scope of work contains the following major tasks

Lamphier-Gregory will play an important role completing CEQA

Compliance for ROSA Lamphier-Gregory is a certified Small Local

Emerging Business (SLEB) in Alameda County This contract

ensures that at least 20 of the work will be done by Lamphiershy

Gregory to meet the SLEB requirement

Task 1 Complete ROSA General Plan Elements ICF Jones amp Stokes will assist the County in completing the ROSA

General Plan elements (Subtasks 26 and 29 of the original Scope

of Work for the project) This work will include completing the draft

elements leading stakeholder workshops for each of the three

Task 11 Assumptions

This task assumes that the County will make substantive

policy decisions on the ROSA elements and provide explicit

direction on issues that are currently in County review

This task assumes that the County will provide one

reconciled set of comments on each administrative or

screencheck draft document (ie Introduction Glossary

each of the ROSA General Plan elements)

This task assumes that ICF Jones amp Stokes will provide a

suggested list of terms for the Glossary and any definitions

that already appear either in the ROSA elements or in

County files and that the County will provide all other

desired terms and definitions

This task assumes that the County will complete any

revisions or additions to the figures and maps

Subtask 12 Conduct Stakeholder Workshops for Review of Draft Elements

Once the draft elements are complete ICF Jones amp Stokes will plan

organize and lead one stakeholder workshop for each of the three

elements and one joint workshop that addresses all three elements

(total of 4 workshops) The purpose of each workshop will be to

gather recommendations for revision and refinement of each

element

ICF Jones amp Stokes will consult with County staff to develop a clear

expression of the purpose of the workshops and the participants

needed to reach these objectives In order to enhance participation

by stakeholders ICF Jones amp Stokes will consult with County staff

and with key stakeholder representatives to develop the content and

the desired outcomes of the workshops On the basis of this and in

consultation with County staff ICF Jones amp Stokes will prepare draft

agendas for the workshops ICF Jones amp Stokes will also work

closely with County staff to identify prospective stakeholders to

participate in workshops for each ROSA element ICF Jones amp

Stokes will develop a potential participant list based on those

involved in earlier ROSA meetings and in similar public processes in

the County

ICF Jones amp Stokes will prepare four brief Power Point

presentations accompanying sets of boards handouts and other

such materials that may be required for the workshops The

emphasis of the workshops will be on interactive discussions among

participants so the presentation will be short Each workshop will

have substantially different presentation materials Presentations will

focus on reviewing the process to date the purpose of the ROSA

element the main issues addressed in each element and the

expectations for stakeholders during the workshops

ICF Jones amp Stokes staff will distribute copies of the element(s) to be

discussed at least three weeks in advance of the stakeholder

workshop as well as any other needed workshop materials to

encourage participants to develop their comments before the

workshop This subtask assumes that at least half of the participants

(Le around eight per workshop) will receive the materials

electronically via email and the remainder will receive mailings by

mail

The project manager for the ROSA guidance document and CEQA

compliance tasks will participate with County staff in the delivery of

the presentations and will help respond to stakeholder questions

about the content of the elements the approval process

implementation of the elements and the planning regulatory and

physical environment

Three ICF Jones amp Stokes staff will attend each stakeholder

workshop A two-person ICF Jones amp Stokes team will facilitate each

of the stakeholder workshops and as mentioned above the project

manager will be present to help with delivery of the presentations

and response to questions Facilitation tasks will include the

monitoring of logistical support and of the delivery of presentation

materials welcoming participants facilitating the workshop according

to the agreed agenda creating a list of participants in the workshops

and creating a record of the workshop The record will not be a

verbatim record but rather will focus on proposed revisions to the

elements it will summarize the points discussed note the

conclusions reached and attribute comments to individuals where

possible One member of the facilitation team will facilitate the

workshops and the other member will be responsible for creating a

record of the workshop

The rCF Jones amp Stokes team will meet weekly by phone for the

three month period of the stakeholder workshop tasks County staff

will participate whenever they are available Workshops will serve to

plan stakeholder workshops and to coordinate and manage the

project

Subtask 12 Assumptions

This task assumes that approximately 15 participants will

attend each stakeholder workshop and that participants in

the element-specific workshops and the inclusive workshop

will be the same Each workshop is assumed to last for four

hours each

This task assumes there will be no more than 50 names on

the invitee list and that the contact information wilt be

provided by the County

This task assumes that the County will provide reproduction

for any hard-copy Draft Elements sent in pre-workshop

mailings

This task assumes that workshops will be held in County

facilities

This task assumes that the PowerPoint presentation

materials for the first and second series of workshops will be

substantially different from each other but that presentations

within each series will have considerable overlap This task

regulatory environment since the Introduction was first drafted

After the public hearings rCF Jones amp Stokes will make requested

revisions to the ROSA Elements to prepare the document for

presentation to the Board of Supervisors

Subtasllt 13 Assumptions

This subtask assumes a total of three internal ROSA team

meetings to discuss revisions (eg one meeting after the

stakeholder workshops for the individual elements one

meeting after the joint stakeholder workshop and one

Supervisors Subcommittee hearings) The project manager

will attend all of these meetings and the Principal-in-Charge

Subtask 15 Create Guidance Document for Implementation of ROSA Elements

ICF Jones amp Stokes will assist the County as needed in

implementing the ROSA Element Specifically ICF Jones amp Stokes

will develop a guidance document for County Planning staff on how

to apply the ROSA elements to proposed projects

ICF Jones amp Stokes will prepare a conformity matrix or set of

matrices providing a comprehensive listing of all ROSA policies

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

and approaches for new implementation programs designed to

achieve broad ROSA policies The Report will use terminology as it

County in completing the appropriate documentation for compliance

with the California Environmental Quality Act (CEQA) consistent

with Subtask 33 of the Countys Overall Scope of Work This scope

assumes that an Initial Study (IS)Mitigated Negative Declaration

(MND) will be prepared

We assume that an ISNO or ISMND will fully disclose the

environmental impacts of the ROSA element updates However the

first task will be to confirm this assumption by conducting a

preliminary assessment of the CEQA checklist to determine whether

significant impacts are likely or public controversy is sufficient to

warrant an EIR

and proposed findings that all potentially significant impacts of the

project can be reduced to less than significant

project manager to prepare an accurate and thorough project

description for the ROSA element updates The project description

will describe the extent of policy revision background information

and timing of policy implementation associated with the ROSA

elements

Following completion of the project description ICF Jones amp Stokes

and Lamphier-Gregory will prepare the IS Checklist The IS Checklist

will address each of the topics indicated in the environmental

checklist in the CEQA Guidelines (Appendix G) Each topic area will

include a discussion of the criteria for determining significance of an

impact impact assessment and mitigation measures jf needed

As the analysis is being conducted ICF Jones amp Stokes will keep the

Countys project manager informed regarding the status and

conclusions of the impact assessment If significant impacts are

identified the project team will propose mitigation measures to

reduce those impacts to a less-than-significant level We will develop

enforceable mitigation that can be readily incorporated into a

mitigation reporting and monitoring plan

ICF Jones amp Stokes staff will submit the Administrative Draft ISMND

to the County for review and if necessary will meet with Alameda

County staff to review the Administrative Draft ISMND discuss the

Countys comments and determine an approach to ISMND

revisions ICF Jones amp Stokes will incorporate Alameda Countys

comments into a final public version of the ISMND

Once the ISMND is complete ICF Jones amp Stokes will file

necessary notices with the State Clearinghouse the County Clerk

and the local newspaper and will mail 15 copies of the ISMND to

the State Clearinghouse

Following a 3D-day public review period for agency and public

review ICF Jones amp Stokes will assist Alameda County in reviewing

Alameda COlirity Community Development Agency

and considering agency and public comments on the ISMND ICF

Jones amp Stokes will prepare the administrative record on how agency

and public comments were considered by Alameda County If

necessary we will meet with Alameda County staff to review the

comments and determine an approach to responses

After public comments are addressed Alameda County Supervisors

can consider and adopt the MND ICF Jones amp Stokes will then file

the Notice of Determination (NOD) with the State Clearinghouse and

the County Clerk

Alameda County must adopt a mitigation reporting and monitoring

plan (MMRP) upon adopting the ROSA General Plan Elements ICF

Jones amp Stokes will prepare an MMRP that describes the mitigation

measures how the measures will be implemented who will be

responsible for implementing the measures and performance

standards to be used

Tasllt 2 Assumptions

This scope assumes that the IS Checklist will be drafted

based on existing data sources and that the analysis will not

require an extensive collection effort or new field surveys

ICF Jones amp Stokes assumes that all comments on the

Administrative Draft IS Checklist will be provided in one

reconciled set and that all comments on the Administrative

Draft ISMND will be provided in one reconciled set

This scope assumes that Alameda County will submit the

appropriate number of public Draft ISMND copies to ICF

Jones amp Stokes for distribution to interested parties for their

review as well as 15 copies for ICF Jones amp Stokes to

submit to the State Clearinghouse

This scope assumes that Alameda County will be

responsible for filing and DFG review fees associated with

the NOD

compliance

Phase 1 of this project was completed in early August of 2003 Major

applicable Phase 1 tasks included completion of the draft Biological

Resources Report and preliminary analysis of existing resource

protection policies Phase 2 of these projects is expected to be

completed in JUly 2009 under the proposed contract and budget

This scope of work contains the following major tasks

bull Task 1 Complete ROSA General Plan Elements

bull Task 2 Complete CEQA Compliance for ROSA Elements

Lamphier-Gregory will play an important role completing CEQA

Compliance for ROSA Lamphier-Gregory is a certified Small Local

Emerging Business (SLEB) in Alameda County This contract

ensures that at least 20 of the work will be done by Lamphiershy

Gregory to meet the SLEB requirement

Task 1 Complete ROSA General Plan Elements ICF Jones amp Stokes will assist the County in completing the ROSA

General Plan elements (Subtasks 26 and 29 of the original Scope

of Work for the project) This work will include completing the draft

elements leading stakeholder workshops for each of the three

elements creating the final elements and supporting County staff

Task 11 Assumptions

This task assumes that the County will make substantive

policy decisions on the ROSA elements and provide explicit

direction on issues that are currently in County review

reconciled set of comments on each administrative or

screencheck draft document (ie Introduction Glossary

each of the ROSA General Plan elements)

This task assumes that ICF Jones amp Stokes will provide a

suggested list of terms for the Glossary and any definitions

that already appear either in the ROSA elements or in

County files and that the County will provide all other

desired terms and definitions

This task assumes that the County will complete any

revisions or additions to the figures and maps

Subtask 12 Conduct Stakeholder Workshops for Review of Draft Elements

Once the draft elements are complete ICF Jones amp Stokes will plan

organize and lead one stakeholder workshop for each of the three

elements and one joint workshop that addresses all three elements

(total of 4 workshops) The purpose of each workshop will be to

gather recommendations for revision and refinement of each

element

ICF Jones amp Stokes will consult with County staff to develop a clear

expression of the purpose of the workshops and the participants

needed to reach these objectives In order to enhance participation

by stakeholders ICF Jones amp Stokes will consult with County staff

and with key stakeholder representatives to develop the content and

the desired outcomes of the workshops On the basis of this and in

consultation with County staff ICF Jones amp Stokes will prepare draft

agendas for the workshops ICF Jones amp Stokes will also work

closely with County staff to identify prospective stakeholders to

participate in workshops for each ROSA element ICF Jones amp

presentations accompanying sets of boards handouts and other

such materials that may be required for the workshops The

emphasis of the workshops will be on interactive discussions among

participants so the presentation will be short Each workshop will

have substantially different presentation materials Presentations will

focus on reviewing the process to date the purpose of the ROSA

element the main issues addressed in each element and the

expectations for stakeholders during the workshops

ICF Jones amp Stokes staff will distribute copies of the element(s) to be

discussed at least three weeks in advance of the stakeholder

workshop as well as any other needed workshop materials to

encourage participants to develop their comments before the

workshop This subtask assumes that at least half of the participants

(Le around eight per workshop) will receive the materials

electronically via email and the remainder will receive mailings by

mail

The project manager for the ROSA guidance document and CEQA

compliance tasks will participate with County staff in the delivery of

the presentations and will help respond to stakeholder questions

about the content of the elements the approval process

implementation of the elements and the planning regulatory and

physical environment

Three ICF Jones amp Stokes staff will attend each stakeholder

workshop A two-person ICF Jones amp Stokes team will facilitate each

of the stakeholder workshops and as mentioned above the project

manager will be present to help with delivery of the presentations

and response to questions Facilitation tasks will include the

monitoring of logistical support and of the delivery of presentation

materials welcoming participants facilitating the workshop according

to the agreed agenda creating a list of participants in the workshops

and creating a record of the workshop The record will not be a

verbatim record but rather will focus on proposed revisions to the

elements it will summarize the points discussed note the

workshops and the other member will be responsible for creating a

record of the workshop

The rCF Jones amp Stokes team will meet weekly by phone for the

three month period of the stakeholder workshop tasks County staff

will participate whenever they are available Workshops will serve to

plan stakeholder workshops and to coordinate and manage the

project

Subtask 12 Assumptions

This task assumes that approximately 15 participants will

attend each stakeholder workshop and that participants in

the element-specific workshops and the inclusive workshop

will be the same Each workshop is assumed to last for four

hours each

This task assumes there will be no more than 50 names on

the invitee list and that the contact information wilt be

provided by the County

This task assumes that the County will provide reproduction

for any hard-copy Draft Elements sent in pre-workshop

This task assumes that workshops will be held in County

This subtask assumes a total of three internal ROSA team

meetings to discuss revisions (eg one meeting after the

stakeholder workshops for the individual elements one

meeting after the joint stakeholder workshop and one

Subtask 15 Create Guidance Document for Implementation of ROSA Elements

ICF Jones amp Stokes will assist the County as needed in

implementing the ROSA Element Specifically ICF Jones amp Stokes

will develop a guidance document for County Planning staff on how

to apply the ROSA elements to proposed projects

ICF Jones amp Stokes will prepare a conformity matrix or set of

matrices providing a comprehensive listing of all ROSA policies

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

and approaches for new implementation programs designed to

achieve broad ROSA policies The Report will use terminology as it

is defined in the ROSA Elements glossary and will refer the reader

Task 2 Complete CEQA Compliance for ROSA Elements ICF Jones amp Stokes together with Lamphier-Gregory will assist the

County in completing the appropriate documentation for compliance

with the California Environmental Quality Act (CEQA) consistent

with Subtask 33 of the Countys Overall Scope of Work This scope

assumes that an Initial Study (IS)Mitigated Negative Declaration

(MND) will be prepared

We assume that an ISNO or ISMND will fully disclose the

environmental impacts of the ROSA element updates However the

first task will be to confirm this assumption by conducting a

preliminary assessment of the CEQA checklist to determine whether

significant impacts are likely or public controversy is sufficient to

warrant an EIR

The Draft ISMND will include an introduction the project description

the IS Checklist (including all revisions requested by the County)

and proposed findings that all potentially significant impacts of the

project can be reduced to less than significant

description for the ROSA element updates The project description

will describe the extent of policy revision background information

and timing of policy implementation associated with the ROSA

elements

Following completion of the project description ICF Jones amp Stokes

and Lamphier-Gregory will prepare the IS Checklist The IS Checklist

will address each of the topics indicated in the environmental

checklist in the CEQA Guidelines (Appendix G) Each topic area will

include a discussion of the criteria for determining significance of an

impact impact assessment and mitigation measures jf needed

As the analysis is being conducted ICF Jones amp Stokes will keep the

Countys project manager informed regarding the status and

conclusions of the impact assessment If significant impacts are

identified the project team will propose mitigation measures to

reduce those impacts to a less-than-significant level We will develop

enforceable mitigation that can be readily incorporated into a

mitigation reporting and monitoring plan

ICF Jones amp Stokes staff will submit the Administrative Draft ISMND

to the County for review and if necessary will meet with Alameda

County staff to review the Administrative Draft ISMND discuss the

Countys comments and determine an approach to ISMND

revisions ICF Jones amp Stokes will incorporate Alameda Countys

comments into a final public version of the ISMND

Once the ISMND is complete ICF Jones amp Stokes will file

necessary notices with the State Clearinghouse the County Clerk

and the local newspaper and will mail 15 copies of the ISMND to

the State Clearinghouse

Following a 3D-day public review period for agency and public

review ICF Jones amp Stokes will assist Alameda County in reviewing

Alameda COlirity Community Development Agency

and considering agency and public comments on the ISMND ICF

Jones amp Stokes will prepare the administrative record on how agency

and public comments were considered by Alameda County If

necessary we will meet with Alameda County staff to review the

comments and determine an approach to responses

After public comments are addressed Alameda County Supervisors

can consider and adopt the MND ICF Jones amp Stokes will then file

the Notice of Determination (NOD) with the State Clearinghouse and

the County Clerk

Alameda County must adopt a mitigation reporting and monitoring

plan (MMRP) upon adopting the ROSA General Plan Elements ICF

Jones amp Stokes will prepare an MMRP that describes the mitigation

measures how the measures will be implemented who will be

responsible for implementing the measures and performance

standards to be used

This scope assumes that the IS Checklist will be drafted

based on existing data sources and that the analysis will not

require an extensive collection effort or new field surveys

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

matrices providing a comprehensive listing of all ROSA policies

categorized by element with a commentary on how each policy is

intended to be implemented This includes a description of the

implementation tools that are to be used for each policy such as

zoning subdivision regulations specific plan capital improvements

building codes redevelopment acquisitions or easements The

matrix will also indicate ROSA policies that are directory (shall)

versus those that are recommended (shoUld) The ROSA

Conformity Matrix will be a working document that helps County

planners to determine which ROSA policies could apply to a

proposed project

The Conformity Matrix will be developed as a reproducible document

that can be used as a checklist during project review The matrix will

allow County planners to clearly and quickly identify policies

appropriate for each project type This will support efficient

development of conditions of project approval and contribute to

environmental analysis for each project (ie CEQA land use

conformity analysis)

ICF Jones amp Stokes will prepare a Guidance Report for ROSA

Implementation The Guidance Report will be used in conjunction

with the Conformity Matrix to clearly explain the types of projects and

under what circumstances the ROSA policies are to be applied The

Guidance Report will include an introduction summary of the ROSA

elements implementation guidance and relationship to other County

planning efforts The Report will contain a master version of the

Conformity Matrix The Report will also recommend potential tools

assumes that an Initial Study (IS)Mitigated Negative Declaration

(MND) will be prepared

We assume that an ISNO or ISMND will fully disclose the

environmental impacts of the ROSA element updates However the

first task will be to confirm this assumption by conducting a

preliminary assessment of the CEQA checklist to determine whether

significant impacts are likely or public controversy is sufficient to

warrant an EIR

description for the ROSA element updates The project description

will describe the extent of policy revision background information

and timing of policy implementation associated with the ROSA

elements

Following completion of the project description ICF Jones amp Stokes

and Lamphier-Gregory will prepare the IS Checklist The IS Checklist

will address each of the topics indicated in the environmental

checklist in the CEQA Guidelines (Appendix G) Each topic area will

include a discussion of the criteria for determining significance of an

impact impact assessment and mitigation measures jf needed

As the analysis is being conducted ICF Jones amp Stokes will keep the

Countys project manager informed regarding the status and

conclusions of the impact assessment If significant impacts are

identified the project team will propose mitigation measures to

reduce those impacts to a less-than-significant level We will develop

enforceable mitigation that can be readily incorporated into a

mitigation reporting and monitoring plan

ICF Jones amp Stokes staff will submit the Administrative Draft ISMND

to the County for review and if necessary will meet with Alameda

County staff to review the Administrative Draft ISMND discuss the

Countys comments and determine an approach to ISMND

revisions ICF Jones amp Stokes will incorporate Alameda Countys

comments into a final public version of the ISMND

Once the ISMND is complete ICF Jones amp Stokes will file

necessary notices with the State Clearinghouse the County Clerk

and the local newspaper and will mail 15 copies of the ISMND to

the State Clearinghouse

Following a 3D-day public review period for agency and public

review ICF Jones amp Stokes will assist Alameda County in reviewing

Alameda COlirity Community Development Agency

and considering agency and public comments on the ISMND ICF

Jones amp Stokes will prepare the administrative record on how agency

and public comments were considered by Alameda County If

necessary we will meet with Alameda County staff to review the

comments and determine an approach to responses

After public comments are addressed Alameda County Supervisors

can consider and adopt the MND ICF Jones amp Stokes will then file

the Notice of Determination (NOD) with the State Clearinghouse and

the County Clerk

Alameda County must adopt a mitigation reporting and monitoring

plan (MMRP) upon adopting the ROSA General Plan Elements ICF

Jones amp Stokes will prepare an MMRP that describes the mitigation

measures how the measures will be implemented who will be

responsible for implementing the measures and performance

standards to be used

require an extensive collection effort or new field surveys

measures how the measures will be implemented who will be
