September 18, 2014

The District 12 Quarterly Business Meeting/District Elections was held at the Tri-Party Club in Seguin, hosted by Seguin Serenity AFG on September 6, 2014. All of the out-going group representatives, officers and coordinators were thanked for their work and support over the past three years. Our Treasurer reported that our Appeals Letter had been sent out. (Results are included on page 10.) Elections were held and new officers/coordinators were chosen. Those elected will begin their term of office on January 1, 2015, and will serve through December 31, 2017. (See the complete list in the District 12 Meeting Minutes and as a clip and save list on page 13.) The outgoing officers are committed to working with the incoming officers and coordinators during this transitional period so the District can run smoothly and effectively for the groups they serve. Our last District Meeting for 2014 will be on December 6, 2014, at the Community Bible Church in Bulverde, TX. It will be hosted by Spring Branch AFG.

The District 12 Quarterly Business Meeting/District Elections was held at The Tri-Party Club in Seguin hosted by Seguin Serenity AFG. The meeting was called to order at 9:30 AM by District Representative Al M. Following a Moment of Silence followed by the Serenity Prayer, the Twelve Traditions, Twelve Concepts of Service and the General Warranties of the Conference were read by members attending the meeting. Because of the large attendance by both out-going and incoming group representatives, District Representative, Al M, asked that each attendee stand up and introduce themselves by name, home group affiliation and position. Both new and old group attendees were welcomed and roll call was taken by District Secretary, Carola T. 22 groups were represented, the 2/3 voting majority was15. The Minutes from the June, 2014 District Meeting were reviewed with no corrections or changes necessary. The DR declared that the Minutes would be accepted and stand as published in the latest edition of Al-Anews in accordance with Roberts Rules of Order; no motion necessary. Treasurer’s Report: Allison W provided the Group Representatives with an updated Treasurer’s Report along with a “Contribution by Groups” sheet and “Appeals Letter” sheet. She assured the group representatives that the District was financially healthy and did not have to dip into the District’s Reserve Fund at the present time. Allison also provided “Clip It” Sheets indicating the new Area Treasurer’s address. She also reminded each GR that funds donated to the Pass the Basket were reimbursable from their groups. (PLEASE SEE FULL FINANCIAL REPORTS IN THIS ISSUE) District Representative’s Report: Al M thanked all of the out-going group representatives, officers and coordinators for their work and support over the past three. He announced that the change in the order of the Agenda and postponed the Coordinator Reports until after the elections. (PLEASE SEE HIS FULL REPORT ON THE FRONT PAGE OF THIS ISSUE). NEW BUSINESS: ELECTIONS: (Those elected will begin their term of office beginning January 1, 2015 and will serve through December 31, 2017). The outgoing officers are

committed to working with the incoming officers and coordinators during this transitional period so the District can run smoothly and effectively for the groups they serve. District Representative: Two very qualified persons stood to be of service as District 12’s District 12 Representative. Both presented their resumes and answered questions as to what direction they would like lead District 12 in. Following appropriate voting procedures, Dolores W was voted in as the new DR for District 12. Alternate District Representative: Lynn S stood for Alternate District Representative and was unanimously approved. District Secretary: Donna D stood for the service position of District Secretary and was unanimously approved. District Treasurer: Candy N stood for the service position of District Treasurer and was unanimously accepted. District Alateen Coordinator: No one stood for the position. Lynn S volunteered to remain as District Alateen Coordinator until such time as a replacement could be found. Unanimously accepted. District Archivist: Michael B volunteered to continue on as District Archivist. His offer was unanimously accepted. District Literature Coordinator: Mark K offered to continue on in that capacity and was approved by the voting body; however that position has been eliminated and placed back in the responsibilities of the Alternate DR. Al-Anews Editor: Allison W, upon much prayer and meditation, has taken on the task of publishing the Al-Anews and maintaining the Al-Anews email list. District Public Outreach: Carola T stood for the position and the vote was unanimous. Spanish Language Coordinator: Josefina C offered to continue on as Spanish Language Coordinator for the District and was unanimously supported in her decision to serve the District. District Travel Coordinator: No one stood for this service position. POSITION TO BE FILLED IN THE FUTURE. SAAIS Liaison: That position was to be filled at the SAAIS elections to be held in the afternoon.

Coordinators’ Reports In an effort to keep it simple and keep it brief, the reports can be viewed on later pages of this issue. CONTINUING BUSINESS: December District 12 Business Meeting Location: The next meeting will be held on December 6

th, 2014 hosted

by Spring Branch AFG. Location – Community Bible Church, 7100 US Hwy 281 North, Bulverde 78070. Plans are in the works for an exciting meeting to bid farewell to those who have served the District so well, welcome the in-coming officers and coordinators, and have a creative presentation from our Area Delegate. More details to be revealed. Group Participation Visitation Committee: Lynn reported that there was little to report at this time and is still looking for volunteers to serve on the committee. Note on the upcoming East Texas Al-Anon/Alateen Area Fall Assembly: New hotel site. Check your emails for notice of change. The basket was passed and $97.51 collected. The meeting was concluded with the Al-Anon Declaration at 11:45 AM. Potluck followed. NOTE FROM THE OUT-GOING SECRETARY: It has been a privilege and a joy for me to serve District 12, and I know that Donna D will do an outstanding job. I appreciate all the encouragement and support I have received. Thank each and every one of you for giving me this opportunity.

I received the following information from the Area Alateen Process Person, Bennie P, concerning the Area 53 Alateen Safety and Behavioral Requirements revision. If you are interested in becoming an Alateen

group sponsor please call me and I will schedule a training day.

The transition is simple, and is anticipated to be a smooth one.

1. Current AMIAS serving as Alateen group sponsors do not need to do anything but continue serving Alateen groups.

2. Current AMIAS serving as Driver/Helper/ Chaperones do not need to do anything UNLESS they are ready to sponsor a group. In that case they will need to be trained, either in a Workshop or by using the new self-guided Training Manual. No additional background check is necessary. To receive training, please contact your District Alateen Coordinator, or, if none is available, the Area Alateen Coordinator, Melissa H.

3. ALL AMIAS will need to use the new process for their next certification, during the trial period of June 2014 – June 2015. Accordingly, all AMIAS will be trained and the position of D/H/C will be phased out.

4. All new AMIAS will be certified using the new process, including training, regardless of whether they plan to sponsor a group or just serve as a helper.

A great opportunity for Alateen group sponsorship training is P.O.S.S.E. (Program of Sponsors Sharing Everything). The 21

st P.O.S.S.E. will be March 20-22,

2015 in Gonzales, Texas. Registration will be $125.00 which includes two nights lodging, Saturday meals, and Sunday breakfast. Any Al-Anon member who is 21 years of age or older and interested in becoming an AMIAS (Al-Anon Member Involved in Alateen Service) is welcome. Attendance at P.O.S.S.E. fulfills the training requirement under the ETAAA Area 53 Safety and Behavioral Requirements for Alateen group sponsor certification/recertification process currently in place.

I plan to hold a short Alateen group sponsors meeting at the December 6

th District meeting. If you have questions

before then you are welcome to call or email me. (Additional information regarding the Area 53 Alateen Safety and Behavioral requirements, as well as the AMIAS Certification and Recertification Instructions and Process can be found on page 14 of this newsletter.)

Summer has been a little bit slow for the Health Fairs. In late summer we attended Randolph AFB, Lucifer Lighting, and NE Lake View College health fairs. Every Health Fair at a company or non-profit has their unique company culture. Each individual employee or student we meet has their own story to tell. Sometimes it’s heart breaking and something we end up laughing at the situations. Sometimes they disclose in open style and we sit down at the table and they talk. Sometimes the most need comes from the vendors themselves. Since we have been going to Health fair for over 3 years now, the staff of the companies, the vendors, the employees and students recognize us. At every Health Fair there is someone who is in need of the program and that person is the one we came to the health fair for. Sometime he/she is hard to identity, sometime he/she is easy, but there is always one whose need is greater that all the rest. The DWI Court under Judge Lisa Rodriguez is growing to two docket calls per month – occasionally more. There are four classes divided into only women’s and only men’s groups. There’s always an AA meeting that precedes the docket. They can go that AA meeting or to another one in their neighborhood. Many of the participants of the 4 classes come to Club 12. Wherever they go, the must attend AA. There are other restrictions and programs that are court ordered. If in violation of any court order provisions, the penalties are harsh. Unlike other recovery programs, the families and friends of the class are not required to attend Al-Anon meetings. The Court is concerned with the individuals who sign the contracts and their sobriety. We have had some success in providing meetings during the docket call. The Judge provides a private room and I bring materials necessary to hold a meeting.

SAAIS LIAISON REPORT

Monthly speaker meetings continue to be held at Club 12 on the first Saturday of each month at 7pm featuring an AA and an Al-Anon speaker with different District 12 Groups hosting each meeting. Mark S continues to be the monthly speaker chairman and hosts for 2015 are being scheduled. Our SAAIS meeting is held quarterly prior to this speaker meeting to hopefully improve attendance and help spread the word, plus have a good time. We continue to have CAL available which has been purchased from WSO for groups at a reduced purchase rate. The AIS has been successfully using an answering service for phone duty with Al-Anon members from District 12 and 13 taking 12 step calls from their respective districts. A total number of 258 calls were taken between 2 February and 4 April 2014. Of these, 194 calls were referred to the web and 64 calls were referred to a monitor (return call by Al-Anon member). Jim S has joined the answering committee. Calls will be rotated among the monitors. We were asked to call the SAAIS number to test how our calls were handled by the answering service and report. Our website continues to be monitored and updated regularly. It is a very useful individual and group tool. Within the next 18 months, a new website will need to be developed and implemented. A committee is in place and seeking ideas and solutions. More details will follow!

service positions were filled. The next SAAIS meeting will be held December 6, 2014 in conjunction with the District 12 meeting and holiday party.

Allison W was elected to be the newsletter editor at the September 2014 District Meeting. I am very pleased with her decision to accept the position. She has done an excellent job as treasurer for the 2012 – 2014 term. The newsletter will be in very good hands for the 2015 – 2017 term. I will also be working with Allison to publish the Winter issue. She will inherit the [email protected] email address to allow for a smooth transition and current distribution lists. If you or anyone you know wishes to be added or removed from the distribution aliases, please send your request to the above address. Thanks for your support.

The meeting was opened at 12:41 pm by Chairman Candy N with a moment of silence followed by the Serenity Prayer. All electronic devices were silenced. The Concepts of Service and Warranties were read by attendees at the D12 meeting and waived. Roll Call was conducted with 13 voting members in attendance and 9 constituting a 2/3 majority. Meeting minutes from the May 4, 2014, were read and accepted with one correction: Add Sandie F to Serenity Celebration Committee. Motion was made to accept meeting minutes with edits by Sandie and seconded by Bill with edits. TREASURER’S REPORT: Given by Mike B reporting on handouts given. No questions from members attending meeting. Need to pay Club 12 $25 dollars per month for use of room during monthly speaker meeting. Will send funds to cover shortfall and catch up our accounting up on this issue. Audit report went well. Pass it basket collected $27.00 ELECTION: Chairperson: Lynn S SAAIS Liaison: Ronda M Secretary: Charlotte J Speaker Coordinator: Sandy S Treasurer: Mike B Web Coordinator: Candy N Literature Liaison: Literature Liaison for AIS and gives report to Districts 12 and 13. Rich M motioned: I moved to make the Literature Distribution Coordinator an AIS position, providing reporting to D12 and D13. Then I asked D12 to release their Literature Distribution Coordinator Position. Motion passed. Candy will take the Motion to next D12 meeting. Mark K was voted in as Literature Liaison. COORDINATOR REPORTS WEBSITE COORDINATOR REPORT: Carola T absent. Candy reports she has been working with the Texas website adding a San Antonio AIS sub-site and additional research is needed for this project. SPEAKER COORDINATOR: Speaker meeting schedule for 2015 passed around. Discussed having a Spanish speakers meeting night. Sylvia to take service back to group if they would like to sign up for it. LITERATURE DISTRIBUTION: Sue M unable to attend. No report given. TELEPHONE ANSWERING SERVICE REPORT: Dan M gave the following report: Telephone Answering Service Report June/July/Aug 2014 For this reporting period there have been 82 calls to the answering service that required a call back by the monitor. There is still an issue with the answering service as the number of calls that are referred to the web site. We have no way of tracking those numbers. Rich M has been in contact with the representative from the service and continues to try to resolve this issue. Please make sure the meeting locations and times listed on the web site are up to date. We have had a few calls from people that "showed up" for a meeting and there was not a meeting there. Jim S and Dan M continue to share the monitoring duties on a monthly rotation basis. Area 53 Al-Anon Member Involved in Alateen Service (AMIAS) Certification Process

(Trial Period June 2014 through June 2015)

East Texas Area Alateen Safety & Behavioral Requirements:

1. Every AMIAS must:

a. Be an Al-Anon member regularly attending Al-Anon meetings.

b. Be at least 21 years old.

c. Have at least two years in Al-Anon in addition to any time spent in Alateen.

d. Not have been convicted of a felony, and not have been charged with child abuse or any

other inappropriate sexual behavior, and not have demonstrated emotional problems which

could result in harm to Alateen members.

2. There must be at least one Alateen Sponsor at every Alateen meeting.

3. Overt or covert sexual interaction between and AMIAS and an Alateen member is prohibited.

4. Illegal conduct is prohibited.

5. In order to transport or chaperone an Alateen member, the parent/legal guardian must complete the

notarized information and Permission Form and Medical Form. Regular meeting attendance does

not require the form, unless an AMIAS is transporting an Alateen member.

6. All AMIAS must pass an annual Criminal History Background Check.

7. All AMIAS must participate in AMIAS Training. Training is required for the first two consecutive

years and an AMIAS and every three years thereafter during continuous service as an AMIAS.

AMIAS Certification and Recertification Instructions & Process:

1. Contact District Alateen Coordinator, or if one is not available, contact Area Alateen Coordinator

for AMIAS Training.

2. Complete AMIAS Registration Form & Criminal Record Release Authorization Form (2 pages).

3. Complete AMIAS WSO Form.

4. Send both forms and payment for background check ($6.50, payable to ETAAA) to the Area

Alateen Process Person, Bennie Pena, 603 W. 18th

Street, Weslaco, Texas 78596.

5. Area Alateen Process Person will complete registration, including Criminal History Background

Check, and securely store all records.

6. Area Alateen Process Person forwards the AMIAS WSO Form (2) to the World Service Office.

7. Area Alateen Process Person will notify AMIAS when registration is complete.

8. All AMIAS must register annually by June 15.
