PRESENTATION FLOW
INTRODUCTION
Under the Rules of Business 1985 Schedual-I The AJ&K Board of
Revenue is the highest Court of Appeal and Revision in Revenue cases in
the State of Azad Jammu & Kashmir. It is the controlling Authority in all
matters related to the collection of land Revenue, Administration of the
land, preparation and maintenance of records and any other matter relating
thereto. The Board of Revenue is vested with general superintendence and
control over all other revenue officers in the state.

HISTORY
1948 as Revenue Department of AJK under the Rules “Rules for the Grant of Land Revenue 1935” under the Land Acquisition Act 1884 headed by Financial commissioner (Secretary Revenue)
Board of Revenue established 1993 under the AJK Board of Revenue Act 1993 by integration of nine departments. Headed by SMBR.

REVENUE ACADEMY
• Established in 2008 at Muzaffarabad by funding of “Asian Development
Bank.
• The aim is to prepare Officers & Staff to ensure better service delivery
and redressal of public grievances.
• It has conducted Revenue Training Programs for under training Revenue
Officers (ACs, EACs, Tehsildars & Naib Tehsildars) and Refresher
Courses for Revenue Officers and Staff.
• Training Programs include Land Settlement and a sufficient knowledge
of Land Laws.
• Number of Revenue Officers & Staff trained so far is 491.
• Project was closed on June 2010, but keeping in view the need and worth
it is now being run from the Land Commission Funds.

Having said all the above functions, management , operations and
human, financial and physical resources of the BoR , it can be
concluded that the Revenue Department is one of the important
department of the state. It faces a lot of pressure and interaction with
civil society. The management style of the department seems multi-
funtionary and lack in human, physical, financial and technical
resources. The modus operandi at gross root level especially by
patwaris is outdated. Lack/insufficient patwarkhanas is the other
obstacle that hamper the smooth functioning of the department.
RECOMMENDATIONS

• A Special Revenue Magistrate should be at each District to hear the land
Disposal of Revenue/Acquisition cases to speed up the cases
• Provision of office and residential accommodation especially to Patwaris,
• Establishment of Patwar Schools
• Provision of funds/Developmental funds for capacity building
• Settlement of 65 villages of Chamb
• Preparation of fresh Land Revenue Record for left over areas.
• Computerization of Land Revenue Record in whole state of AJK.
• Strengthening of Revenue Academy as a quality Training Institution.

• A Complaint Cell headed by the Additional Deputy Commissioners
with representation of Civil Society
• M&E system should be more effective
• Revenue of Land(Malia) sould be restored that will generate more
receipts(income generation to the State
• Land Commission fund should be deposited in State Deposit Head
• Kalsa Sarkar Land situated in Town areas etc should be auctioned
in stead of lease grant,(income from this auctioned should be used
for welfare of people)

• No Patwari should keep private clerk / Munshi, in case of failure,
action under AJK (Efficiency & Discipline) Rules, 2011 shall be
initiated against the concerned Patwaris
• The Patwaris discretionary powers should be ceased by installing
Rates of Taxes on the Notice Board in the offices of Patwari,
Tehsildars and Sub – Registrars as well as Additional Assistant
Commissioners (Revenue) in the Districts for awareness of the general
public.
