1. ATO CAREER PLANNING TOOL (CPT) RATER GUIDE

What is the CPT?

The ATO Career Planning Tool (CPT) offers activities and resources that FAA employees can use to plan their career within the ATO. The CPT helps employees to:

• Explore their career options within ATO

• Prepare for targeted positions through job-specific development suggestions

• Identify your strengths and areas for improvement through job-specific assessment and development tools

• Solicit feedback and ratings from their managers and colleagues on their knowledge, skills, and abilities

• Build customized Career Paths and Career Plans.

What is the Focus of the Rater Guide?

This guide covers the procedures for using the CPT to provide ratings of an employee or a colleague who requested them from you. The primary sections in the guide include:

• Getting Started

• Rating.

This guide is intended for FAA employees who receive a request to evaluate an employee’s or colleague’s current knowledge and skills with respect to a position of interest to them.

If you are interested in completing your own Career Path and Career Plan using the CPT, please review instructions provided in the ATO Career Planning Tool (CPT) User Guide.

2. GETTING STARTED

Receiving an Invitation to Provide Ratings

FAA employees using the CPT can request feedback on their current knowledge and skills required for positions they include in their personalized Career Path. This guide assumes that you have received an email invitation (example below) to rate your employee or colleague using the CPT. Your ratings will provide him or her with valuable feedback.

How to Access the CPT

To get started with your ratings you first need to log in to CPT. You will need to be an FAA Employee (or contractor) to log in. Follow the steps below to log into CPT.

Note: The CPT can be accessed using desktop and laptop computers and mobile devices, such as tablets and large-screen cell phones. The preferred browser is Google Chrome, but Apple Safari, and Mozilla Firefox are also supported.

STEP ACTION

1 On the CPT site, click Log In in the gray menu banner to navigate to the Log In screen.

STEP ACTION

1 On the Log In screen, click the Log In button in the middle of the page. This will take you to the U.S. Department of Transportation (DOT) MyAccess Log In page.

2-1 To log in using your PIV card:

A Insert your PIV card into your smart card reader and click the Agree & Continue button.

A Enter your FAA email address into the specified text field.

B Under MyAccess Sign In, enter your 8-digit MyAccess PIN and answer

your challenge question and click the Sign In button.

STEP ACTION

3 Once you are logged in, you will be directed back to the CPT homepage. If you are a First-Time User or if you first logged into the CPT prior to December 1, 2018, you may be prompted to select your Service Unit.

Note: If you are unable to access the CPT after following the instructions above,

click the Help Desk Information link at the bottom right of the MyAccess Log In screen.

A pop-up screen displays Help Desk contact information including phone numbers and email address. If the Help Desk is not able to provide log in support, contact the ATO CPT program office at [email protected].

3. RATING YOUR COLLEAGUE OR EMPLOYEE

Completing the Ratings

This section of the guide will provide step-by-step instruction on how to provide feedback. It will explain how to access the rating tool and explain the different types of feedback you will be asked to provide.

To get started take the following steps:

1 Once you are logged into CPT, if you received a request to providing ratings for a colleague, the menu bar at the top of the CPT homepage will display the number of requests in parentheses next to the Rating Request menu item. Click Rating Requests to continue.

STEP ACTION

2 The Rating Requests page shows the Rating Requests Sent from a Colleague to You. Next to each request is a button labeled Accept and a button labeled Decline.

A To accept the request and proceed, click the Accept button (this will take you to the Rating a Colleague page).

2 B To decline the request, click the Decline button.

If you Decline the request, your colleague will receive an email notifying them about your decision (example below).

3 Please read the information on the Rating a Colleague page and click the

Continue button to begin rating your colleague.

STEP ACTION

5 The bottom part of the Rate a Colleague page lists the knowledge areas on which you will rate your colleague. These are the knowledge areas needed for the target position listed at the top of the page.

For each Knowledge listed on the page, select one of the three scale points by clicking the radio button displayed beneath the scale point.

• Development Need (Red): This knowledge or skill should be strengthened to meet the demands of the target position.

• Proficient (Yellow): This is a knowledge or skill in which the person has achieved competence needed for the target job, but could still be improved. Development in this area may not be a high priority.

• Strength (Green): This is a strong asset that can be applied to the target position. Strength in this knowledge or skill may exceed standards and is not a developmental priority.

You can clear your selections by clicking the Clear button at the top right of the rating scale. You can write notes and comments to your colleague in the text field at the bottom of the page.

Click the Save and Continue button to proceed to the next page.

6 This page lists the Skills on which you will rate your colleague. These are Skills needed for the target position listed at the top of the page.

For each Skill listed on the page, select one of the three scale points by clicking the radio button displayed beneath the scale point.

• Development Need (Red)

• Proficient (Yellow)

• Strength (Green)

You can clear your selections by clicking the Clear button at the top right of the rating scale. You can write notes and comments to your colleague in the text field at the bottom of the page.

Click the Save button to save your ratings, and then the Submit Rating button proceed.

STEP ACTION

7 You will be asked to confirm submission of your ratings. Click the Yes button to submit your ratings, or No if you wish to go back and edit your ratings.

8 If you click the Yes button, you will see the following notification that your

ratings have been submitted. Click OK to continue back to the CPT Home Page.

Once you click OK, your colleague will receive an email notifying them that you have completed your ratings (example below).
