How GETN got its start

In 1992, AFIT had a vision to create a Government-wide collaborative network so we could: Eliminate stove-pipe networks Share resources Share programming

The vision was realized through a cooperative effort between Air Force, AT&T, GSA, & DISA . . .

Metrics

Satellite Broadcast Operations

Objective Description: Effectively and efficiently deliver instructional broadcasting programs for the Air Force, and for other DOD users of Interactive Television.

Measure 1: Cost per student-hour.

Measure Description: Report of annually computed cost efficiency of satellite broadcasting-total costs divided by total student hours per student (school basis, AETC basis, and service or agency basis)

Measure 2: Instructor satisfaction.

Measure Description: Measure of instructor satisfaction of satellite delivery to meet instructional objectives using a Likert scale.

Measure 3: Technical reliability.

Measure description: Histogram of on-time starts as a percentage of total downlink starts per month and report of inoperative or reduced-capability sites reported as a percentage of total number of sites per month.

• Satellite not frequently considered for distance learning—often considered exotic and expensive

• Panacea syndrome—Web is the answer for all distance learning

• Little awareness of the benefits of satellite technology • Some schools in Fed Gov model themselves after

academic institutions that cannot use enterprise-wide solutions

• Little awareness of its extensive use in corporate America and in Federal Government

. . . so who IS using satellite?

So why the secret?

Air University: The Intellectual and Leadership Center of the Air ForceWe Make a Difference…One Student at a Time

• Academic Effectiveness – AF Schools have experienced student performance equal to resident—instructors, overwhelmingly, are “very satisfied” using ITV to meet course learning objectives

• Academic Efficiency – Gets students away from office distractions—essential for multi-hour / multi-day courses

• Mission Effectiveness – ATN is mission-centric—optimizes pacing—controls length of instruction and time of completion

• Rapid content dissemination – Content kept current through immediate & frequent updating by instructor—not outsourced

• Rapid Deployment – Additional sites can be quickly and inexpensively installed

• Cost effectiveness – Very lean operations (staff of 5)—ATN costs AETC $2.72 per student-hour vs. $45.16 (travel & per diem) for in residence—no up-front development costs—centralized funding allows AETC schools to participate at no cost to them

What is the What is the ATN AdvantageATN Advantage??

Page 82: Air Technology Network

Develop America's Airmen Today ... for Tomorrow

Air University: The Intellectual and Leadership Center of the Air ForceWe Make a Difference…One Student at a Time

• Advanced technology – Using HDTV & IP to reach classrooms and to reach desktops for short programs—moving video instruction from anywhere to anywhere

• Global reach – Meeting DL requirements through single, standardized, enterprise-wide network—and coverage is expanding across DOD

• Visionary approach – GETN is the the only interagency network dedicated to DL—alliances with other government agencies allows sharing instruction and facilities, and reduces costs by collective purchase of technology and bandwidth

• Continuing Growth in Applications—Can be used for guest speaker programs, Public Affairs Office programs, MAJCOM CC calls, town hall meetings, & emergency/deployed com

• Supports AETC aims – Increase blended learning opportunities, reduce costs of educating & training our warriors—substantially promoting our “Culture of Cost Consciousness”

ATN PMO Best Practices

• Design of a primary Unit Functional Operating Instruction brings under “one roof” all essential aspects of an organization. The OL-A OI describes & directs: Mission and function. Organization Authorities & responsibilities Functional management Contingency operations. Background information/short history Functional assignments by unit position General overview of the mission Job functions & major services performed, & customers

Management Highlights

• Design of a Unit Program Management Review Covers all essential items to ensure mission

accomplishment—conducted biweekly. Ensures main goals are always up-front.

General Status & Key Metrics Review of all “Type A” goals (keyed to Unit Master

Project List which includes “A,” “B,” & “C”-type goals) List & Record of Recurring Task Accomplishment Calendar of Events

Management Highlights

• How we’ve reduced costs to AETC: Partnered with other agencies to share costs: NPS ($87K—

direct reduction to AETC), Successfully applied funding to DOD-VA JIF for $7.861M

-- 2 HD channels—shared usage

-- Studio & uplink upgrade

-- Streaming capability to desktops Solicited support from AFRC—AFRC bought $170K worth of

HDTV upgrade equipment AFRC pays $102K for channel, available for joint use AFIT/CE purchased $27K HD cameras for OL-A

• AU can do more for nothing extra: Still room for more AU schools to get “free” distance learning—but need to increase advocacy of ATN at M-GAFB

• Some TDYs, while not mission critical, are mission essential: HUB & NAB – funding through DOD is no problem—any relief in sight?
