EXECUTIVE SUMMARY This air quality impact study has been completed to determine air quality impacts (if any) associated with the development of the proposed Peacock Hills Residential Development. The proposed Project site is located within the community of Lakeside within the eastern portion of San Diego County. The Project proposes a rezone from C36 to C34 to allow for 64 multi-family units on the existing 4.38 acre project site. All phases (i.e. mass grading, trenching, finish grading and construction) of the proposed Project are anticipated to start at the beginning of 20132016 with construction and opening of the first buildings sometime late 2016 or early 20182017. During construction of the proposed Project, fugitive dust emissions will be expected during grading, heavy equipment usage, and from construction workers commuting to and from the site. During short-term construction activities, the Project would exceed Particulate Matter (PM10) thresholds established by the San Diego Air Pollution Control District (SDAPCD) and will require mitigation. It was found that the following mitigation measures reduced construction impacts to less than significant.

1. Apply water during grading/grubbing activities to all active disturbed areas at least twice daily (Assuming a 51% control efficiency).

2. Apply water to all onsite unpaved roadways at least two times daily (Assuming 51% control efficiency).

3. T-BACT requirements for diesel fired equipment will be required and include diesel particulate filters, Catalytic reduction technologies and alternative fueled equipment. Utilize electricity sources whenever possible.

A screening-level health risk assessment was conducted to determine the potential for the Project to result in a significant impact on nearby sensitive receptors during short-term construction activities. For purposes of this analysis, the primary pollutant of concern is diesel particulate matter (DPM) which is emitted by the operation of heavy diesel equipment during construction activities. The result of the health risk assessment indicates that the proposed Project could increase the cancer risk to above one in one million but through the implementation of utilizing T-BACT technologies such as diesel particulate filters, emissions would never exceed ten in one million and would therefore not create a significant impact to any nearby receptors. The project would also comply with the Regional Air Quality Strategy (RAQS) and the State Implementation plan (SIP) given the proposed project would rezone the site and build a project less restrictive than was otherwise planned and accounted for under those plans.

Finally, the proposed Project would not be expected to generate offensive odors and would therefore, not impact any sensitive receptors.

1.0 INTRODUCTION 1.1 Purpose of this Study

The purpose of this Air Quality study is to determine potential air quality impacts (if any) that may be created by construction, area or operational emissions (short term or long term) from the proposed Project. Should impacts be determined, the intent of this study would be to recommend suitable mitigation measures to bring those impacts to a level that would be considered less than significant.

1.2 Project Location The proposed development site is a 4.83 acre parcel (APN:398-210-03) located at 13588 Old Highway 80 in the unincorporated community of Lakeside approximately 1,700 feet north west of Interstate 8. The Project is adjacent to Old Highway 80 just southeast of the project. Access to the Project site is provided Old Highway 80. Interstate 8 provides regional access to the Project site. Neighboring uses include mobile home parks to the north and south across old Highway 80, a storage facility to the west, and mixed residential to the east. A general project vicinity map is shown in Figure 1–A on the following page.

1.3 Project Description The property owner, Peacock Hill Inc., seeks to rezone the existing property from C-36 to C-34 to allow multi-family residential uses with a density regulator of 14.5 per acre allowing for up to 64 residential units on the parcel. The project proposes common amenities to include a pool, recreation room, tot lot, group patio with a fireplace and 144 parking spaces. The existing site currently supports one single-family dwelling unit and storage shed type structures which will both be removed with implementation of the project. The project site is hilly and need to be significantly altered to provide a sufficient topography necessary for the project. Grading will include a total of 35,768 cubic yards (cu-yd) of earthwork with 24,057 cu-yd to be used as fill and 11,711 cu-yd to be exported offsite up to 10 miles away. Also, as part of this project and to accomplish the goals necessary for grading blasting operations would occasionally be necessary. A site development plan is shown in Figure 1-B on Page 3 of this report.

2.0 EXISTING ENVIRONMENTAL SETTING

2.1 Existing Setting

The Project site lies within a somewhat mixed use residential area with a storage facility to the west and residential surrounding the rest of the project site. The existing project area has an existing residential facility onsite. The average elevation of the site ranges between 592 and 643-feet above mean sea level with the peak height in the center of the project.

2.2 Climate and Meteorology

Climate within the San Diego Air Basin (SDAB) area often varies dramatically over short geographical distances with cooler temperatures on the western cost gradually warming to the east as prevailing winds from the west heats up. Most of southern California is dominated by high-pressure systems for much of the year, which keeps San Diego mostly sunny and warm. Typically, during the winter months, the high pressure system drops to the south and brings cooler, moister weather from the north. It is common for inversion layers to develop within high-pressure areas, which mostly define pressure patterns over the SDAB. These inversions are caused when a thin layer of the atmosphere increases in temperature with height. An inversion acts like a lid preventing vertical mixing of air through convective overturning. Meteorological trends within the lakeside area produce daytime highs that range between 68ºF in the winter to approximately 92ºF in the summer with August usually being the hottest month. Median temperatures range from approximately 54ºF in the winter to approximately 76ºF in the summer. The average humidity is approximately 64% in the winter and about 75% in the summer (Source: www.city-data.com). Lakeside usually receives approximately 12.41 inches of rain per year with February usually being the wettest month (Source: www.weather.com).

2.3 Regulatory Standards 2.3.1 Federal Standards and Definitions

The Federal Air Quality Standards were developed per the requirements of The Federal Clean Air Act, which is a federal law that was passed in 1970 and further amended in 1990. This law provides the basis for the national air pollution control effort. An important element of the act included the development of national ambient air quality standards (NAAQS) for major air pollutants.

The Clean Air Act established two types of air quality standards otherwise known as primary and secondary standards. Primary Standards set limits for the intention of protecting public health, which includes sensitive populations such as asthmatics, children and elderly. Secondary Standards set limits to protect public welfare to include the protection against decreased visibility, damage to animals, crops, vegetation and buildings.

The EPA Office of Air Quality Planning and Standards (OAQPS) has set National Ambient Air Quality Standards for principal pollutants, which are called "criteria" pollutants. These pollutants are defined below:

1. Carbon Monoxide (CO): is a colorless, odorless, and tasteless gas and is produced from the partial combustion of carbon-containing compounds, notably in internal-combustion engines. Carbon monoxide usually forms when there is a reduced availability of oxygen present during the combustion process. Exposure to CO near the levels of the ambient air quality standards can lead to fatigue, headaches, confusion, and dizziness. CO interferes with the blood's ability to carry oxygen.

2. Lead (Pb): is a potent neurotoxin that accumulates in soft tissues and bone over time. The major sources of lead emissions have historically been motor vehicles (such as cars and trucks) and industrial sources. Because lead is only slowly excreted, exposures to small amounts of lead from a variety of sources can accumulate to harmful levels. Effects from inhalation of lead near the level of the ambient air quality standard include impaired blood formation and nerve conduction. Lead can adversely affect the nervous, reproductive, digestive, immune, and blood-forming systems. Symptoms can include fatigue, anxiety, short-term memory loss, depression, weakness in the extremities, and learning disabilities in children.

3. Nitrogen Dioxide (NO2): is a reactive, oxidizing gas capable of damaging cells lining the respiratory tract and is one of the nitrogen oxides emitted from high-temperature combustion, such as those occurring in trucks, cars, power plants, home heaters, and gas stoves. In the presence of other air contaminants, NO2 is usually visible as a reddish-brown air layer over urban areas. NO2 along with other traffic-related pollutants is associated with respiratory symptoms, respiratory illness and respiratory impairment. Studies in animals have reported biochemical, structural, and cellular changes in the lung when exposed to NO2 above the level of the current state air quality standard. Clinical studies of human subjects suggest that NO2

exposure to levels near the current standard may worsen the effect of allergens in allergic asthmatics, especially in children.

4. Particulate Matter (PM10 or PM2.5): is a complex mixture of tiny particles that consists of dry solid fragments, solid cores with liquid coatings, and small droplets of liquid. These particles vary in shape, size and chemical composition, and can be made up of multiple materials such as metal, soot, soil, and dust. PM10 particles are 10 microns (μm) or less and PM2.5 particles are 2.5 (μm) or less. These particles can contribute significantly to regional haze and reduction of visibility in California. Exposure to PM levels exceeding current air quality standards increases the risk of allergies such as asthma and respiratory illness.

5. Ozone (O3): is a highly oxidative unstable gas capable of damaging the linings of the respiratory tract. This pollutant forms in the atmosphere through reactions between chemicals directly emitted from vehicles, industrial plants, and many other sources. Exposure to ozone above ambient air quality standards can lead to human health effects such as lung inflammation, tissue damage and impaired lung functioning. Ozone can also damage materials such as rubber, fabrics and plastics.

6. Sulfur Dioxide (SO2): is a gaseous compound of sulfur and oxygen and is formed when sulfur-containing fuel is burned by mobile sources, such as locomotives, ships, and off-road diesel equipment. SO2 is also emitted from several industrial processes, such as petroleum refining and metal processing. Effects from SO2 exposures at levels near the one-hour standard include bronchoconstriction accompanied by symptoms, which may include wheezing, shortness of breath and chest tightness, especially during exercise or physical activity. Children, the elderly, and people with asthma, cardiovascular disease or chronic lung disease (such as bronchitis or emphysema) are most susceptible to these symptoms. Continued exposure at elevated levels of SO2 results in increased incidence of pulmonary symptoms and disease, decreased pulmonary function, and increased risk of mortality.

2.3.2 State Standards and Definitions

The State of California Air Resources Board (ARB) sets the laws and regulations for air quality on the state level. The California Ambient Air Quality Standards (CAAQS) are either the same as or more restrictive then the NAAQS and also restrict four additional contaminants. Table 2.1 on the following page identifies both the NAAQS and CAAQS. The additional contaminants as regulated by the CAAQS are defined below:

1. Visibility Reducing Particles: Particles in the Air that obstruct the visibility.

2. Sulfates: are salts of Sulfuric Acid. Sulfates occur as microscopic particles (aerosols) resulting from fossil fuel and biomass combustion. They increase the acidity of the atmosphere and form acid rain.

3. Hydrogen Sulfide (H2S): is a colorless, toxic and flammable gas with a recognizable smell of rotten eggs or flatulence. H2S occurs naturally in crude petroleum, natural gas, volcanic gases, and hot springs. Usually, H2S is formed from bacterial breakdown of organic matter. Exposure to low concentrations of hydrogen sulfide may cause irritation to the eyes, nose, or throat. It may also cause difficulty in breathing for some asthmatics. Brief exposures to high concentrations of hydrogen sulfide (greater than 500 ppm) can cause a loss of consciousness and possibly death.

4. Vinyl Chloride: also known as chloroethene and is a toxic, carcinogenic, colorless gas with a sweet odor. It is an industrial chemical mainly used to produce its polymer, polyvinyl chloride (PVC).

1. California standards for ozone, carbon monoxide (except Lake Tahoe), sulfur dioxide (1 and 24 hour), nitrogen dioxide, suspended particulate matter—PM10, PM2.5, and visibility reducing articles, are values that are not to be exceeded. All others are not to be equaled or exceeded. California ambient air quality standards are listed in the Table of Standards in Section 70200 of Title 17 of the California Code of Regulations.

2. National standards (other than ozone, particulate matter, and those based on annual averages or annual arithmetic mean) are not to be exceeded more than once a year. The ozone standard is attained when the fourth highest eight hour concentration in a year, averaged over three years, is equal to or less than the standard. For PM10, the 24 hour standard is attained when the expected number of days per calendar year with a 24-hour average concentration above 150 µg/m3 is equal to or less than one. For PM2.5, the 24 hour standard is attained when 98 percent of the daily concentrations, averaged over three years, are equal to or less than the standard. Contact U.S. EPA for further clarification and current federal policies.

3. Concentration expressed first in units in which it was promulgated. Equivalent units given in parentheses are based upon a reference temperature of 25°C and a reference pressure of 760 torr. Most measurements of air quality are to be corrected to a reference temperature of 25°C and a reference pressure of 760 torr; ppm in this table refers to ppm by volume, or micromoles of pollutant per mole of gas.

4. Any equivalent procedure which can be shown to the satisfaction of the ARB to give equivalent results at or near the level of the air quality standard may be used. 5. National Primary Standards: The levels of air quality necessary, with an adequate margin of safety to protect the public health. 6. National Secondary Standards: The levels of air quality necessary to protect the public welfare from any known or anticipated adverse effects of a pollutant. 7. Reference method as described by the EPA. An “equivalent method” of measurement may be used but must have a “consistent relationship to the reference method” and must

be approved by the EPA. 8. To attain the 1-hour national standard, the 3-year average of the annual 98th percentile of the 1-hour daily maximum concentrations at each site must not exceed 100 ppb. Note

that the national 1-hour standard is in units of parts per billion (ppb). California standards are in units of parts per million (ppm). To directly compare the national 1-hour standard to the California standards the units can be converted from ppb to ppm. In this case, the national standard of 100 ppb is identical to 0.100 ppm.

9. On June 2, 2010, a new 1-hour SO2 standard was established and the existing 24-hour and annual primary standards were revoked. To attain the 1-hour national standard, the 3-year average of the annual 99th percentile of the 1-hour daily maximum concentrations at each site must not exceed 75 ppb. The 1971 SO2 national standards (24-hour and annual) remain in effect until one year after an area is designated for the 2010 standard, except that in areas designated nonattainment for the 1971 standards, the 1971 standards remain in effect until implementation plans to attain or maintain the 2010 standards are approved. Note that the 1-hour national standard is in units of parts per billion (ppb). California standards are in units of parts per million (ppm). To directly compare the 1-hour national standard to the California standard the units can be converted to ppm. In this case, the national standard of 75 ppb is identical to 0.075 ppm.

10. The ARB has identified lead and vinyl chloride as 'toxic air contaminants' with no threshold level of exposure for adverse health effects determined. These actions allow for the implementation of control measures at levels below the ambient concentrations specified for these pollutants.

11. The national standard for lead was revised on October 15, 2008 to a rolling 3-month average. The 1978 lead standard (1.5 μg/m3 as a quarterly average) remains in effect until one year after an area is designated for the 2008 standard, except that in areas designated nonattainment for the 1978 standard, the 1978 standard remains in effect until implementation plans to attain or maintain the 2008 standard are approved.

12. In 1989, the ARB converted both the general statewide 10-mile visibility standard and the Lake Tahoe 30-mile visibility standard to instrumental equivalents, which are "extinction of 0.23 per kilometer" and "extinction of 0.07 per kilometer" for the statewide and Lake Tahoe Air Basin standards, respectively.

2.3.3 Regional Standards

The State of California has 35 specific air districts, which are each responsible for ensuring that the criteria pollutants are below the NAAQS and CAAQS. Air basins that exceed either the NAAQS or the CAAQS for any criteria pollutants are designated as “non-attainment areas” for that pollutant. Currently, there are 15 non-attainment areas for the federal ozone standard and two non-attainment areas for the PM2.5 standard. The state therefore created the California State Implementation Plan (SIP), which is designed to provide control measures needed for California Air basis to attain ambient air quality standards. The San Diego Air Pollution Control District (SDAPCD) is the government agency which regulates sources of air pollution within San Diego County. Therefore, the SDAPCD developed a Regional Air Quality Strategy (RAQS) to provide control measures to try to achieve attainment status. Currently, San Diego is in “non-attainment” status for federal O3

and the State PM10 and PM2.5 however, an attainment plan is only available of O3. The RAQS was adopted in 1992 and has been updated as recently as 2009 which was the latest update incorporating minor changes to the prior 2004 update. The RAQS is largely based on population predictions by the San Diego Association of Governments (SANDAG). Projects that produce less growth than predicted by SANDAG would generally conform to the RAQS and projects that create more growth than projected by SANDAG may create a significant impact assuming the project either produces unmitagble emission generation in excess of the regional standards. Also, Project generated emissions that contribute considerably to a cumulative impact would also result in significant air quality impacts.

The 2009 update mostly clarifies and enhances emission reductions by implementing new VOC and NOX reduction measures. The criteria pollutant standards are generally attained when each monitor within the region has had no exceedances during the previous three calendar years. A complete listing of the current attainment status with respect to both federal and state nonattainment status by pollutants for San Diego County is shown in Table 2.2 on the following page.

2.4 California Environmental Quality Act (CEQA) Significance Thresholds

The California Environmental Quality Act has provided a checklist to identify the significance of air quality impacts. These guidelines are found in Appendix G of the CEQA guidelines and are as follows: AIR QUALITY -- Where available, the significance criteria established by the applicable air quality management or air pollution control district may be relied upon to make the following determinations. Would the Project:

A: Conflict with or obstruct implementation of the San Diego Regional Air Quality Strategy (RAQS) or applicable portions of the State Implementation Plan (SIP)?

B: Result in emissions that would violate any air quality standard or contribute substantially to an existing or projected air quality violation?

C: Result in a cumulatively considerable net increase of any criteria pollutant for which the Project region is non-attainment under an applicable Federal or State ambient air quality standard (PM10, PM2.5 or exceed quantitative thresholds for O3 precursors, oxides of nitrogen [NOX] and Volatile Organic Compounds [VOCs])?

D: Expose sensitive receptors (including, but not limited to, schools, hospitals, resident care facilities, or day-care centers) to substantial pollutant concentrations?

E: Create objectionable odors affecting a substantial number of people?

2.5 SDAPCD Rule 20.2 – Air Quality Impact Assessment Screening Thresholds

The SDAPCD has established thresholds in Rule 20.2 for new or modified stationary sources however the County’s Guidelines for Determining Significance and Report Format and should be used for Air Quality Impact Assessments (AQIA) for determining CEQA impacts. These screening criteria can be used to demonstrate that a project’s total emissions would not result in a significant impact as defined by CEQA. Also, since SDAPCD does not have AQI threshold for Volatile Organic Compounds (VOCs), it is acceptable to use the Coachella Valley VOC threshold from South Coast Air Quality Management District. Should emissions be found to exceed these thresholds, additional modeling is required to demonstrate that the project’s total air quality impacts are below the state and federal ambient air quality standards. These screening thresholds for construction and daily operations are shown in Table 2.3 below.

Non Criteria pollutants such as Hazardous Air Pollutants (HAPs) or Toxic Air Contaminants (TACs) are also regulated by the SDAPCD. Rule 1200 (Toxic Air Contaminants - New Source Review) adopted on June 12, 1996, requires evaluation of potential health risks for any new, relocated, or modified emission unit which may increase emissions of one or more toxic air contaminants. The rule requires that projects that propose to increase cancer risk to between 1 and 10 in one million need to implement toxics best available control technology (T-BACT) or impose the most effective emission limitation, emission control device or control technique to reduce the cancer risk. At no time shall the project increase the cancer risk to over 10 in one million. Projects creating cancer risks less than one in one million are not required to implement T-BACT technology. The U.S. Environmental Protection Agency (U.S. EPA) uses the term Volatile Organic Compounds (VOC) and the California Air Resources Board's (CARB's) Emission Inventory Branch (EIB) uses the term Reactive Organic Gases (ROG) to essentially define the same thing. There are minor deviations between compounds that define each term however for purposes of this study we will assume they are essentially the same due to the fact SCAQMD interchanges these words and because URBEMIS2007 directly calculates ROG in place of VOC.

2.6 Crystalline Silica

Crystalline silica is a basic component of soil, sand, granite, and many other minerals. Quartz is the most common form of crystalline silica but other forms include cristobalite and tridymite. All three forms may become respirable size particles when workers chip, cut, drill, or grind objects that contain crystalline silica (Source: www.osha.gov). OSHA has an established Permissible Exposure Limit, or PEL, which is the maximum amount of crystalline silica to which workers may be exposed during an 8-hour work shift (29 CFR 1926.55,1910.1000). OSHA also requires hazard communication training for workers exposed to crystalline silica, and requires a respirator protection program until engineering controls are implemented. Additionally, OSHA has a National Emphasis Program (NEP) for Crystalline Silica exposure to identify, reduce, and eliminate health hazards associated with occupational exposures. It is assumed the contractor will follow OSHA requirements with respect to workers safety to exposure to Silica dust and would therefore not be an impact onsite.

2.7 Local Air Quality

Criteria pollutants are measured continuously throughout the San Diego Air Basin. This data is used to track ambient air quality patterns throughout the County. As mentioned earlier, this data is also used to determine attainment status when compared to the NAAQS and CAAQS. The SDAPCD is responsible for monitoring and reporting monitoring data. The District operates 10 monitoring sites, which collect data on criteria pollutants. Four additional sites collect meteorological data, which is used by the District to assist with pollutant forecasting, data analysis and characterization of pollutant transport. SDAPCD published the five year air quality summary for all of the monitoring stations within the San Diego area air basin (Source: www.arb.ca.gov). The proposed development project is closest to the El Cajon monitoring station which collectively measures ambient emissions representative of the project site. The monitoring station is 4.2 miles away from the project site. Table 2.4 below identifies the criteria pollutants monitored at the aforementioned stations closest to the project site. Figure 2-A on the following page shows the relative locations of the monitoring sites within the SDAPCD monitoring network.

3.0 METHODOLOGY

3.1 Construction Emissions Calculations

Air quality impacts related to construction will be calculated using the latest URBEMIS2007 air quality model, which was developed by the California Air Resource Board (CARB). URBEMIS2007 has been approved by SDAPCD and the County of San Diego for construction emission calculations. URBEMIS incorporates emission factors from the EMFAC2007 model for on-road vehicle emissions and the OFFROAD2007 model for off-road vehicle emissions. The URBEMIS input/output model is shown in Attachment A at the end of this report. Cancer Risk will be determined for Diesel Particulate Matter (DPM) at the point of maximum exposure. The SCREEN3 dispersion model can be used to determine the concentration for air pollutants at any location near the pollutant generator. Additionally, the model will predict the maximum exposure distance and concentration. The SCREEN3 input/output files are shown in Attachment B of this report. The worst case exhaust emissions generated from the Project from construction equipment was utilized and calculated within the URBEMIS2007 model. The worst case cancer risk if exposed to a DPM dose for 70 years is defined as:

developing Cancer CDPM = Annual average DPM concentration in µg/m3 (SCREEN3 predicts a 1-hr concentration and is corrected to an annual average by multiplying the 1-hr average by 0.08 (Source: U.S. EPA, 1992; ARB, 1994) URFDPM = The inhalation unit risk factor for diesel particulate was established by ARB as 300 in one million per continuous exposure of 1 μg/m3 of DPM over a 70-year period (Source: Health Risk Assessment Guidance for Analyzing Cancer Risks from Mobile Source Diesel Idling emissions for CEQA Air Quality Analysis (August 2003)).

3.2 Construction Assumptions

The Project grading would be expected to take approximately 3 months and would be expected to require occasional blasting exercises to break up suspected granite outcroppings on the project site. During blasting operations, grading operations would stop and it’s expected that each blast operation would require between 4,000 - 8,000 pounds (lbs) of Ammonium Nitrate to adequately break up the granite. Additionally, excess material (11,711 cu yd) will be exported offsite at a distance not greater than 20 miles from the site, which was analyzed within URBEMIS. After mass grading operations and once blasting is complete, the Project applicant would begin fine grading the site establishing finish grades

and trenching for utility installation. Following these, asphalt will be placed around the project site to make up the parking areas and roads. And then finally, building construction of the 64 multi-family units will begin. The entire build out of the Project would be expected towards the end of 20132016 with full occupancy sometime in 20142017. Table 3.1 shows the expected timeframes for the construction processes for all the project infrastructure, facilities, improvements and residential structures at the proposed project location.

This equipment list is based upon equipment inventory within URBEMIS2007. The quantity and types are based upon assumptions from Projects of similar size and scope in the County of San Diego.

Blasting operations usually require a chemical material that is capable of extremely rapid combustion resulting in an explosion or detonation. These materials are usually mixtures of several ingredients but are often oxygen deficient as combustion reactions takes place which causes a formation of carbon monoxide and also to a lesser extent nitrogen oxides. For ammonium nitrate and fuel oil (ANFO) mixtures it is expected that carbon monoxide would be generated in quantities of 67 lbs per every ton of explosives and nitrogen oxides would be generated at 17 lbs per the same quantity (Source: EPA-AP 42, Fifth Edition Compilation of Air Pollutant Emission Factors - www.epa.gov).

3.3 Operational Emissions

Operational Emissions from daily trips and area sources will be calculated utilizing the URBEMIS 2007 model. Emissions from both daily trips and area sources will be considered additive and combined to show total Project related emission outputs. URBEMIS 2007 utilizes the EMFAC2007 model for daily trips, which calculates emission rates from all motor vehicles, such as passenger cars to heavy-duty trucks, operating on highways, freeways and local roads in California and reflects CARB’s current understanding of how vehicles travel and how much they pollute. Table 3.2 shows the Project trip breakdown.

In the EMFAC model, the emission rates are multiplied with vehicle activity data provided by the regional transportation agencies to calculate the statewide or regional emission inventories. An emission inventory is the emission rate (e.g., grams per pollutant emitted over a mile) and vehicle activity (e.g., miles driven per day). Area sources originate from daily onsite uses, which require either burning fuel to generate energy (i.e. natural gas fireplaces, gas furnaces, gas water heaters and small engines) or the evaporation of organic gases such as paints (architectural coatings). The Project traffic engineer estimated that there will be 512 daily trips which were broken down within the Project traffic study (Source: Peacock Hills Multi-Family Project – Traffic Impact Study, LOS Engineering 2014). These traffic numbers were utilized within the URBEMIS 2007 analysis. The model also estimates emission predictions for ROG, NOx, CO, SO2, PM10 and PM2.5 for area source assumptions. It is assumed that 100% of the facilities will have access to Natural Gas and 100% of the facilities will have Natural Gas fireplaces. Additionally, it was assumed that an average of 10% of the structural surface area will be re-painted each year.

3.4 Micro Scale Operational Emissions

Air pollutant emissions related to project traffic have the potential to create new, or worsen existing localized air quality with respect to carbon monoxide (CO). These increased carbon monoxide “Hot Spots” are determined through the utilization of the ITS Transportation Project-Level Carbon Monoxide Protocol (Caltrans 1998). In the event the proposed project traffic adds vehicular trips to either an intersection that operates at LOS E or F or any intersection where the project trips re-classifies the intersection level of service to LOS E or F and when peak-hour trips exceed 3,000 the Project must quantify CO levels (Source: County Of San Diego Guidelines For Determining Significance And Report Format And Content Requirements – March, 2007). The ITS Transportation Project-Level Carbon Monoxide Protocol recommends running the EMFAC model to determine emission rates for the Project year as well as conduct dispersion modeling utilizing CALINE to determine worst-case emission concentrations.

3.5 Odor Impacts Potential onsite odor generators would only be expected during short term construction activities such as paving and possibly painting however, the odors would be considered short term and would not last for more than one day after the odor was created and would not be considered an impact. Operationally, the project would not create any significant odors. Given this the Project will not have a potential to create offensive odors and would therefore not be considered an impact under CEQA.

4.0 FINDINGS

4.1 Construction Findings The Project grading would be expected to take approximately 3 months and would be expected to require occasional blasting exercises to break up suspected granite outcroppings on the project site. During blasting operations, grading operations would stop and it’s expected that each blast operation would require between 4,000 - 8,000 lbs of Ammonium Nitrate to adequately break up the granite. Also, the project would export 11,711 (cu yd) of material offsite and a 20 mile round trip was assumed within URBEMIS 2007. After mass grading and blasting is complete the Project applicant would begin finish grading and trenching the site followed by placing asphalt around the project site to make up the parking areas and roads. At that time building construction of the 64 multi-family units will begin. The entire build out of the Project would be expected towards the end of 2013 with full occupancy sometime in 2014. A summary of the construction emissions is shown in Table 4.1 below.

Given these findings PM10 emissions would exceed SDAPCD air quality standards between the start of the Project’s grading period until the end of the grading period and would require mitigation to comply during these activities. This impact would be limited to grading, trenching and fine grading only. It should be noted that construction assumptions are worst case with total grading concentration occurring within one phase only and the actual construction of the Project is based on current best estimates and may change. It was

found that the following mitigation measures would be required to reduce PM10 impacts to a level below significance:

1. Apply water during grading/grubbing activities to all active disturbed areas at least twice daily (Assuming a 51% control efficiency).

2. Apply water to all onsite unpaved roadways at least two times daily (Assuming 51% control efficiency).

Combined the mitigation measures will reduce impacts from 115.5649 lbs/day to only 57.2215 lbs/day which is below the County’s 100 lbs/day significance threshold. Furthermore, since blasting operations are expected to be concurrently used during grading operations and on any given day it can be assumed that all grading equipment identified in Table 3.1 above with respect to mass grading could be used onsite along with an ammonium nitrate blast operation. The proposed project would be expected to utilize 2 to 4 tons of ammonium nitrate on any given day for a blasting event which would generate up to 268 lbs of carbon monoxide and up to 68 lbs of nitrogen oxides on a given day of blasting. These quantities would be additive to the mass grading operations for the entire project site and could be added to the worst-case mass grading daily CO and NOx output of 17.95 and 28.48 lbs as identified in Table 4.1 which would be expected to increase the CO an NOx outputs to 285.95 lbs and 96.48 lbs respectively which would be below San Diego County thresholds of significance and therefore would not result in a significant impact with respect to NOx and CO.

4.2 Health Risk Based upon the air quality modeling as discussed in Section 4.1 above, it was found that worst-case PM10 from exhaust would cumulatively produce 0.1110 tons over the construction duration (217-working days). Since construction emissions would be spread over multiple construction phases and durations, Ldn Consulting utilized the average rate over the entire duration. The URBEMIS annual outputs were utilizing to determine the average rate is 1.0140.9216 lb/day over 217 – 8-hour days. Given this, the expected emission rate would be 0.01590145 grams per second DPM during the construction day which would be expected to be distributed over project area of 4.38 acres. Averaging this emission rate over the Project site area gives us the average emission rate for the Project area. Converting pounds per day to grams per second is shown below:

Utilizing the SCREEN3 dispersion model, we find that the peak maximum 1-hr concentration at the point of maximum exposure (103-meters) is 16.5915.09 µg/m3 during grading. Converting the peak 1-hr concentration to an annual concentration reduces the concentration to 1.327µg2072 µg/m3. Therefore, utilizing the risk equation identified above and calculating that the cancer risk over a 70 year continuous dose for 1 million exposed would be:

CRDPM-70yr dose = 0.0003 x 1.3272072= 0.000398000362

DPM would be created onsite during construction for approximately 217 8-hour workdays. This would work out to 72.33-24 hr days out of 70 years or 72.33/25,550 or 0.00283 times the CRDPM. If one million people were exposed to the maximum DPM for the duration of grading, the estimated increased cancer risk could be:

0.00283 x .000398000362 x 1,000,000 = 1.12703 individuals per million

Because the project increases the risk to more than one person per million the project would be required to utilize equipment meeting requirements of T-BACT such as using diesel particulate filters, catalytic converters and or selective catalytic reduction technologies. The SCREEN3 dispersion model outputs are attached to this report. Also, it should be noted that every other receptor point would have a risk level lower than the maximum exposure risk of 1.12703 individuals per 1 million exposed as identified by the SCREEN3 model output file. It should also be noted that ARB does not recommend siting new sensitive receptors near freeways and heavily traveled roadways (Source: Air Quality and Land Use Handbook -

2005) Specifically the recommendations recommend placing residential uses beyond 500 feet of freeways and urban roads with 100,000 vehicles/day. Hwy 8 is located over 1,500 feet to the southeast so no Toxic Air Contaminant impacts are expected.

4.3 Operational Findings

Based on the Project’s traffic study the proposed Project could add as many as 512 daily trips once the Project is fully operational sometime late 2015. Given the project location, operations were assumed to be urban in nature and was analyzed as such. Table 4.2 below shows the assumptions that were used within this analysis. The URBEMIS2007 Model was run for both the winter and summer scenario assuming an average winter temperature of 50ºF and an average summer temperature of 70ºF and assumes default trip distances and mix ratios. The expected daily pollutant generation can be calculated utilizing the product of the average daily miles traveled and the expected emissions inventory calculated by EMFAC2007. URBEMIS2007 performs this calculation. The daily pollutants calculated are shown in Table 4.2 below. Based upon these calculations, the proposed project will not exceed SDAPCD significance thresholds and would not require any mitigation measures.

4.4 Micro-Scale Operational Findings

Based on a review of the project traffic study, the proposed project would not add vehicular trips or re-classify any intersections to a level of service to LOS E or F nor will the project add vehicular trips to any intersections where peak-hour trips already exceed 3,000. Therefore, CO levels would not be quantified and would not be considered to have a potential to create CO impacts either directly or cumulatively.

4.5 Odor Impact Findings

Odor impacts from construction operations would be considered short term events and would not be considered an impact. The project would not generate operational odors and would therefore, not create significant odor impacts.

4.6 Cumulative Impact Findings

The project traffic study determined that there are eight projects including the proposed Peacock Hills Development which will cumulatively define the build out area around the project. Figure 4-A on the following page identifies the general vicinity of the cumulative projects in relation to the proposed project site and identifies the project names as defined within the County. Also a general description of each cumulative project identified in Figure 4-A is provided bellow. 1) TM 5423 (13242 Highway 8 business - Settlers Point) – A residential project of 266 multi-

family units. The traffic generation for this cumulative project is calculated at 2,128 ADT with 170 AM and 213 PM peak hour trips.

2) TPM 21030 (9098 Los Coches Rd) – A 5 lot single-family residential subdivision project. The traffic generation for this cumulative project is calculated at 50 ADT with 4 AM and 6 PM peak hour trips.

3) TM 5525 (13510 E. Lakeview Rd) – A residential project of 8 single-family homes at 13510 E. Lakeview Rd. The traffic generation for this cumulative project is calculated at 96 ADT with 8 AM and 106 PM peak hour trips.

4) TM 5286 (13516 E. Lakeview Rd) – A residential project of 13 single-family homes on E. Lakeview Rd. The traffic generation for this cumulative project is calculated at 156 ADT with 13 AM and 16 PM peak hour trips.

5) TPM 10974 (14140 Old Hwy 80) – A 5 lot single-family residential subdivision project. The traffic generation for this cumulative project is calculated at 50 ADT with 4 AM and 6 PM peak hour trips.

6) Riker Ranch (9230 Adlai Rd) – A 23 lot single-family residential subdivision project. The traffic generation for this cumulative project is calculated at 230 ADT with 19 AM and 23 PM peak hour trips.

7) TM 5306 (Brightwater Ranch) – A 66 lot single-family residential subdivision project. The traffic generation for this cumulative project is calculated at 660 ADT with 53 AM and 66 PM peak hour trips.

It should be noted that the closest of the proposed cumulative projects would be greater than 1,200 meters from the project site well beyond the maximum exposure distance of 103 meters as calculated by the SCREEN3 dispersion modeling software. Additionally, construction of the proposed project and nearby cumulative projects would only additively combine emissions during simultaneous construction periods which is not likely but still possible. However, even if construction occurs simultaneously, cumulative impacts would not be expected due to the relative distances separating the projects.

The Project’s traffic study indicated that the proposed action to rezone the site from C36 to C34 would not allow the project site to generate more traffic than could conceivably be allowed under the C36 zoning. Also, since the project doesn’t propose commercial uses under the C34 rezone, traffic impacts would be significantly less and would therefore decrease trip generation assumptions by SANDAG. Therefore, since the project zoning would allow fewer trips than the General Plan allows, the project would be consistent with the RAQS and SIP.

4.7 Conclusion of Findings

Based upon our analysis only construction impacts are expected and would only occur during grading phases of the project or during mass grading, fine grading and trenching activities. During this phase of the project it would be expected that the project utilize the following mitigation measures to reduce particulate matter impacts to below significance:

1. Apply water during grading/grubbing activities to all active disturbed areas at least three times daily.

2. Apply water to all onsite unpaved roadways at least two times daily. 3. T-BACT requirements for diesel fired equipment will be required and include

diesel particulate filters, Catalytic reduction technologies and alternative fueled equipment. Utilize electricity sources whenever possible.

Combined the mitigation measures will reduce impacts fugitive dust impacts from 115.5649 lbs/day to only 57.2215 lbs/day which is below the County’s 100 lbs/day significance threshold. Also, using T-BACT certified equipment will reduce diesel particulate Health Risk impacts to a level considered less than significant by the County. Based upon our analysis for project operations and micro scale operations, no impacts are expected and no additional mitigation measures are necessary per CEQA guidelines. Operationally (including area sources), the Project would not be expected to generate significant impacts in either winter and summer scenarios. Furthermore, based upon the fact that the proposed project would only add 512 project trips, the proposed project would produce less trips than if a commercial project was developed to full potential of the existing C36 zoning. The rezone would also not allow the project to generate more trips than the existing C36. Therefore, no impacts either direct or cumulative are expected. Also, the project would conform to the requirements in the RAQS and SIP. No additional mitigation measures are necessary per CEQA guidelines.
