    ALL INDIA POST GRADUATE DENTAL ENTRANCE EXAM (MDS)-2014

    FOR ADMISSION TO POST GRADUATE DENTAL (MDS) COURSES

    INTRODUCTION

    In compliance to the directives of the Hon'ble Supreme Court of India (w.p.(C)No. 348-352/1985 DineshKumar v/s M.L.N Medical college, Allahabad and ors), the All India Institute of Medical Sciences, New Delhi

    will conduct All India Post Graduate Dental Entrance Exam for admission to Ministry of Health & FW/DCIrecognized/approved/permitted seats of Dental Colleges for various postgraduate courses (MDS). Theentrance examination will be governed by the rules and regulations specified by the Government of India,

    Ministry of Health and Family Welfare, New Delhi.

    1. MDS COURSES

    (i) DURATION OF THE COURSE: 3 years (See foot-note below AppendixVII).

    (ii) ELIGIBILITY CRITERIA

    (a) The candidate must be an Indian National / Person of Indian Origin / Overseas Citizenof India Card holders possessing BDS degree from a Dental College recognized by

    the Government of India under the Dentists Act, 1948 and who has obtainedprovisional or permanent registration from any of the State Dental Councils after

    passing the final BDS examination and has completed one year (12 months)CompulsoryRotating Internship in an approved/recognized Dental College shall beeligible.

    (b) The condition of one year Compulsory Rotating Internship is not applicable to those

    candidate who had passed their final BDS Examination on or before 1988 and hold aBDS Degree from a Dental College recognized by the Dental Council of India and

    have obtained provisional or permanent registration from any of the State DentalCouncils.

    (c) No condonation of Internship of 12 months period shall be accepted except (i)the students of the batch admitted during the academic session 2007-2008 and

    have completed 4 year BDS Course alongwith 06 months compulsory rotatinginternship and (ii) the students admitted during the academic session 2006-2007 at Rajah Muthiah Dental College, Annamalai University those havecompleted 05 years BDS Course without internship.

    (d) However, a candidate who, after passing the final qualifying examination (BDS or theforeign dental degree recognized by GOI/DCI), is undergoing 12-month compulsory

    rotating internship/practical training and is likely to complete the same by 31st

    March2014 can take up this examination, but he/she shall not be eligible for admissionunless he/she has completed the compulsory rotating internship and obtainedprovisional or permanent registration on or before 31

    stMarch 2014 or the candidate

    produces a certificate from the head of Institution that he/she will be completinginternship by 31

    st March 2014.

    (e) The dates indicated by candidates with regard to 12 months Compulsory Rotating

    Internship i.e. starting date, completion date, shall be treated as final and candidateswill be required to submit the original Compulsory Rotating Internship completion

    certificate at the time of counseling.

    (f) The cut off dates for the recognition of the Dental Colleges, from where the candidates

    have passed their BDS Degree Course and completed compulsory rotatory Internship

    for the year 2014 will be 31st

    Oct 2013. The Colleges recognized after this date will not

    be considered.

    (g) Registration with State Dental Councils is necessary and its documentary proof should

    be furnished at the time of counseling.

    (h) Some of the Universities are having regulations that candidates who are alreadypursuing the PG Course in their University or in another University are not eligible foradmission till they complete the course. The candidates who are already pursuing PGCourses either through All India Quota or State Quota and are applying for a seatunder All India Post Graduate Dental Entrance Exam may confirm the eligibilityconditions of that University in this regard. Dte. Gen. Health Services shall not beresponsible if such candidates are refused for admission. Such candidates may opt

    for the subject and the college at their own risk and cost.

    (III) FOR INSTITUTIONS OF ARMED FORCES MEDICAL SERVICES:

    (a) Admission to the Institutions of the Armed Forces Medical Services is restricted only

    to serving Army Dental Corps Officers. These candidates shall tick the option

    Serving Armed Forces Dental Officer in the Application Form.

    (b) ONLYthose serving Armed Forces Dental Officers ticking the above option shall be

    considered for admission to the under-mentioned Armed Forces Medical Services

    Institutions:

    (i) Armed Forces Medical College, Pune

    (ii) Army Hospital (Research & Referral), Delhi Cantt.

    (c) A separate merit list of category Armed Forces shall be provided to the

    Directorate General of Dental Services for admission to Armed Forces institutions. It

    shall be necessary for a Dental Officer to obtain minimum of marks at 50thpercentile

    to be eligible for admission in the Armed Forces category.

    (d) Selection and final admissions to these Institutions shall be made by the Armed

    Forces Medical Services based on applications by the Dental Officers to these

    institutions, as per Govt. of India Ministry of Defence rules and regulations in

    conjunction with those applicable to the affiliated Universities.

    (iv) SYLLABUSAIPGD ENTRANCE EXAM - 2014

    (a) The syllabus for theAll India Post Graduate Dental Entrance Exam for admission to

    the MDS courses shall be that of BDS standard and shall cover all thesubjects/syllabus taught during the BDS course as prescribed in the DCI RevisedBDS Course Regulations, 2007 as amended from time to time. There will be only onepaper of 3 hours duration (10:00 A.M. to 01:00 P.M.) containing 200 MCQsconsisting of Basic Sciences, Para-Clinical andClinical subjects.

    (b) The questions will be single answer objective type.Each answer with correct answer

    shall be awarded four marks. One mark will be deducted for each wrong answer. Zero

    mark will be given for the questions not answered. More than one answer indicated

    against a question will be deemed as incorrect answer and will be negatively marked.

    (v) This Scheme shall be applicable to the 50% seatsdental college included inAppendixVI &

    VIII. These dental colleges shall not hereafter conduct their own competitive entrance

    examination for admission in MDS Courses.

    2. SCHEME OF ENTRANCE EXAMINATION ALL INDIA QUOTA & STATE QUOTA IN

    PARTICIPATING STATES

    The scheme for selection of candidates for admission to 50%postgraduate Dental courses for admission to

    MDS Courses on all-India basis shall be applicable to all Government Dental Colleges/Institutions

    throughout the country and no Dental College/Institution shall hereafter conduct competitive entrance

    examination of its own for these seats on all-India basis, exceptthe States of Jammu & Kashmir and Andhra

    Pradesh. However, the students having passed their BDS examination from any Institution in these two

    States shall not be eligible to participate in the 50% All India Post Graduate Dental Entrance Exam forselection of candidates against All India Quota seats. In case of, candidates who were nominated by the

    Government of India to do BDS from Dental Colleges in Andhra Pradesh and Jammu & Kashmir

    shall be eligible to apply for admission under All India Quota, subject to submission of a bond

    on a Non-Judicial Stamp Paper of Rs. 10/- to this effect. A copy of the nomination letter must be

    attached with the bond.

    3. ACTUAL NUMBER OF SEATS

    The number of seats available for the year 2014 has not been communicated by all the colleges coveredunder the AIPDMEEScheme till the time of this Online Prospectus. The number of AIQ seats available in

    different colleges with their subject-wise break-up, shall be displayed on web-site (www.mcc.nic.in) /

    www.mohfw.nic.in during the period of on-line counseling by the Medical Counseling Committee. State

    counseling authorities shall display before counseling the state quota seats. However, the state-wise, college-

    wise specialty -wise seats in MDS Courses shall be reckoned or determined on such date as

    AIIMS/respective state Government may appoint in this behalf.

    4. CENTRES FOR EXAMINATION

    (a) AppendixI shows the list of cities where examination will be conducted. The candidate shall

    indicate in the Online Application Form, the city where he/she would like to appear for the

    examination.

    (b) The centre of examination once opted will not be changed and any request for such a

    change will not be entertained. Therefore, candidates should indicate their choice of

    centre after due care and thought.

    (c) The allotment of centre/city will be done by AIIMS and will be final and binding. This may not

    necessarily be that of candidate's preference. The centre once allotted shall not be changed.

    5. INSTRUCTIONS FOR FILLING THE ONLINE APPLICATION

    Candidate should fill in the online Application Form from item No.1 onwards. Do not leave any column blank

    which is marked *(asterisk). Please See Help Manual for detai ls of ho w to f i l lonl ine appl icat ion form .

    6. ONLINE REGISTRATION & SUBMISSION OF APPLICATION FORM

    After selecting the online registration, fill in the details asked for step by step. Deposit the prescribedfee through computer generated challan form in any branch of SBI or through Debit/Credit card. It willbe the responsibility of the candidates to ensure that correct address in the Application Form is filled.Incomplete Application/Registration Slip will be rejected and no communication in this regard will be

    entertained. The Institute will not be responsible for any loss in transit or for incorrect address givenby the applicant in the application form. No candidates should register more thanone application.

    7. STATUS OF REGISTRATION SLIPS RECEIVED

    Acknowledgement with regard to successful Online Registration will be forwarded to applicantsthrough SMS. However, the status of Admit Card will be available on AIIMS, New Delhi web siteswww.aiims.ac.in and www.aiims.edu as well as www.aiimsexams.org after 15

    th January 2014.

    Candidates are advised to check position regarding status of Application form on the website

    www.aiimsexams.org. If the status of a candidates Admit Card is not available on website,he/she should immediately contact to the Asstt. Controller of Examinations, AIIMS, New Delhi-110 029 along with full particulars of the Registration of application form by sending a emailon [email protected].

    8. METHOD OF SUBMISSION OF ONLINE APPLICATION FORM

    (a) A candidate seeking admission to the Entrance Examination is required to fill up online

    application as specified in the prospectus.

    (b) The online application/examination fee is payable through bank challan/debit or credit card

    and is non-refundable and no correspondence in this regard will be entertained.

    (c) The candidate should fill in the online application form as per the detailed instructions given in

    the Prospectus.

    (d) The candidate is required to go through the Prospectus carefully and acquaint himself/herself

    with all requirements regarding filling the application form.

    (e) Discrepancy, if any, in the date and time of the entrance examination mentioned in theProspectus, Admit Card etc. should be immediately brought to the notice of the Assistant

    Controller of Examination, AIIMS, New Delhi. Complaints received after the examination willnot be entertained. In case, any discrepancy is found in the information provided in thevarious documents, the data provided on the Application will be considered as final for allpurposes.

    Furnishing of false information or suppression of material information in the Application willentail disqualification and shall render the candidate unfit for admission. If ineligibility isdetected at any stage, the candidature/admission will be treated as cancelled and no further

    correspondence in this regard will be entertained. Further, intimation in this regard will be sentto DCI/State Dental Council, concerned Dental College for necessary action.

    (f) Application form/Registration Slip complete in all respects should be submi t tedonl ine and

    NOT to be sent to As sistant Contro l ler of Examinations, All IndiaInstitute of Medical

    Sciences, Ansari Nagar, New Delhi-110 029.

    (g) Incomplete application forms will be rejected and no correspondence will be entertained by

    the Institute in this regard.

    (h) It will be the responsibility of the candidate to ensure that correct address, mobile number and

    E-mail ID is filled in the Application Form.

    (i) The candidates in employment may send their applications/registration slip directly to AIIMS,New Delhi. However, they must inform their employer about applying for this examination andfurther, in the event any communication from his/her Institution/Department with holdingpermission to his/her appearing in the above Entrance Examination/admission to the coursehis/her candidature/admission may be cancelled.

    (j) Since allotments of seats are made through on-line allotment, candidates are not required to

    give their choice of subject and collegeat the time of submission of application form.

    (k) Candidate must not obtain or give or attempt to obtain or give irregular assistance of any kind

    during the examination; this will entail expulsion and cancellation of candidature for the

    examination.

    (l) The rules are subject to change in accordance with the decision of the Medical/Dental

    Counseling Committee / Ministry of Health & Family Welfare, New Delhi/ DGHS Nirman

    Bhawan.

    9. ADMIT CARDS

    (a) A downloadable Admit Card will be hosted for all the eligible candidates on websitewww.aiimsexams.org w.e.f. 15

    th January, 2014. All the candidates must take aprintout of

    the same. The admit card will not be sent through Postal System. No candidate will beadmitted to the examination unless he/she holds a valid Admit Card issued by the AIIMS, NewDelhi.

    (b) No candidate will be allowed to enter the Examination Hall/Venue by personal appearance

    without valid Admit Card in original.

    (c) Candidates are advised to preserve the Admit Card till allotment of seat in College/Institute.

    Duplicate Admit Card will not be issued after the examination.

    10. CONDUCT OF EXAMINATION

    (a) The examination will be conducted at six cities (listed at Appendix I) in ONLINE

    MODE ONLY on Saturday, the 25th

    January, 2014 from 10:00 A.M. to 1:00 P.M.

    (b) Candidates should report at the allotted centre of examination at 8:00 A.M. No. candidate willbe allowed to enter the examination hall after 9:50 A.M.

    (c) Important : No candidate should carry any textual material, printed or written, Pen, bitsof papers or any other material except the Admit Card, one photograph and I/D proofinside the hall. If a candidate is found to be copying/ conversing with other candidates/to

    have in his/her possession papers, notes or books, he/she shall be disqualified from takingthis Examination and the next one or two such Examinations according to the nature ofoffence and its intimation will be sent to the DCI/State Dental Council and the concernedDental College for necessary action.

    (d) Candidates shall maintain silence and attend to their papers only. Any disturbance in the

    examination hall shall be deemed as misbehavior and the candidate shall forfeit the right to

    continue the examination. The decision of the Centre Superintendent shall be final and

    conclusive.

    (e) Do not carry cellular phones, wrist watches, pendrive, memory card, pagers,

    calculators etc. while coming to Examination Centre; these are strictly prohibited in the

    ExaminationCentre.

    11. DECLARATION OF RESULTS

    (i) The result of successful candidates with their rank numbers is expected to be declared by the

    5th

    February, 2014 andwill be displayed on the notice board of Examination Section, AIIMS,New Delhi. It will be available on the website atwww.aiimsexams.org.

    (ii) The candidates who figure in the merit list are required to download the Rank Letter from

    website www.aiimsexams.orgas the rank letter will not be sent through postal service.

    (iii) A downloadable Rank Letter will be hosted on website www.aiimsexams.org only one week

    before the commencement of counseling. It will be the responsibility of candidate to download the

    rank letter before the counseling.

    (iv) The Institute will not intimate the individual unsuccessful candidates regarding the result of

    entrance test and no correspondence on this subject will be entertained. However, the marks

    of individual candidate will be available on AIIMS website on completion of the admission

    process.

    (v) There is no provision for rechecking/re-evaluation of the answer sheets and noquery inthis regard will be entertained.

    12. MERIT LIST

    For All India 50% Quota:

    As per the directions of the Honble Supreme Court, a total of five times of number of seatsavailable for allotment of all qualified candidates, whichever is less, will be given chance to

    participate in online counseling (allotment process) for All India 50% quota. The result of onlythose candidates who will be eligible to participate in the All India PG counseling 2014 shallbe declared under the All India 50% Quota list.

    i. In order to be eligible for admission to any postgraduate course in a particularacademic year,it shall be necessary for a candidate to obtain minimum of 50% marks in All India PostGraduate Dental Entrance Exam forPostgraduate Courses held for the said academic year.However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, OtherBackward Classes, the minimum marks shall be at 40%. In respect of candidates as provided in

    clause (5) below with locomotory disability oflower limbs, the minimum marks shall be at 45%.

    ii. The reservation of seats in medical college/Institutions for respective categories shall be as

    per applicable laws prevailing in States/Union Territories. An all India merit list as well as

    State-wise merit list of the eligible candidates shall be prepared on the basis of the marks

    obtained inAll India Post Graduate Dental Entrance Examand candidates shall be admitted

    to Postgraduate courses from the said merit lists only.

    iii. No candidate who has failed to obtain the minimum eligibility marks as prescribed in Clause

    (ii) above shall be admitted to any Postgraduate courses in the said academic year.

    iv. 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with

    locomotory disability of lower limbs between 50% to 70%.

    Provided that in case any seat in this 3% quota remains unfilled on account of unavailabilityof candidates with locomotory disability of lower limbs between 50% to 70% -- PH-1then anysuch unfiled seat in this 3% quota shall be filled up by persons with locomotory disability of

    lower limbs between 40% to 50% -- PH-2before they are included in the annual sanctionedseats for General Category candidates.

    Provided further that this entire exercise shall be completed by each dental college/institution

    as per the statutory time schedule for admissions.

    v. The Universities and other authorities concerned shall organize admission process in such away that teaching in postgraduate courses starts by 2nd May each year. For this purpose,they shall strictly adhered to the time schedule annexed with DCI Regulations, 2006 asamended from time to time.

    There shall be no admission of students in respect of any academic session after beyond 31st

    May for postgraduate courses under any circumstances. The Universities shall not register any

    student admitted beyond the said date.

    The Dental Council of India may direct, that any student identified as having obtainedadmission after the last date of closure of admission be discharged from the course of study,or any dental qualification granted to such a student shall not be a recognized qualificationfor the purpose of the Dentists Act, 1948. The institution which grants admission to any

    student after the last date specified for the same, and in violation of condition of admissionsas prescribed by DCI or by the State Government/University/any Competent Authority ofrespective State Government, shall also be liable to face such action as may be prescribedby DCI including surrender of seats equivalent to the extent of such admission made from itssanctioned intake capacity for the succeeding academic year.

    12 b. Merit List for 50% seats under All India Quotas:

    The merit list of the eligible and successful candidates who have opted for 50% All India quotaseats and appeared in theAIPGDEEwill be prepared by the AIIMS on the basis of the scores asmentioned above, obtained in the AIPGDEE. The merit list will be equal to the number of seatsavailable for allotment in MDS courses under 50% All India Quotas. There shall also be a waitinglist equal to 4 times of the merit list. The list of successful candidates (Merit List/ Waiting List)shall be forwarded to the Medical Counseling Committee (Medical Examination Cell), Ministry ofHealth and Family Welfare, Government of India for the purpose of allotment of seats by Online

    Counseling.

    12c. Merit list for seats under state quota:

    Based on the information in respect of State Code of Eligibility and Domicile filled in by thecandidate in the application form, AIIMS, New Delhi will prepare state level merit lists of successfulCandidates on the basis of the score obtained by the students of each state in the AIPGDEE. Thelist of successful candidates from each State/UT shall be forwarded to Ministry of Health & Family

    Welfare, Nirman Bhawan, New Delhi for onward transmission to the Directorate of MedicalEducation of the State/UT concerned for the purpose of allotment of seats by online counseling /personal appearance subject to applicable laws prevailing in the State/UT.

    12d. Merit list for Seats under Armed Forces Dental Institutions:

    A separate merit list of category Armed Forcesshall be provided to the Directorate General of

    Dental Services for admission to Armed Forces institutions. It shall be necessary for a Dental

    Officer to obtain minimum of marks at 50thpercentile to be eligible for admission in the Armed

    Forces category.

    12e. In case of two or more candidates obtaining equal marks in the competitive entranceexamination, their inter semerit will be determined in order of preference as under:

    (i) Candidate scoring less negative marks.(ii) According to age, older will get preference over younger.

    13. ADMISSION AND RESERVATION

    An All India merit list and State wise merit list of the qualified candidates shall be prepared on the basis ofthe percentageof marks obtained in the All India Post Graduate Dental Entrance Exam and candidatesshall be admitted to Dental MDS courses from the said lists only by following the already existingReservation Policies.

    All admission to Dental MDS Courses within the respective categories shall be based solely on merit

    based on percentageof marks obtained in theAll India Post Graduate Dental Entrance Exam.

    RESERVATION POLICY FOR 50% ALL INDIA QUOTA

    (1) As per the directions of the Honble Supreme Court of India dated 31.1.2007 in WritPetition (Civil) No(s) 138 of 2006 in the matter of Abhay Nath & ORS vs University ofDelhi & ORS there is 15% reservation for SC candidates and 7.5% reservation for STcandidates, in 50% All India Quota for MD/MS/Diploma seats from academic year2007-08 on the basis of 3200 point Reservation Roster.

    (2) In pursuance of the Honble Supreme Court order dated 10.04.2008 and according todetailed instruction under Central Educational Institutions (Reservation in Admission)

    Act, 2006; issued by the Ministry of Human Resource Development vide their O.M. No.1-1/2005-U.I.A/847 dated the 20thApril, 2008, Ministry of Health & Family Welfare hasintroduced OBC reservation in the All India Post Graduate Counseling on the year2008-09 on the basis of 200 point Reservation Roster for allotment of MD/MS/Diplomaseats in phased manner in pro-rata basis in Central Medical Educational Institutions.The salient features of the instructions of the said orders are as follows:

    a. The candidates belonging to creamy layer are excluded from the benefit ofreservation for the OBCs*.

    b. The benefit of reservation can be extended only to the OBCs included in theCentral List*.

    c. The implementation of reservations for OBCs has to be without any change inthe seats available for unreserved category.

    The candidates who wish to claim reservation under OBC category under All IndiaQuota seat are advised to ensure that the latest OBC Certificate issued by thecompetent authority fulfill the criteria mentioned above. If the OBC candidates haveRank in the Unreserved category and as well as in OBC category, they have the rightto claim over UR or OBC seats at any of the said ranks as per their choice.

    (3) For Persons with Disabilities there shall be 3% horizontal reservation for PhysicallyChallenged persons only for locomotor disability of lower limbs as follows:

    Provided that in case any seat in this 3% quota remains unfilled on account ofunavailability of candidates with locomotory disability of lower limbs between 50% to 70%then any such unfilled seat in this 3% quota shall be filled up by persons withlocomotory disability of lower limbs between 40% to 50% - before they are included inthe annual sanctioned seats for General Category candidates.

    15. INFORMATION FOR PH CANDIDATES

    16. IMPERSONATION

    If during the Entrance Examination/counseling, it is found that candidates appearing in the EntranceExamination/counseling indulged in any case of impersonation i.e. not matching thephotographs/signature/documents of candidates etc. he/she will be handed over to the Police and thecases will be dealt as per the Indian Penal Code in this matter and if required, the cases will be

    handed over to CBI for further investigation.

    Such candidates will be debarred permanently from taking All India Post Graduate Dental Entrance

    Exam in future.

    DOCUMENTARY REQUIREMENTS FOR ALL INDIA 50% QUOTA AT THE TIME OFADMISSION

    The counseling in respect of All India 50% quota shall be conducted by MedicalCounseling Committee, Government of India (www.mcc.nic.in)

    The following documents in original will be required at the time of admission to theallotted college:

    Admit Card-cum-Confirmation Slip issued by AIIMS, New Delhi. Rank letter issued byAIIMS, New Delhi.

    Mark Sheets of BDS 1st, 2nd and 3rd Professional Examinations. BDS Degree Certificate. Internship Completion Certificate/Certificate from the Head of Institution orCollege

    that the candidate will be completing the Internship by 31stMarch, 2014. Permanent/Provisional Registration Certificate issued by DCI OR State Dental Council. High School/Higher Secondary Certificate/Birth Certificate in proof of date of birth. The Candidate should also bring the following certificate, if applicable :

    Q.No.14 Can I have some idea about the seat I am likely to get at my rank?

    Ans: You can have some idea by

    a. Please log on to www.mcc.nic.in / www.mohfw.nic.in website fromhome page go to medical counselingopen post-Graduate counseling (forprevious years)open composite allotment list. From the information that youwill see, you get some idea of pattern in previous year(s). This will only beindicative (without any guarantee for the current year).

    b. Processing of Mock Counseling Result and publishing of IndicativeSeat Allotment During Mock Counseling, choices submitted by thecandidates will be processed twice during the counseling period(Registration) and indicative seat that is likely available at that point of timewould be displayed. This indication helps the candidate to refine theselection of choices in a more effective and efficient manner. Indicativeallotment of seat (Mock allotment), will be shown twice on notified dates (willbe notified on this website). The result will be made available on the next day.In case no indicative seat is shown allotted to you, this indicates that none ofthe choices submitted by you were available at your rank. Hence you shouldmodify your list of choices as per your rank.

    Q.No.15 Is it necessary to fill up the choices and lock the choices to get seatallotted? Or I will be allotted seat automatically from available seats?

    Ans: After online registration (registration is compulsory to take part in online allotmentprocess), you have to fill in choice of subjects and Institutions/colleges in order ofpreference. Once choice is filled in, it can be modified before locking it. During thechoice locking period it is necessary to lock the choices to get a print of yoursubmitted choices. If candidate does not lock the choice submitted by him/her,submitted choices by him/her will be automatically locked at 5.00PM of the lastday of last date of choice locking, however you will be allowed to take a print ofyour choices after that but you will not be permitted to modify your choices.

    I f you register but d o not f i l l any choices, you w il l not be allotted any seat.

    However, the candidates are advised not to wait t i l l the last minu te to lock

    Q.No. 19 What is third round of online allotment process?

    Ans: Third round of online allotment will be conducted for the candidates who havesubmitted their option for participation in third round and for those who wereregistered and submitted choices before first round but not allotted seats as perprocedure given below:

    round of Counseling:Fresh set of seats gets added to the system, if any, which is due to latestapprovals of MCI. Further, the conversion of seats is being carried out during thethird round of seat allotment and accordingly, the candidates are required to beshown all choices which are against vacant, newly added seats, virtual vacancieswhich are likely to get vacated during up-gradation and also during theconversion of seats as per the following algorithm:

    ST (PH) -> ST SC (PH) -> SC UR (PH) -> UROBC (PH) -> OBC ST -> SCSC-> UR

    time of admission at allotted Dental College.

    Q.No.21 Do I have to fill in fresh choice of subjects and Colleges to participate inthird round of online allotment process?

    Ans: Yes. All candidates who desire to take part in third round will have to submit freshchoices before third round. Please see details in answer to question number(Q.No.) 17 above.

    Q.No.22 If there is not sufficient number of qualified PH candidates, what willhappen to those un-allotted PG seats, reserved for PH candidates?

    Ans: The un-allotted PG seats earmarked for UR-PH, SC-PH, ST-PH and OBC- PHwill be reverted to respective categories like SC-PH to SC and so on, during thethird round of allotment process after processing choices to PH categorycandidates in third round.

    Q.No.23 If I give consent for up-gradation of my choice during second round and if

    my choice is upgraded, is it necessary to join at college allotted duringsecond round? Or in case I change my decision of upgrading choice, can Icontinue to study in college allotted through first round of allotment?

    Ans: In case candidate is allotted seat during the second round of allotment process(choice is up-graded), the seat allotted during the first round will be automaticallycancelled immediately (and allotted to somebody else) and candidate will have to

    join the college/seat allotted during second round. If candidate does not join thecollege/seat allotted during the second round, with in stipulated time, as perschedule, from the date of allotment candidate will forfeit his/her allotted seat andwill not be considered for subsequent rounds of seat allotment. Seat can also beup-gr aded in the same col lege by chang e of category (i.e. ST/SC/OBC to

    UR) in su ch a case the candidate has to take fresh admis sion o n the up -

    graded seat.

    Q.No.24 While joining college allotted through first round if I dont want up-gradation of choice, but want to keep option to fill choice before third roundfor newly added/vacant PG seat, is it possible?

    Ans: Yes. For this candidate is required to exercise the option at the time of joining theinstitution/college.

    Q.No.25 If I give option to participate in third round at the time of joining college fromfirst / second round allotment, but later change my decision and want tocontinue study at already allotted Medical College, what is the procedure to

    avoid change (cancellation) of already allotted college/seat?

    Ans: If a candidate does not submit choice during the choice submission period before

    the third round of counseling, such a candidate will retain the already allottedseat.

    Q.No.26 If I forget my password that I have created during the process ofregistration, how to retrieve it.

    Ans: To retrieve the forgotten password, system facilitates the following process:

    The candidate is required to enter the information that he/she filled at the time ofregistration and then security question & answer thereon to be entered as givenduring New Candidate registration process. The above data submitted bycandidate will be validated with the registered candidatesdatabase. If the aboveentries match, then only the candidate would be permitted to enter new passwordto proceed further.

    IMPORTANT

    Candidates are advised to remember the password and also retain theirapplication form and admit cards printout ready till completion of admissionprocess. It is not possible for MCC/NIC to retrieve such password.

    Q.No.27 In case I have Birth Certificate / Caste Certificate/ other certificate(s) inregional language, will it be acceptable at the time of reporting?

    Ans: Certificates issued by the competent authority should be in English or Hindi

    language. Please remember that some of the states insist for certificate inEnglish language only. Candidates are advised to carry Certified Copy of Englishversion of the original certificate, in case certificate issued is in other than Englishlanguage along with original certificate.

    Q.No.28 If there is discrepancy in spelling of name in documents and applicationform, what do I do?

    Ans: If there is discrepancy in spelling of name in documents candidate must carryproof that the documents belongs to same person, in the form of an affidavit.

    Ans: Stipend /fee structure/ course duration / bond amount / rendering of service in

    rural / tribal area/ other conditions etc. may vary from State to State and Institute

    to Institute. Some seats may be approved/ permitted but not yet recognised by

    DCI. The allotment made through online allotment process will be firm and finalas per Hon'ble Supreme Court's guidelines. Therefore, the candidates should

    well examine these points before opting for a seat at a Dental college. The

    Medical Counseling Committee (MCC) shall neither be responsible nor shallentertain any case on above grounds, if any. The information received from

    various participating Dental Colleges will be made available on Ministry ofHealth & Family Welfare website (under the Medical Counseling -Post-graduateCounseling 2014 - Information about college, fee, bond information etc.) before

    commencement of 50% All India PG Counseling 2014 . Candidates are alsoadvised to visit the website of college/ institution to check the information. In case

    they require any additional information, they can contact the college / institution

    on telephone.

    Q.No. 31 How to use registration and Choice filling form on website?

    Ans: Candidates will have to log on to website www.mcc.nic.in to get registered(Registration facility will open on due date as per the Counseling schedule) andthen fill in choices. It is advised that after going through the seat matrix, a tentative

    list may be prepared first as per your preference of subjects and colleges, beforeattempting to fill choices on-line.

    Q.No. 32 What is indicative seat allotment (mock counseling result)?Ans: Indicative seat allotment is the seat available for allotment to candidate at the

    time of processing of data by computer from choices submitted by the particularcandidate. The indicative seat is to facilitate candidates to change, add or delete

    choices. The indicative seat allotted shown on these dates does not guarantee thatthe same seat will be allotted finally (during first round in present case).

    Q.No. 34 I have difficulty in Creating Password, what may be the problem(s)?

    Ans: Creation of password should be as per password policy. Please follow thepassword policy. Please use the internet browser as suggested in user manual, asit is difficult to login from some of the other browsers. While creating password avoidusing Caps Lock key, instead of Caps Lock use shift key.

    Q.No. 35 When I try to login for choice filling/ submission, It say wrong roll number/password, what may be problem(s)?

    Ans: This can happen if Roll Number/Testing ID typed is incorrect or password typed isincorrect. Password is case sensitive, therefore use password which was created byuser exactly same as typed while creating. In case password is forgotten, try togenerate new password by using security question and its answer.

    Q.No. 36 What are the guidelines for fresh choice filling before third round of onlineallotment process?

    Ans: Please remember that if any seat is allotted from the choice filled in by thecandidate for 3rd Round of counseling the seat allotted during 1st / 2nd round willbe automatically cancelled. Therefore, the candidates are advised to fill in choicecarefully for seats which are of higher preference than the earlier allotted seat.Candidates are not required to give the already allotted seat in their choices.

    Q.No. 37 Can I modify my choices during the period of exercising and locking?

    Ans: Yes, you can modify, add or delete your choices during this period, before youlock your choices. However, the registration (of New Users) will not be permittedin this period of time.

    Q.No. 38 I have not locked my choices before 5.00 PM on final day of locking, whatwill happen to my choices?

    Ans: The system will automatically lock only saved choices of the candidate at 5.00PM of the final day of locking, automatically.

    Q.No. 39 How can I get print out of my choices which system has locked?

    Ans: After 5.00 PM of the final day (or after choice locking) till beginning of choice fillingfor the third round of counseling print out can be taken from MCC website afterlogin by the Candidate, link is available on the left hand side of the page as PrintLock Choice. Similarly, print out of locked choices for third round can be takenfrom time of Choice Locking till end of PG counseling.

    Q.No. 40 If I opt to participate in third round of counseling whether my allotted seat(of first/second round) will be cancelled?

    Ans: In case you are not allotted any seat in the third round you will retain earlierallotted seat. However, on allotment of a seat in third round the earlier allottedseat will automatically be cancelled and allotted to another candidate.

    The candidate wil l not be able to claim the al lotted seat to him/her in Roun d1/2, once new s eat in Rou nd 3 have been allotted to h im/her.

    Ans: No, you will have to get a relieving letter from the earlier institute/ collegegenerated on-line, before you can join the next college / institution.

    Q.No. 42 In case I get an upgraded seat but in the same college, because of change ofcategory, (e.g. from SC / ST / OBC to UR category) do I have to takeadmission on the allotted seat again?

    Ans: Yes, you have to get a relieving letter generated on-line for the earlier seat andthen get an admission letter again generated on-line for the upgraded categoryseat from the concerned institution; otherwise your seat would be cancelled andallotted to another candidate or surrendered to state quota.

    Q.No. 43 Can I know which of the seats are recognized or permitted by the DCI?

    Ans: You may refer the DCI website or mohfw.nic.in website for this.

    Q.No. 44 What are anticipated / virtual vacancies shown during third round?

    Ans.: Virtual vacancies/anticipated vacancies are those seats which are presentlyoccupied by the candidates who have given option for the third round.

    They will only be available in case that candidate is upgraded to another seat inthird round. Once the virtual/ tentative vacancies are actually vacated these seatswould again be distributed as per the rank of the candidates. These seats wouldalso include any seat which is likely to be converted to other category as per thepolicy of conversion.

    Q.No. 45 At the time of admission will my original certificates be retained by theinstitution?

    Ans.: Yes, all the institutions have been instructed to retain original certificates of

    admitted students and release them only on up-gradation of the seat orresignation by the candidate.
