CONTRACT

Riga April 29, 2003

The Baltic Russian Institute (hereinafter referred to as BRI) in the person of the rector Staņislavs Buka, acting in conformity with BRI Constitution on the one hand, and Rga Stradins University (hereinafter referred to as RSU) in the person of the rector Jānis Vētra, acting in conformity with RSU Constitution on the other hand, hereinafter both referred to as - "contractors", have concluded this contract as follows:

1. Subject of Contract

1.1. BRI shall provide possibilities to students studying of RSU Bachelor' study programs “Small and Medium-Sized Business” and “European Economy and Business" (hereinafter referred to as - RSU study program) to continue to acquire education in BRI study program " Management" (hereinafter referred to as - BRI study program), if the implementation of RSU Bachelor's study program is suspended.

1.2. The contract is concluded due to accreditation of RSU study program, based on the Order Nr.442 of Cabinet of Ministers of 16.10.2001 " Accreditation Terms of Higher Educational Institutions and Study Programs", Appendix 2, chapter 3, which determines that the application for study program accreditation shall add "documents which confirm that the applicant in case of study program liquidation shall provide the students of the study program a possibility to continue learning in a different study program or in a different educational institution (financial statement or a contract with another accredited educational institution)".

2.Contractors' Liabilities

2.1. In suspending RSU study programs, RSU promises 2.1.1. to hand in to BRI all documents available which deal with the implementation of RSU study programs;2.1.2. to help BRI, within the limits of possibilities, in study program implementation.2.2. In suspending RSU programs, BRI promises2.2.1. to enrol students of RSU study program to BRI study program;2.2.2. to include credit points received by students of RSU study program into BRI study program.

3. Other Conditions

3.1.The contract comes into force at the time it is signed and is valid by the time of implementation of liabilities of both contractors.3.2. Contractors have to consider all force-major circumstances.3.3.Contractors shall solve all conflicts in the form of discussion. If it is not possible to achieve such an agreement, contractors shall solve the conflict according to LR normative acts.3.4.Contractors shall decide upon not to spread the confidential information about the other contractor which has become known at the time of concluding the contract or during its implementation or at its end. 3.5.Any alterations in the contract may be done only in written form and signed by both parties.If contractors cannot come to an agreement, the previous conditions of the contract shall be in force.3.6.This contract has been drawn on two pages in the Latvian language in two copies, both copies have equal right - one copy for each contractor.

CONTRACT

Riga May 28, 2003

Latvia University (hereinafter referred to as LU) in the person of the rector Ivars Lācis, acting in conformity with LU Constitution on the one hand, and Riga Stradins University (hereinafter referred to as RSU) in the person of the rector Jānis Vētra, acting in conformity with RSU Constitution on the other hand, hereinafter both referred to as - "contractors", have concluded this contract as follows:

1. Subject of Contract

1. LU shall provide possibilities to students of RSU Bachelor's study program “Small and Medium-Sized Business Management” and “European Economy and Business” (hereinafter referred to as - RSU study programs) to continue to acquire education in LU Bachelor’s study program “Management Sciences" (hereinafter referred to as - LU study program), if the implementation of RSU Bachelor's study program is suspended, on the following conditions:

1.1. RSU shall warn students of the study program “Small and Medium-Sized Business Management” and “European Economy and Business” on the conditions of agreement;

1.2. LU shall not take over RSU liabilities as regards the students of the above-mentioned study program;1.3. RSU students who have made a contract with the credit institution on the study credit, shall be provided a

credit after coordinating it with the Study Foundation and the credit institution granting the study credits;1.4. Study fee to RSU students shall be fixed in accordance with the LU fixed study fee;1.5. RSU students’ matriculation into LU and the equalization of the scope of the acquired course of studies to the

above-mentioned study program of LU Faculty of Economics and Management shall be done in accordance with LU Regulations on Entrance Examinations and the matriculation order, as well as other documents regulating other study processes and the study fee.

1.6. 6. PERSPECTIVE EVALUATION OF STUDY PROGRAM

6.1. Relevance of the study program to the academic education standard.

The academic Bachelor's study program "European `economics and business" is designed to be relevant to the academic higher education standard ( approved on 03.01.2002).The academic Bachelor's study program "European economics and business" corresponds to the secondary level of academic higher education to acquire the fifth level qualification. The aim of the program is to train qualified specialists of all-round education in the field of European economics and business, using results of fundamental theoretical and practical research in relevant sciences.The content of the syllabus allows to achieve the aims set.The Bachelor's study programme comprises 160 credit points (they comply with the demands of the standard ), the obligatory option - 54 credit points (in the standard not less than 24 credit points) and the part by free choice.At the end of completion of the program, the Bachelor's degree is awarded in the management science with a specialization "European economics and business" ( code 443412110) .Graduates of the program have a chance to continue education in the academic or professional Master's program, as well as to compete in the labour market which is becoming more and more complex. To-day there is a great demand for a competent specialist with analytical-research line in the academic background and knowledge on EU economics, business environment and conditions for making a business.

6.2. Results of employers' survey.

Employers' survey gives a proof of the significance of the program, its perspectives from the point of view of the advancement of economics and the demand for specialists in the labour market. The first graduates of the study program "European economics and business" graduated in 2001/2002, 11 graduates altogether.Graduates are employed now in the state (27%) and private companies (73%) and learn in Master's program (27%). These are the following places of work for our graduates: Latvian privatization agency, Jelgava region Committee for Public service regulation, Gavars Ltd., Avon cosmetic, Audit firm Ernst&Young, etc. The results of employers' survey are as follows: 1 - graduates' work is evaluated as positive; 2 - the level of knowledge is evaluated as high; 3 - the level of foreign language proficiency is evaluated as high; 4 - computers' skills are evaluated as very good and rather good; 5 - communication skills are considered as very good; 6 - employers are willing to employ graduates of the programme in future as well; 7 - according to employers' opinion, the graduates would need greater practical work experience.

7. Estimate of the Study Program

The Business management Program “Economy and Business in Europe” at RSU Faculty of European

studies Department of Regional Economy and Business in carried out since September 1998. The formation

of the Programme was connected with necessity promote the education of specialists in business to

management in Latvia having a specialisation in European economy and Business by using a new tuition

pattern – module training that widely used in many countries (for ex., in Scandinavian countries), foresees

dynamic autonomous work by students as well as encourages drawing in educational process experts from

Latvia and abroad. The urgency of the Bachelor study program “Economy and Business in Europe” is

determined by up-to-date tendencies in the realm of economy and political integration.

The Programme was accredited in 2001 and the suggestions of Accreditation Commission were taken

into consideration improving the structure of the Programme and the process of its realisation. The program

“Economy and Business in Europe” for academic years 2001/2002 and 2002/2003 were perfected by

introducing new study courses and improving the existing ones. A special attention is being paid to

intensifying the studies of European Union. Yet the Programme is realised successfully enough the necessity

of further improvement both in the study Programme and its practical realisation still exists. The principle of

democracy is observed in the Management process of the Programme.

Suggestions of the students mine parliament are taken into consideration in the Program’s realization,

problems are stated on the basis of analysis of students’ enquiries. The aim of the Self-estimate Report of the

Program “Economy and Business in Europe’’ is to evaluate the educational process and work out a definite

set of proposals for its improvement.

7.1. Aim and Tasks of the study Program

The most important aim of Latvia’s economical politics is to achieve a stable and integrated

economical up growth that will provide a high level welfare for Latvia’s inhabitants. It determines the

necessity to achieve a regular and permanent growth of internal total product, integration of economical and

social development, effective use of all resources. Achievement of Latvia’s strategic aim that foresees

economical and political integration our century into European Union is of great importance too.

Urgency of Bachelor study Program “Economy and Business in Europe’’ is determined by modern

tendencies in the field of economical and political integration changes in the world business structure,

necessity to solve practical problems of international business using results of theoretical research. That

causes necessity to train qualified specialists for international including European sphere of business and

economy, being able to run entrepreneurship in united European economy space.

The aim of the Bachelor study program “Economy and business in Europe’’ is to train qualified

specialists having vast knowledge in European economy and business sphere using the results of the

fundamental an practical research of the corresponding scientific realms.

The program will promote the development of the specialty of European economy and business in

Latvia and possibility to co-operate with international scientific business and management organizations.

The tasks of the Bachelor study program “Economy and Business in Europe’’:

- to give knowledge in basic descriptions of economy and management of business, in history

and analysis of economical politics in regional economics as well as in international economy

and management of business;

- to ensure the mastering latest cognition and discussions in economy and management;

- to give knowledge on problems and tendencies of economical development of European

countries;

- to ensure the analysis of process of European integration, pointing out the main problems and

perspectives of further development;

- to ensure knowledge on business organization and specifies in Europe;

- to develop skills and abilities to obtain the necessary information in methods and scientific

analysis;

- to give knowledge in organization and management of international cooperation’s and

institutions;

- to teach students to carry out scientific analysis and use the results obtained in practice;

- to prepare graduates for Master studies;

- to prepare graduates for work at state institutions as well as private international and local

companies, the institutions of EU.

7.2. Organization of the Study Program

The Bachelor study programme is formed in accordance with legislation in educational sphere in the

LR as well as taking into consideration international standards. It consists of theoretical courses and the

Bachelor Paper. The Program “Economy and Business in Europe’’ is realized in 8 semesters (4 academic

years).

To graduate successfully students have to all theoretical courses, pass examinations (the total number

of examinations 35), prepare and defend foreseen projects, course papers and the Bachelor Paper. For the last

the time is foreseen in the light semester.

The minimum volume of Bachelor study program is 160 credit points, including 140 credit points for

theoretical courses and projects and 20 credit points for working out and defending the bachelor Paper. The

minimum amount of credit points to obtain the Bachelor degree according to the law of Education of the LR’

is 160 credit points. The average number of credit points of students involved in the Program usually reaches

167-170 points. The necessary number of credit points in the program “Economy and Business in Europe’’

could be explained by the structure of compulsory and elective subjects, course projects and practice. The

theoretical part of the Bachelor Program foresees fundamental research as well as mastering of latest

cognitions and discussions in economy and management, the Bachelor Paper is based on research, it must

have a novelty in the chosen branch of science. The teaching process is organized according to module

principle. It means that students acquire only two profiling subjects at the same time, take examinations and

obtain credit points and same non-profiling subjects(foreign languages, informatics, sports for health) passing

the test. Science academic year 2001/2002 foreign languages as well give credit points to students : English 2

points, German 3 points, French (Spanish) – 2 or 3 points(depends on the number of semesters).

In 1st and 2nd study year students master basic theoretical courses that all are compulsory. In the 3rd and

4th year students master profiling elective courses both theoretical and practical in the field of international

economical relations, economy and business in Europe, including : EU, institutions, politics, economy and

law, International financial relationship and European monetary union, International economical relationship,

European economical integration, Economy of European states. Securities market in Europe and others.

One module consists of 80 hours or 64 hours according to the course type ( A or B). 20 hours are

contact hours but 60 (44) – independent work hours. For each module in the 1st and 2nd year students receive 5

credit points (A courses) but in the 3rd and 4th year – 4 credit points (B courses). For one module in C type

courses students receive 2 credit points. Some of C type courses - informatics, sports for health are concluded

passing a test without credit points.

All the subjects included in the Program can be divided into three categories:

A – compulsory study subjects forming 51 % of the study amount;

B – electives giving credit points – 41 % of the study program’s amount;

C – free choice electives with or without credit points – 8 % of the study program’s amount.

The professional level students is promoted by compulsory guest lectures, delivered by well known

Latvian and foreign specialists, scientists and managers from state institutions and International organizations.

In academic year 2002/2003 guest lectures were delivered by:

Union – Challenge to All and Everybody’’;

- Ivars Kalvišķis – the president of the Company ,,Development Project’’ - ,,reduction of PVN

rate in the context of EU’’;

- Eduards Stiprais – the chief of the secretariat of Negotiations of integration into EU

- ,,Integration into EU and Defense of Latvia’s national Interests’’;

- Vladimirs Ščukins – LU lecturer, the state proxy PU ,,Baltic Terminal’’ - ,,Towards

Economical tower’’ (Economical reforms in chine);

- Normuns Priede – the chief Marketing Manger of State share Company ,,Latvias valsts

meži’’ (Latvia State’s Forests) – ,,Forest Trend in Latvia’’.

Mastering of foreign languages is of great importance not only for some subjects being taught in

English but also for formation and development of further business contacts. In the 1st study year students

master English fundamentally, in the 2nd year they study German but in the 3rd – French or Spanish (their

choice). 4th year students often refuse to study the 3rd foreign language mainly for 2 reasons:

1) the necessary number of credit points has been obtained;

2) many students have started business activities therefore they have a lack of time for extra studies.

The total number of courses, including compulsory and electives, foreign languages, course papers and

practices is 50 however to get the necessary number of credit points students should master 34 subjects.

At the beginning of every academic year students receive so called ,,Students guide’’ for the year. In

2002/2003 academic year ,,Students guides’’ for all four years were revised and supplemented with new

details.

The Department works out new Descriptions of study courses which students receive at the beginning

of academic year. The description of the study courses is a basic document where the main principles of the

study process are reflected – the aim of the course, tasks, contents (the themes of the lectures, seminar

questions, a list of literature – on every theme, the themes of reports), the teachers demands to the students

and the system of assessment and evaluation.

In 2002/2003 academic year course descriptions were revised and supplemented with the latest study

and scientific literature, the Internet sources were given. The demands of FES students, their duties and terms

that should be observed in the study process ore more clearly stated. In the report delivered by the Expert

commission the necessity to deepen the specialization of the Program including in the study process the

courses on EU’s institutions. Taking into consideration the recommendations of the Expert commission, the

Bachelor study Program was essentially altered and the study courses connected with International economy

and business as well as the development of European countries in the sphere of economy, economical and

monitory politics of EU, Industrial and agricultural politics of EU, etc. The specialization of the Program is

ensured in the 3rd and 4th study years. 76 credit points or 46 % out of 166 obtained after mastering the whole

Program correspond to the Programs specialization.

In Latvia there is a lack of highly qualified specialists for some subjects (for instance, European

Legislation, commercial activities in western European countries, etc.) there fore it is necessary to encourage

teachers (professors) to work out the necessary courses, in year 2002 to realize the Program three more

teachers were involved into the Programs realization process. These teachers(professors) have an experience

in a job with EU and international institutions. However the lack of highly qualified teachers (professors) can

be still felt in the subjects oriented to the specifics of EU in economy and business.

Activities carried out to perfect the organization of the Program in academic year 2002/2003:

- To ensure the specialization of the Program its structure is radically changed. In the frame of

the Program 12 courses that are dedicated to EU’s institutions, international economical

relationships. European economy and business are realized,

- Credit points are given for foreign languages mastered: English 2 credit points, German – 3,

French (Spanish) – 2 or 3 according to the number of semesters studied.

- Co-operation with guest teachers is realized in the subjects where there is a lack of domestic

ones.

- 3 more highly qualified teachers were engaged in the realization of the Program. They have

work experience with EU and international institutions.

- The activities in methods of teaching are highly activated. Institutions in methods of writing

and defending course papers, Bachelor Papers theses of course / Bachelor papers are worked

out.

,,Students’ Guides’’ were revised new chapters added to all year levels. In the ,,Students Guide’’ for

year 4 the part ,,Elaboration of the bachelor Paper. Methodical directions’’, ,,The criteria of assessment of the

Bachelor paper’’, ,,The defence and estimation of research project’’, some samples of design of the Bachelor

Paper were worked out and added;

In ,,Students’ Guide’’ for years 2 and 3 ,,Methodical Institutions for authors and

opponents’’, ,,Innovations in the defense of course papers’’, a rubric on students’ practice and demands to

practice resume, some samples of design of the course paper were added.

,,Students’ Guide’’ for year 1 is supplemented with methodical instructions on demands of elaboration

and design of scientific report, summary writing and a sample of a lost of literature used. At the Depart

descriptions of new study courses are prepared and students receive them at the beginning of the course.

Course descriptions were partly revised: supplemented by the latest study and scientific literature on the

Internet data(sources). The demands of the FES are more dearly stated, students’ duties and terms, heeded to

be observed, precisely pointed out.

In compulsory and advised lists of literature the Internet sources are mentioned. Students are

encouraged to use the Internet resources and other modern technologies more actively.

Changing of mastering the material studied is in proved. The terms of handing in Students summaries,

courses papers are strictly controlled, a special for where every student’s proceeding during the module is

reflected, is introduced.

The work with ,,debtors’’ is activated. Several letters were sent to students and their

parents. ,,Debtors’’ are regularly asked to participate at the Departments meetings reporting or banding in the

dept setting schedules.

If necessary extra tutorials are available a feed back among students ads teacher is set. At the

beginning of the semester group meetings are held which the chain persons of the Department participate in.

At the end of every module on inquire is organized. The aim of it is to get to know how positive was the

interaction between students and teachers (professors). The results of the questionnaires are analyzed and

summarized. They are taken into consideration in further organization of the academic study process.

7.3. Practical Realizations of the study Program

The main forms of the study program are lectures where according to the program the teaching

material is expounded, seminars and practical classes as well as the students’ autonomous work. The

following teaching <--> learning methods are used in the Program: concretisation of mastered theoretical

knowledge at seminars, analysis of dilemma situations, tests and control works, fulfillment of home tasks,

preparation of reports, work out and defense (presentation) of individual and projects.

Much attention is paid to students’ independent work that is directed to the mastering and analysis of

scientific literature, writing summaries and essays per each lecture and seminar, preparation of reports and

projects as well as course papers. The task of teachers is to help the students organize independent works if

necessary to consulted and give guidance. The aim of the teaching methods used is to develop students’

possibility to analyze economical situations critically, to evaluate the development of these situations in

future, logically, to from the skills to work according to the team principle.

Teachers (professors) work out course syllabus for every subject. The Syllabus is a fundamental

document that contains the main principles of the course: its aim, tasks, content (the themes of the lectures

and seminars, lost of literature, seminar questions, themes for reports). To facilitate the mastering of material

copies of obligatory literature are offered. Students can buy them paying a cost price.

On June 10 and 11, 2002 the first defense of Bachelor Papers at the FEI the Department of Regional

Economy and Business took part. 11 students of the Program ,,Economy and Business in Europe’’ defended

their Bachelor papers in management. 2 works were estimated ,,exceptional’’, 9 students got the

evaluation ,,defended’’. The students of the Program snowed appropriate knowledge and skills in analyses of

scientific literature, theoretical research, statement of aims and tasks out empirical and practical part, suitable

to the Bachelor Degree level, the average mark is rather high – 7.6 points. The themes of Bachelor Papers

reflect a west sphere of up-to-date problems of economical development, for instance:

- The use of Latvia’s external trade police – in the context of integration into EU;

- Foreign investment in Latvia. Problems and development perspectives in Latvia;

- Economical and monetary union and introduction of EIRO. Actualities, problems and

prognoses;

- The influence of Nordic states on Latvia economy, etc.

The main peculiarity of the specifics of research work of Bachelors writing the Programme has to be

pointed out: The problems counted with the development of Latvia’s economy are analysed in the context of

integration into EU.

The Bachelor Papers and their defense were estimated by the Defente Commission of Bachelor Papers,

chaired by Dr.oec., assistant – professor Andris Rigerts.

The chairman is a manager of one of branches of Krajbanka. He is a professional with a great

academic and practical experience. The numbers of the Commission are full – time staff of the Department as

well as teachers(professors) from the biggest Latvia Universities having, pedagogical and scientific

experience.

The tasks carried out to improve the organisation of the Programme in academic year 2002/2003:

- In October 2003 the seminar ,,Methods in Social Sciences’’ was organized for the teachers

(professors) of the FEI;

- Teachers (professors) participated in the seminar ,,To Be, To Know, To be Able. Methods

which guarantee a successful contact with audience’’, organized by Latvia’s Association of

Adults’ Education. They got acquainted with innovations in methods of teaching <--->

learning process;

- Since year 2002 the library founds are enlarged by 30 new, valuable books in economy,

international relations, EU legislation.. since year 2003 new periodicals on the themes

mentioned are available at the University library.

Advisable improvements:

- To facilitate mutual visits and discussions on lectures among teachers;

- To organize regular seminars in methods for teachers(professors) of the Department;

- To ensure participation of the academic staff in methodical and Scientific seminars outside

RSU (participants, fees, time);

- Co-operate with RSU library in the sphere of purchasing scientific and study literature;

- To co-operate actively with different, international founds, for instance, Soros Fond in Latvia,

to supply teachers (professors) with necessary, up-to-date scientific and study literature.

7.4. System of assessment and evaluation

The system of assessment and evaluation for each course is given in the course description. At the

beginning of every module students get acquainted with assessment criteria.

To ensure the united system of the study process as well as assessment and evaluation at the

Department of Regional Economy and Business in year 2002 the Information on assessment and evaluation

was worked out for teachers (professors) of the Department.

The knowledge is evaluated according to 10 point system and the final mark is calculated out of the

total of all the marks received. The assessment has a complex character and the evaluation is done taking into

account the following:

1. Attendance of lectures and seminars;

2. Participation and quality of answers at seminars;

3. Summaries of lectures, seminars and problem essays the aim of which is to develop students’ skills

to reduce the mastered material and develop ability to affix the most essential and primary;

4. Report or on individual project. The aim of the report in to develop the ability of students to

analyse, to determine the essence of the basic problem of the theme, to estimate alternative

opinions, to offer own one and substantiate it;

5. Examination. The examination schedule is worked out in accordance with the terms, of the whole

study process within the cycle, it means, at the end of the study course, foreseeing five days off

before each examination.

At the end each semester students are informed about the average final mark which includes all the

marks obtained during the study process.

Attendance of lectures and seminars is obligatory. In case of illness a document approving it should be

show, but about absence a student have to report at the Department or Dean’s office. Unjustified absence from

lectures or seminars (50 % and more) is going to be qualified as a violation of the agreement with all the

consequences following it. If 2 to 5 lectures are not attended without any reason the final mark could be

diminished for 30 % of the total amount of points obtained. If a student has not handed in a time stated 50 %

of all independent written works, the course should be acquired once again in the following academic year

paying extra fee. If 50 % - 100 % of written works are not handed in the teacher (professor) may not allow

the student pass an examination till all the debts are set but not later as till January 1, in 1 st semester and June

1 2nd semester. Additional report themes are worked out for ,,debters’’. If the demands are violated a student

could not be allowed to pass the examination obligations are fulfilled or a decision of repetition of a course in

a years time for on extra fee could be accepted.

7.5. Students

A number of students involved in the Program. In academic year 2002/2003 – 163 1st to 4th year

students are studying at the Department of Regional Economy and Business. 106 being involved in the

Program ,,Economy and Business in Europe’’ – 45 of them are 1st year students, 19 – 2nd year students, 18 –

3rd year students and 14 – 4th year students.

In academic year 1998/1999 when the Program was opened, 22 students were enrolled but 2000/2001

– 28 students.

According to the data obtained number of students from 1st to 4th year has a tendency to diminish. In

all 4 years 34 students are exmatriculated, 1 student has not on academic leave.

Student’s partnerships in the process of study improvement students of the Department of Regional

Economy and Business take active part in the perfection of study process. Regularly (after each module)

students enquires are organized in order to get to know their likes and ,,dislikes’’ of the study process, their

suggestions on improvement and perfection of course contents and methods of teaching. The contents of the

study course, the quality of teaching and teacher’s(professor’s) competence as well as the material and

technical provision of the course are evaluated by these enquires.

Both teachers (professors) and the chair Persons of the Department take into account students’ critical

hints.

Students’ critical remarks are also heard out both at group and course meetings organized by the Chair

Persons of the Department.

Activities overtaken to improve the study process in academic year 2002/2003:

At the end of every module students’ enquires were organized (questionnaires’ research) thus

obtaining and summarizing the information of the study contents, teachers’ competence and the material and

technical provision of the study course.

Improvements recommended:

To improve the work with teachers taking into consideration the drawbacks and suggestions

mentioned in students’ enquires.

Tutorials. In each module 5 tutorials are foreseen but usually teachers are also available in off-duty-

time. In general students are satisfied with tutorials.

The Department of Regional Economy and Business work very seriously with ,,debtors’’ and failures.

Several letters are sent to failures and their parent. ,,Debters’’ are regularly asked to participate at the

Department meetings and show their ,,debt’’ passing schedules. The settlement of ,,debts’’ is carried out in

conformity with Instruction on studies at RSU. Failures are allowed to settle academic ,,debts’’ during the

whole academic year; in June and August the teachers (professors) of the Department pay special attention

to ,,debters’’ encouraging them to pass their ,,debts’’.

1st year students having 3 academic debts, 2nd and 3rd year students having 4 academic debts and 4th

year students having 5 academic debts are exmatriculated. 4th year students have to settle all their debts till

January 31, otherwise they are not allowed to work out their Bachelor Paper.

Activities overtaken to improve the situation in academic year 2002/2003:

Activities with academic ,,debters’’ were activated. If necessary additional tutorials are organized and

guaranteed by Head of the Department.

Students’ practices. After the 2nd and 3rd years the program ,,Economy and Business in Europe’’

foreseen 2 practices for the students involved in it. It is connected with necessity to develop students’ practical

skills, use theoretical knowledge in practice as well as the choice of base for students’ course papers and

Bachelor paper.

The main goals of the practice:

- Collection data and practical material for course papers and Bachelor paper’s empirical part;

- Obtaining the practical skills.

Practice are carried out at Latvia state institutions and private companies (Ministry of Finances of the

LR, Latvijas Krajbanka, State Income service, Ltd ,,K4””, Share Company Aldaris, Statoil, Elva, etc.).

practice is carried out according to the General Instruction of studies and EII Regulations of Practice at RSU.

The duration of practice for the 2nd and 3rd year students is 80 hours per two weeks.

During the practice students get acquainted with the structure of organization or company, exposure of

feasible task aims and directions of activities. At the end of practice students write ,,Practice Survey’’ but

representatives of organization or company - ,,Reference’’ in which they evaluate students work, activities,

independence, ability to cope with raised tasks and to generate new ideas. References received in a four year

period prove the fact that in general employers are satisfied with students’ activities in a period practice.

Students successfully use their knowledge, can independently perform concrete tasks. In recommendations on

improvement of organization of students practice employers mentioned necessity to deepen students’

knowledge in specialization, to prolong the period of practice on purpose to comprehend a structure and

activities of establishment more completely.

Recommended improvements:

- To conclude treaties with directors of companies and firms in order to guarantee the practice

succession;

- To form closer contacts with those firms and state organizations which can offer the practice

places appropriate to students specialization;

- To think over possibility of prolonging the practice duration.

Students’ academic activities in and outside the FEI . students of the Department of Regional

Economy and Business actively participate in different academic activities in their faculty, students involved

in to programme ,,Economy and Business in Europe’’ often initiate and willingly organize such activities.

Students scientific conferences, career days, meetings with guest students and teachers (professors) are often

organized. Every year students participate at the exhibition “School……’’ organized in Kipsala as well as at

Open Door and candidate enrolment activities.

One of indicators of the University’s academic life in the involvement of students in different

academic activities outside direct studies. Many students are engaged in activities organized by the European

Integration Bureau. Students take part in different scientific conferences and seminars for instance, at

conferences organized by LAS, seminar ,,Marketing’’ at Riga Economic University. Youth conference “The

Town of Future’’. One of the 2nd year students of the Programme won the competition organized by Soros

Fond giving possibility to study in Universities of the USA. Now she is studying at Rutger University (New

Jersey State).

Activities carried out in academic tear 2002/2003:

- In 01.02.2002 the students’ scientific conference ,,Latvia and Europe: problems and

perspectives’’ was held. Several students of the Programme ,,Economy and Business in

Europe as well as post graduates participated at the conference.

- In 21.02.2002. a Career day – meeting with potential employers was organized 8 students of

the Programme participated in it.

- The participation, 1st year student of the Programme’ has got the second place at the Youth

Conference ,,The Town of Future’’.

- In 2002 the 2nd year student won the competition organized by Soros Fond giving a

possibility to study in the USA.

- In 31.01.2003. the scientific conference ,,Latvia Today and Tomorrow: Integration into

European Union’’ was held 5 students of Programme as well as postgraduates delivered their

reports at the conference.

Students’ enquiry and its analysis. An important criteria of the study programmes’ estimate is

students’ motivation to acquire the Programme offered and satisfaction with the University and the

programme chosen. The results of the enquiry prove that 39 students out of 41 respondents are satisfied with

the University (94,2 %) and 40 respondents are satisfied with the Programme (97, 6 % - graphs are added in

the supplement). The main reasons, that encouraged students to start academic studies were as follows: the

mast important the chose Programme ensures career possibilities (27 students); the second reason is

willingness to continue studies (24 students) and the third – the future profession seems attractive (14

students). An important index of students’ motivation is the frequency of lecture attendance. At present it is

obligatory at the FES. Students were offered to analyse their conduct in case the compulsory attendance is

cancelled. The greatest part of students answered that they were to attend 75 – 99 % of lectures, this answer

was chosen by 63,4 % of respondents, 19,5 % - 100 % attendance and 12. 2 % - 50 – 74 % attendance (in

total 95,1 %) in the previous enquire – 90 %.

One more question connected with motivation and asked to respondents was ,,Do you want to continue

studies at the Master Programme at the FES having got the Bachelor Degree there?’’

This question was asked to prove the suggestion that if a student has decided to continue studies at the

Master Programme the motivation to learn should already be high at the Bachelor Programme. The results

obtained show that 29,3 % of students want to continue studies at the Master Programme (it fits the average

data of European and global research). Rather big is a number of students who has not decided get – 39 %. It

may be said witch certainty that among these students there could be future Master students too.

Of great importance is the data on how students estimate the content of the Programme and the choice

of courses. One of the questions asked was ,,How do you estimate the quality of studies at your Bachelor

Programme in general?’’ The answers are as follows: very good and – 68,3 %; average – 31,7%. In

comparison with the data obtained a year ago the positive estimate has increased. In the previous enquiry

66,7 % students estimated the study quality as very good or good but 7,7 % of respondents considered it to be

bad. This year there are no negative view points that proves that the activities to improve study quality carried

out by the Department are highly estimated by students.

Estimating lectures students answers are as follows; satisfy – 61 %, more satisfy than not – 29,3 % (in

total 90,2 %); in the previous enquiry the datum was – 87 % - that certify of positive changes. The estimate of

seminars are similar: satisfy – 51,2 %, more satisfy than not 41,% % (in total 92,7 %). As studied at the FES

are organized according to the module system it is important to know students’ attitude to this system. The

data obtained prove that 80.5 % of students like this way studies, 14,6 % of respondents have answered –

more yes than no ( in total 95,1 %) in the previous inquire correspondingly 66 % and 24 % ( in total – 90%).

The changes are mainly observed in the first position that certify of the positive qualities of the chose system.

The question of advantages and disadvantages of the module system was investigated more

profoundly. The main advantage pointed out was the course being mastered that guaranties its intensive

acquiring students consider that such system assure more effective and qualitative mastering of the study

material. Students highly appreciate possibility to pas examinations after every module, sessions being

cancelled.

The main drawbacks according to students’ opinion vie: large intensity of the study process and too

short period of time for mastering a course. However there are some critical hints, advantages surpass

disadvantages and in general students are satisfied with this way of studies. One of the most important

element in the programmes estimation is the quality of teachers’(professors’) job. To size up the situation and

clarify students’ attitude towards their teachers (professors) several questions were asked to respondents. One

of them is ,,Are there such subjects in the Programme the level teaching which are not satisfied with?’’65,9 of

students point out that are such subjects ( in previous enquire – 83 %). The next question was requiring about

the number of these subjects. 29,3 % respondents give the answer – one, 17,1 % - two, 14,6 % three subjects.

Students have positively estimated their teachers (professors) according to the following parameters: teachers

encourage students to express and motivate their own view point, participate in discussions (always and after

– 85,4 %); teachers appreciate any distinctive view points if they are argued quite enough (always and often

61%); teachers assessment of students knowledge is objective (always and often 65,9 %). Students

satisfaction with technical equipment of the study process was also one of the questions of under research.

Separate kinds of equipment were estimated. The top position was given to computers(satisfy – 14,6 %)

(rather satisfy than not – 31,7 %) - in total 46,3 %, (rather unsatisfied than satisfy – 39 %). The research

proves that the number of computers should be enlarged to satisfy students needs. The usage of Internet is

estimated positively – 65,9 %. The library service is positively estimated by 56,1 % of students. It turns out

that to the se realisms serious attention should also be paid to.

Graduates. In year 2002 eleven students of the programme ,,Economy and Business in Europe’’

defended their Bachelor papers and out Bachelor Degree in management sciences. In January 2003 the

Department of Regional Economy and Business organized enquire of graduates in order to get know their

business positions. The data obtained certify the graduates of the programme ,,Economy and Business in

Europe’’ work in their speciality in state enterprises and for private companies, for instance, Latvia

Privatization Agency, Commission of Regulations of Social Services in Jelgava Region, Ltd.Avon Cosmetic,

Ltd.Gavars, Auditorial firm Ernst & Young, etc. 27 % of graduates out of the total work in the state sector and

73 % for the private sector. 27 % of graduates continue their studies in Master Programme.

Enquires of graduates. In spring of 2003 the enquire of graduates was carried out. It gave the following

results: 1) all graduates work inn their speciality (100 %); 2) want to change their job (20 %); 3) all graduates

consider themselves be able to compete in the job market (100 %); 4) 90 % - consider that the knowledge

obtained at RSU is enough for the definite career; 5) 60 % of graduates stress that the knowledge and skills

obtained are useful in their job, 40 % consider that only partly useful; 6) graduates consider that legal studies

ought to be expanded, languages have to be studied more seriously and more time devoted to practice; 7) of

graduates continues their studies at Master Programme, the others who do not study yet are planning to do it

in future.

7.6. The number of academic staff, their qualification and professionalism

The realization of the Programme is guaranteed by highly qualified specialists. In academic

year2002/2003 at to Department of Regional Economy and Business worked 6 teachers – among them – 3

doctors and 3 masters two of whom are taking post graduates course. Administrative personal consist of one

(1) laboratory assistant/secretary. The other teachers (professors) work on the basis of mutual agreement.

Scholars from the Language centre the Department of Physics are also involved in the realization of the

Programme. The total number of these scholars is 9; among them 1 associated professor, 3 masters and 5

bachelor. According to the data obtained it turns out that the Programme has a small number of academic

staff, the greatest part of teachers(professors) work on the basis of mutual agreement. The total number of

scholars – 34 among them 13 doctors. The teachers of the Department are raising their qualification – 2

masters have taken the post graduates course at RSU. Guest teachers from Sweden, the USA and Denmark

participate in the realization of the Programme, improving the quality of the teaching <--> learning process.

Research Work of Academic Staff

Academic staff of the Department takes active part in different projects with scientific and practical

disposition. The research projects are financed from Latvia state budget (Latvia Council of Science Republic

of Latvia Ministry of Economics, Republic of Latvia Ministry of Finances), from resources European Union

(EU – PHARE, TEMPUS programs), as well as from resources of other foreign ins (for example,

International centre for Economic Growth, San Francisco, USA, Dalhouse University of Canada). The results

7.7. Financial Sources and provision of infrastructure

Studies at the RSU FES Department of Regional Economy and Business, are not free of charge.

Tuition fee for academic year 2001/2002 was Ls 450. in this academic year students pay Ls 495. tuition fee

could be paid in two parts – for each semester separately. Exists possibility to take a credit for studies.

However the tuition fee has risen it remains reasonable and corresponds to the offered quality of studies.

Unfortunately the existing financial resources are insufficient to develop the whole study process. Several

students of the program use a credit for studies. In case the study agreement is violated by University taking in

account the circumstances not mentioned in point 7.3 of the agreement. RSU repay students the part of money

left from the sum paid in. The University ensures students with a well – organized study process: well-

equipped accommodations, up-to-date library, modern computers and the Internet. Classrooms and

laboratories are equipped with overhead projectors and blackboards(whiteboards).

Video equipment is available on teachers’ request – Power point. Enquires prove that students are

satisfied with classroom equipment (78 %).

Students use computers of the Information centre that is located at: the library of RSU (30 computers).

Since year 2002 students have on access to 12 more computers of the informatics classroom located in the

premises of the Department of Physics.

Nevertheless it is necessary to admit that there is still a lack of computers. Taking into consideration

the fact that the number of students enlarge year by year the number of computers access able to students

ought to be radically increased.

Students use the Internet at the library of RSU, at home or at work. At the University library students

pay for Internet according to the amount of information used. Respecting the fast expenditure of the usage of

Internet and the highly request for it, it is necessary to encourage its wider usage studies are fostered by

modern.

European standard library and the informative resources available there, It is possible to materials,

copies from the books, witch are not available anywhere else in Latvia. In the Report of expert Commission

the necessity of bigger resources of specialized literature at the library to realize the program successfully was

mentioned.

At present there are 1385 books on different economical and business management themes at the

library founds. In year 2002 the founds were enlarged by 30 new books in European economy, management

of international business, European legislation. European Commissions issues on economical development

and prognoses of member states of EU, development of European business; issues of EIROSTAT on social

development migration, investments, financial sector, etc. The library has subscribed for 29 periodicals in

economy and business management sciences including ,,European Economic Review’’, ,,Journal of

International Economies’’, Business week’’, etc.

To provide all students with study materials at the FES centralized acquisition and copping of study

materials is carried out. Thus there is no lack of compulsory literature. Students can by the copied materials

on cost price. At the library these materials are bound and available for reading the reading hall. There have

been cases when the copy machine is out of order materials are not ready in time. It dissatisfies students, at

the same time the Department and University try to do Their best to avoid such situations. 60 % of the

students of Program are satisfied with the supply of study materials.

Activities to improve the situation carried out in academia year 2002/2003

- Since year 2002 the number of computers accessible to students has increased. Students have

a possibility to use 12 more computers in the computer class at the Department of Physics.

- 30 new books and many periodicals in economics and business management are available for

students at the University library.

Recommended improvements:

- To increase the number of computers accessible to students in the Informatic Centre and

Computer Class as the member of students increase year by year.

- To expand the usage of Internet, multimedia and @-mail connection among students and

teachers. To ensure access to international web pages for study necessities free of charge.

7.8. Co-operation with overseas Universities

Co-operation with overseas universities and organizations. Guest teachers from Sweden, Denmark and

the USA have been working at the Department of Regional economics and business from the very beginning

of its establishing for 5 years already. Co-operation is mainly carried out engaging at the Program teachers

from Western countries. It gives our students a possibility to improve their English language skills and get to

know Western methods of teaching. For all that, international co-operation mainly takes place on the bases of

teachers’ (professors’ ) personal contacts.

The teachers (professors) of the Department are participating at the international projects, financed by

European Union (PHARE-project), as well as other international organizations.

Activities carried out to improve the job in academic year 2002-2003:

- A guest teacher (professor) from Arhus University Business College (Denmark) delivered

lectures at FES the Department of Regional Economy and Business.

- From 28.04.2002. to 02.05.2002. (for a week) a group of students and teachers (professors)

from the University of Kalmar (Sweden) visited the Department of Regional Economics and

Business within the frame of exchange program. The guests participated at lectures and

different activities organized by the Department together with students and teachers

(professors) of the FES.

- To expand international co-operation, concluding treaties with overseas universities.

- To encourage the teachers (professors) of the Department to participate at different

international projects as well as gain more often engagement of students into the teachers’

(professors’) research projects.

- To start a regular exchange program of teachers (professors) and students with overseas

universities.

- To participate more actively at the competitions for getting a possibility to overtake, practical

projects connected with Latvia’s integration into the EU.

Comparison of the Programme with Programmes of two European Universities. The Programme Economy and Business in Europe is compared with Middlesex University Business School

(Great Britain) programme of European studies and with Jonkoping (Yonkoping) International Business

School (Sweden) acting in the framework of University of Jonkoping Bachelor study programme.

Middlesex University of GB is large (a number of students more than 18 000) and rich in traditions. Students

not only from Great Britain but also from other countries study there.

Jonkoping International Business School is oriented to studies in the real of International Economy and

Business as well as to organization and management of small and mid-sized enterprises. To promote the

process of integration of foreign students many subjects at Swedish University are delivered in English, guest

teachers also participate in the realization of the program.

The study programs in both Misslesex University as well as Jonkoping International Business School is

realized in three academic years but at RSU FES – in four years time.

It could be explained by necessity of our students to master not only theoretical subjects but also the specifics

of formation of market relations of the states of transition economics.

Studies at British University are organized according to traditional principle of semesters when students

acquire several subjects at the same time but at Jonkoping International Business School by module system

that is also used at the Faculty of European studies, the Program Economy and Business in Europe.

Essential difference is that one – at both the Universities practices are not foreseen but students from RSU

pass practice twice – in the 2nd and 3rd study years in different Latvia state institutions and private companies.

The introduction of practices in the study program is connected with necessity to develop students’ practical

skills as well as with a choice of a definite basis for students’ course papers and Bachelor Paper.

It must be noted that at overseas universities the member of permanent staff teachers (professors) is bigger.

That gives possibility to offer more electives. The member of courses at the FEI is as large as at Swedish

University – 8 courses per academic year. It could be explained by the usage of module system and the

intensive study character of this system. At Middlesex University the member of courses per academic year is

smaller.

At Jonkoping Intonation Business School especial attention is paid to mastering foreign languages. Three

foreign languages are offered – English, German and French. Students of the FES within the frame of the

Program Economy and Business in Europe in the 1st study year master English, in the 2nd study year – German

but in the 3rd – French or Spanish (their choice).

At Middlesex University Business School special attention is paid to English studies – 6 different courses are

available.

The study programs of Middlesex University, Jonkoping International Business School and the Faculty of

European studies are very similar by the structure of courses and in all these programs a specific accent is

right on the courses of EU. However some specific differences between Universities exist, Economy and

Business provide students with similar, high-quality education.

8. Development Plan of Study Program

Activities of the present plan to develop the program “European Economy and Business” successfully are as follows:

1. to impart knowledge about the structure and specific character of business in Europe, the structure and management of international enterprises and institutions;

2. to perfect the teaching methods of study courses;3. to continue perfecting the program structure, emphasising the courses on the EU

institutions, international economic relations, European economy and business;4. to continue operation with foreign lectures in subjects that lack Latvian lectures;5. to promote more perfect provision of study courses with methodical materials;6. to ensure academic staff’s participation in different methodical and scientific seminars

both in RSU and out of the university premises.

The long – term plan includes such main trends:1. to promote the research done by lectures and students, especially in the courses related

to international economy and business management;2. to acquaint as far as possible wider audience with the results of research;3. to promote students’ ability to adapt themselves to the chaining labour market;4. to develop and expand scientific and methodical co-operation with Latvian and foreign

universities;5. to corporate with employers by working out research of workable character;6. to supplement the library fund with literature on economy (compiled and written by our

teaching staff as well).

The determinants of Latvia’s development in the 21st century are the training of qualified workforce, investment in human resources, motivation of society to acquire knowledge to ensure

economic competitiveness under conditions of globalisation.Higher education should correspond to economic and sociocultural needs that must be set

forward as priorities in Latvia and are constantly developing. Students should be given possibility to receive education, skills and qualification necessary at labour market. Considering skills as rather undeveloped for practical non-standard activity, employers more often demand competence which shows man’s individual skills mastered by means of education, ability to work in a team, initiative

and willingness to take on responsibility. It becomes clear that subjective features (both inborn and acquired in life – time) combined with knowledge will make the necessary competence of young

specialists.
