ObamaCare Affordable Care Act

The program was established on March23rd, 2010

Barack Obama was the president that established the program

Mission Statement/Purpose “Expand affordability, quality, and

availability of insurance by opening the Health Insurance Marketplace and enacting better regulations on health insurance industry.”

Controversy ObamaCare is very contraversial The program is mainly supported b

democrats and opposed by republicans The most contraversial provision: The

requirement that contraceptives be covered without co-payment

This provision has drawn more than 147,000 public comments, according to an analysis from the Sunlight Foundation

ObamaCare in the News ObamaCare has been in the news a lot

recently Sunday morning a one-year delay in

ObamaCare was proposed by House Republicans, but was shutdown by Senate Democrats on before the Monday night deadline

No agreement was reached causing a temporary, partial shutdown of the government

Provisions There have been a number of changes made to the

act: Increased free preventive services to Medicaid. The

Federal Government is increasing funding to Medicaid with little or no cost to the recipient. These include tests for high blood pressure, diabetes, and high cholesterol; many cancer screenings including colonoscopy and mammograms; counseling to help people lose weight, quit smoking or reduce alcohol use; routine vaccinations; flu and pneumonia shots; and others.

Doctors that take Medicaid patients got a pay raise as of January 1 2013, they will start to receive the same payments as those who take Medicare patients

The Medicare part A income tax is raised on those over the $200/$250k mark. The increase is .09% to the existing Medicare tax and is supposed to help boost the Medicare trust fund

A 2.3% excise tax on medical devices goes into effect in 2013. The ObamaCare 2013 tax doesn't include hearing aids or corrective lenses, but does include devices like defibrillators, pacemakers, artificial joints and others.

W-2 tax forms issued for 2012 and beyond must include a line showing the benefit employees receive from their employer-sponsored health care to help Americans better understand where there healthcare spending is going

36 states are defaulting to the governments health care exchange and the rest are setting up their own

State vs. Feral Obamacare does not pay for any of the costs

necessary to administer the expansion of the Medicaid rolls, which are rolls that are expected to increase by approximately 50 percent in states like Nevada, Oregon, and Texas

Texas is facing a $25 billion deficit for their next two-year budget cycle, Texas lawmakers are considering closing the gap by dropping out of Medicaid. State representative, Warren Chisum, told New York Times that “This system is bankrupting our state”

State vs. Federal Most of the costs are borne by the Federal

government, a smaller percent is borne by the state governments

Each state receives a grant to cover the cost based on the size of the state

For example, Texas and Washington will receive the same in grant money (20.4 million), even though Texas will spend more than Washington

The requirement to receive the funds are that the state set up a health care exchange or default to the one set up by the Federal government
