Connecting People – Creating Partnerships – Driving Business

Dear Members and Readers,

Hong Kong was the host of the 15th Asia Pacific Conference of German Business (APK) in November 2016, and to say it was the highlight of the year is clearly an understatement. It was the first time the event was held in the city and expectations were high. The two-day conference was a Who’s Who list of top speakers and panellists from the corporate world and politics, from Asia and Germany, in front of an unprecedented number of 1,000 registered participants. Apart from the bit of luck one needs as organisers, Hong Kong’s strengths as a business travellers’ destination of choice, with a regional focus and global relevance were decisive factors in bringing so many top leaders to the conference.

It is with a fair measure of pride as local hosts to conclude, that through the joint effort of GIC/GCC, the German Consulate, the Hong Kong Government and partner institutions, that the conference was a resounding success with the best possible outcome we could have hoped for. It is our wish to give due credit to and thank all parties involved in the organisation, the APA stakeholders to begin with, including the BDI, DIHK, OAV, Bankenverband, BGA and GTAI, and on the government side the Federal Ministry of Economics and Technology and the Federal Foreign Office, for a massive joint effort that was rewarded with a hugely successful event. We are also grateful to all our members and partners for their support, be it as participants, sponsors or promoters, and thank them again through these lines for their invaluable contributions. We received the highest acclaim from numerous sources covering all aspects of the APK, and we are happy to share this good news with our readers and everyone who agrees with us — that Hong Kong is a great place to do business.

After the conference is before the conference – as the saying goes – and although there is not another APK in Hong Kong on the radar, in the near future, there is plenty to do for GIC and the Chamber. Various new initiatives gathered speed during the year, including a revamp of the Chamber’s Articles of Association, which needed to be brought into line with the revised company law. We started a Sourcing Committee, driven by Chamber members from the industry, and the physical infrastructure of the office has seen a reconfiguration and modernisation, giving a brighter appearance and allowing flexible use of working and meeting places for greater efficiency and better use of resources, which our customers and members can expect to benefit from.

Chamber life is, was and always will be one of periodic adjustment to, and anticipation of economic trends; and members can expect to see more changes in communication, membership structure, and other areas to meet the needs of a modern business group. Moreover, we look forward to members’ continuing support and active participation for the coming year.

Where German and Asian business interests meetTHE 15TH ASIA-PACIFIC CONFERENCE OF GERMAN BUSINESS (APK) SET A NEW BENCH-MARK

The 3-day conference from November 3-5, 2016 had record-breaking numbers of attendees, media, and high-ranking international speakers from both corporate and government backgrounds. Along with in-depth discussions on current and pressing issues, there were many opportunities to build relationships on the side-lines of the programme — APK had more than proven its relevance once more.

More than 1,000 participants from 32 countries and 39 nationalities, inclusive of 105 speakers and 85 representatives of the media gathered in Hong Kong at the Hong Kong Convention and Exhibition Centre (HKCEC) for what has become Germany’s flagship biennial gathering for top-level decision makers from Germany and the Asia-Pacific region to exchange knowledge, experiences and thoughts on the dynamics of the economies in Europe, Asia-Pacific, and globally, with a focus on trade, investment, and private sector co-operation.

This conference is a two-way initiative, not only focused on the needs and questions of the German business community, but in the interaction with Asia-Pacific partner companies and institutions.

THE APK IS ABOUT BUSINESS IN ASIA AND THE PEOPLE WHO MAKE IT HAPPEN

The discussion topics were all the more relevant in the context of 2016, a year full of unexpected turns of events that had rippled affects globally.

APK has additionally become a catalyst and platform for co-operative dialogue between Germany and Asia within the official programme and the bilateral talks and meetings alongside it.

The two-year long preparations together with Asia-Pacific Committee of German Business (APA), the Federal Ministry of Economics and Technology (BMWi) of Germany and the AHK offices in Asia paid off by the widely positive feedback received during and after the conference, including coming from the media: “a benchmark for future conferences”. The conference was a masterpiece of teamwork between partners in Germany and all over the Asia Pacific region, including the entire German networks of government and business associations who were strongly engaged in building relations and co-operations in their Asian locations. The co-operation with the German Foreign Office and all its missions in the region was crucial.

NEW INTERACTIVE CONFERENCE FORMATS

Arena styled discussions were introduced for the first time to allow for maximum interactivity and hot seat debates, where ‘challengers’ were invited into the arena for added zeal. The classical panels with top-level speakers were still the backbone of the conference, but by reducing introductory statements and formalities, they too became more vivid. This was appreciated not only by the audience, but by the panellists as well.

APK 2016 MOBILE APP AND SOCIAL MEDIA ANALYTIC TOOL

Apart from a convenient platform to stay up-to-date with conference news and information. The conference app went further to include networking channels at all times - direct one to one communication with all the speakers and participants with option to schedule appointments and have it synchronised. It was a console for in-session polling and delivery of ones’ questions. Giving participants and speakers opportunity to be interactive instantly with each other. In addition, it gave easy access to APK social media channels and means to connect to one’s own account to compose posts.

The convenient app did not only help to reduce paper usage, but facilitated the conference communication prior, during and post event to not only the attendees, but to a much wider captivated group — bringing the conference and its mission to a new level.

With the help of KPMG, APK 2016 brought in a new dimension of analysis to its social media content. The large screen at the APK lounge at intervals presented not simply the channels themselves, but also a graphical analysis of the trending topics, key people, key companies etc.

LIVE AND MORE MEDIA

Hong Kong’s strategic positioning offered an advantage to attract multiple international media players, which added a new dimension of media coverage. Live broad-casting via international business television media and radio saw its presence for the first time in Hong Kong.

A Powerful Programme with Trending Topics

DELEGATION PROGRAMME

Prior to the conference, as an optional value-add, a Delegation Programme visiting Shenzhen and Hong Kong, with networking opportunities,

took place from 1-3 November 2016. Delegates from DIHK and several IHKs participated in the full three-day programme, and were joined in part by the Parliamentary State Secretary Brigitte Zypries, BMWi officials, as well as an Australian delegation led by Australia’s Finance Minister Mathias Cormann and other AHK representatives from Asia Pacific.

BREAKFAST SESSIONS

Each morning, breakfast sessions accompanied the main programme where Ambassadors, Consul Generals and Heads of German Chamber of Commerce Worldwide (AHK) reported on current developments andexperiences from their responsible region. These morning sessions have become an integral part of the APK over the past few years, this time delivered not only in German language, as participants and talking points have gained interest from both sides.

THE FUTURE OF THE WORLD ECONOMY

One trend the panel concluded was that the centre of economic gravity is moving eastwards. The Asia-Pacific region will continue to be the main driver of global growth. At the heart of this long term global shift is China. Although the country’s growth is relatively slow compared to previous years, it is still enormous in absolute terms. The way the Chinese leadership will manage the country’s so far somewhat rocky transformation towards more sustainable and qualitative growth will have a huge impact on the region and beyond.

MOBILITY AND URBANISATION – CITIES OF THE FUTURE

Mobility is seen as a key factor in a successful city. Hong Kong snatched the seventh spot in the ranking – considering the expansion of six metro lines and with the future Hong Kong-Zhuhai-Macau Bridge, the city will undoubtedly further rise in the ranking. But no matter how we define the cities of the future, cars will remain an integral part: even if car ownership might be in decline in some parts of the world, overall car density in markets like China is far from exhausted. In the end, the growth of our cities will be driven by forward-thinking mobility solutions.

INDUSTRIE 4.0

Digitisation is a must: Digitisation was one of the major subjects at the APK 2016, and it matters greatly for the future of Germany as a business location. ‘Platform Industrie 4.0’ is an initiative of 250companies, with another 7,000 linked to it. This topic has been hot since many years. This year’s dis-cussion in the arena was shaped by questions on trendsetting in IT, on cyber security, software matched by hardware advancement, and on the changes that Industrie 4.0 has introduced to business models and of social acceptance of it.

CORPORATE FINANCING IN A WORLD OF DIVERGING GROWTH PERFORMANCE

This focused on financing conditions in Europe and Asia in an environment where growth prospects across the global economy remain uneven. The influence of tighter banking regu-lation as an outcome of the financial crisis was seen as a factor that makes banks more risk-averse in general. But negative consequences for the financing business in Asia have not been reported so far.

ASIA-PACIFIC – TOMORROW’S DRIVER OF GLOBAL INNOVATION

20 years ago, China was a customer, ten years ago a partner, today it is a partner and competitor. An increasing share of disruptive innovationwill come from Asia, in particular from China, where in the last decade tremendous progress has been made with regard to the number of patent registrations. 27-29 AUG 2016 Think Asia, Think Hong Kong For the first-time, Hong Kong’s flagship overseas promotion event ‘Think Asia, Think Hong Kong’, organised by the Hong Kong Trade Development Council (HKTDC) was held in Germany and in four locations: Düsseldorf, Frankfurt, Hamburg and Munich to provide business people from various sectors with the opportunity to learn more about the business environment in Hong Kong, the Chinese mainland and Asia, in addition to expanding their networks. 19 JUN 2017 IHK / AHK Greater China Workshop, HannoverRepresentatives from the AHK Greater China took part in the annual IHK/AHK Greater China Workshop this year at the IHK Hannover. Discussions and brief-ings took place with 20 IHK colleagues responsible for the Asia-Pacific region.

20 JUN 2017 Business Consultation Day Hessen, FrankfurtWolfgang Ehmann participated in the 4th Hessischer Aussenwirtschaftstag co-ordinated by the IHK Frank-furt am Main. Individual consultations with 70 AHKS were offered in the morning, as well as workshops in the afternoon, for especially Hessian companies that are already active internationally or plan to be. There were over 400 participants at this event.

21 JUN 2017 Greater China DayOrganised by German Industry and Commerce Greater China / German Chamber of Commerce in China in co-operation with IHK Cologne. This is the Greater China Region’s annual signature event, where opportu-nities and challenges for German SMEs doing business in Greater China, as well as the economic and political changes in the region are subject of lively debates. 27 JUN 2017 Presentation: Building Energy Efficiency in Hong Kong, Baden-BadenGIC had prepared in 2017 a comprehensive market analysis on Energy Efficiency in Buildings in Hong Kong, funded by the German Federal Ministry of Economic Affairs and Energy (BMWi) as part of the German Energy Solutions Initiative. A presentation of the study and promotional event for a potential dele-gation to Hong Kong was held in Baden-Baden in the summer. German companies operating in the field of energy efficiency in buildings, who can offer relevant technologies and who have an interest to explore busi-ness opportunities in Hong Kong and China were in the audience and are prime target group for attending this future delegation (details to be announced).

A NEW NATIONAL SPORT FOR GERMANY…?

Tom Gerigk is a man with a mission. He likes to play, in business with toys and his pastime soccer. Besides, he is determined to bring German rugby on to the world stage at a time when most of us would scratch their heads when asked if there was a German national rugby team at all.

After 24 years, the German rugby team had once again qualified to participate in the Hong Kong Sevens 2016 and on Tom’s initiative, who is also a member of the GCC committee, members were given the

opportunity to get up close and personal with the team during a networking event at Mercedes Me. Players and coaches were happy to mingle with guests, pose for countless photographs, and answer questions throughout the evening. A new tradition had been born, with members’ feedback overwhelmingly positive, and GCC will continue to support that tradition as it has supported the second evening event with the German rugby team hosted by Consul General Graf Lambsdorff at his residence in 2017. Now it’s up to the players to stay in the game, so that we can all look forward to the coming years of events!

FAREWELL TO THE LAMBSDORFF FAMILY

Another man with a mission was departing German Consul General Nikolaus Graf Lambsdorff. The Chamber organized a farewell reception in his honour and as a token of appreciation to him and his wife Marcie for four years of hospitality and unfailing support to the German community in Hong Kong, in business, politics, arts and philanthropy. The Lambsdorff term coincided with unprecedented political changes in Hong Kong that culminated in the occupy movement shortly after his arrival. Graf Lambsdorff was never shy speaking his mind and what he thought was right for Hong Kong. For his outspokenness, he was a much sought-after interview partner for the media and early on earned respect and admiration in the community, who saw their own thoughts mirrored in his utterings. He was both the full-blooded diplomat and at times of private conversation refreshingly candid and undiplomatic; consistently liberal in his views, never offensive. We owe him, his wife and his stoically calm dog Theodor Alexander.

local importers, top whisky bars and luxury hotels. At least ten business partners wanted to arrange a face to face meeting with our client to discuss future co-operation opportunities. We were not surprised by the results. On one hand, we are confident in the quality of the ‘Made in DE’ spirits. On the other hand, wine consumption in Asian markets have been growing rapidly, and is overtaking traditional wine consumption markets, as revealed by VINEXPO research. The mainland is also specifically predicted to become the world’s second largest wine market after the US market by 2020.

Hong Kong also has significantly benefited under CEPA, which allows Hong Kong imported wine to go into China under enhanced customs facilitation measures. According to Hong Kong’s trade Statistics, the SAR’s major wine exporting destination is Mainland China (85.9%), and in 2016 total wine exports reached more than 95% when combined with Macau (9.2%). In the coming November, our client plans to participant in the HKTDC Hong Kong International Wine and Spirit Fair for more business matching opportunities and market information. And we will closely assist our client to grab every opportunity and search for the most suitable local partner.

TIGER AND DOLPHIN PARENTS

Despite high living costs and tough competition, Hong Kong parents are increasingly inclined to invest a lot of money in the education of their children. Parents in Hong Kong are reportedly spending more than HK$1 million per child for education from primary school to university, which is about three times the global average. Early childhood education starts as early as 12 months in international playgroups, which prepare toddlers for the competition to get into pre-nursery schools, giving them an advantage in the quest for elite kindergartens, which means better admission chances at prestigious primary school, secondary school, and later at top local or overseas universities.

Extracurricular activities like ballet and violin are a must, or else the children aren’t qualified for the fight. Typically, a child picks up two or three instruments and some sports, while attending various tutoring classes. Hong Kong parents are notoriously known for their Tiger parenting style, described as being strict and demanding, pushing their children to be successful by attaining high levels of academic achievement. Thus, guaranteeing the child’s success and, also, parents a secure retirement plan in the future. With over 7,000 registered tutoring centres, thousands of professional private tutors and international programmes for summer schools abroad, Hong Kong is an ideal place for companies serving the education sector.

A worrying trend has evolved, which sees stressed children as young as five years old seeking psychological help due to parent’s constant worry over competition and urge to keep up with other parents. Some school principals started to rethink the educational curriculum in Hong Kong by acknowledging the massive pressure put on children through overwhelming loads of homework and exam-driven mentality. So-called Dolphin parents that are describes as balanced and collaborative, implementing rules and expectations, but also value independence and creativity of their children, are actively choosing early childhood education institutions such as Montessori or Waldorf, just to name a few. The integrated concept not only covers the child’s education, but also the parents through its holistic approach to education in life.

Such parent groups are actively seeking for sustainable, chemical free, organic baby and toddler products as well as educational toys. Among the most popular products are wooden toys, and brain stimulating smart technology in form of games to learn languages or coding. Products made in Germany enjoy an excellent reputation for their versatile and long-lasting use, in addition to educational benefits that can be passed on over generations. Despite declining birth rate in Hong Kong, the industry for baby and toddler products is growing year on year. Various distributors not only operate in Hong Kong, but also in China Mainland, Macau and Taiwan.

Observing the industry trends and analysing opportunities for German companies, Germany Industry and Commerce Ltd. Hong Kong hosted on behalf of the German Federal Ministry for Economic Affairs & Energy a 5-day trade mission (27.11. – 01.12.2016) for German SME’s offering Baby and Toddler Products & Educational Toys to Hong Kong and Guangzhou. The programme included two half-day seminars at which the participating companies introduced their products and services to a target audience comprising of importers/distributors, online retailers, private education institutions, multipliers and many more. Site visits to early childhood education and child-mother care facilities, shopping mall scouting, as well as individual business matching appointments were organised. The seven participating companies gained valuable insights about the Hong Kong and South China Market, met with potential business partners, and discussed potential market entry strategies including legal frameworks.

Media and Communication Services

The Millennials have now well entered the work force for over a decade. They have brought in their traits, influenced working cultures, forced (positively and reluctantly) their seniors to embrace more technology, plus changed for good how we all communicate with each other and absorb information via all media. Okay, maybe those younger than mid-30’s are not solely responsible for all of that, since the global media players are all companies with management of all generations recognising and developing paperless, highly accessible, fast paced and multidimensional media, which often are produced in shorter ‘bites’.

Media and Communication output was highly examined at the Asia-Pacific Conference of German Business 2016 (APK). Balancing technology comfort levels with communication needs brought the spotlight on how GIC, APK 2016’s local organiser, could be most effective in its output in today’s era. Website, APP, e-mailings, signage, surveys, promotional materials, Social media, multimedia outputs, as well as multipliers and press relations were all constantly enhanced. For the better part of the year, APK preparations and post production was foremost, and without abandoning our familiar GIC/GCC media.

Live interviews with influential participants and speakers were broadcasted by Global business news channels; Bloomberg and CNBC along with RTHK spread for the first-time live broadcasts from the conference. Social media, questions and polling from the conference APP all brought instant delivery of news, opinions and interactions – 21st century must haves.

Developments for the coming year are strongly influ-enced by the experiences from the conference and the introduction of additional social media participation from the last year.

The Fast and the Future

In the olden days, an apprentice was referred to as ‘Lehrling’. Perhaps the term was considered degrading in a society that strives for respect and egalitarianism among its members. But more importantly, apprentices are by all means not minions in a company performing repetitive chores, but aspiring youths going through a rigid training schedule that prepares them to face top guns in business and perhaps even a Federal Minister as it happened in Hong Kong. It is therefore more than appropriate to make the ‘Lehrling’ an ‘Auszubildender’ or ‘Azubi’ in short.

The 15th Asia-Pacific Conference of German Business (APK) in November 2016 was undoubt-edly the highlight of the year, not only for GIC and the German and international business community in Hong Kong, but also for a group of some 50 trainees from Germany (Azubis) participating in the Dual System Professional Training Programme organised by GIC.

around the globe – and, of course, the opportunity to make themselves useful as conference volunteers.

Belonging to a generation of natural-born social media experts, it came easy to the trainees to help delegates download and use the conference app, which had been specifically developed for APK. Easily recognisable not only by their ‘App-Assistant’ T-shirts, but also by their dynamic and friendly approach towards delegates, the trainees quickly became known as contact point for all kinds of questions, problems and minor emergencies by delegates and speakers alike. In return, the trainees, who were organised in shifts, had ample opportunity to attend conference sessions and listen in on expert discussions and keynotes given by prominent speakers such as Joe Kaeser and Minister Siegmar Gabriel.

In close co-operation with the German-Swiss International School (GSIS), GIC/GCC has been organising the Dual System Professional Training Programme (Duale Berufsausbildung) in Hong Kong for over 30 years, giving German companies the oppor-tunity to train their future generation of Management Assistants in Foreign Trade or in Transport & Logistics. The Paris climate accord in 2015 was a breakthrough of historic proportions, despite the - perhaps temporary - retreat of the world’s biggest polluter per capita, the US. Never mind the grandeur of such agreements, eventually they tend to translate into action on a micro level and change the way we live, albeit slowly. The main impact clearly is the omnipresence of environmental protection in the public domain, especially in more developed economies, in production, consumption, and waste treatment policies.

It does affect chamber work; where the promotion of environmentally responsible behaviour has been an integral part of our

work for decades. ‘econet’ is the German Chambers of Commerce Worldwide Network’s (AHK) brand to promote German know-how, products and solutions in the field of environmental protection and sustainability. Highlights in the last business year were the panel session on environmental technologies during the 15th Asia Pacific Conference of German Business in Hong Kong last year, where CEOs and top leaders of ALBA, BASF, Hitachi and Siam Cement debated the virtues and interdependencies of technology, government policies and consumer behaviour in bringing forward tangible results in environmental protection.

There is also a strong German presence in the Eurocham Environment Business Council, which meets monthly to debate current policy issues, produce position papers, and organise seminars.

The Macau MIECF exhibition and conference in 2017 (March 30th) again featured a large pavilion organised by the European Chamber of Commerce in Hong Kong, this year under the presidency of the German Chamber. Among the exhibitors were some 15 mini booths of German companies presenting recycling concepts, building efficiency and engineering services to name but a few.

Preparations for a seminar on building energy efficiency to be held in Hong Kong in November this year started in Spring with the compilation of a comprehensive Hong Kong market analysis with a special focus on ventilation, air-conditioning, and related aspects like passive houses and building insulation.

A promotion event was held in Baden-Baden in June, where the research was presented to potential participants, German companies, who can offer relevant technologies and who have an interest to explore business opportunities in Hong Kong and China. In Hong Kong 90% of all electricity is consumed in buildings, the bulk of which for space conditioning. Our research clearly indicated that much needs to be done to improve the performance of Hong Kong’s 42 thousand buildings. There is great potential in energy savings that need to be captured both to mitigate rising energy costs and reduce the Special Economic Zone’s carbon footprint.

Dirror, Dirror on the Wall…

Dirror is the world’s first marketable digital mirror, according to DGMK MBH Berlin, product presenters at the 2nd edition of the China Consumer Electronics Show (CE China), a global IFA event in Shenzhen in May 2017. Dirror is a product ‘Made in Germany’ that is a hand-made wooden framed mirror when in an inactive state, and can turn into a voice-activated touch-screen PC with internet and various digital applications once brought to life.

Whether or not digital mirrors become a must-have for every household in the future remains to be seen, but it is certainly one of many examples for the range of new and innovative products to be found at CE China. With more than 120 exhibitors and over 15,000 sq.m of exhibition space, CE China, built on the huge success of the concept of IFA Berlin, features powerful global brands along with start-ups, retailers and trade organisations.

CE China strives to add new elements and ideas every year. Thus, for the first time, CE China 2017 presented an exclusive keynote programme with four leading executives from BSH, HTC Vive, TMall and Huawei providing deep insights into current and future trends of the consumer electronics industry. How much do Hong Kongers like travelling could be reflected in different areas: According to the figures of the Travel Industry Council of Hong Kong (TIC), although 2016 was commonly recognized as a challenging year for travel industry, the levy income that travel agents have to contribute (0.15%) for every outbound fare to TIC as council levy had recorded an increase of 5.6% compared to 2015. And according

to the findings by Home Affairs Bureau Hong Kong, among the top 10 borrowed books in Chinese from public libraries in Hong Kong - 9 of them were about travelling! As the matter of fact, the growth of overnight stays from China and Hong Kong in Germany has been doubled compared to 2010, reaching 2.58 million overnights stays. In the first five months of 2017, Germany has already enjoyed an increase of 14.8%.

Travelling is nowadays regarded by consumers a ‘necessity’ and Germany is a top destination in Europe for travelers from overseas. Interestingly, more and more Germans themselves opt for a vacation on home soil, according to recent statistics.

To cope with the potential of Hong Kong and South China as an inbound travel market, GIC, the official representative of German National Board (GNTO) since July 1996, has been charged to cultivate the positive image of Germany as a holiday destination whilst maintaining the principle of neutrality, and to achieve revenue growth accruing from tourist traffic.

CULINARY GERMANY

Certainly no one would deny that Hong Kong is a city where food seekers would never be disappointed be-cause of the rich variety, prices and quality. Dining is an important part of lives for Hong Kongers even during their journey abroad. In 2018, the GNTB annual theme ‘Culinary Germany’ can perfectly meets their wishes. Apart from the popular known German food – sausages, beer and pig knuckles, there is much more to explore, experience and taste in Germany. 16 federal states offer their most authentic recipes and specialties of their regions. The 13 wine regions also provide wine lovers not only exquisite wines to taste, but the paring of home-made food in lush vineyards, as well as the immersion into the over 2000-year history of wines, and different kinds of outdoor activities.

The ports of Hamburg and coastal cities China have been connected for centuries. Today, every 3rd container at the Port of Hamburg comes from or goes to China. Given these circumstances, it was an easy decision for Chinese SME ‘Sainstore’ to settle in Hamburg, with the help of GIC and HIW. For years the annual AHK Greater China Conference - ‘Greater China Day’ in Germany has been an indicator for German-Chinese business relations. In June 2017, three hundred participants met at IHK Cologne to discuss current developments in topics like Industry 4.0 or Cross Border E-Commerce with leading company representatives regularly located in China.

After seven hours of experts’ presentations, the team of GIC Greater China came together over dinner to review the insights gained during the day. One observation particularly caught our attention: the different views between German entrepreneurs who have been working in Greater China for several years and those who have just started entering the region.

For nearly 20 years, GIC German office has been the contact point for small-to-medium enterprises in Germany looking for answers to the questions arising from doing business in Hong Kong, China or Taiwan. During the last year, the team met more than 200 companies who were exploring their individual paths into the largest economy. “Can you help me find a reliable distribution partner for my products?” “How

can I open up an office in China?” “Do I need to enter a Joint Venture with my Chinese counterpart?” These questions have remained consistent during the years of our business consultation – but the basic tone has changed. We noted that the majority of German companies, which tended to be generally risk-averse and/or preferred seeing the negative developments first, were now all quite enthusiastic when viewing China’s recent developments. Although economic data showed a down-swing in growth, German companies were optimistic about the opportunities opening up through the shift of China’s economic policy. The discussions and probing in Cologne at the Greater China Day reminded experienced company representatives of the golden days in China, when business flourished without local competition, and foreign companies enjoyed red carpet treatment whenever they met local city governments. However, with rising factor cost and growing Chinese quality production, German companies with years of market experience are challenged to remodel their Greater China strategies. According to the latest Business Confidence Survey among German businesses in

China, more than a third stated that foreign companies were less welcome in China than in former years.

So, what resulted in the different perceptions of experienced long-term investors and newcomers who have been taking time to make decisions towards co-operation with China, Germany’s most important trade partner, during the last year?

It would be too easy to assume that there is only one reason, which may be those who entered China in 2017 did not encounter the challenging experiences with Chinese administration, unforeseen changes of legal framework, members of staff demanding 50% pay rise or Chinese partners who followed their own agenda instead of the joint plans established through hours and hours of negotiation.

According to our experience, company representatives who are interested in investing in China during 2016/2017 for the first time are aware of all the stories.

Many of them have collected as much information on China as possible. They have talked to friends living in China, selected China experienced consultants, and many of them have been travelling through the region frequently. They are not uninitiated at all.

The first advantage they have is an easier access to information than those who came to Greater China ten years ago. The second point is that nobody today expects China to be cheap, whether for office rents, labour cost or international food. Therefore, the calculation of investment plans became more realistic including salaries of Chinese representatives at the same level as those coming from abroad. Thirdly, China´s strategic economic policies like the New Silk Road or China 2025 open doors for technologically-driven companies. Small-to-Medium sized enterprises, building the backbone of Germany´s economic success, are most welcome to join and bring forward China´s endeavours.

Engineering companies, with twenty-members of staff at their headquarters, run projects for China´s fast growing robotics sector. Fintech start-ups develop ideas for China´s banking sector. The German-Chinese initiative of technological co-operation in Industry 4.0 fosters the attraction of business-to-business co-operation between German and Chinese companies. Conferences and workshops held under the headline Industry 4.0 in Germany during the last year attracted a growing number of participants.

Looking back and reflecting on the developments in China, Hong Kong and Taiwan, we noticed several developments: The team has grown; Services for Chinese customers account for a growing percentage of overall work; Enquiries for Joint Ventures have become one of the major consulting issues since 2016; we started organising China Conferences – the most recent one focusing on Industry 4.0 in Stuttgart attracted more than fifty attendants. As the business environment in the Greater China region keeps on transforming rapidly, both newcomers and experienced old China hands always face the need to adapt flexibly to changes and unknown challenges. What they have in common is their will to succeed.
