Minutes Members in Attendance: Patty Stratton (via teleconference), Cathy Beam (Acting Chair), Jennifer Hashagen and Julie Song (via teleconference) Members Absent: Michael Bean, Denise Devlin, Julie Tookes Staff in Attendance: Marci Brilley, Jana Bauer, Don Lusk and Marina Stone Guests in Attendance: Caroline Joseph-Paul, Bob Knippel and Holly Paschal of CareerSource Brevard (CSB) Career Centers Call to Order: Cathy Beam, Acting Chair, called the meeting to order at 8:31 a.m. Public Comment: There was no public comment. Presentation A success story about Donovan Carlton was shared. Donovan entered the NextGen Program at 16 years old, he was struggling through school and life at the time. Since joining NextGen, Donovan has obtained and retained employment for a year, obtained his GED, bought his first car and was admitted to Eastern Florida State College. Action Items Approval of E3 Committee Meeting Minutes of June 11, 2015 A Motion to approve the Minutes from the June 11, 2015 E3 Committee meeting was made by Julie Song and seconded by Jennifer Hashhagen. Motion passed unanimously. Discussion and Information Items Committee Goal 3 Status Updates Staff reviewed the strategies and updated the Committee on the current status of BW Corporate Goal 3 “Enhance the E3 concept (Employment, Education and Economic Development) for the emerging and transitional workforce. Cathy Beam shared that the TechXpo is at Eastern Florida State College Aviation Center in Melbourne October 9, 2015 from 9am to 4pm. Julie Song shared that BSBAC is hosting Dough Raiser November 11th through December 3rd to raise money for the National Veterans Homeless Support of Brevard at Uno’s restaurant on Wickham Road in Melbourne.

Measure 4D WIOA Young Adult Strategic Partnerships With the recent implementation of the Workforce Innovation and Opportunity Act (WIOA), CareerSource Brevard (CSB) has developed an ongoing plan which was shared that will develop and strengthen relationships with key community partners to effectively reach and serve specific groups of young adults. Measure 4D WIOA Youth Program Design CSB is modifying the NextGen Youth Program to meet the requirements of the new WIOA requirements. An overview of key changes were shared. Growing the Business of the Board A matrix of grants, unrestricted revenues and partnerships was shared to highlight ways in which CSB is growing the business of the Board. The AARP Foundation Grant was highlighted with July 15, 2015 being the first orientation date scheduled. Our region was selected for this award because of our willingness to blend our services with educational resources and external sources. We are building a relationship with the Brevard Hispanic Group to help us obtain more of the Hispanic population. The AARP Foundation Grant focuses only on the woman’s income, not the family income, which greatly opens this opportunity to underemployed and unemployed women. Information Brief Measure 1B - Eastern Florida State College (EFSC) Industry Advisory Councils Background The existing contract CareerSource Brevard (CSB) has with Eastern Florida State College to provide a broad range of specialized services including the development and facilitation of industry advisory councils was renewed for a 3rd year beginning August, 2015. The purpose of the councils is to advise college administrators with respect to the development and maintenance of quality career and technical education programs which produce graduates who are prepared to enter the workforce. Councils represent a unique opportunity to hear from key industry stakeholders about relevant workforce education topics in a format that is designed to inspire strategic planning and doing to meet industry need consistent with current and emerging trends. CSB services concentrate on facilitating 4 major councils: Manufacturing & Engineering Technology; Computer Science & Information Technology; Business Administration & Office Technology; and Healthcare & Life Sciences. Results To date, CSB has facilitated 35 industry councils. The councils have been successful in identifying crossover skill sets to match targeted occupations and defining career pathways. They have suggested and reviewed curriculum changes, as well as recommended areas for industry involvement with students.
The following highlights some of the actions that have occurred as a result of these council meetings:
• In coordination with Brevard Public Schools (BPS), several industry members, EFSC faculty, staff, and students have participated in the past 2 State-proclaimed National Manufacturing Day that occurs in October of each year.
• At the urging of the Business Administration and Information Technology industry members, EFSC conducted a business learning event to familiarize local

businesses about EFSC student internships and co-op opportunities across all EFSC programs and the value such programs offer. Plans are currently being made to develop another employer informational forum using alternative venues and delivery systems.
• 2 student informational seminars were developed and delivered by the EFSC Healthcare and Life Sciences council to address industry needs, trends, and skill sets. This seminar series will continue in the spring and include panelists and guest speakers from the industry council.
• The Manufacturing and Engineering Technology Council has been actively pursuing a sector strategy that addresses the talent gap pipeline and the challenges the industry is facing in our region.
• The Business Administration and Information Technology council provided input on aligning the curriculum with state standards that also met industry needs which resulted in the revision of 24 courses in the AS program that were reviewed and approved by the industry members prior to presenting it to the EFSC Cluster Committee in advance of submission for state approval.
• The Computer Science and Information Technology council added several software curriculum courses on the advice of the industry members, and will also be investigating the development of a quick response training mechanism to disseminate relevant, robust and timely information in this rapidly changing industry.
• All councils continue to provide annual recommendations to add/change/delete occupations on the Regional Targeted Occupation List. This list is integral to EFSC in deciding curricula to meet industry needs and to CSB for directing training funds.
Additional council meetings are currently scheduled for the four major programs during the next calendar quarter and an initial council meeting for the Transportation, Logistics & Maritime sector is being planned for early spring. An update of meetings and outcomes will be presented at a future E3 Committee meeting.

Measure 2C Regional Business Summit Background This year CareerSource Central Florida, along with CareerSource Brevard and CareerSource Flagler Volusia, hosted the second annual Regional Business Summit and Regional Executive Committee meeting at the Florida Hotel and Conference Center in Orlando. Jason Guy, Co-Anchor for WESH 2 News moderated the event to an audience of more than 200 CEO’s, HR Executives and students, workforce professionals, business owners, community leaders and elected officials. Conclusion The Regional Business Summit was designed to help attendees:
• Engage with a larger network of business leaders shaping Central Florida's businesses and industries while gaining a better understanding of the workforce issues businesses are facing.
• Learn about the workforce services available to support and grow their businesses. • Understand workforce’s role in building a sustainable talent pipeline and the
impact this support will have on your business • Explore recent trends in workplace compliance • Discover techniques to effectively communicate with a multi-generational
workforce • Learn how your business can profit from the growing Central Florida market • Earn HRCI recertification credit hours through the HR Certification Institute.
The Event Team defined and met the goals of the event:
• Provide attendees of the event with information and interactive discussion: o Hear from Workforce leaders within three regions in Florida
Lake/Orange/Osceola/Seminole/Sumter, Brevard and Flagler Volusia to learn how regions work together to develop and implement innovative solutions to meet employer’s needs –one of which is to provide the talent pool necessary for economic growth.
o Hear from regional business leaders about their industry growth opportunities and workforce skills needed now and in the future to support these new opportunities.
o Increase businesses perception and awareness of workforce services.

• Implement regional outreach tactics to an audience of more than 20,000 raising awareness of the event and availability of regional workforce services:
• Cover 100% of hard costs with ticket sales and corporate sponsorships: o Financial goals exceeded o Team secured more than 200 attendees

events. o Received positive feedback from attendee’s that included comments such

Measure 4D - WIOA Young Adult Work Experience Activities Background Under the Workforce Innovation and Opportunity Act (WIOA), CareerSource Brevard is required to serve both in-school and out-of-school young adults, with a focus on out-of-school. WIOA also requires the majority of training funds to be spent on work experience. CareerSource Brevard’s NextGen program includes three customer groups, each having their own specific service plan. Once the young adult is determined to be ready for a work experience activity, there are multiple opportunities CareerSource Brevard offers based on the young adult’s skill level and career plan. Please see the attachment for a chart of the different work-based training opportunities available to our young adults. Expansion Plan for Period Year 15-16 Last period year, a total of nine businesses engaged to offer a paid work experience sponsored by CSB. The majority of the opportunities were offered by non-profit organizations. A total of 13 NextGen’ers participated in a paid work experience opportunity. Until recently, the types of work experience placement opportunities that could be established with employers was limited due to contracted employer of record restrictions. The challenge was addressed with the addition of another contracted employer of record, expanding placement options across the Career Cluster spectrum. PY15-16 Goals
• 30 businesses engaged (new and/or renewed worksite agreements). Since 7/1, 9 new agreements have been secured and 2 more are pending.
• 79 NextGen participants placed in a work experience opportunity. Since 7/1, 8 have been placed.
• $165,000 spent on paid work-based learning opportunities. 24% has been spent since 7/1.
Outreach strategies to engage businesses include:
• Young Adults for Business flyer • Educating potential and current business customers via ongoing account
management services provided by the CSB Business Services Unit • Working leads received from NextGen staff team / training candidates • Facilitating a Leadership Brevard Action Project to expand work experience

LEAD Brevard Leadership Action Project Annually, LEAD Brevard issues a call for Leadership Action Project proposals from non-profit organizations in the County. Selected proposals are offered as project options for its Leadership Brevard program participants to choose from. This year, CSB’s “Expansion of CareerSource Brevard’s Paid Work Experience Options for Young Adults” proposal was one of eight selected. Project activities began in September and will conclude by May of this year. Project members will utilize their industry and business networks, as well as their knowledge of corporate structure and local employers, to implement a county-wide outreach and marketing project to educate businesses of the benefits of hosting paid work experiences (and internships) sponsored by CSB for eligible young adults new to the workforce or new to their career pathway. Project Goals
• Utilize networks to identify and outreach to 30 or more businesses • Conduct survey of those not interested or cannot participate to determine reason
and seek suggestions on how to overcome barriers to participation • Five new multi-site employers engaged (worksite agreements secured)
