ØOverall impacts to designated Environmental Justice (EJ) communities
Benefits – direct or indirect Impacts – positive or negative, temporary or permanent
ØDesignated EJ Communities—Minority, Low Income, Zero-Car households, Elderly, Persons with Disabilities
ØExamples of Impacts:• Will there be any relocations?• Any changes to access?• Have any EJ issues that could result in disproportionately high or
adverse impacts been raised during public involvement?• Are there other unique factors that could pose a
disproportionately high or adverse impact?
ØGoalDemonstrate a working philosophy to ensure that whenpossible your project will NOT cause undue or a disproportionatehardship on any of the five designated communities. When that’s not possible due to scale, scope or location of the project remember to mitigate as much as possible.
Economic Vitality (5 points plus 5 point Bonus)
ØExisting EmploymentØEmployment within ½ mile bufferØOKI staff will score
ØNew Investment or New Employment Bonus Points ØDocumented new investment or new employment within project area provided by the applicant

• 75% Replacement/25% Expansion
• 50% Replacement/50% Expansion
• 25% Replacement/75% Expansion
• 100% Expansion
ØMinimum 20% local match = 0 pointsØAdditional points will be awarded for applicants who
pledge more than minimum local match
History of Project Delivery} Applicants with projects behind schedule or canceled will be assessed
penalties on new applications (up to -10 points)} Projects not yet awarded for construction and listed in the current TIP
as of September 1st will be evaluated for history of project delivery.

Points awarded for:Ø Projects located in/or will enhance an area with mixed land uses
Ø Projects serving brownfield or greyfield properties or areas where infrastructure is underutilized
Ø Projects for going beyond the state permitting compliance (not simply meeting) to minimize or offset/compensate for environmental impacts, including green infrastructure strategies
Ø Projects located along functionally classified major collector or higher roadway within a developed area consistent with categories T4-T6 of the Center for Applied Transect Studies SmartCode transect
Points awarded for:
ØProjects consistent with an up-to-date local comprehensive plan
ØPartial points if consistent but > 5 years old
Important points to include in the application:
Ø Reference the specific location in the Comprehensive Plan, such as page number(s), where the project is referenced/supported.
IF you are requesting consideration for another plan (corridor study, small area plan):
Ø Highlight the Public Participation process for the plan.Ø Describe the Land Use/Transportation relationship.
