Subject: Remaining 2006 bond construction funds As I mentioned at last month’s board meeting, the district still has $400,000 in construction funds from the 2006 Bond issue. The purpose of this memo is to outline the options the Board has at its disposal to utilize those funds, detail the long range facility plan when considering our sinking fund dollars, and provide an administrative recommendation for utilizing the $400,000. Options to utilize the funds: The Board has two general options for how they can utilize the remaining funds. One option would be to transfer the remaining $400,000 to our debt retirement fund, and utilize the money towards paying off principal and interest on our bond issue debt. The second option would be to spend the money on projects that fit within the ballot language the voters approved during the May 2006 election. I will discuss both in more detail below: Transfer $400,000 to Debt Retirement: If the Board were to choose to use the $400,000 towards debt retirement, the impact would be as follows:

The $400,000 would be added to the 7.95 mills we levy this year to assist in making the 2010-11 principal and interest payments on our debt. Total principal and interest payments this year are projected to be $6.3 million.

This would lower our projected borrowing from the School Bond Loan Fund from approximately $1.9 million to $1.5 million this year.

The taxpayer’s school construction millage would remain at 7.95 mills. The reduced need to borrow from the School Bond Loan Fund would provide additional

“capacity” for future capital improvement needs without increasing the millage. Assuming no additional approved bond issues by the community, a reduction in millage

to the taxpayer would not be realized until 2032, and the reduction would be minimal. Spend the $400,000 on approved projects: The other option the Board has is to spend the remaining $400,000 on projects that would meet the terms of the ballot language the community supported during the May 2006 election. Multiple discussions have been held administratively about how the $400,000 could best be spent if the Board chose to utilize the funds on additional projects. From those discussions, administration recommends the following:

Classroom science equipment (Approximately $140,000) o Biology needs o Chemistry needs o Physics needs o General science instruction needs o Building/Safety needs o Expected replacement cycle for equipment is 5 to 10 years

Technology (Approximately $110,000) o PC’s for the HS media center, MS media center and other computer labs o Phone system upgrades New laptops for administration and some tech staff o Laptops for some district personnel o Ram upgrades for various district desktops o Switch capacity increase

In addition, administration proposes purchasing software (VM Ware) to more efficiently manage our servers and piloting a few instructional boards. Software is not an eligible expenditure for bond funds, so administration proposes financing these purchases from the funds generated by recent sale of property to Ramona’s Table ($30,000).

Replacement of Middle School Boiler (Approximately $250,000, $150,000 from Bond)

o Steam boiler was installed in 1956 and does not have a backup system in place o Will replace stand alone boiler with three boiler staged system o Will provide more energy efficient, reliable system for heating building

Long Range Facility Plan: Attached to this memo is the current long range facility plan which would be financed by the district’s sinking fund. We felt it would be helpful to have this to review when making a decision about the remaining bond funds. Potential projects over the next several years are:

o Boiler upgrades and replacements o Roof replacements o Carpet Replacement

Administrative Recommendation: As administration developed its recommendation it compared the potential impact on our taxpayers as well as the potential impact on our students, with the goal of making the greatest possible impact on the district in total. With that in mind, administration recommends utilizing the $400,000 to complete the projects recommended above. Key thoughts behind our recommendation were:

Benefit for students: The science equipment, new media center/lab PC’s and instructional boards will enhance the teaching and learning for students and address shortcomings we currently have.

Relieving pressure on the sinking fund: By addressing a portion of the middle school boiler with the bond funds, the long range facilities plan for the sinking fund becomes more viable.

The proposed refunding of the 2001 bonds will provide a significant interest savings to the community. This community benefit in combination with the student impact provides the greatest overall benefit to the district.

7642 Alternative Credit Options In addition to regular classroom-based instruction, students may earn credit through the following means. Virtual/Online Courses High school students who choose to take online courses for advancement may earn a maximum of four (4) semester courses (2 credits) to be applied toward graduation requirements by completing online courses offered only through approved agencies. Credit beyond the 2 credit maximum must be approved by the Principal/Designee. Online coursework taken for credit recovery is not subject to the 2 credit maximum. Full time students taking such courses must be enrolled in the District and take the courses during the regular school day at the school site. The school must receive an official record of the final grade before credit toward graduation will be recognized. The tuition fee for a virtual course shall only be borne by the District for students enrolled full-time with no more than six (6) classes per semester. The virtual class shall be counted as one of the six (6) classes. Online courses taken outside of the regular school day and school year must be approved for credit by the Principal/Designee. The cost of such courses will be borne by the family/student unless approved in advance by the High School Principal. Through its policies and/or supervision, the District shall be responsible for providing appropriate supervision and monitoring of students taking virtual courses. Approved: June 11, 2007

Fifty Five members of the class of 2010 were honored as AP Scholars in the following categories:

• 14 students named AP Scholar – granted to students who received grades of 3 or higher on three or more full-year AP Examinations.

The REGULAR MEETING of the East Grand Rapids Public Schools Board of Education, Kent County, Michigan, was held on Monday, October 25, 2010 in the Community Board Room of the James E. Morse Administration Center at Woodcliff, 2915 Hall St., SE, East Grand Rapids, MI 49506.

Meeting Called to Order Mr. Ellis called the meeting to order at 7:00 p.m. Mr. Ellis announced that the Board has gone paperless in the past year, and that he and Dr. Shubel are trying iPads at board meetings. Acknowledgment of Guests – None. Public Comments Mr. Ellis explained the ground rules and then opened the floor for public comments. Mr. Edison arrived at 7:06 p.m. Brenda Pratt – 1543 Edgewood, commented on the negative impact of the Breton Downs Playground Initiative. Bryan Bolea – 1634 Amberley Court, commented on the positive impact of the Breton Downs Playground Initiative. Shelli Whallon – 2500 Elmwood, commented on the negative impact of the Breton Downs Playground Initiative. Shar Karsten – 4th grade teacher at Breton Downs commented on the positive impact of the Breton Downs Playground Initiative on behalf of School Climate Committee and teachers at Breton Downs. Lisa Lyman – 1552 Sherwood, commented on the negative impact of the Breton Downs Playground Initiative. Maria Allen – 2457 Arundel, commented on the positive impact of the Breton Downs Playground Initiative. Marie Brinks – 2703 Maplewood, commented on the positive impact of the Breton Downs Playground Initiative. Paula Lancaster – 2544 Boston, commented on the positive impact of the Breton Downs Playground Initiative. Board Secretary’s Report - Communications to and from the Board Board Secretary, Ms. Trierweiler, reported that the Board received communication from:

High School Student Council President’s Report Mr. Kyle Seasly, Senior Class President, reported that Student Council raised $100 for Hearts of Gold. Homecoming week activities and dance concluded with 300 tickets sold this year, with more seniors at the dance. Students are working on preparations for the Holiday Arts & Craft Show. PRESENTATION / DISCUSSION Student Semifinalists in the 2010 Merit Scholarship Competition (Enclosure #6) Mr. Fisher reported on the 2010 Merit Scholarship Competition, explaining that this is a test that is taken in the students’ junior year. The following EGR students submitted applications along with 14-15,000 applicants and scored in the top half of 1% of students in the nation: Henry Schneider, Ike Timkovich, and Laura Job were honored at tonight’s board meeting. First Reading of Revised Policy #7642 (Alternative Credit Options) (Enclosure #7) Ms. Fee introduced the recommended changes in Policy #7642. A discussion was held with questions and answers from the Board. ACTION ITEMS - CONSENT AGENDA Background: In order to save time during the meeting, we are using a Consent Agenda. Items in the Consent

Agenda include those that are routine or have been previously discussed by the Board of Education. Any Board Member may request to have any item removed for a separate discussion and vote.

Recommendation: Motion to approve the items in the Consent Agenda, Numbers 8 through 10. Approval of Minutes of REGULAR MEETING of 08/31/2010 (Enclosure #8) Approval of Payment of Bills for August 2010 (Enclosure #9) Approval of Payment of Bills for September (Enclosure #10) Mr. Edison moved to approve Consent Agenda Items 8 through 10. Ms. Trierweiler seconded the motion. Motion passed 6-0. OTHER ACTION ITEMS None. ADMINISTRATIVE REPORTS Superintendent Student Enrollment Update – Dr. Shubel reported that enrollment numbers remained stable from last year. Fall pupil count for 2010 was 3,017; last year’s count was 3,012. The blended count for 2010 was 2,999; last year’s count was 2,098. The budgeted number of students was 2,965. Administration is pleased with our student numbers. Mr. Ellis commended staff for their efforts in balancing the class sizes and also reported on favorable enrollment numbers. Dr. Shubel announced that a New Teacher DVD is available on the EGR website and encouraged parents to view our newest additions to the teaching staff.

Assistant Superintendent of Business State Funding - Mr. Philipps reported on the Federal EduJobs bill, the Retirement Contribution Rate, and State Tax Collections. A discussion was held with questions and answers from the Board. Mr. Philipps reported that the high school track resurfacing is complete. Mr. Philipps reported on the remaining bond funds - $400K remaining. In November, administration will present a proposal to spend down these funds. Items that have been suggested include science and instructional equipment needs, technology needs, and boiler needs. Assistant Superintendent of Instruction Curriculum Updates - Ms. Glowicki commended administrators on the success of the two Professional Development days at the beginning of the school year. Ms. Glowicki also reported on the number of applicants for the Hybrid World Language course where a lottery draw was necessary to assign students to these classes. She also commented on the online resources, Math and Science Implementation with full implementation at elementary. Ms. Glowicki reported on the Special Education Staff Retreat where 25 staff members were together and exchanged exciting ideas and changes to implement. Ms. Glowicki reported on Common Core and Standards, which 30 states have adopted. Board of Education Members’ Report Ms. Trierweiler reported that Senior Retreat was a success, as well as Healthy High. Mr. Edison reported that the Foundation’s grant cycle is in November, with a large amount of funds to be distributed to schools. Mr. Edison announced that the Distinguished Alumni and Community Service Awards Dinner will take place on November 15, 2010. Dr. Shubel reported that board members received an invitation to Lakeside’s ROAR 2010 event. Beth Milanowski, Lakeside PTA President, welcomed all board members to attend the auction on November 6, 2010. ADJOURNMENT Mr. Ellis announced that the next Board of Education meeting will be held on November 22, 2010. Mr. Ellis adjourned the meeting at 8:00 p.m.
