1. Tourism Strategy 2016 Mrs N. Poolo 12 December 2016 …………………………………………………………………………………………………………… Purpose The purpose of this Item is to request the Economic Development, UR & Tourism Committee to endorse and adopt the presented documents as a final tourism strategy for Sol Plaatje Municipality. Background The tourism strategy is a very crucial and guiding document towards tourism development and marketing through identification and prioritisation of projects that will assist the municipality to achieve its goal of positioning its self to be the preferred destination in terms of various product offerings that the municipality have ranging from culture, business, heritage events etc. Sol Plaatje Municipality has never had a tourism strategy, since its inception in 2015 a tender advert was placed and all supply chain management processes were followed in procuring the services of a service provider that would assist the municipality in developing the tourism strategy. Grant Thornton was appointed as a successful bidder for the above mentioned project. The project was to be implemented in four phases namely: contextual analysis, implementation phase, project prioritisation and the development of a tourism strategy. All the phases have been completed and all the necessary consultation with stakeholders and the public has been done. ANNEXURE

p. 1 - 43 Motivation It is important for Sol Plaatje Municipality to have a tourism strategy which will be a bankable document to source funding and will provide clear guidance on which projects the municipality needs to focus on in order to boost tourism in the city and surrounding areas. It is anticipated that through this document tourism will have a rightful place even in the municipality’s IDP. The project was divided into four phases and payment was made after completion of each phase and submission of relevant documentation thereof. Conservation Area Mrs Neo Poolo December 2016

Purpose The purpose of this Item is to request the Economic Development, Urban Renewal & Tourism Committee to endorse, support and permit Siyathembana Group to conduct a Feasibility Study for creation of consolidated nature reserve / Big 5 Conservation Area in Sol Plaatje Municipality. Background Internationally, tourism is recognized as a long-term growth industry which is an important catalyst for the economy. As such, tourism has been identified by the South African government, through the adoption of the National Tourism Sector Strategy (“NTSS”) in 2011 as one of the priority sectors to stimulate job creation and to alleviate poverty. The NTSS envisions South Africa to be ranked a top 20 tourism destination in the world by 2020, and its mission is “to grow a sustainable tourism economy in SA with domestic, regional and international components based on innovation, service excellence, meaningful participation and partnerships.” ANNEXURE:

p. 44 - 70 Motivation With reference to the National Tourism Sector Strategy, the White Paper on tourism development, the Provincial Tourism Strategy, NCTA’s marketing plan, Frances Baard District Municipality Tourism Strategy and the draft Tourism strategy of Sol Plaatje Municipality, there are a number of areas within Sol Plaatje Municipality that have the potential to be turned into tourism destinations, but many of these are not being developed. Such areas present opportunities to develop new and different tourism products to address the changing requirements of the market – hence the municipality need to recognize natural tourism as an element or part of the niche-product development. Poor quality, poor management and the lack of maintenance of cultural and heritage attractions often detract from visitors’ experience, and also damage the image of our destination.

This feasibility study will enable the municipality to make an informed decision in terms of tourism product development and investment promotion towards our tourism assets. The following are the proposed key deliverables of this study: 1. Conduct Regulatory Impact Assessment and draft necessary legislation necessary

for the establishment and gazetting the Gazetted Big Five Conservation Area in Sol Plaatje Municipality as well as the proposed management agency

2. Produce comprehensive business case for the Gazetted Big Five Conservation Area in Sol Plaatje Municipality for onward submission to Northern Cape Provincial and National Treasuries for due consideration explicitly outlining:

project from the municipality as the custodian.

1. That Council endorse, support and permit Siyathembana Group to proceed with conducting a Feasibility Study for creation of consolidated nature reserve / Big 5 Conservation Area in Sol Plaatje Municipality.

3. Gantry at the Schmidtsdrift Road

Lesley van Gensen 23 January 2017

Purpose The purpose of the item is to report on the progress of the gantry structure situated in Schmidtsdrift Road. Background The LED unit was unable to find any record of an agreement between Sol Plaatje Municipality and Growth Media and Events relating to the advertising gantry at the Schmidtsdrift Road entry point into the city. This arrangement was done by the late, Mr Mbuli. Growth Media is now managed by Mrs Mbuli. Our previous discussions with Growth Media and Events have revealed that they are also not in possession of any agreement with Sol Plaatje Municipality in respect of the referenced advertising site. The advertising gantry is therefore regarded as “illegal advertising” in terms of the Sol Plaatje Municipal Advertising By-Law. In our efforts to rectify this matter we have written a letter to Growth Media and Events and highlighted the following items:

1. Making a formal application regarding the erection of the structure even though the structure is in existence.

2. Recovery of lost income due to the municipality for the period which the company generated income from the gantry.

New developments

To date Growth Media has now lodged their applications with the Municipality and it has been approved by SPELUM and Council. Council Resolution number: C345/12/16.

According to the MFMA all outstanding income needs to be recovered. Resolution number: SPL 80/11/16. States that the applicant be fined in the event of

illegally erecting the advertisement. Advocate Klopper has done the calculation on what could have been our income, if we

had a contract with Growth Media. Based on the calculation Growth Media can be fined up to R 749 057.48. This is based

on a twelve month basis. The calculations are based on 12 months annual turnover which was benchmarked

with other services providers. It should also be noted that this income is determined by the usage of the gantry,

meaning that if not used, no income will be generated and as such there will be no payment to SPM.

Therefore if we recover lost income for the years the Gantry was erected illegally the following must apply to determine an accurate calculation.

Growth media should provide SPM with audited financial statements in respect to the two sites it used for purposes of advertising.
