The Ware County Board of Commissioners held a Work Session, Monday December 11, 2017 at 2:00 p.m. in the Ware County Commission Chambers with Chairman Jimmy Brown presiding.

Jana Dyke, Waycross-Ware County Development Authority
Mrs. Jana Dyke with Waycross-Ware County Developmental Authority gave an update to the Commission. The WWDA has been working to upload a lot of information to their website. Bailey International Egg Roll Company plans to have their ground breaking ceremony in January 2018. GATX has finished their lease terms and will be having a ground breaking ceremony in January 2018. The Senior Living Facility in the City of Waycross, County of Pierce, will have their ground breaking which will be a joint ground breaking ceremony. Prospects are still pending for our area. Next Site 360 has received our information and through their assistance we have one prospect we are working with. The prospect is a fast food type restaurant interested in opening a business on the comer of highway 82 and highway 84. Mrs. Dyke received a $20,000.00 grant while attending a conference in South Carolina for an organization to assist our area with partnerships. The goal is to strengthen some of the programs put in place last year. WWDA will also be participating in a program called Authentic Georgia through the Chamber of Commerce. WWDA attended the Rural Prosperity Summit in Tifton and was also a Community Sponsor to show support. The Summit helped with networking outside of the region. Small and large businesses are still being supported who are already invested in our community. Mrs. Dyke thanked everyone for their support.

A. Generator Maintenance Bid Renewal County Manager Mr. Scott Moye presented the bid renewal for the generator maintenance for a three year period with Cowart Electric. This is the second renewal for the generator maintenance. Added to Regular Meeting Agenda
B. Request to Approve to Start Production of Replacement Ambulance
County Manager Mr. Scott Moye presented the request to initiate a new ambulance order to begin production. This takes approximately a year to build the vehicle. Every year and a half we submit the request to replace one of the older pieces of equipment which is a 2008 model with over 204,000 miles. Dr. Parham said the ambulance may be delivered in June if they receive the part or it could be later in September of2018. One ambulance needs to be replaced and a couple more will be coming up for replacement as well. There is a piggy back clause where if we order the new ambulance within the same year it will be for the same price. Negations were put in place with the former manager for six ambulances and four were promised. The current request is for the third of four ambulance request. Chairman Jimmy Brown said four were promised within the SPLOST tax. Commissioner Steve Barnard asked how many have been received so far, and Dr. Parham replied two. Chairman Brown added this will be the third ambulance. Commissioner Danny Turner asked if the purchase will be with the same manufacturer from before, and Dr. Parham replied yes. Commissioner Turner asked if there is less maintenance and Dr. Parham referred to Vehicle Maintenance Department Head Mr. Barry Cox for input. Mr. Cox replied they are trying to use all Chevrolet parts due to the service being better. The body of the ambulance has been cut down by a foot which also helps. Mr. Cox said two of the other ambulances can be surplused. County Manager Scott Moye asked if the new ambulance would have to be modified, and Mr. Cox replied yes. Commissioner Turner asked about the fuel conservative adjustment and Mr. Cox said it is for the omission control. Mr. Cox added when the ambulance comes from the factory it has the part installed, but with the part the ambulance is not able to idle. Once the piece is removed the ambulance is able to have increased fuel mileage. Dr. Parham thanked the Commission for approving the improvements. Dr. Parham added when he was hired with the County some crews had to be cut due to budget restraints and the County had to borrow ambulances. Mr. Cox added the County is in the best shape it has ever been in the past 32 years. Commissioner Turner said we have to thank the voters for the improvements due to the SPLOST funds.

C. Request Approval of Employee Safety Incentive ($100.00 FIT & $50.00 PIT) to be paid on December 15, 2017
County Manager Mr. Scott Moye presented the approval to initiate the approval of the safety incentive pay for employees at $100.00 for full-time employees and $50.00 for part-time employees due to worker's compensation claims being low. This is an annual event the County does every year. Commissioner Danny Turner asked when was the last time the amount has been bumped up. County Manager Mr. Moye stated he is not sure if the amount has ever been increased. Commissioner Turner asked with things looking better if it may be possible to bump the amount up. County Manager Mr. Moye said the claims are low so the funds may be there. Commissioner Steve Barnard asked to consider the increase of$25.00 if possible.

D. Request Approval ofFY 2019 GDOTIFTA 5311 Application County Manager Mr. Scott Moye presented the FY 2019 GDOT transit application which is submitted every year. This is just to approve the MIDS application. Chairman Brown said a lot of people who are unable to afford transportation use this service. Commissioner Danny Turner asked if there are any changes within the contract, and County Manager Mr. Moye replied no.
E. Request Approval for the Ware County Health Department ADA Restroom Modification County Manager Mr. Scott Moye presented the award bid for the Ware County Health Department ADA restroom modification. One bid was received from RH Tyson in the amount of $20,791.00 to modify the existing restroom to be accessible for ADA. Engineer Brandon Wallace confirmed with only one bid being received the price is still reasonable. County Manager Mr. Moye added bids are low due to people wanting large projects and not small ones. Chairman Brown added he serves on the Health Department Board and every time he is at the Health Department, the place is packed. Added to Regular Meeting Agenda
F. Request Approval for 2018 Local Maintenance and Improvement Grant (LMIG) Resurfacing Improvements to Central Avenue County Manager Mr. Scott Moye presented the award bid for resurfacing improvements to Central Avenue for the County portion in the amount of $332,392.60 to J-Hiers Company, Inc. County Manager Mr. Moye said he has reached out to the City about completing their portion at the same time and has not received a response. Commissioner Danny Turner asked if the project is within the budget, and County Manager Mr. Moye replied yes. Added to Regular Meeting Agenda
G. Request Approval for 2017 Local Maintenance and Improvement Grant (LMIG) Drainage Improvements to Gilchrist Avenue Box Culvert County Manager Mr. Scott Moye presented the bid award for the 2017 drainage improvements to Gilchrist Avenue box culvert in the amount of96,179.37. Commissioner Danny Turner asked who the next low bidder was and County Manager Mr. Moye replied Larry Thrift at $107,193.00. Chairman Jimmy Brown said this is a needed project due to the road washing away. Added to Regular Meeting Agenda
H. Request Approval for 2017 Off System Safety Action Project-Intersection Improvements to Cherokee Avenue and North Augusta Avenue County Manager Mr. Scott Moye presented the 2017 off system safety project for the intersection improvements and realignment of Cherokee Avenue and North Augusta Avenue. The bid award is to Allen Owens Construction in the amount of$55,352.82. Chairman Jimmy Brown asked if we received a grant with this project, and County Manager Mr. Moye replied yes. A grant was received in the amount of $25,000.00. Mr. Michael Brooks is the one who recommended the project. Engineer Brandon Wallace said hopefully the project will begin during Christmas Break or Spring Break. The School Board is willing to re-route the traffic for the project to be completed. The time

Request Approval for 2017 Local Maintenance and Improvement Grant (LMIG) Drainage Improvements to Birchwood Drive, Kentland Drive, O'Hara Drive, and Hillmont Drive County Manager Scott Moye presented the bid award for the maintenance and drainage improvements for Birchwood Drive, Kentland Drive, O'Hara Drive and Hillmont Drive to Allen Owens Construction in the amount of$108,017.92. Commissioner Danny Turner asked what the next bidder was and County Manager Mr. Moye replied Larry Thrift Construction in the amount of$126,006.00. Added to Regular Meeting Agenda

Reappointment of Mr. Jacob Strickland to the Ware County Board of Assessors County Manager Mr. Scott Moye presented the request for reappointment of Mr. Jacob Strickland to the Ware County Board of Assessors. EMPLOYEE OF THE MONTH for November 2017 Edward Cady Director of Human Resources Department and County Manager Scott Moye presented a certificate and a monetary gift to Mrs. Angie Gainey with The Ware County Recreation Department for being nominated Employee of the Month for November 2017. Mrs. Gainey has been with the County since 2015 where she started as a part-time employee and then promoted to full-time in August 2016. Mrs. Gainey does an excellent job with the Recreation Department and based on that she was nominated for employee of the month.

c. Approval to Start Production on Replacement Ambulance
County Manager Mr. Scott Moye presented the approval to initiate production of the replacement ambulance for EMS. This will take place in approximately a year in the amount of $168,951.64 budgeted for four ambulances out of the 2014 SPLOST over six years.
Commissioner Jerry Pope asked if this will replace one of the old ambulances, and County Manager Mr. Moye replied yes. The ambulance this will replace is a 2008 GMC model with approximately 204,000 miles. Commissioner Steve Barnard asked if this will be number three of the four ambulances, and County Manger Mr. Moye replied correct.

D. Approval of Employee Safety Incentive ($125.00 FIT and $65.00 PIT) to be paid on December 15, 2017
County Manager Mr. Scott Moye presented the approval of the employee safety incentive to be paid out of the refunds from the safety funds from worker's compensation in the amount of $125.00 for full-time employees and $65.00 for part-time employees to be paid on December 15,2017.
Motion was made by Commissioner Steve Barnard to pay employees $125.00 for full-time employees and $65.00 for part-time employees as presented by County Manager Mr. Moye, with Commissioner Danny Turner seconding. The motion was carried unanimously.
Chairman Jimmy Brown stated he is happy the County has the financial stability to be able to pay the employees the incentive pay and thanked the tax payers for their contributions to help make it possible.

E. Request Approval ofFY 2019 GDOTIFTA 5311 Application
County Manager Scott Moye presented the request to approve the FY 2019 GDOTI FTA 5311 application for the Rural Transit Program. A public notice was given October 18,2017.
Motion was made by Commissioner Carlos Nelson to approve the FY 2019 GDOT/FTA application as presented by County Manager Mr. Moye, with Commissioner Danny Turner seconding. The motion was carried unanimously.
Chairman Jimmy Brown asked the Commission if there is any further discussion at this time.
Commissioner Steve Barnard asked what the cost for the county is and County Manager Mr. Moye responded $181,000.00 to be matched with DOT Federal funds equaling $362,000.00 altogether. Commissioner Jerry Pope asked if there has ever been a survey submitted concerning the use. County Manger Mr. Moye stated he is sure there is and that there is back up documentation attached to the application with information. Commissioner Nelson stated for clarification that this is at no cost from the County for the services and County Manager Mr. Moye confirmed that is correct. Commissioner Pope asked how many buses there are and County Manger Mr. Moye said he would have to find out for sure and let him know. The contractor is MIDS out of Valdosta, Georgia and they furnish the number of vans needed.

F. Request Approval for the Ware County Health Department ADA Restroom Modification

County Manager Scott Moye presented the bid award for the ADA modification restroom at the Ware County Health Department to RH Tyson and Construction in the amount of $20,791.00. This will be paid out of the 2014 SPLOST under the Public Facilities Account.
Motion was made by Commissioner Steve Barnard to accept the bid for the ADA restroom modification as presented by County Manager Mr. Moye, with Commissioner Danny Turner seconding. The motion was carried unanimously.

Commissioner Jerry Pope asked how many restrooms will there be converted and County Manager Mr. Moye replied one, which is the men's restroom which will be a Unisex restroom when finished. Commissioner Pope asked if our engineer department is able to design and complete this project. County Manager Mr. Moye said we actually had to have an architect complete the project which is within the budget for which it was set for.

County Manager Scott Moye presented the award bid for the 2018 local maintenance and improvement grant (LMIG) resurfacing improvements to Central Avenue in the amount of $332,212.60 to J-Hiers Company. This is to be paid out of the 2014 SPLOST Roads and Streets account.
Motion was made by Commissioner Jerry Pope to approve the bid for the resurfacing project for Central Avenue as presented by County Manager Mr. Moye, with Commissioner Danny Turner seconding. The motion was carried unanimously.
Commissioner Pope asked if there a possibility the City Commission would do a joint project and pave Central Avenue from City Blvd. to Satilla Blvd. County Manager Mr. Moye said the City has not responded to the request. The amount from DOT came back to be approximately $119,000.00 for the City's portion.

County Manager Mr. Scott Moye presented the bid award for the 2017 LMIG project for drainage improvements (LMIG) to Gilchrist Avenue for box culverts in the amount of $96,185.13. This is a bid to be awarded to Allen Owens Construction and Paving. Motion was made by Commissioner Danny Turner to award the bid as presented by County Manager Mr. Moye, with Commissioner Carlos Nelson seconding. The motion was carried unanimously.

Chairman Jimmy Brown asked the Commission if there is any further discussion at this time. Commissioner Turner asked if the bonds have been received and reviewed. Engineer Mr. Brandon Wallace responded the bid bond was submitted with the bid packet along with a letter of recommendation from Statewide. If the bid is awarded the performance bond will be signed once the contract is executed. Commissioner Turner asked who their bondsman was and Engineer Mr. Wallace responded he believes Auto Owners. Commissioner Turner asked if Auto Owners is a local agent. County Attorney Anthony Rowell stated if it is Auto Owners
they are local. County Manager Mr. Moye said Auto Owners has an agent in Blackshear, Georgia. Chairman Brown said this is a needed project and he is excited about seeing it happen.

Request Approval for 2017 Off System Safety Action Project-Intersection Improvements to Cherokee Avenue and North Augusta Avenue County Manager Mr. Scott Moye presented the bid award for the 2017 off system safety action project-intersection improvements and the redesign to Cherokee Avenue and North Augusta Avenue in the amount of$55,352.82 to Allen Owens Construction Paving. DOT
grant money was also received for this project in the amount of $25,000.00 to be matched with the 2014 SPLOST funds in the amount of$30,352.82. Motion was made by Commissioner Carlos Nelson to approve the off systems safety action project as presented by County Manager Mr. Moye, with Commissioner Danny Turner
seconding. The motion was carried unanimously.
Chairman Jimmy Brown asked the Commission if there is any further discussion at this time. Chairman Brown said this is a needed project. Commissioner Pope asked when the work will begin. County Manager Mr. Moye said they are trying to schedule the work when school is
not in session and they are working with the Board of Education as well. Commissioner Pope
asked if this is the intersection in front of the Heritage Center and County Manager Mr. Moye replied yes.

Motion was made by Commissioner Jerry Pope to accept the bid award for the drainage improvements project as presented by County Manager Mr. Moye, with Commissioner Carlos Nelson seconding. The motion was carried unanimously. Chairman Jimmy Brown asked the Commission if there is any further discussion at this time. Commissioner Jerry Pope said he thinks this project has been planned for a while, and County Manager Mr. Moye stated yes. Commissioner Pope asked ifthis is the final project to get
started and County Manager Mr. Moye stated yes. Commissioner Pope said this project is well needed because it is hard to get the water drained off. Roll Call Vote:
