Summary: Resolution No. R-08-1511 provides for an eleven-member AREEC. The membership consists of one (1) representative of the County Commission, one (1) representative of commercial SCUBA diving, one (1) representative of recreational SCUBA diving, one (1) representative of marine industry, one (1) representative of recreational fishing, one (1) representative of fisheries, one (1) representative of an environmental organization, two (2) representatives from other government entity, and two (2) general members. On February 22, 2012, the Board was advised that three seats were vacant and need to be filled. Countywide (HF)
Background and Justification: The AREEC is responsible for advising the Board of County Commissioners (BCC) on matters relating to artificial reefs and estuarine enhancement and restoration. The nominees meet the respective seat requirements and wish to serve on the AREEC. These three appointments are for three-year terms expiring March 14, 2014. The diversity breakdown of the AREEC membership is two (2) Caucasian females and nine (9) Caucasian males.

Work covers a wide arrange of project including sea wall, retaining wall, dredge work, dock and dune cross overs as well as al types of boat lifts. Related specifics I am very familiar with all aspects pertaining to the artificial reefs both on a engineering, material considerations and recreational opinions on these structures. My present occupations give me a unique perspective in that I work from all view points. That being I am a Marine Contractor, Charter boat Captain, Scientific Data collector, Recreational Fisherman with my kids. I have also dove and fished all of the reefs in PBC since their placement as well as observed some of the structures construction and placement in the field. Over the last five years I have been able to gain a complete understanding on the workings of the scientific data collection from the various study groups who monitor these sight after installation on the sea floor.

She is a 2008 graduate of Oakland University in Rochester, Michigan where she earned her Bachelor of Arts degree in Communication with a focus in Public Relations. WHEREAS. the Board of County Commissioners of Palm Beach County
created the Artificial Reef and Estuarine Enhancement Committee (AREEC) by
adoption of Resolution R-90-601, on April 3, 1990, lo advise the Board of all
matters relating to ·Jrtiticial reefs and enhancement of estuarine water bodies; and
WHEREAS, Resolution R93~586 proyided for revisions to comply with :1 1., County policy and included a reduction in the number of members from 16 to 9,
established specific categories of membership, and added water quality to the
committee responsibilities; and
WHEREAS, Resolution R96-l 489 provided for staggered tcnns and
removed the limitation on the number of consecutive terms a member may serve;
and
WHEREAS, the AREEC desires to modify the membership requirements
to reflect changing conditions by modifying the commercial fishing category to a
1; fisheries category, modifying the local government category to any government,
and adding two (2) general members; and
WHEREAS, this reorganization will ensure greater continuity and
consistency of dfort as AREEC membership changes over time and allow
rnemhers with unique talents and abilities to continue to serve the Committ-:e·, and
WHEREAS, this reorganization will enuble the C'o01mittee to more
effectively advise the Board un the ~volving chul!engcs of artificial reef and
~stuarine enhancement.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA, that:

Section J. Creation. Upon a<loption of this Resolution hy the Board of
County Commissioners, there is created and csrah!iShcd a committe~ to he known
;1s th~ Pa!m Bench County Artificial Reef and Estuarine Enhancement Committee,
which committee shall replace, in its cntircty, that certain Artilicial Rcefund
Estuarine Enhancement Committee created by Resolution R-<J6-I..J.89.
Section 2. Membership:
a. The Artificial Reef and Estuarine Enhancement Committee
shall consist of eleven ( l l) members appointed at large by the
Board of County Commissioners. Appointments shall be based
upon nominations from the following:
t. One (l) representative of the County Commission of
Palm Beach County, \Vho, at the time of the
appointment, shall be an elected member of the
Commission. The selected member from the County
Commission shall serve as the Chair of the Committee
for the duration of the selected member's term of otlice
as a County Commissioner;_
2. Two(:?) members representing other governmental
entities;
3. One (I) member representing commercial scuba diving
interests in Palm Beach County;
4. One (I) member representing commercial marine
industry interests in Palm Beach County;
5. One (I) member representing fisheries interests in Palm
Beach County ;
6. One (I) rni.:mbcr representing a recreational fishing dub
in Palm Beach County;
7. One (I) member representing a recreational scuba
Jiving club in Palm Beach County;
8. One (I) member representing an .::nvironmenlal

b. Appointment of new members to fill vacancies and
reappointment of members whose terms have expired shall be
made at large by the Board of County Commissioners. Should
a vacancy occur among the nine (9) group representative
members that cannot be filled by that group, that vacancy may
be filled by a county resident having an interest in artificial
reefs and estuarine enhuncement.
c. With the exception of the County Commission representative,
the tenn for all members shall be three (3) years. The terms
shall be staggered over a three (3) year period such that the
terms ofno more than four (4) members expire in any one year,
d. The term expiration date for all current committee members
will remain in effect.
Section 3. Meetings and Organization. The Committee shall establish a
time and place for holding meetings as may be necessary and shall adopt such
rules of organization and procedure as may-be required. The Committee may
establish subcommittees for specific subjects or tasks and may invite participation
in said subcommittees by nonmembers in order to obtain input from other
s~gmcms of the public interested in the artificial reef an<l estuarine_ ~nhanccmcnt
program, providcJ however, that such members of the public shall not be
considered members of the Artificial Reef and Estuarine Enhancement Committee
and shall have 110 official \'Ofing powers or rd.Hcd rights and duties.
Section 4. Duties :.tnJ Functions. The Committee shall have the following
duties and functions.

be used in the construction o( artificial reefs and estuarine
enhancement projects, water quality, an<l other considerations
relating to the management, implementation, and coordination
of the artificial reef and estuarine enhancement programs,
Section 5. Committee Action Advisory Only. The actions, decisions, and
recommendations of the Artificial Reef and Estuarine Enhancement Committee
shall not be final or binding on the Board of County Commissioners but shall be
advisory only.
Section 6, Assistance to the Committee. The Artificial Reef and
Estuarine Enhancement Committee may call upon any department or other agency
of the County, regional, state, federal, or local governments for information or
advice in the performance of its \VOrk. Staff from the Department of
Environmental Resources Management shall provide administrative support to the
Committee. The County Attorney's office shall act as legal counsel to the
Artificial Reef and Estuarine Enhancement Committee at all its meetings and
shall provide such legal advice and assistance as may be requested by the
Artificial Reef and Estuarine Enhancement Committee. The Board of County
Commissioners may, on behalf of the Artificial Reef and Estuarine Enhancement
Committee, acc.:..:pt donations or other monetary or physical assistance from the
gi.:nt:rn.l public to aid the Artificial Reef and Estuarine Enhancenwnt C0111mitti:e in
fulfilling its duties ns provided h.:rcin.
Section 7. Ratification. Notwithstanding anything contained herein, this
Resolution also herchy acknowledges, ratifies, ~nd confirms all actions of the
Jdvisory committee known as the Arti!ici:.i! ReeLm<l Estuarine Enhancement
Committee. as w~1s pri!viously approv~d and organized by the Uoan.l of (\lunty
(\m1111issin11crs, prior to the fonnal adoption of this Rcsolution.
s~ctiun 8. Scvcrahility. If any section, sentence, clause, phrase, nr word
of this Rcsolution is held to be invalid or unconstitutional by a.ny court uf
competent jurisdiction, then said ho!Jings shall in no way affect the validity of th,:
remaining portions of this Resolution.
Scction 9. Repeal nfR-96-1489. This Resolution expressly repeals and
supersedes Palm Beach County Resolution R-96-1489.
