Introductions Chair Holt welcomed Ms. Carol Rizzio, Gloucester County Planner III, to the TTAC committee. Public Comment Period There were no public comments. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military There were no representatives present from the Federal Highway Administration. Ms. Dawn Odom, District Planning and Investment Manager for the Virginia Department of Transportation, reminded committee members that tolling begins on the I-64 Express Lanes Wednesday, January 10th. She noted VDOT would be conducting test this week. She also reported the groundbreaking ceremony for the I-64 Southside Widening and High Rise Bridge project scheduled for January 4, 2018 maybe delayed due to inclement weather.

There were no comments from DRPT. There were no comments from the Virginia Port Authority. There were no comments from the Navy. Approval of Agenda Chair Holt called for approval of the agenda however, a quorum was not established. The Chair moved to a presentation of a Resolution of Appreciation for Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director. After the presentation, a quorum was established. Mr. Stringfield asked that aa TIP Amendment request for UPC 100604 be added to the agenda. The Request letter was distributed to the TTAC at the meeting. Chair Holt added item 7A Resolution of Appreciation and Item 11B VDOT TIP Amendment to the agenda. Mr. Lewis Moved to approve the Agenda as amended; seconded by Mr. Solis. The Motion Carried. Resolution of Appreciation Chair Holt, on behalf of TTAC presented a Resolution of Appreciation to Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, for her years of service and contributions to TTAC and Hampton Roads. Dr. Ravanbakht expressed her gratitude and appreciation to the TTAC committee.

Mr. Earl Sorey, Chesapeake Assistant Director of Public Works, also presented Dr. Ravanbakht with a personalized street sign – “Camelia’s Way.” Summary Minutes Chair Holt reported that the TTAC summary minutes from the November 1, 2017 meeting were included in the January 3, 2018 TTAC Agenda Packet. Mr. Phil Pullen, Virginia Beach Transportation Division Manager, requested to split the Elbow Road Extended Phase II project (UPC 15828) into three phases (Phases II-B, II-C, and II-D) and to transfer some funding from the original project to the two new projects. The request involves an amendment to the FY 2018-2021 TIP. The specifics of the request are described below:

HRTPO Public Participation Plan: Final Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported this is an update to the TPO Public Participation Plan. She stated this is a great resource document that includes the HRPTO overall strategy and procedures for public participation as required by federal mandates. Dr. Ravanbakht requested TTAC make a recommendation for board approval of the Public Participation Plan draft document. Mr. Stringfield Moved to recommend HRTPO Board approval of the Public Participation Plan; seconded by Ms. Jackson. The Motion Carried. MAP-21/FAST Act Safety Performance Measures and Targets Mr. Keith Nichols, HRTPO Principal Transportation Engineer, stated the MAP 21/Fast Act requires MPOs to prepare and use a set of federally established performance measures. There are five safety measures that MPOs are required to establish targets and monitor progress for, fatalities, fatality rate, serious injury, serious injury rate and bike/pedestrian fatalities and serious injuries. He noted States and MPOs must also set targets and monitor progress for each of these performance measures. He stated HRTPO staff will work in cooperation with TTAC to produce these targets. He reported the initial regional safety targets must be established by the MPOs by February 27, 2018. The remaining initial targets in other areas (congestion, freight, transit, pavement, and bridge condition) will be due by mid-November 2018. He reminded the committee at the September TTAC meeting a Performance Measure Target Working group was established with 6-8 members from localities, transit providers, VDOT, and subject matter experts, i.e. the Port, and the Virginia Highway Safety Office. On November 2, 2017, the working group held a conference call to discuss the safety performance measures and targets. For target setting, he stated the MPOs may adopt VDOT statewide targets, select unique MPO-specific targets, or use a combination of statewide and unique targets. He noted there are no penalties to MPOs for not meeting performance targets, however, it can be addressed during the quadrennial certification review to ensure adequate performance based planning. He reported MPOs must include targets and report on

progress in planning documents such as the LRTP and TIP. He reported that the working group recommended using the statewide annual reduction targets for serious injuries (-5%), serious injury rate (-8%), and bicycle/pedestrian fatalities and serious injuries (-4%). However, the working group could not reach consensus on whether to use the statewide target for fatalities (-2%) or a rate based on Vision Zero (-3.6%), which would reduce the number of fatalities by a set amount each year to reach zero fatalities by 2045. He provided TTAC members with details for the State and Vision Zero Fatality Targets. He explained the safety targets are evaluated on an annual basis. Mr. Nichols asked for a committee vote to establish which measurement HRTPO staff should use moving forward. The vote reflected 8 members voting for statewide targets and 15 members voting for Vision Zero. Mr. Stilley Moved to recommend HRTPO Board approval of the Vision Zero safety performance targets presented; seconded by Mr. Hansen. Mr. Gey opposed. The Motion Carried. Hampton Roads Regional Priority Projects: Round 2

Ms. Dale Stith, HRTPO Principal Transportation Planner, provided an update on the Regional Priority Projects Round 2, which will establish the next “pipeline” of Regional Priority Projects to have ready in the event additional regional funds become available. On May 18, 2017 the HRTPO Board took action and directed HRTPO staff and the TTAC to review and identify projects in the 2040 LRTP that could be considered for Round 2 Priority Projects, with the understanding Round 1 projects would not be impacted. In June of 2017, TTAC members were asked to submit candidate Round 2 projects for consideration. The TTAC also directed HRTPO staff to work with the LRTP subcommittee to review Round 2 candidate projects and develop a list for consideration by TTAC and the HRTPO Board. As part of this update, Ms. Stith described the project screening process in which projects were evaluated in terms of regional congestion relief, and presented draft prioritization scores. She provided an outline for the next steps which include the evaluation of the Air Terminal Interchange (ATI) as a candidate project and to receive further direction from the HRTPO Board in January. Mr. Solis Moved to recommend HRTPO Board consideration of the recommended list of potential Round 2 Regional Priority Projects; seconded by Mr. Stringfield. The Motion Carried. Gateways Used by Port Trucks: Draft Dr. Robert Case, HRTPO Principal Transportation Engineer, stated the purpose of the study is to provide gateway usage by port trucks to provide better data for the HRTPO Prioritization Tool, the US 58 Arterial Management study, and the Regional Connectors Study. Via a VDOT contract, HRTPO staff used the StreetLight data service which currently collects 12% of commercial truck trips in America. Most of the StreetLight trips from the four local ports “ended” prematurely within Hampton Roads (due to StreetLight ending a trip when truck is stationary for 5 minutes), staff used StreetLight to study trips between local port-related distribution centers and the twelve gateways. For this analysis, sufficient numbers of StreetLight trips exited the subject gateways. This analysis indicated that trucks from port-related distribution centers on the Peninsula use the I-64 gateway 93% and the Chesapeake Bay Bridge Tunnel (CBBT) gateway 6%. Usage of gateways by trucks from Southside port-related distribution centers revealed the following routes are utilized: I-64 14%, Route 460 39% and Route 58 34%. Overall, port-related trucks use gateways as follows: I-64 57%, Route 460 18% and Route 58 16%. Next steps for this study include a public comment period from January 3rd through January 17th. Staff will also request approval of this report during the TTAC meeting on February 7, 2018.

Suffolk Transit Operations and Funding: Overview Mr. LJ Hansen, City of Suffolk Assistant Director of Public Works, provided the group with an overview of Suffolk Transit Operations. Mr. Hansen reviewed Suffolk Transit’s routes, services, and funding sources. He reported current services operate 6:30 am - 6:00 pm Monday through Friday with one hour headways and no weekend service. He noted ridership has continued to improve with a projected 113,000 riders in FY 2017 up from a projected 49,000 riders in FY 2012. He explained Suffolk Transit is funded 75% by local funds, 13% state operating assistance, 5% state capital, 6% fares and noted they have not previously received any federal transit assistance. He also informed the group of opportunities and projects in the future, and that Suffolk has begun the process of applying for federal transit assistance. He mentioned the FTA has asked Suffolk Transit to review their service contracts. He concluded with the next steps for Suffolk Transit, which includes a development plan, increased service and an Operations center. Hampton Roads Transit: Core 20 Mr. Brian Smith, HRT Assistant to the President and CEO for Organizational Advancement, noted HRT currently serves six cities in the region and is governed by a thirteen member board. The HRT Commission adopted the Core 20 plan at its December 2017 meeting. He noted our current transit currently, only 1-2% of travel in Hampton Roads is happening via transit. He detailed barriers to great transit which include old unreliable buses, poor frequency and speed of travel, outdated technology, inadequate customer amenities and poor accessibility. He explained a ten year Transit Development Plan (TDP) is required by the Department of Rail and Public Transportation. This plan outlines existing transit service, plans for enhancement of future service and anticipated costs. Core 20 is a core network of twenty routes with consistent frequency and spans of service particularly in rush hour with fifteen minutes frequency. The Core 20 routes connect to major employment and activity centers. Features of the Core 20 plan include new buses, state of the art technology and customer amenities. He outlined next steps which include clear paths on Bus State of Good Repair, a clear path on technology and customer amenities, opportunity to prioritize and phase Core 20 operations in collaboration with partners, establish new transit funding model average 15 million annually for state of good repairs and approximately $35 million for ongoing operations.
