A. 11-173 – High Plains - North Platte River Invasive Species Control (Pages 7-5 thru 7-6)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Remaining funds

have been obligated for invasive species removal. Work is scheduled around migratory bird time

restrictions and is weather dependent. Not all work will be completed prior to June 30, 2016. An

additional year is requested to continue the project and ensure funds are available.

Staff recommends approving the one-year extension to June 30, 2017

Possible Action: a motion to approve, modify and approve or deny the modification request.

B. 12-129 – Lincoln – Eastern Saline Wetlands (Pages 7-7 thru 7-9)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Final design of the

wetland renovation at Marsh Wren is complete pending any modification required by the U.S. Army

Corp of Engineers. Project work will be bid and proceed as soon as the Corp permit is in hand. An

additional year is requested to ensure funds are available.



C. 12-142 – Nebraska Game and Parks Commission - Wildlife Habitat Improvement Through Prescribed

Grazing: A Private/Public Partnership (Pages 7-10 thru 7-11)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Project funds are

obligated and work is proceeding as design work is approved and bids are accepted. An additional year

is requested to ensure funds are available for eligible project work.



D. 12-185 – Ducks Unlimited - North Platte River Wetlands Conservation (Pages 7-12 thru 7-13)

The sponsor is requesting a six-month extension of the expiration date to December 31, 2016. Project

funds are obligated. Project work approved at the November 2015 NET Board meeting on the Anest

property will proceed as soon as Army Corp of Engineers approval is received.

Staff recommends approving the six-month extension to December 31, 2016


E. 13-107 – Ducks Unlimited – Wild Tract Restoration (Pages 7-14 thru 7-15)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Communications

with neighbors continues to reach consensus on pit fills of their property. Project work will proceed as

soon as landowner agreements are completed. An additional year is requested to ensure funds are

available.

F. 13-116 – Lincoln – Prairie Corridor on Haines Branch Implementation Project (Pages 7-16 thru 7-17)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Negotiations

continue with landowners for three conservation easements and an acquisition. An additional year is

requested to ensure funds are available.



G. 13-117 – National Wild Turkey Federation - Forest Stand Restoration on Pine Ridge Wildlife

Management Areas (Pages 7-18 thru 7-19)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Removal of dead

standing timber on the Wildlife Management Area is nearing completion. An additional year is

requested to ensure funds are available as reseeding and burning of tree piles is completed.



H. 13-125 – Rainwater Basin Joint Venture Wetland Habitat Enhancement and Restoration in Nebraska's

Rainwater Basin (Pages 7-20 to 7-21)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Project work has

been delayed through the Army Corp of Engineers permitting process, approval of partner matching

funds, weather and staff changes. 14 projects are underway and in various stages. An additional year is

requested to ensure funds are available as projects are completed.



I. 13-141 – Tri-Basin NRD – Cottonwood Ranch Rainwater Basin Wetland Restoration (Pages 7-22 to 7-

23)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Work is underway

with NRCS on the Wetland Restoration Enhancement agreement and work will proceed as soon as

approvals are complete.

J. 13-177 – Ducks Unlimited – Cottonwood Ranch Platte River Wetland Restoration (Pages 7-24 thru 7-

25)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Work continues

with neighboring landowners to finalize restoration plans. Project work will proceed as soon as

agreements are completed. An additional year is requested to ensure funds are available for eligible

project work.



K. 13-178 – Ducks Unlimited – Rolland WPA Roundout (Pages 7-26 thru 7-27)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Cooperation

continues with the landowners to complete the roundout. Pit fill and restoration can be completed once

the wetland footprint is intact. An additional year is requested to ensure funds are available.



L. 13-181 – Ducks Unlimited – Hannon WPA Roundout Restoration (Pages 7-28 thru 7-29)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Army Corp of

Engineering approval has been requested and construction will begin as soon are the permits are issued.

An additional year is requested to ensure funds are available.



M. 13-182 – Ducks Unlimited – Timberlake Ranch Habitat Project (Pages 7-30 thru 7-31)

The sponsor is requesting a six-month extension of the expiration date to December 31, 2016.

Construction is complete. Seeding is planned for this spring. This extension will ensure funds are

available for the education component of the project.



N. 13-185 – Ducks Unlimited – Platte River Wildlife Management Area Partnership (Pages 7-32 thru 7-

33)

The sponsor is requesting a six-month extension of the expiration date to December 31, 2016. We

understand permits were received and construction is underway at Bassway and Dogwood WMAs.

Work on Darr Strip and Blue Hole WMAs will begin as soon as bids are received. This extension will

ensure funds are available for the education component of the project..

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Communications

continues with NRCS to finalize restoration plans and construction will begin as soon as the WRP

easements are complete. An additional year is requested to ensure funds are available.



P. 13-191 – Bird Conservancy of the Rockies - Enhancing Habitat Management in the Nebraska

Panhandle Through Conservation Education (Pages 7-36 thru 7-37)

The sponsor is requesting a 1-year extension of the expiration date to June 30, 2017. Education

programs have been very successful and continue to be requested and scheduled. An additional year is

requested to ensure funds are available.



Board Authority:

Title 137, chapter 9, Section 010. If a grantee wished to modify a project other than one covered by section 006 above,

the grantee must submit a proposed amendment to the grant agreement including a revised line-item budget. The

proposed amendment must be submitted to the Executive Director at least 30 days prior to the requested changes with n

explanation of need. The Executive Director will then either approve or deny the proposal and inform the grantee in

writing of his or her decision.

Nebraska Statute 81-15-175 (4). The board may commit funds to multiyear projects, subject to available funds and

appropriations. No commitment shall exceed three years without formal action by the board to renew the grant

contract. Multiyear commitments may be exempt from the rating process except for the initial application and requests

to renew the commitment.

This grant expires June 30, 2016 and the High Plains Board is asking for an extension for grant 1111-173-2 for an additional year to June 30, 2017, at this time the pending projects will be completed .

Due to the Migratory Bird Act and the frost, we have been unable to do the work that we have lined up. We are currently working on several projects, as well as, lining up future Russian Olive removal and regrowth treatment projects, along with projects that require application treatment. We currently have lined up approximately 400 acres of Salt Cedar and Phragmites to be sprayed, as well as, approximately 400 acres of Russian Olive re-growth to be sprayed and treated throughout the summer months. The Board feels that we can utilize the remaining balance of this grant for these future projects and any other removal projects we have. .

This letter is to request an extension of the project period from June 30, 20 16 to June 30, 2017. This would allow remaining grant funds to be expended. The City of Lincoln is very appreciative of the funding it has received from the Nebraska Environmental Trust (NET) for the conservation of the eastern sa line wetlands. [n 2015, the Saline Wetlands Conservation Partnership executed a new inter-local agreement, which is effective through June 30,2019.

In 2012, the City of Lincoln received $1,400,000 in funding from the NET for a three-year period. These funds were distributed among four budget categories; Personnel, Acquisition money and transaction costs, Restoration and management work, and Planning and engineering. In February 2015, the City was awarded a one year extens ion to June 30, 2016 to expend remaining funds.

To date, the City has utilized $895,000 of2012 NET funds. These NET funds have been leveraged with $ 1,653,296 from other sources for acquisition, personnel, management and restoration, and planning and restoration ofpropelty containing sa line wetlands. It is the intention of the City to be as economical as possible when using this funding. The remaining 2012 NET balance is $505 ,000. Current and future project budgets anticipate the use of20 12 NET funds in the amount of$505,OOO for the restoration of the Marsh Wren Community Wetland Management Area.

The Lower Platte South Natural Resources District (LPSNRD) through the SWCP contracted with a consu ltant in March 20 14 to conduct a comprehensive analysis and design of restoration features to restore the Marsh Wren saline wetlands. Marsh Wren is approximately 130 acres and is owned by the LPSNRD. It was purchased in May 2009 (80 acres) and June 2012 (49.5 acres) with $91,500 from a City of Lincoln 2005 NET grant and $ 130,000 from a City of Lincoln 2008 NET grant. Matching funds from the LPSNRD provided for the purchase were $368,500.

The final design is complete pending any modifications required by the U.S. Army Corps of Engineers on the 404 permit currently being processed. Total engineering and construction management services cost is $435,000; LPSNRD ($415,000) and 2012 NET funds through the City of Lincoln ($20,000). Post Project monitoring is expected to be required by the U.S . Army Corps of Engineers with an approximate cost of$35,OOO over a five-year period, which will be the responsibility of the LPSNRD .

I am writing to request a one year extension of the Nebraska Environmental Trust grant 12-142 entitled Wildlife Habitat Improvement Through Prescribed Grazing: A Public/Private Partnership. The reason for the extension is that we needed to hold off on constructing a few of the WMA projects while we waited for engineering and bid approval. Construction on those projects should get underway soon, but may not be done by June 30th In addition, the costs for several of the WRP projects came in for less than we had estimated, so we are hoping to expend the remaining funds (about $27,000) on additional WRP properties and that likely will not happen until after June 30th Please let me know if you need additional information. During the course of this grant, nearly 350 acres within the Prairie Corridor have been protected for the conservation of grassland and other natural resources, and tallgrass prairie habitat has been re-established on 38 acres. Construction has been completed on I mile of trail and another J.3-mile segment of trail will be completed this summer, A partnership has been established with the UNL School of Natural Resources and numerous education and outreach activities have helped people understand the value of tallgrass prairie and the goals of the project.

$323,801.93 in NET funds remains in the Conservation category on this project for the purchase ofland and easements. This is due to additional matching funds that the City of Lincoln, Lower Platte South NRD and Spring Creek Prairie Audubon Center were able to leverage to stretch the available funds for this project. The project partners also work closely with landowners to make sure their needs are fully met within the terms of conservation easements that are purchased, so these agreements take time to develop. However, we currently have in process the purchase of three conservation easements and one parcel, and these purchases will fully utilize the NET funds.

Dear Marilyn,

On behalf of the NWTF, I am writing to formally request a one-year extension to our grant referenced above. We have made substantial progress on this grant and have plans and contracts in place to expend all remaining grant funds. All

forest thinning activities will be completed in the next few months and prior to the end of the contract period. Most follow-up restoration work, such as reseeding of skid trails also will be completed.

However, as you know, the fires of 2012 left a lot of dead standing timber that has been included in our thinning efforts. Through this grant and our efforts, we have learned that slash and Whole tree piles containing black material have not responded well to traditional burning prescriptions. These piles have needed extra time to dry for good ignition and

proper consumption of the piles. In addition, burning is only advisable in a specific weather window, which has not always been available. While great progress has been made in burning piles this winter, due to proper burning conditions and aggressive activity by NGPC, piles remain on the landscape. Additionally, more piles are currently being created in steep terrain on the final thinning effort on Chadron creek Ranch Wildlife Management Area.

In the interest, of not leaving a substantial number of piles on the landscape, because of our forest restoration efforts through this grant, we are requesting this one-year extension, so the funds for treating these slash piles will remain available for the potential treatment of these piles next winter.

The NWTF is confident, that given this additional time, we can complete the clean up from our forest thinning efforts. We believe this is an important component of this grant, as it ensures we are not leaving large sources of fuel out on the

landscape and it meets the proposed outcomes in our original grant proposal. Thank you in advance for your time and thoughtful consideration of our request.

On behalf of the NWTF, I am writing to formally request a one-year extension to our grant referenced above. We have

made substantial progress on this grant and have plans and contracts in place to expend all remaining grant funds. All

forest thinning activities will be completed in the next few months and prior to the end of the contract period. Most

follow-up restoration work, such as reseeding of skid trails also will be completed.

However, as you know, the fires of 2012 left a lot of dead standing timber that has been included in our thinning efforts.

Through this grant and our efforts, we have learned that slash and Whole tree piles containing black material have not

responded well to traditional burning prescriptions. These piles have needed extra time to dry for good ignition and

proper consumption of the piles. In addition, burning is only advisable in a specific weather window, which has not

always been available. While great progress has been made in burning piles this winter, due to proper burning

conditions and aggressive activity by NGPC, piles remain on the landscape. Additionally, more piles are currently being

created in steep terrain on the final thinning effort on Chadron creek Ranch W ildlife Management Area.

In the interest, of not leaving a substantial number of piles on the landscape, because of our forest restoration efforts

through this grant, we are requesting this one-year extension, so the funds for treating these slash piles will remain

available for the potential treatment of these piles next winter.

The NWTF is confident, that given this additional time, we can complete the clean up from our forest thinning efforts.

We believe this is an important component of this grant, as it ensures we are not leaving large sources of fuel out on the

landscape and it meets the proposed outcomes in our original grant proposal. Thank you in advance for your time and

The Rainwater Basin Joint Venture (R WBJV) is respectfully requesting a twelve (12) month extension deadline from June 30, 2016 to June 30, 2017 on the Wetland Habitat Enhancement and Restoration in Nebraska's Rainwater Basin grant, # 13-125.

During this three (3) year grant we have run into issues such as extreme construction delays due to US Army Corp of Engineers permitting process, approval of partner matching project funds being delayed, unfavorable weather conditions and loss of staff capacity to pursue potential proj ects/landowners.

The Nebraska Enviromnental Trust records reflect a grant balance of$538,260.72. The grant quarterly repOli for the period of January to March 2016 will reflect expenditures in the amount 0[$56,452.84. The RWBJV currently has fourteen (14) projects in various stages of completion and six (6) projects with funds obligated. The cost of these projects total approximately $418,984. \3 which leaves a grant balance of$37,381.49. We are working with the NRCS WRP Team Leader, Ducks Unlimited, NGPC, USFWS RWB WMD and other partners to develop and design additional projects which will expend the balance of the grant funds.

The RWBJV respectfully request the twelve month extension to ensure adequate time to fully complete the projects outlined above.
