Agenda for Connectivity/Long term Access to Generation projects in Northern Region
POWERGRID has received Connectivity and Long term Access (LTA) applications for
new generation projects in NR. In addition, there are certain modifications of already
granted Long term Access. The list of the projects to be discussed is given below:
1.0 Connectivity and LTA to Faridabad Solar PV (5 MWp) Plant of M/s NTPC Limited
in Haryana.
2.0 Connectivity and LTA to Unchahar Solar PV Plant (10 MWp) of M/s NTPC
Limited in Uttar Pradesh.
3.0 Connectivity to Singrauli Small Hydro (2X4MW) Plant of M/s NTPC Limited in
Uttar Pradesh (Long term Access discussed in last meeting).
4.0 Timely development of Evacuation system for Tapovan Vishnugadh / Lata
Tapovan Hydro-electric project of NTPC
5.0 Connectivity and LTA for Sainj HEP
6.0 Long Term Access for 240 MW from Essar Power (1200 MW) in Jharkhand to
Noida Power Company Limited (NPCL) and 300 MW from GMR Kamalanga
(1050MW) in Odisha to Haryana

1.0 Connectivity and Long term Access to Faridabad Solar PV Plant (5 MWp) of
M/s NTPC Limited in Haryana.
i) Connectivity
M/s NTPC Ltd. has applied for Connectivity for 5 MWp to Faridabad Solar PV Plant (5
MWp) located at Faridabad in Haryana. As per the connectivity application,
commissioning schedule of the plant is Dec.’2013. Accordingly, connectivity has been
applied from Dec.’13 (Copy of the Connectivity application attached at Annexure 1).
As per the application, the Solar power is pooled at 33kV & further connected through
the existing electrical system of 220 kV Faridabad generating station. Accordingly, no
transmission system is being proposed for connectivity to 5MWp solar power of the
plant.
ii) Long Term Access
M/s NTPC Ltd. has also applied for Long term Access (on behalf of GRIDCO) for
transfer of 5MWp power from Faridabad Solar PV Plant (5 MWp) to GRIDCO Limited,
Odisha in Eastern Region. LTA has been sought w.e.f. 1/12/2013 upto 1/12/2038 (Copy
of the LTA application is attached at Annexure 2).
No transmission system requirement has been envisaged for Long term access as the
LTA has been sought for 5 MW in the direction from Northern Region to Eastern Region
which would be opposite to the normal power flow direction and would be transferred
via existing inter-state transmission system through displacement.
iv) Proposal:
Connectivity & Long term Access for 5 MWp solar power from Faridabad Solar PV Plant
of M/s NTPC Ltd. is proposed subject to:
Connectivity
� All applicable conditions as listed in Annexure-A.
� As per CERC order dated 2/5/2013, following has been mentioned:
‘Provided further that the application by the applicant defined under Regulation
2(1) (b)(i) (e) shall be considered by CTU only if the existing generating station
agrees to act as the ‘’Principal Generator” on behalf of the renewable energy
generating station(s) seeking connectivity through the electrical system of the
generating station and formalizes a written agreement/arrangement among them

to undertake all operational and commercial responsibilities for the renewable
energy generating station(s) in following the provisions of the Indian Electricity
Grid Code and all other regulations of the commission, such as grid security,
scheduling and dispatch, collection and payment/adjustment of Transmission
charges, UI charges, congestion and other charges etc. and submit a copy of the
agreement to the CTU, alongwith the application for connectivity, with copy to the
respective RLDC in whose control area it is located’’
� In line with the above para NTPC vide letter dated 10/07/2013 was requested for
submission of suitable declaration that the Principal Generator shall undertake
the provisions of the above Regulations. In response we have received a letter
dated 01/08/2013 from NTPC Ltd. stating that
“since ‘Faridabad Solar Plant’ is under the ownership of NTPC, Shift Charge
Engineer of ‘Faridabad Gas Power Station’ will be responsible for all day to day
coordination with RLDC in regard to declaration of schedules, submission of
metered data etc in regard to ‘Faridabad Solar Plant’. Further ‘Faridabad Gas
Power Station’ agrees to act as principal Generator on behalf of Faridabad Solar
Plant and agrees to undertake all operational & commercial responsibilities for
‘Faridabad Solar Plant’ in following the provisions of IEGC & all other regulations
of CERC. However, ‘Faridabad Solar Plant’ will be considered as a separate
‘User’ for which energy accounts to be issued separately.”
A copy of the letter dated 01/08/2013 from NTPC is enclosed at Annexure-
Members may deliberate and connectivity may be granted to Faridabad Solar PV Plant
(5 MWp) of M/s NTPC Limited in Haryana.
Long Term Access
� LTA is proposed to be granted subject to
o Grant of Connectivity
o NTPC to submit the copy of the PPA
o Signing of requisite Long Term Access Agreement and TSA for payment
of the transmission system charges, as applicable, from Dec.’ 2013 for 25

years by GRIDCO Limited in case of firm PPA with GRIDCO is available
or by NTPC Ltd in case PPA is not available.
o All applicable conditions as listed in Annexure-A.
2.0 Connectivity and LTA to Unchahar Solar PV Plant (10 MWp) of M/s. NTPC
Limited in Uttar Pradesh.
i) Connectivity
In line with the CERC regulations, M/s NTPC Ltd. has applied for Connectivity for 10
MWp to Unchahar Solar PV Plant (10 MWp) located at Raebareli in Uttar Pradesh. As
per the connectivity application, commissioning schedule of the plant is Sep.’ 2013.
Accordingly, connectivity has been applied from Sep.’13 (Copy of the Connectivity
application attached at Annexure-3). NTPC may confirm the date for connectivity.
As per the application, the Solar power is pooled at 33kV & further connected through
the existing electrical system of 220 kV Unchahar Switchyard. Accordingly, no
transmission system is being proposed for connectivity to 10MWp solar power plant.
ii) Long Term Access
M/s NTPC Ltd. has also applied for Long term Access (on behalf of Damodar Valley
Corporation) for transfer of 10MWp power from Unchahar Solar PV Plant (10 MWp) to
DVC, West Bengal in Eastern Region. LTA has been sought w.e.f. 01/08/.2013 upto
01/08/2038 (Copy of the LTA application is attached at Annexure 4). NTPC may
confirm the date for LTA.
No transmission system requirement has been envisaged for long term access as the
LTA has been sought for 10 MW in the direction from Northern Region to Eastern

for all day to day coordination with RLDC in regard to declaration of schedules,
submission of metered data etc in regard to ‘Unchahar Solar Plant’. Further
Feroze Gandhi Unchahar Thermal Power Plant’ agrees to act as principal
Generator on behalf of ‘Unchahar Solar Plant’ and agrees to undertake all
operational & commercial responsibilities for ‘Unchahar Solar Plant’ in following
the provisions of IEGC & all other regulations of CERC. However, ‘Unchahar
Solar Plant’ will be considered as a separate ‘User’ for which energy accounts to
be issued separately.”

MWp) of M/s NTPC Limited in Uttar Pradesh.
Long Term Access
� LTA is proposed to be granted subject to
o Grant of connectivity
o NTPC to submit the copy of the PPA
o Signing of requisite Long Term Access Agreement and TSA for payment
of the transmission system charges, as applicable, from 01/09/2013 (to be
confirmed by NTPC) for 25 years by DVC in case of firm PPA with DVC is
available or by NTPC Ltd in case PPA is not available.
o All applicable conditions as listed in Annexure-A.
� The connectivity has been applied from Sept 2013, whereas LTA is from 01/08/2013.
NTPC Ltd may clarify the date.
3.0 Connectivity and LTA to Singrauli Small Hydro (2X4MW) Plant of M/s NTPC
Limited in Uttar Pradesh (Long term Access discussed in last meeting).
i) Connectivity
In line with the CERC regulations, M/s NTPC Ltd. has applied for Connectivity for 8
MWp of Singrauli Small Hydro Plant (SHP) located at Singrauli, in Uttar Pradesh. As per
the connectivity application, commissioning schedule of the plant is Feb’ 2014.
Accordingly, connectivity has been applied from Feb.’14 (Copy of the Connectivity
application attached at Annexure 5).
As per the application, the 8 MW small hydro units are stepped up to 33kV and
integrated through the electrical system of Singrauli generating station. Accordingly, no
transmission system is being proposed for connectivity to 8MWp power of the Singrauli
SHP.
ii) Long Term Access
NTPC Limited had also applied for LTA for 8 MW from their Singrauli small hydro
project, in Uttar Pradesh. LTA had not been granted due to the need to regularize its
connectivity. As per the LTA application, LTA is required from 01.07.2013 for 25
Years. NTPC may confirm the schedule. Also, the beneficiaries along with quantum

mentioned were: UPPCL (4.1MW), Delhi Discoms (2.1MW), Rajasthan Discoms
(1.8MW). NTPC may indicate the Discom wise allocation for signing of the Long term
Access Agreement and the Transmission Service Agreement with the beneficiaries
(Copy of the LTA application is enclosed at Annexure-6).
iv) Proposal:
Connectivity & Long term Access for 8 MWp small Hydro Plant from Singrauli SHP of
M/s NTPC Ltd. is proposed subject to:
Connectivity
� All applicable conditions as listed in Annexure-A.
� As per CERC order dated 2/5/2013, following has been mentioned:
‘Provided further that the application by the applicant defined under Regulation
2(1) (b)(i) (e) shall be considered by CTU only if the existing generating station
agrees to act as the ‘’Principal Generator” on behalf of the renewable energy
generating station(s) seeking connectivity through the electrical system of the
generating station and formalizes a written agreement/arrangement among them
to undertake all operational and commercial responsibilities for the renewable
energy generating station(s) in following the provisions of the Indian Electricity
Grid Code and all other regulations of the commission, such as grid security,
scheduling and dispatch, collection and payment/adjustment of Transmission
charges, UI charges, congestion and other charges etc. and submit a copy of the
agreement to the CTU, alongwith the application for connectivity, with copy to the
respective RLDC in whose control area it is located’’
� In line with the above para, NTPC vide letter dated 10/07/2013 was requested for
submission of suitable declaration that the Principal Generator shall undertake
the provisions of the above Regulations. In response we have received a letter
dated 31/08/2013 (received on 02/08/2013, some typographical error in date)
from NTPC Ltd. stating that
“since ‘Singrauli Small Hydro Plant’ is also under the ownership of NTPC, Shift
Charge Engineer of Singrauli Super Thermal Power station will be responsible for
all day to day coordination with RLDC in regard to declaration of schedules,
Connectivity & LTA agenda for meeting to be held with 32nd

submission of metered data etc in regard to ‘Singrauli Small Hydro Plant’. Further
Singrauli Super Thermal Power Station agrees to act as principal Generator on
behalf of ‘Singrauli Small Hydro Plant’ and agrees to undertake all operational &
commercial responsibilities for ‘Singrauli Small Hydro Plant’ in following the
provisions of IEGC & all other regulations of CERC. However, ‘Singrauli Small
Hydro Plant’ will be considered as a separate ‘User’ for which energy accounts to
be issued separately.”

Members may deliberate and connectivity may be granted to Singrauli Small
Hydro Plant (8 MW) of M/s NTPC Limited in Uttar Pradesh.
Long Term Access
� LTA is proposed to be granted subject to
o Grant of connectivity
o Signing of requisite Long Term Access Agreement and TSA for payment
of the transmission system charges, as applicable, from July’ 2013 (to be
confirmed by NTPC) for 25 years by beneficiaries in case of PPA with
beneficiaries or allocation from Govt of India is available or by NTPC Ltd in
case PPA or allocation from Govt of India is not available.
o NTPC to submit the copy of the PPA
o All applicable conditions as listed in Annexure-A.
Members may discuss and concur.
4.0 Timely development of Evacuation system for Tapovan Vishnugadh / Lata
Tapovan Hydro-electric project of NTPC
The issue of implementation of integrated transmission system for evacuation of
power from various hydro projects (including Central Sector, State Sector & IPPs) in
Uttarakhand was discussed in various Standing Committee meetings as well as in
TCC & NRPC meetings. The issue was discussed in the 2nd TCC and 3rd NRPC
meeting held on 10/11/2006 wherein Chairman / Members observed that PTCUL
could take up the “intra-state transmission system” up to the pooling point on their

own, for which there was no requirement of any commitment of payment of
transmission charges by other constituents and arrangement of recovery of
transmission charges will be only between PTCUL and the generators. While taking
up the implementation of transmission system, the agreement for payment of
transmission charges could not be signed with some of the Inter-state generators.
Subsequently, PTCUL took up the matter in NRPC meetings for declaring the system
for granting the system as deemed ISTS, however no consensus could be reached.
PTCUL took up the matter with CERC for declaring the integrated scheme as deemed
ISTS scheme. CERC has issued order dated 31/01/2013 regarding declaration of
UITP as deemed ISTS. As per the order, CERC had accorded the status of deemed
ISTS and directed PTCUL to segregate the transmission lines carrying inter-state
power and approach the CTU which is the nodal agency for vetting of the
comprehensive scheme in accordance with the connectivity regulations. Further, CTU
has been directed by CERC to study the transmission system and in case any
modifications are suggested by CTU, the same shall be incorporated and
implemented by the PTCUL. CTU has also been directed to monitor the ISTS portion
of the UITP scheme.
CERC has further stated that :
“only the long term access granted to NTPC by CTU is on record and the status of
long term access to other Central Sector generators and IPPs in the region is not
known. It is therefore possible that these generators might have planned to sell their
entire power or part of it on merchant basis through medium term open access and
short term open access. Since transmission lines are built only for long term access,
the transmission charges for the transmission lines built to cater to the requirement of
sale of power through medium term and short term access cannot be saddled on the
beneficiaries of the inter-State transmission system and must be borne by the
concerned generating companies. We direct the petitioner to ensure that these
generators enter into appropriate agreements with the petitioner and CTU for bearing

the transmission charges till they identify and enter into PPAs with the beneficiaries
outside the State.
It is essential that the transmission lines which have been accorded deemed ISTS
status are segregated from the dedicated transmission lines and intra-State
transmission lines to obviate any confusion about the liability for payment of
transmission charges. The dedicated transmission lines from intra-state generators,
i.e. those generators selling power only within the State of Uttarakhand, from the
generation bus bar up to the main transmission line/pooling point of Uttarakhand
would be considered as dedicated transmission lines/intra-state transmission system
and the transmission system beyond the main transmission line/pooling point of
Uttarakhand would be considered as a combination of intra-State transmission system
and inter-State transmission system and paid for accordingly. That is, the Yearly
transmission charges of the various elements of such system would be divided into
intra-State portion and inter-State portion, based on installed capacity of the
generating stations using the common system. Charges for the ISTS would be shared
by beneficiaries of ISTS. For the intra-state transmission system, the charges would
be shared as directed by UERC.”
In regard to above, a preliminary meeting with PTCUL was held on 28/05/2013,
wherein PTCUL explained the status of the various transmission elements of the UITP
scheme. During the meeting it was explained by the CTU that the transmission system
needs to be prioritized & phased in such a manner that power does not get bottled up
from any generator. It was also informed by the PTCUL that at present their 1st priority
is for Alaknanda Basin as the generation projects in other basins may take some time.
The detail of the generation projects in Alaknanda basin along with Associated
Transmission Lines and LTA application status is enclosed at Annexure-8 and the
detail of the Common Transmission scheme in Alaknanda basin is enclosed at
Annexure-9.

From the generation list it may be observed that Tapovan Vishnugadh (520 MW)
project of NTPC, a major project in the basin, may come up first. NTPC need to inform
the firm schedule of the generation project. The transmission scheme required for
evacuation of power from this project needs to be taken up on urgent basis so as
power from the generation project does not get bottled up. The issue of evacuation of
power from Tapovan Vishnugadh was discussed during the 28th NRPC meeting of
NRPC held on 26/04/2013, it was deliberated that the transmission scheme had
already been granted the deemed ISTS status and as per the BPTA already signed
beneficiaries had agreed to pay transmission charge for all central sector projects,
existing and future as per applicable CERC regulation. During the meeting
beneficiaries agreed for the payment of transmission charges corresponding to MW
allocation of Tapovan Vishnugad by Govt of India in line with CERC Regulations.
However, as per CERC order it has been directed to PTCUL to ensure that other
generators enter into appropriate agreements with PTCUL and CTU for bearing the
transmission charges till they identify and enter into PPAs with the beneficiaries
outside the state. It is therefore necessary PTCUL has to ensure that all the identified
generators apply for LTA and sign the required agreement for payment of
transmission charges. Accordingly PTCUL need to take necessary action in this
regard.
Keeping above in view the transmission system proposed by PTCUL needs to be
discussed and concurred by the Standing Committee on Power System Planning.
5.0 Connectivity and LTA for Sainj HEP
The issue of evacuation of power from Sainj HEP was discussed in 30th and 31st
Standing Committee Meeting of NR, wherein it was proposed that injection of Sainj
HEP of HPPCL could be through LILO of Parbati-II – Parbati-III 400 kV line. However
in case of outage of one circuit, 10% overload generation, 0.9 pu voltage and 0.9
power factor there may be certain constraints and generation would have to be
backed down. During the meeting, NHPC informed that enhancement of current
carrying capacity of 400 kV XLPE cable is not possible and hence evacuation of

power of Sainj through XLPE cable provide at Parbati-III HEP is not feasible. It was
further deliberated that cable limitation may come in case of outage of one circuit, 10%
over generation, 0.9 pu voltage and 0.9 power factor and possibility of occurrence of
above contingency was very remote and HPPCL had agreed to back down the
generation at Sainj, if required with a view to prevent the overloading of the XLPE
cable of Parbati-III switchyard. Subsequently, NHPC informed that backing down of
generation at Sainj HEP does not safeguard the overheating of XLPE cable provided
at Parbati-III switchyard and as such the arrangement is not acceptable to NHPC.
After deliberations it was decided to form a committee consisting of representatives
from CTU, CEA, HPPTCL, HPPCL & NHPC to solve the issue and if required joint site
visit may be undertaken.
In line with above a joint visit was undertaken on 6th and 7th May 2013. During the
visit it was observed that it would be feasible to LILO 400 kV direct ckt from Parbatri-II
to Parbati Pooling station (Banala) for evacuation of power from Sainj HEP. HPPTCL
has agreed to construct additional towers for LILO arrangement. The above proposal
was discussed in detail during a meeting held in CEA on 14/05/2013. During the
meeting NHPC raised its concern that with the implementation of the LILO
arrangement, evacuation of power from Parbati-II (800 MW) would be dependent on
Parbati-III & Sainj and there would not be any direct link to Parbati Pooling station.
CEA & CTU stressed that keeping in view that long term planning, the most optimum
solution is through the proposed LILO of Parbati-II to Parbati Pooling station 400 kV
line at Sainj.
After detailed deliberations following decisions were taken:
• For evacuation of Sainj HEP power, LILO of 2nd 400 kV direct circuit from Parbati-II
HEP to Parbati Pooling station (Banala) shall be implemented by HPPTCL.
• HPPCL shall install suitable scheme at Sainj HEP generation station to ensure that
current flowing through the cable at Parbati-III does not exceed 2400 Amps. This
SPS scheme will back down the Sainj generation accordingly.

• In case of permanent outage of Sainj switchyard 400 kV bus, bypass of LILO
arrangement will be carried out by HPPTCL for evacuation of power from Parbati-II
generation.
• The above proposed arrangement should be implemented expeditiously by
HPPTCL as the generation of Sainj is expected to be commissioned by December
2014.
6.0 Long Term Access for 240 MW from Essar Power (1200 MW) in Jharkhand to
Noida Power Company Limited (NPCL) and 300 MW from GMR Kamalanga
(1050MW) in Odisha to Haryana
• Essar Power (Jharkhand) Ltd. has informed that Noida Power Company Ltd.
(NPCL) has signed Power Purchase Agreement with them for supplying 240 MW
from their generation project in Latehar district of Jharkhand.
NPCL may kindly confirm for signing the requisite commercial agreements with
POWERGRID for payment of transmission charges for the above mentioned quantum
of power.
• Similarly, GMR Kamalanga Energy Ltd. has informed that Haryana has signed
Power Purchase Agreement with them for supplying 300 MW from their generation
project in Angul district of Odisha.
Haryana may kindly confirm for signing the requisite commercial agreements with
POWERGRID for payment of transmission charges for the above mentioned quantum
of power.

Annexure- A
Connectivity:
� The applicant shall abide by all provisions of the Electricity Act, 2003, CERC
(Grant of Connectivity, Long-term Access and Medium-term Open Access in
inter-State transmission and related matters) Regulations, 2009, Central
Electricity Authority (Technical Standards for connectivity to the Grid) and Indian
Electricity Grid Code as amended from time to time.
� The connectivity shall be as per the Detailed Procedures of Central Transmission
Utility (POWERGRID) for Grant of Connectivity, Long-term Access and Medium-
term Open Access to Inter-State Transmission and all provisions regarding
connectivity would have to be met.
� The applicant shall furnish additional details for signing Connection Agreement
for the same and would sign the Connection Agreement as per the provisions of
Connectivity.
� As agreed in 30th Standing committee meeting 50 MVAR bus reactor would be
provided by all the generators having capacity of more than 100 MW and 80
MVAR bus reactor would be provided by all the generators having capacity of
more than 300 MW.
Long Term Access:
� Long Term Access is being processed subject to the condition that the
applicant/beneficiaries, bears all applicable transmission charges as per CERC
norms for transfer of power.
� In all cases wherein PPA agreement has not been signed, all beneficiaries
indicated shall be assumed as target beneficiaries.
� Signing the requisite LTAA / TSA for Transmission system charges.
� The applicant shall abide by all provisions of the Electricity Act, 2003, CERC

Please find enclosed the LTA appli cation for Unchahaar Solar (l0 MW) including Format LTA1 and LTA-2 along with the proof of application fees of Rs. 2,00,000 (Rupees Two lacs only)already paid by RTGS vide CMS No 150804549 on 7.05.2013 as per CERC Regulations on"Grant of Connectivity, Long Term Access and Medium-term Open Access in inter-StateTransmission and related matters Regulations" 2009 and subsequent procedures dated31.12.2009. Application for Grant of Connectivity has already been made vide our letter dated23.04.2013 (copy of letter enclosed). NTPC is making this application on behalf of thebeneficiary i.e DYC . DYC shall be signing any necessary agreements including BPTA etc. withPowergrid / other transmission licensee and shall be responsible for payment of appli cablecharges. In this regard we would like to indicate that since "Unchahar Solar Plant"is also under ownership of NTPC, Shift Charge Engineer of "Feroze Gandhi Unchahar ThermalPower Plant" will be responsible for all day to day coordination with RLDC in regard to declarationof schedules, submission of metered data etc in regard to "Unchahar Solar Plant". Further "FerozeGandhi Unchahar Thermal Power Plant" agrees to act as principal Generator on behalf of"Unchahar Solar Plant" and agrees to undertake all operational & commercial responsibilities for"Unchahar Solar Plant" in following the provision of IEGC & all other Regulation of CERe.However "U nchahar Solar Plant" will be considered as a separate "User" for which energyaccounts need to be issued separately.

Please find enclosed the LTA application including Format LTA-1 and LTA-2 along with theapplication fees of Rs. 2,00,000 (Rupees Three lacs only) vide bankers cheque No. 745222 dated24.05.2012 as per CERC Regulations on "Grant of Connectivity, Long Term Access andMedium-term Open Access in inter-State Transmission and related matters Regulations" 2009and subsequent procedures dated 31.12.2009. The drawals of various beneficiaries considered inthe application are considered as per existing Gol guidelines. Final allocation of power shall benotified by Gol at the time of commissioning of station. The power from Singrauli Hydro shallbe transmitted via existing evacuation system through displacement (Single Line diagramattached for reference). NTPC is making this application on behalf of the beneficiaries. Thebeneficiaries have agreed for subsequent signing of all necessary agreements including BPTAetc. with Powergrid / other transmission licensee developing the identified transmission systemand payment of applicable charges, corresponding to their final share of allocated capacity fromthe project. It is requested that the enclosed application may be processed at your end. We wouldfurther like to indicate that since NTPC is making this application on behalf of its beneficiaries,LTA may be granted in the name of beneficiaries.Thanking you

FurtherSingrauli Super Thermal Power Station agrees to act as principal Generator onbehalf of "Singrauli Small Hydro Plant" and agrees to undertake al l operational &commercial responsibilities for "Singrauli Small Hydro Plant" in following theprovision of lEG C & a ll other Regulations of CERC.
