The meeting commenced at 10:00am. Chair, Cr Tom Gilmore, Mayor Mareeba Shire Council welcomed
everyone to the meeting.
Cr Gilmore acknowledged the Traditional Owners of the land on which we meet today and paid respects
to Elders past and present.
Cr Gilmore thanked Ms Irvine and FNQROC staff for comprehensive annual report.

Ms Babacan queried demand driven services for areas where population dispersed over a large area. Mr Hodgman advised previously taxis in these areas haven’t been economically viable however booked hire options may open up opportunities in these areas. How do we make use of the fleet available to meet the needs of the communities?

Three times a year do road shows across the region
DNRM support available to Councils
Discussion of the services that they provide across the DNRM north region
Connect Locally –service offered to Councils to build strong relationships with DNRM- Council responsible for setting the agenda
North Queensland Agricultural Projects State Agency Committee – 7 state agencies involved – Councils can meet and present to the meeting
Mr Cameron Venables did a brief presentation on Qld Globe
Mr Linnane queried engagement with Hope Vale Aboriginal Shire Council
Mr Franks queried roads off alignment. Mr Allan advised that DNRM working with Cloncurry Shire Council with roads off alignment process. Noted that the guidelines need updating. Survey marker requirements have been released. Mr Franks advised that MSC has issues with roads off alignment on both leasehold and freehold land.
Cr Gilmore noted that the policy needs to acknowledge that the road is where it is.
Mr Allan noted that it is a negotiation process involving local government, land owners and DNRM.
Cr Scott queried the definition of coastal esplanade with respect to access to foreshore
Cr McLean sought clarification of Native Title , crown land and access to beach - Planning Scheme completed for the area – rules and regulations and traditional owners that can override decision of the Council – need a resolution on who they need to consult with

BUSINESS ARISING OUT OF MINUTES
Cr Gilmore asked Cr Kremastos about the roadside camping issue and if it had been resolved. Cr
Kremastos advised that it had not been resolved to date and has been advised that it is being considered
for legal advice by DTMR. He will discuss with Ms Burke prior to the FNQRRTG meeting.
2435 Minute 2410, 2377 & 2357 –Ms Irvine to follow up with Ms Buckler to get a resolution on QWRAP participation back to FNQROC Board for October 2017
Mr Andrejic acknowledged the work Darlene has undertaken to resolve this issue and is supportive of the proposed outcome.
Ms Irvine advised that LGAQ have offered $45,000 in funding for 17/18 financial year which represents
$30,000 initial funding and an additional $15,000 from bid pool funding as a direct payment to support
FNQROC water and sewerage projects (this does not exclude us from seeking further bid pool funding).
Noted that LGAQ does not have any State Government funding commitment post June 2018.

Ms Irvine advised that the draft is still outstanding as Cummings Economics have had some delays in
receiving some information from Councils.
2441 Animal Management and Wildlife Stewardship Policy
Mr Sydes discussed the draft policy framework and is seeking feedback from the Board on the policy
logic framework identifying the policy goal, long term, intermediate and short term outcomes.
Ms Babacan congratulated Mr Sydes on the policy.

Cr Scott thanked the Board for the support to the Queensland Electricity Users Network at the previous
Board meeting held on 7 August 2017.
Ms Babacan recommended that an additional reference be added to the proposed policy to ensure
requests address alignment with the FNQROC Strategic Goals.
Cr Devlin sought clarification that requests will be voted on by the Board.

Mr Josh O’Keefe briefly provided an update on:
Operation Belcarra report – report makes 31 recommendations aimed at improving the
transparency and accountability of local government elections and decision making. LGAQ
supports all but two of the recommendations
LGAQ State Election Policy Plan
Cr Scott returned 12.43 pm
LGAQ recently appointed Paul Cranch to the position of Senior Advisor – Trade and Investment.
Dedicated resource to assist facilitation in improved coordination between TIQ and local
government.
Cr McLean raised the issue of support for elected members who go through the court process and
ultimately found not guilty.

2450 Northern Australia Investment Forum, 19-21 November 2017
Ms Irvine advised that no response has been received regarding a booth at the Northern Australia
Investment Forum. If successful, Councils will be responsible in developing appropriate prospectus for
display and distribution. Ms Schmidt will be handling the logistics of this booth, it will be up to councils to
come forward with projects and prospectus’s suitable for the 300 foreign investors. Paul Cranch (LGAQ)
can be a support for FNQROC and member councils however it is noted we are very limited in time and
the logistics still have not been released.

The Queensland Government recognises local governments as key partners in Queensland'seconomic and social development. The Queensland Government is keen to assist individualcouncils and regional organisations of councils achieve their development goals − suchachievements complement and support the Queensland Government's own efforts to advance theinterests of local communities.
There are various funding programs available through the Department of Infrastructure, LocalGovernment and Planning (DILGP). You may like to contact DILGP for information on keyfunding programs, including Works for Queensland, the Local Government Grants and SubsidiesProgram − currently open for applications − and, in the case of Indigenous councils, theIndigenous Councils Critical Infrastructure Program. DILGP staff can also assist membercouncils and FNQROC by coordinating support and assistance from government agencies foryour strategic initiatives.
