Motion was made by Al Coby to approve the February 2, 2015 Minutes of the RESTORE Advisory Committee Meeting and the February 18, 2015 Minutes of the RESTORE Advisory Committee Workshop. Donnie McMahon seconded. Motion carried unanimously.*

a. Dewberry Presents Draft Weighing of Selection Criteria

Mike Hanson, Co-Project Manager, Dewberry, presented the two options for weighing the draft Project Selection Criteria

• Option 1: Created a point system in which Environmental, Economic and Infrastructure projects had an equal total amount of points while Baseline and Bonus were less.

• Option 2: Designed a point system that relied on the public survey to weigh each category. Environment having the highest amount of points, then Infrastructure, Economic, Baseline, and then Bonus criteria.

b. Discussion on Draft Weighing of Selection Criteria

The Committee was also presented with a third option for weighing the selection criteria provided by RESTORE Escambia. There was much concern with Dewberry being the sole entity to be the assigning these scores from the Committee. Dewberry reassured the Committee that they would be using these numbers as technical scores only to see how feasible a project is. The Committee would be able to review all projects and rank them how they see fit. The Committee requested more time to review these options before discussing which option they preferred.

6. New Business

a. Dewberry Presents RESTORE Project Selection Process

Mr. Hanson presented the RESTORE Project Selection Process to the Committee. The goal of this general timeline was to give the Committee an overview of the RESTORE process. The timeline shows the course in which projects must travel through in order to ascend from the Public to Treasury and how Dewberry is a resource along the way. Additionally, it points out the separation between project submittals and project awards. Vice-Chair Alan McMillan asked the question as to how the Committee would proceed once the first Multi-Year Implementation Plan was submitted. This question was unresolved.

a. Discussion on Draft Weighing of Selection Criteria (Please see documents from March 2, 2015 RESTORE Advisory Committee Meeting)

Summary of “Outstanding” Discussion Topics Escambia County RAC

Here is a list of “outstanding” items the RAC has been discussing. They may consider continuing the discussions of these topics along with the scoring weight at their 4/6 meeting and may want to come up with a list of the most important discussion topics to bring to the BCC meeting on 4/16.

1. Procurement: a. What is the County’s position on suggested changes to the current procurement process

such as Minority Participation goals, Set-aside goals, and Design-build? b. Will the County utilize sole source assignments to NGO or others (subgrantees)?

2. Teaming: a. What role should the County take in promoting teaming for projects?

i. RAC requested on 2-18 that the County set-up a Virtual Billboard – Feasibility evaluation is underway.

ii. Gulf Power is sponsoring a NGO Workshop on 4/30 3. Selection Criteria and Scoring:

a. Should there be a geographic preference for selection of projects? i. Closer to waterways that connect to the Gulf?

ii. Spread evenly throughout County / urban vs rural areas / County Districts? iii. Focus funds on “people” most directly affected (i.e. beach)?

b. Should a higher preference be given to projects that propose leveraging funds? i. How much weight should be given to this criterion?

ii. Conversely, is it OK to consider funding projects which already have a funding source (dedicated or not)?

c. Should the “Local Preference” criterion be deleted or modified? d. Does the “public interest” criterion reflect Escambia County’s intents? Is it worded

properly? e. Should “project timing” be a criterion?

i. If so, how much weight should it get? ii. Should shovel ready projects get more points?

f. Should there be pre-determined funding goals? i. Should there be a % set-aside amount for NGO (sub-grantee)?

ii. Should there be a tiered funding structure (i.e. % for each governmental, utility, NGOs)?

g. Should equal scoring weight be assigned across all 3 categories? h. Should all projects be scored against all criteria in every category?

i. Does the Draft Process Flow Chart reflect the process intended by the County? Current recommendation:

i. Dewberry performs Technical Review and scores all projects against all criteria – recommends threshold level in each of 3 categories Env, Econ and Inf to RAC

ii. RAC receives all projects with scores – reviews and recommends slate of projects (no scores) in each of 3 categories Env, Econ and Inf to BCC

iii. BCC evaluates slate of projects for diversity and distribution and selects final projects for MYIP

a. Discussion Regarding the Board of County Commissioners Special RESTORE Meeting April 16, 2015

BCC to Hold Special Meeting to discuss RESTORE

Tuesday, March 10, 2015 - 2:30pm

The Escambia County Board of County Commissioners will hold a special meeting on Thursday, April 16, at 9 a.m. to discuss issues concerning the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012, also known as the RESTORE Act. The development of Escambia County’s Direct Component Plan will be discussed.

The Special BCC Meeting will be held in Room “A” on the first floor of the Pensacola Bay Center, located at 201 East Gregory Street.

Application Deadline Extended for Tourism Representative to RESTORE Committee Open Until April 10

Friday, March 20, 2015 - 12:00pm

The application deadline for a representative from the Tourism industry to serve on the Escambia County RESTORE (Resources and Ecosystems Sustainability Tourist Opportunities and Revived Economies of the Gulf Coast States) Act Advisory Committee has been extended until April 10 at 12:00 p.m. The purpose of the Committee is to develop a plan, take public input and set the final goals for the community’s use of RESTORE funds. The Committee reviews projects and submits recommendations to the Board of County Commissioners for consideration. The Committee consists of eleven members who are residents of Escambia County, with other committee members individually representing the financial industry, economic development, transportation, government, the City of Pensacola, local environmental advocacy organizations and four at-large positions.

The RESTORE Act Advisory Committee meets a minimum of once a month, but additional meetings may be held.

The tourism committee representative will be selected by the Board of County Commissioners and should have significant recent experience working in hospitality, hotel or other related tourist-based business. The Commission will evaluate and select the tourism representative during the April 23, 2015 Board of County Commissioner Meeting.

Residents interested in serving as the tourism industry representative should forward their resume to Keith Wilkins, Community & Environment Director at [email protected] or 221 Palafox Place, Pensacola, Florida, 32502. Resumes must be received by 12:00 p.m. on Friday, April 10 to be considered.
