1. Presentation by Wisconsin Indianhead Technical College Accommodation Specialist,
Heidi Diesterhaft
Heidi Diesterhaft, Wisconsin Indianhead Technical College Accommodation Specialist,
works with students with disabilities to receive an education. WITC created a short term
technical diploma for individuals with intellectual disabilities. The course is a 16 week
course that focuses on Hospitality with 10 students per semester. Council members were
given a packet containing course and program details.

2. 85.21 Specialized Transportation Assistance 2020 Grant Application
Amy Roemhild, ADRC Community Services Coordinator, presented the 2020 85.21
Specialized Transportation Assistance Program Grant Application. Roemhild reviewed
trips that have been provided in the calendar year, funding, and projected projects for
2020. A motion to approve the 85.21 Specialized Transportation Assistance 2020 Grant
Application was made by Council member Schrank; seconded by Council member Brue;
motion carried.

3. Consideration of Suspension of Transportation Services Policy
Roemhild presented the Consideration of Suspension of Transportation Services Policy
for review and approval by the Council. WisDOT advises the sub-recipient of 5310 grant
dollars to ensure that the County/A&H Transportation, Inc and applicable vehicle lessees
prepare a policy for dealing with passengers who engage in violent, seriously disruptive,
or illegal conduct. An appeal process for any service denials resulting from the previous
policy should be prepared utilizing a WisDOT provided template. The Council reviewed
the policy that was approved by Corporation Counsel and the Suspension of

4. Federal Transit Administration Title VI of the Civil Rights Compliance Act-Public
Participation Plan
Title VI of the Civil Rights Act of 1964 requires all sub-recipients of Federal Transit
Administration (FTA) dollars (5310) related to LEP (Limited English Proficiency)
persons to prepare a Public Participation Plan. Roemhild reviewed the ADRC's Title VI
Public Participation Plan with the Council. A motion to approve the Title VI Public
Participation Plan was made by Supervisor Moothedan; seconded by Council member
Schrank; motion carried.

HHS Fiscal Manager Strenke reviewed the October 2019 ADRC Financial report with the
Council. Revenue and expense lines are on track.

There were a couple of Out of County/Weekend Transportation requests presented for
approval.

7. Information and Assistance Specialist/Options Counselor Update Sheet
Council members reviewed the October 2019 Information and Assistance report. There
were four enrollments into Inclusa and two disenrollments; there were no enrollments or
disenrollments into Care Wisconsin or any of the IRIS programs.

REQUEST FOR FUTURE AGENDA ITEMS
Council Chair Anderson asked if anyone had any requests for future agenda items. None were
presented by Council members.
ANNOUNCEMENTS & CORRESPONDENCE
Beckman informed the Council that the Mobile Food Pantry through the United Way expanded
to Glenwood City in October. There was a good turn out and will hopefully grow as it continues.
The Baldwin Senior Center Board held a fundraiser at Milwaukee Burger in Hudson. They
raised over $400 for the Baldwin Senior Center Board. They are looking to hold another one
in the spring. The Secret Santa program is currently accepting names, please let Amy
Roemhild know if you have someone in mind.

Health and Human Services Operational Policy Title: Suspension of Transportation Service to Specific
Customers/Appeal Process Division: ADRC
Effective Date: Updated: 12/3/19 I. Purpose: The Aging and Disability Resource Center (ADRC) of St. Croix County provides transportation services for the benefit of Senior and Disabled citizens of St. Croix County. These services are paid for with funds from the Wisconsin Department of Transportation through the Wis. Stat. § 85.21 Grant (Specialized Transportation Assistance Program for Counties), required St. Croix County cash to match, and donations. Users of the program also pay a user fee (hereafter referred to as “fare”). The site transportation program is a demand-response system versus a fixed route. A demand-response system allows for flexibility in daily start and end times as well as door-to-door service. II. Procedure: A. During hours when the program is open for business, all requests for service within
St. Croix County should be honored without discrimination. The procedural memorandum establishes reasons why individuals might be suspended from the service and also an appeals process to be available to them.
B. Always Ineligible: Minors under the age of 18 may not travel without the accompaniment of a responsible companion. Persons judged to be incompetent may not travel without the expressed consent of a person who has authority to make decisions for the incompetent individual.
C. Prohibited Behaviors: No one using the service may engage in the following:
1. Illegal activities, acts of violence, and acts which are seriously disruptive to safe driving or to the well-being of any occupant of the vehicle (including the driver).
2. Nonpayment of the fare.

3. Excessive “no-shows”. Riders are encouraged to call at least 60 minutes in advance if they need to cancel a service request. A customer’s no-show history may be considered excessive if the customer exceeds two no-shows in a 30-day period.
4. When requesting service, no person may indicate the intent to act in any of the below-mentioned prohibited behaviors.
D. Suspension of Service Due to Prohibited Behaviors
1. Any illegal, violent, or disruptive behavior as described above shall result in an immediate seven-day suspension from service. This suspension can be initiated by the ADRC Transportation Driver at the time of the violation with appropriate notification of Supervisor/ADRC Community Services Coordinator. After the suspension has begun, the Community Services Coordinator should review the circumstances. Upon review, the suspension can be either:
a) Lifted immediately,
b) Be made to continue indefinitely, or
c) Left as a seven-day suspension.
2. In the event that a customer has failed to pay the appropriate fare, the resulting suspension should continue until the required payment is made.
3. Excessive no-shows as described above can result in suspension from service as seen below:

a) All subsequent violations will merit a 30-day suspension of service regardless
of the original date of the no-show violation.
b) The Community Services Coordinator will attempt contact with the rider(s) in
the above circumstances in attempt to problem solve the situation and resolve
issues of violation.
E. Appeals: Appeals to any suspension may be made in writing (either on paper or by
email) and sent to ADRC of St. Croix County, 1752 Dorset Lane, New Richmond, WI

54017 or [email protected]. The title of the appeal should include the words:
“Appeal of Transportation Suspension” and should include the appellant’s name,
phone number and address. The ADRC Community Services Coordinator (or
designee) will process any appeal received no more than 30 days after notice of the
suspension was received. After the ADRC Community Services Coordinator (or
designee) has considered the appeal, he/she will issue one of the two letters to the
appellant: a closure letter or a letter altering the dates of the suspension. An appeal
can also be administratively closed if the appellant no longer wishes to pursue the
appeal.
F. Secondary Appeals: If an appellant wishes to dispute the decision of the ADRC
Community Services Coordinator, he/she has 10 days after the date of the letter to
do so. An appeal of the initial decision should be addressed to the Administrator of
the ADRC of St. Croix County, which has authority over the ADRC Site
Transportation ride service. Follow-up notification with the appellant will be
completed by the ADRC Administrator at this time.
G. Upon completion of all appeals, documentation is to be logged and filed by the
ADRC Community Service Coordinator.
