Item #6.7, vendor #’s 7302, #8678, and any vendors who provide medical services and supplies which could be provided by the student’s own insurance and then submitted to the district with an explanation of benefits, 7 ayes, 1 nay (Lamb), 1 absent.

Dr. Illuzzi began his report by thanking all those in attendance from taking their time to come to our meeting this evening. This is a very special meeting as we take time from our normal business to recognize our volunteers who serve in every building in our school district. He noted that these volunteers, some of whom are here this evening, help make our schools a very special place for our staff and students. Our schools could not succeed without the support, patience and service of these dedicated people. On behalf of a grateful community, thank you and we greatly appreciate all you do. Next, Dr. Illuzzi noted that the next meeting of the Board will take place on Tuesday, May 15th in Room 120 where the Board will take care of agenda items necessary for adoption for the 2012-2013 school year.

Mrs. Lamb said she noticed on the Nurse’s Report at the High School, there was an eye injury in Chemistry class and wondered if the students were required to wear goggles, and if so was this student wearing goggles. Dr. Illuzzi responded that since he was not aware of her question prior to the meeting, as she had not called, he would have to get the answer and share it with the Board tomorrow.

8. Report from High School Student Representative – Brittany Wun reported on the

following recent happenings at the High School:

The Interact Talent Show took place on Tuesday, April 3rd at 7:00 PM in the auditorium. There were many teachers and students acts and congratulations to the winners of the talent show. All together, $1800 was raised for HydrAid, an organization providing water filters for those in need, and the Red Cross Disaster Relief, a branch of the Red Cross that provides assistance to victims of natural disasters. Congratulations to the following students:

First place- Stephen Fleming and Evan Fleming on mandolin & guitarSecond place- Matthew Geib on guitarThird place- String trio of Shannon Bradley, Julianne Smith and Tahszay Ford tied with Charlotte Day-Smith on Ukulele

All winning students donated their cash prizes back to the charities.

The second annual Cinnaminson High School Pride Day took place on Wednesday, April 4th and was a great success. Special thanks to the staff and administration of the high school for making this relaxing day possible.

Report cards for third marking period were issued Wednesday, April 18 th.

On Thursday, April 19th, a freshman/sophomore parent night was hosted in the auditorium at 7:00 PM.

The Gay, Straight, Alliance organized the Day of Silence on Friday, April 20 th where participants remained silent throughout that day as a sign of support to the LGBT community.

The Class of 2013 will be taking senior portraits throughout the week of April 23 rd.

On Friday, April 27th, Amaranth is hosting the Poetry Slam in the library throughout the school day. They would like to welcome Queen Nur as the emcee. Queen Nur is a nationally renowned storyteller and teaching artist who aided the students in Poetry Out Loud, a poetry recitation contest held earlier in the year.

On Wednesday, May 2nd, Cinnaminson High School will host the 2nd annual powder puff football game at 7:00 PM in the stadium. The proceeds from this event will be donated to the South Jersey Food Bank.

On Friday, May 4th, the National Honor Society will host its annual blood drive in the gym.

Interact is hosting a car wash for the American Cancer Society on Saturday, May 5th at PNC Bank from 1:30 to 4:00 PM. Tickets are $5 in advance and $6 that day.

Advanced placement testing begins on Monday, May 7th.

The spring choral concert will take place on Wednesday, May 9th at 7:00 PM in the auditorium.

Mrs. Cohen introduced Dr. Illuzzi to begin the presentations.

Dr. Illuzzi began by stating that as he had commented earlier in his report, tonight we give many thanks to our volunteers for all they do. Tonight we will recognize our volunteers, who have been invited here this evening, and each volunteer will be presented with a token of appreciation from the district. Dr. Illuzzi then began the presentations by recognizing our High School Student

Representative, Brittany Wun and our Board Members for their service. He reminded everyone that the Board Members are volunteers, who give countless hours of service to the district for no pay. Each member was then presented with a small token of appreciation. Dr. Illuzzi then called forward the principals from each of our buildings to recognize their volunteers.

Beginning with Darlene Llewellyn from the High School; Frank Goulburn from the Middle School; Gene Porco, Interim Principal from New Albany during the absence of Mr. Layden; and Deborah Banecker from Rush Intermediate School, Each principal extended their sincere appreciation to the volunteers in their building who give so much of their time and talents for the benefit our schools. Those volunteers in attendance were then each presented with a token of appreciation for their service to the students and staff in our schools.

At 7:55 p.m. a break was taken. The meeting reconvened at 7:59 p.m.

Read Across America Week, World Read Aloud Day, African American Read-InNA: Special days celebrating readingRush: Author visits, CHS Basketball team read to third and fourth graders, door decorating, Battle of the Books grade 5MS: Author visit (Yoko Kawashima Watkins), storyteller Tom Lee, Battle of the Books (6-8)HS: Teachers from each content area featured works by African and African American authors

The Committee reviewed and supported other items that will appear on the Agenda: Teachers for the summer SMART program, field trips, and professional development

Ms. Luxenberg informed the Committee that she will be presenting at the NJASA/NJSBA conference in May on the topic Building School Morale: Acceptance for All. Donna Lobascio and Melissa Sassaman will take part in the presentation as well.

Student Activities/Athletics

The Varsity Boys’ Basketball Team is requesting approval for a trip to Orlando, FL on 12/ 28/12 – 1/1/13. The Committee reviewed and supported the request to go to Florida over the winter break to participate in a basketball tournament. The only cost to the district is the tournament fee as the team will raise funds for the trip. This item will appear on the May agenda.

Student Activities/Athletics Summary: The Committee reviewed in detail the Summaries of Extra Curricular Activities and Athletics for Rush, MS and HS. The summary sheets will be maintained on an annual basis.

The Committee’s recommendations follow:

Rush: No changes to the summary report as distributed.

MS: Elimination of the Newspaper Club and the Science League due to low participation. Use one of those stipends to create a second stipend for the Unity Club as recommended by Mr. Goulburn. This club has numerous activities and the advisors currently split a stipend. Creation of a Lego Club incorporating robotics and engineering to be run by Kristen Stehm, a parent, with no stipend, as she did at Rush School during the current year. She said that student smiles are her payment.

HS: Eliminate two clubs: The Science Club has low participation and did not run this year. The activities of the Cultural Contrast Club are redundant with those of other clubs. Use those two stipends to fund a stipend for the Rachel’s Challenge Club and for the Sources of Strength Club.

Committee members expressed appreciation for the comprehensive summary of activities and athletics. Ms. Luxenberg thanked Mr. Weber, Ms. Llewellyn, Mr. Liddell, Mr. Goulburn, Ms. Wills and Ms. Banecker for their assistance in providing the data.

As the meeting was about to close, there was a question about the sewing room at the MS. We agreed to let everyone know following the meeting. The answer is that the sewing room is being converted into a computer lab and one of the computer labs upstairs will become a classroom for a new SE LD program. Learning to sew on a machine will be replaced with hand sewing.

Mrs. Lamb asked for an explanation of the Sources of Strength Club as she was not familiar with it and was concerned that we are eliminating an academic club. Mrs. Llewellyn, High School Principal, explained that this club was started in April 2011 and is a support group which supports students and staff. There were students and staff members trained in conjunction with the Sources of Strength Club and she also explained a couple of the activities which they have conducted at the high school. Finally, Mrs. Llewellyn said the science club was being eliminated because of lack of participation and did not even run this year.

B. Facilities/Transportation Meeting: 8:00 p.m., Tuesday, April 17, 2012 at the Central Office

Members Present: Pam Crepps, Linda Lamb, James J. McGuckin, Jr. and Jean Cohen in absence of Dolores Woodington

Others Present: Sal Illuzzi, Pete Galosi and Tom Egan

The Committee meeting began with the request for approval of payment application #3 in the amount of $110,162.00 to Gaudelli Brothers for the HVAC project in the technology server room. Committee members unanimously approved Gaudelli Brothers’ payment request as authorized by the architects.

Next, Mr. Egan advised Committee members that the Interim Executive County Business Administrator will eventually perform a final review of the financial and facility areas under NJQSAC. An initial walk through of the facilities had been performed with a list of recommendations. Mr. Galosi and his staff have addressed all concerns.

Committee members were informed that the Alliance for Competitive Energy Services (ACES) had received successful proposals for electricity supply. ACES is the energy aggregation procurement program sponsored by NJ School Boards, NJ School Business Officials, and NJ School Administrators. ACES recently completed their latest bid and awarded a contract to Champion Energy Services to provide generation supply service for metered electric accounts within the PSE&G territory. District will see an approximate 22% savings off the current ACES supply contract. Also the award for electric generation service for unmetered pole lighting accounts within the PSE&G territory will be awarded to Reliant Energy Northeast. District will see an approximate 40% percent savings. Both contracts will commence May of 2012 for a twelve month term. Committee members unanimously approved.

Next, Mr. Galosi discussed the Cinnaminson Twp. Zoning Board of Adjustment’s approved PSE&G application to upgrade their electrical substation located off of New Albany Road as well as the upgrade to electrical towers, tower lines, and underground cables. PSE&G’s proposal is to replace the lightning shield wire, reconstruct the towers by adding additional arms, and increasing voltage from 130,000 to 230,000 volts. Concerns were raised due to the proximity of the towers to that of New Albany School. Committee members requested that the electronic magnetic field levels be measured to establish a base line against the proposed improvements. Discussion ensued. Mr. Galosi informed Committee members that he will be attending the workshop meeting scheduled for Wednesday, April 25th at 7:00 pm at the PSE&G Distribution office located at 300 New Albany Road, Moorestown, NJ. The workshop meeting is open to the public.

Lastly, Mr. Galosi informed Committee members that the Middle School Cafetorium zone 3 air condition system failed. As you may remember the units are original to the building and we just replaced zone 2 in the previous year. Cost to replace zone 2 was approximately $14,000 to $15,000. Mr. Egan and Committee members requested Mr. Galosi to obtain quotes for replacement and we will make the necessary transfers to cover the cost.

Under Transportation, Mr. Egan informed the Committee that the new mechanic will start on May 1, 2012. Since the hiring of the new staff mechanics, most repairs are being done internally than in past years. Therefore, you will begin to see transfers from within the department to cover the cost of parts as opposed to contracted repair services. Ms. Tomkiewicz is very pleased with the new staff.

The next meeting of the Facilities/Transportation Committee will be scheduled during the first week of May.

C. Finance/Personnel

The Committee meeting began with a discussion of personnel matters. Dr. Illuzzi informed Committee members that there are no scheduled retirements for June 30th. We can plan the opening of school in September with existing staff other than the normal leaves of absences.

Committee members next discussed the proposed mandated research based teacher evaluation process. The State’s approved four (4) evaluation systems were introduced this past summer in ten (10) pilot districts across the state. The state provided four (4) options (vendors) to select from the pilot program. Since then all districts were asked to select one of the vendors for implementation by September 2013. Cinnaminson Public Schools participated in a Burlington County consortium consisting of surrounding districts and had decided to go with the Danielson Formal Evaluation System. Quotes were obtained and money was budgeted. Some districts within the consortium have already entered into contracts. Due to the uncertainty of the State’s evaluation process, Cinnaminson had not entered into any contracts at this time. Now we are being told that the State is subcontracting the whole evaluation system with Rutgers. We are glad that we did not enter any contracts and we plan to sit tight and see what awaits us down the road. Discussion ensued.

Parallel to this process the State has proposed changes to the number of times tenure and non tenure staff get observed each year. Currently all tenure staff is observed once a year and non-tenure staff is observed twice a year. The State is now requiring six (6) observations per year for non tenured staff and two (2) observations for tenured staff. In addition to the observations every staff member must have a preconference and post conference meeting and additional classroom walk throughs a year. Dr. Illuzzi said that this is impossible with existing staff. Discussion ensued.

Next, Dr. Illuzzi mentioned that the State Department of Education is in discussions with dissolving of the existing County Department of Education system and creating Regional systems. Each Regional Department of Education center would be made up of with additional specialists to handle the work load.

Under Finance, Mr. Egan informed Committee members that the State Department of Agriculture performed a school meal initiative audit (SMI) and a coordinated review effort (CRE) review today, Tuesday, April 17th. The purpose of the audit is to verify the accuracy of the free and reduced lunch applications on file, the verification process, and the various functions within the cafeteria

program. The review and audit went well and a follow up letter will be provided to the district.

Mr. Egan informed Committee members that he will be contracting with the Middlesex Regional Education Service Commission (Consortium) to obtain lease financing for the replacement buses and vehicles. Also Mr. Egan mentioned that the district has reviewed POS lunch programs and is moving forward with a POS system for the cafeterias.

Mr. Egan, next informed Committee members that New Jersey School Boards has made available the new 2012 Candidates kit. The kits are on line with information for those citizens interested in running for a position on the board. The school district has been removed from the process. Any one interested would need to contact the County Clerk’s office for details.

Committee members reviewed the proposed schedule of Board meeting dates for the 2012-13 school year. Suggested changes were made and the new schedule will be presented to the full Board in May for review and action.

Mr. Egan reminded Committee members that the Cinnaminson Education Foundation Golf Outing is scheduled for Monday, April 23rd.

The next meeting of the Finance/Personnel Committee will be scheduled during the first week of May.

Dr. Illuzzi noted that the above policies were reviewed in Committee and unanimously recommended for first review tonight.

Mrs. Lamb questioned the wording in the margin on Appendix V43 regarding the 10 credit requirement by High School. She asked what subject this applies to. Dr. Illuzzi responded that it applies to item #7, World Languages.

Mrs. Lamb also questioned the wording on Appendix V63 that reads Common Right Law Right of Access. She commented that it seems that the word right should only be stated once and should read Common Law Right of Access. Dr. Illuzzi responded that he agrees with what she is saying but that we will have to review the statute to determine if it is correct or not.

Mrs. Lamb asked with regard to High School Graduation requirements at what point would we consider participation in athletics as credit towards the Physical Education requirement. Dr. Illuzzi responded that we as a district do not have the prerogative to make this change. It is a requirement at the State level and they would have to make such a change.

Mrs. Crepps added that if we did allow this credit for participation in athletics she believes we wouldn’t meet the core curriculum standards.

Mr. Egan noted this when he read this change aloud per her request as follows but informed Mrs. Lamb that an

amendment to the motion was not needed:

D. CONTRACTS

1. Alliance for Competitive Energy Services (ACES) Electric Generation Service Agreements_______

(a) That the Board approves the contract with Reliant Energy Northeast LLC to supply unmetered electric generation services to the district for the twelve (12) month period beginning with the meter reading for May 2012 as attached in Appendix Y.

(b) That the Board approves the contract with Champion Energy Services, LLC to supply metered electric generation services to the district for the twelve (12) month period beginning with the meterreading for May 2012 as attached in Appendix Z.

EXPLANATION: Contracts were awarded based upon bid results through our membership in the Alliance for Competitive Energy Services (ACES) which is the energy aggregation program designed to save costs on electric generation services. State regulations require membership as a condition of receiving State Aid.

Dr. Herschel asked for an explanation of what is meant by unmetered. Mr. Egan responded that it is for the electric generation services for the outside poles.

16. Recognition of members of the public wishing to speak

Mrs. Jane Lagay asked how students would be chosen for the new High School Grade 9 Social Studies: Modern World History Honors class since the children have already chosen their classes for the next school year. Mrs. Llewellyn, High

Dr. Herschel said Welcome Back to Mr. Porco, thank you to the volunteers, thank you for the donations and especially to Bottom Dollar for their support of our schools.

Mrs. Plunkett said thank you to the volunteers for all they do. Thank you for the donations and Welcome Back, Mr. Porco.

Mr. McGuckin said thank you to all of the volunteers. He added that 200 volunteers are wonderful and we appreciate all they do. Also, thank you for the donations and thank you to Tom and Pete for the savings to the district as a result of their participation in ACES.

Mrs. Crepps said thank you to the volunteers for all of their hard work. Welcome Back, Mr. Porco! She added that she thought it was wonderful that Mr. Noble is mentoring with Mr. Egan and she added that the guidance counselors did a great job at the Freshman/Sophomore College Night.

Mrs. Woodington said thank you for the donations, thank you to all of the volunteers and welcome back Mr. Porco.

Mrs. Lamb said “Ditto” and added that Candidate Kits for the Board Election in November are now available in Mr. Egan’s office for anyone interested.
