Six Key Objectives:

1. Coordinate efforts to select BI toolset with capabilities to meet Commonwealth and agency BI needs

2. Develop and publish policy that establishes BI toolset as a standard

3. Establish development/training and production environments suitable for agency BI deployments

4. Establish a BI Center of Excellence that assists agencies with specific BI efforts

5. Create an awareness of and an understanding about the BI Initiative

6. Deliver BI implementations for two agencies within eight (8) months of BI RFP award

Business Intelligence Initiative Update

1) Business Intelligence RFP Process

Contract Award on 7/23 to LogiXML (www.logixml.com)

– DMBE-certified, Virginia-based Small Business Enterprise

– Available to ALL public bodies, even in other states

– No minimum volume commitments, though additional volume

discounts are available

– Long-term deal (10 years) with strong price protections

– Prices are a fraction of the price of comparable products

• Evaluated cost less than 1/3 of next lowest viable solution

• First-year cost of 500-user instance: $79k; next lowest: $424k

• Maintenance is 10% of license price -- 20% is typical

Digital Signatures - Pilot

• Our analysis of the requirements shows that transactions that can benefit from a digital signature can be categorized into 3 types:

– Business to Government:• Business representative signs /certifies and submits documents to state agencies /

departments

– Government to Government & Government to Business:• 2.1 State employees sign and certify documents• 2.2 Data exchange• 2.3 Authentication for web services• 2.4 Signing inter/ intra agency forms• 2.5 State employees sign and submit documents to businesses and vendors

– Individual to Government • On line forms and applications: where Individuals need to sign and submit the forms

– Category 1: Low confidence in the Identity of the person signing the document.– Category 2: High confidence in the Identity of the person signing the document.

• Phase 1 of the project will focus on Transaction type 1 and Transaction type 2.1.

Description of solution for the Pilot

• A digital signature solution has two components:

– A Public Key Infrastructure (PKI) based Digital certificate: Managed by a CA (certificate authority) that performs the following tasks:

• Identity verification of the applicant and issuing of certificates• Generating the physical certificate• Managing the certificate life cycle

– Signature interface – A solution that allows a person to apply signatures to the documents

• A Web service, client based or a combination of two

• Digital Certificate for the pilot– The pilot will be conducted using Identrust http://identrust.com/ as the CA – Identrust is a certificate provider and operates under the GSA ACES (Access

Certificates for Electronic Services) program.

• Signature Interface for Pilot– There are many options for the signature interface

• For this pilot, we will be using ADOBE standard and other third party utilities.

Digital Signatures - Status

• VEAP signed a MOU with Identrust in August to allow State Agencies to use digital certificates issued by Identrust– Virginia web pages (DMME and VDOT) on the ACES / IdenTrust web site – IdenTrust in eVA

• A pilot will be conducted with DMME, VDOT and WWRC to evaluate and fine-tune the processes – Procurement and distribution of certificates – Training of employees and vendors – Use of digital signatures

• DMME and VDOT will start using ‘e-signatures’ for some of their processes as early as next month.

• Once the pilot is successful and the kinks are ironed out, detailed instructions will be provided to other Agencies on how to adopt the process.
