The Third Regional Review of MIPAA

MIPAA review framework supports a “bottom-up participatory approach”

Mandate: ECOSOC resolution 2015/5, adopted in July 2015 E/RES/2015/5 – gives strong role to regional commissions

Objectives of the review process:

• to track progress and identify gaps and emerging issues in the nation

• suggest specific recommendations for accelerating progress in MIPAA implementation of MIPAA

Expected outcome of the review process:

agreed regional framework of action to support countries to comprehensively address the remaining challenges in the effective implementation of MIPAA.

Review process is proposed to have 3 pillars:analytical, intergovernmental, partnerships1. Analytical products: comprehensive survey sent to all member States – will lead to regional review report; thematic reports (long-term care, income security and other); parliamentary documents

2. Intergovernmental pillar: Preparatory national consultations, expert consultation (including the present Forum), intergovernmental review meeting in September 2017

3. Partnerships: regional, subregional and national consultations and the intergovernmental meetings will be supported by partners from the UN system (UNFPA, WHO, ILO), subregional organizations (e.g. ASEAN), civil society, and other potential partners

Linkages between MIPAA and the 2030 Agenda The 2030 Agenda is a holistic agenda, emphasizing the need

to reach everyone and leave no-one behind

MIPAA and the 2030 Agenda are complimentary – MIPAA provides a more detailed action plan and will support the 2030 Agenda.

Goals particularly important in connection to MIPAA Goal 1 – No poverty: calls for eradicating extreme poverty for all people,

emphasizes role of social protection

Goals2 – end hunger: end hunger for all people, address the nutritional needs for older people (target 2.2.)

Goal 3 – healthy lives at all ages: addressing NCDs, universal access to healthcare

Goal 5 – gender equality for all women: end all forms of discrimination, recognize unpaid care, ensure equal access to economic resources

Goal 10 – reduce inequalities: social and political inclusion of all, “irrespective of age, sex, disability …”

Goal 11 – sustainable cities: provide access to transport and green spaces for all, with special attention to children, older persons and persons with disabilities
