ABOUT THE AFRICA PHARMA CONFERENCE 2020

The African Union Development Agency (AUDA-NEPAD), the African Union Commission (AUC), and key stakeholders including the Consortium of Partners (in support of the PMPA) are convening the Africa Pharma Conference in Nairobi (2020) to focus on issues and policies that will facilitate sustainable development of regional hubs in best practices. Ideas and initiatives around regional hubs will be explored and this will establish the foundation required for increased access to financial investments, technology and cross-continental capacity development for the pharmaceutical sector and allied ecosystem. The pharmaceutical industry in Africa is one of the fastest growing in the world. Over the past ten years, the market has exploded to US$ 21 Billion, with projected estimate of US$60 Billion by the end of 2020; hence a focus on building regional hubs that will accelerate the growth of the Africa Pharma industry is imperative.

The aim of the conference is to facilitate improved access to affordable essential medicines and catalyse local production in Africa through increased political commitments and workable solutions.

The conference will:

CONTEXT

African leaders seek to facilitate the creation of an enabling environment where every person has the opportunity to optimize their development potential. As the continent continues to grow such opportunities across several fronts, challenges remain to be fully surmounted in a host of key sectors. Health status of Africans remain sub-optimal and the health care delivery systems at national level are yet to be as efficient and accessible as required to provide for the

sustainable delivery of testing, diagnostic, treatment and support services to the highest attainable standard of health.

The continent bears a significant burden of infectious diseases and non-communicable diseases, with huge unmet needs for Family Planning and other Reproductive Health commodities. Outbreaks of emerging infectious diseases such as the recent Ebola pandemic have further underscored the need to respond rapidly. Access to medicines for many infectious and non-communicable diseases, nevertheless remains low across Africa in addition to weaknesses in the supply chain systems.

This creates an opportunity for pharmaceutical companies (and allied firms) to increase their presence and partner with local manufacturing companies to gain access into the market and expand their activities, while national governments reduce their dependency on donors and facilitate a more secure supply of these essential products.

The Africa Pharma Conference in Nairobi (2020) will focus on ideas and initiatives for growing Pharmaceutical regional hubs which will facilitate increased access to financial investments, technology and cross-continental capacity development for the pharmaceutical sector and allied ecosystem. The pharmaceutical industry in Africa is one of the fastest growing in the world. In past ten years the

market has exploded to US$ 21 Billion, with projected estimate of US$60 Billion by the end of 2020; hence the focus on building regional hubs that will accentuate the growth of the African market is imperative.

Rapid urbanisation and increase in lifestyle diseases is another reason why regional hubs are crucial to Africa’s desire to catalyze local manufacturing of essential medicines. As discretionary incomes continue to rise across Africa, there will be a need to expand healthcare, governments’ incentives in healthcare, access to prescription and availability of generic medicine and medical devices. The smartest way for African communities to understand, analyse and catalyze this

CONCEPT NOTESprojected growth will be through the prism of regional and local needs and solutions. This desire to optimize Africa’s pharmaceutical ecosystem through regional development, will not be possible if challenges such as policy and regulation incoherence, shortage of specialists, weak quality regulatory agencies and fragmented markets are not addressed.

African leaders have previously established political commitments, including the Pharmaceutical Manufacturing Plan for Africa and its related Business Plan, the African Medicines Regulatory Harmonization (AMRH) Programme led by the NEPAD Planning and Coordinating Agency, and the AU Roadmap on Global Solidarity and Shared Responsibility. Furthermore, the continents leaders are firmly committed to industrial development as articulated in the AU Accelerated Industrial Development Plan for Africa (AIDA). These need to be fully developed and implemented.

It is therefore imperative that the continent streamline and harmonize local and regional regulations, integrate markets, incentivize business environment to facilitate the operation of potential investors. This fits well within the framework of the Action Plan for the Accelerated Industrial Development of Africa (AIDA) which seeks to facilitate an acceleration of industrial development (on the continent) and diversification of the economy to meet the challenges of (sustainable) development.

Experience and knowledge need to be shared between countries, within industries, and across the range of stakeholders. The challenges and opportunities need to be identified and addressed, and the political commitment across the continent harnessed in a structured manner. Private sector actors including finance institutions, health care service providers and (international and local) pharmaceutical manufacturers (including medical devices and diagnostics) must develop mutually beneficial partnerships

In September 2017, African Union leaders, UN Principals, representatives of international finance institutions and private sector actors reaffirmed their commitment to a broad-based international partnership to industrialize Africa in a socially inclusive and environmentally sustainable manner through the UN General Assembly’s declaration of 2016-2025 as the Third Industrial Development Decade for Africa (IDDA III).

Consequently, the African Union Development Agency (AUDA-NEPAD), African Union Commission (AUC), and key stakeholders including the Consortium of Partners (in support of the PMPA) will convene annually for the Africa Pharma Conference. This conference is a high-level, pan-African forum on improving access to essential medicines and facilitating local production. The inaugural session of the conference was held in Johannesburg South Africa in June 2019 where, amongst other recommendations, AUC, NEPAD, RECs and FAPMA agreed to implement concrete strategies and policies that will ensure that African Pharma companies supply at least 50% of the essential medicines requirements within a decade.

To this end, the Africa Pharma Conference 2020 will focus on establishing clear priorities for specific, coordinated and effective actions as well as Business-to-Business Platforms with support and commitment of senior policy makers to realize the vision of the African Heads of State and Government and enable Regional Economic Communities in increasing access to Pharmaceuticals and health commodities. The second edition of the Africa Pharma Conference will take place in Nairobi on the 8th to 10th of June 2020.

OBJECTIvEs

The overall aim of the conference is to facilitate concrete actions that will improve universal access to quality- assured affordable essential medicines and catalyze local production in Africa by harnessing high-level political commitment and workable solutions.

The forum will;• Examine the evidence as it relates to constraints

and how to overcome them, opportunities and propose a number of concrete steps that can be implemented by governments to develop LPP;

• Consider a broad range of related issues including those of harmonization of regulatory protocols, research and development, production, quality control, distribution, testing and diagnosis and health care capacity development, as well as incentives that can boost local production on the African continent such as the African Medicines Agency and other health systems initiatives;

• Examine the way global pharmaceutical companies can partner with African LPP’s to share knowledge, capacity development, technology and financing;

• Facilitate and forge business to business partnerships; • Seek to support African Regional Economic Communities and countries to craft strategies

that ensures increased access to Pharmaceuticals and health commodities; • Discuss existing best practices employed by successful hubs for increased access to

pharmaceuticals and how less successful hubs can leverage; • Articulate a set of recommended actions;

The outcomes of the forum will be presented to the African Union Organs, such as the Assembly of Heads of State and Government for consideration.

DELIvERABLEs

These will include:I. Unified African leadership, working with pharmaceutical companies, business leaders and

other stakeholders towards establishing a viable African pharmaceutical industry.II. Enhanced understanding of short- and longer-term opportunities for cost reductions,

through procurement practices in order to ensure affordable and sustainable supplies of essential medicines.

III. Identification of opportunities to expand national and regional capacity to scale up pharmaceutical manufacturing across Africa through:

1. DEAL ROOM:

The Deal Room at APC 2020 will connect African pharmaceutical manufacturing and packaging companies to a global pool of financing organizations that include; Impact Investors, Private Equity Funds, Investment companies and Development Finance Institutions (DFIs). The model of the Deal Room is to match vetted, relevant and development-focused high growth Pharma businesses in Africa to the right partnerships that can help them to scale; thereby providing the right financing, technological and capacity development support.

2. BOARD ROOM:

The Board Room at APC 2020 is a 2-hour session that brings together 12-14 principal stakeholders within the Pharma ecosystem to deliberate on critical topics affecting the pharma value chain. Each board room session will consist of the following stakeholders: Minister of Health/Finance/Trade [Governments], Top executive of a Big-Pharma company, Investors, Research and development, Local manufacturers, Key Opinion Leaders, Technology providers and Media. The training sessions will focus on equipping the participants (LPPs) with critical skills required in the Pharma value chain. Some of the topics to be considered during the APC 2020 boot camp will include: Procurement, Supply chain, creating lean and efficient business models etc. Participants of the boot camp will be awarded a certificate of participation at the end of the boot camp.
