Macroeconomic Planning and Integrated Result-Based Management

• Important part of the ANDS

• ANDS sector policies, macroeconomic framework and program budgeting will significantly enhance country’s development planning and implementation of the policies and projects in line with the principles of the result-based management

Monitoring and Evaluation and Integrated Result-Based Management

• Joint Coordination and Monitoring Board (JCMB)

• Supports systematic and focused program planning, performance monitoring, performance evaluation, performance reporting and information utilization for program improvements and policy decision-making

• Forge tighter linkages between resource use and policy implementation

Constrains for Introduction of the Result-Based Management

• CapacityIntroduction of the result-based management in implementation of the development projects requires a significant capacity on the side of the line ministries and Ministry of Finance

• Fiscal limitation– Domestic revenues is still low. – This means that the Afghanistan is highly

dependable of foreign assistance. – Formulation of priorities and

implementation of the development projects is often affected by the donor’s procedures
