NOTAM Modernization Strategic Goals
• Globally Harmonized Digital NOTAM Concept– Recognized by ICAO– EUROCONTROL, Air Services Australia, NavCanada, Japan
• ICAO NOTAM Compliance
• Digital delivery of aeronautical data to support safe and efficient flight– NOTAMs – Safety Information– Other Aeronautical data – Efficiency Information

Methods of Originating Tower Light Outage NOTAMs
• Call Flight Services– (Available now)
• Use FNS NOTAM Origination Service– System interface integrated with existing tower light
company monitoring software– (Available now)
• Use FNS NOTAM Manager for TLOs web application
– Direct entry of NOTAMs into USNS– (Available Winter 2012)
• Use FNS EN-II web application– Submission of NOTAM to Flight Service for review
and approval– (Available Spring 2012)

FNS NOTAM Origination Service• What is the FNS NOTAM Origination Service (NOS)?
– Generic system interface to support the submission of all digital NOTAMs– Enables integration with own software, ex. tower monitoring software
• Note: formerly known as “FNS SysLink”
• Three main operations provided for managing NOTAMs:– Submission of a NOTAM – Cancellation of an active NOTAM – Operation to check status of submission
• NOTAM Event Scenarios Supported by FNS NOS– Currently supports Tower Light Outage and Airport Operations scenarios – Expansion will include event scenarios for Technical Operations,
Airspace, Procedures, and other NOTAM events

FNS NOTAM Origination Service
• FNS Submission System Interface– Submission System (demo)– Documentation:
• NOTAM Origination Service Interface Control Document (ICD)• NOTAM Event Scenarios (ex. TLO Event Scenarios)
– Access request form
Available online: http://notams.aim.faa.gov

FNS NOS: Test Plan
• Access to prototype field test FNS NOS will be provided after the submitter demonstrates: – Connectivity to the Demo system – Error free parallel submission processes of at least 10
successive NOTAMs. • Submission of NOTAMs using standard procedures (submission
to Flight Services) • Parallel submission to the Demo system.

NOS Authorization
• Only authorized users can use the FNS NOTAM Origination Service to submit NOTAM requests. – Authorized users must meet the following conditions:
• Be the owner, operator or have delegated authority for originating NOTAMs on the aeronautical feature.
• Demonstrate web service system interface connectivity. • Agree to the terms of the FNS NOS Service Level Agreement
(SLA) with the FAA’s Aeronautical Information Management (AIM) group.
• Pass FNS NOS submitter test plan.
