SUBJECT: 2020 Catalina Water Sales Forecast Update and Rate Increase for Service Provided to Santa Catalina Island Water Customers

Southern California Edison Company (SCE) hereby submits the following updates to its tariffs. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE In compliance with Resolution W-5192 (Resolution), SCE respectfully submits this advice letter requesting the California Public Utilities Commission (Commission or CPUC) approve SCE’s Consumption Adjustment Mechanism (CAM) annual update to the currently authorized sales forecast and proposed rate adjustment (increase) for water service on Santa Catalina Island (Catalina). SCE is modifying various tariffs as discussed below to reflect the timing and annual update of rates. The proposed water rates are designed to recover the authorized revenue requirement of $4.13 million pursuant to Decision (D.)14-10-048 (the Decision) for the upcoming year. On May 24, 2019, the Commission issued the Resolution granting SCE’s request to implement the Pilot Program.2 The Resolution authorized SCE to submit a Tier 2 advice letter in November of each year to update the adopted sales forecast for the upcoming year,3 based on recorded sales for the period of October 1 of the prior year through September 30 of the current year. SCE will subsequently submit a Tier 1 Advice Letter to implement the adjusted rates. The CAM sales forecast updates will only function to true-up the adopted sales forecast with the authorized revenue requirement in the Catalina Water utility for the upcoming year. SALES FORECAST UPDATE

Sales History Pursuant to the Resolution, the proposed sales forecast in this advice letter is based on recorded water sales for the period of October 1, 2018 through September 30, 2019. As shown in Table 1, the recorded sales for the period of October 1, 2018 through September 30, 2019 were approximately ten percent below forecast amounts.

As shown in Table 2, the difference between forecast and actual sales is mostly due to a decrease in water sales to non-residential customers.

2020 Water Sales Forecast The 2020 Catalina Water sales forecast is 84.2 million gallons (MG), an 8.3 MG (9 percent) decrease from the current adopted sales forecast of 92.5 MG. The 2020 Catalina Water sales forecast is shown in Table 3.

The 2020 Catalina Water sales forecast was developed using disaggregated (i.e., separate) three-year average sales forecasts for the residential and non-residential customer classes. A discussion of the sales forecast methodology is provided below. Residential Water Sales Forecast SCE is forecasting 33.2 MG in residential water sales in 2020. The residential water sales forecast was developed by calculating an average per capita usage value based on recorded sales and the estimated Catalina Island population. The usage per capita value for the prior year (October 2018 through September 2019) was calculated by dividing actual recorded residential water sales by the estimated population. The average usage per capita was then multiplied by the projected 2020 population to develop the 2020 residential water sales forecast. A more detailed discussion on the residential forecast variables is provided below.

Population The 2020 Catalina residential population was estimated using demographic data provided by the California Department of Finance.4 Population data for the period of 1990 through 2010 was used to develop a linear trend using simple regression in Microsoft Excel. The estimated Catalina population for 2020 is 4,162 persons. Residential Per Capita Usage The recorded residential usage for the period of October 1, 2018 through September 30, 2019 was 32.8 MG with an estimated population of 4,119 persons. This results in a per capita usage amount of 7,971 gallons per year or approximately 22 gallons per capita per day. The 2019 average residential per capita usage value of 7,971 gallons per year was used to develop the 2020 residential water sales forecast. Non-Residential Water Sales Forecast SCE is forecasting 51 MG in non-residential water sales in 2020. The non-residential water sales forecast was developed by calculating the average usage per service account and the estimated number of non-residential customers for the upcoming year. The average usage per service was calculated by dividing the actual recorded non-residential water sales by the average non-residential customer count. The usage per service value was then multiplied by the projected non-residential customer count for the upcoming period. A more detailed discussion of the non-residential water sales forecast variables is provided below. Customer Count SCE is projecting a 2020 non-residential customer count of 510 service connections. The 2020 customer count was calculated using a three-year average change in number of customers by customers in the non-residential class. There is very little customer commercial growth on Catalina, with a three-year average increase in non-residential customers of only 0.33 percent. This value was calculated using the guidance provided in Water Division Standard Practice (Standard Practice) U-25-W – Guide for Adjusting and Estimating Operating Revenues of Water Utilities5 and the Revised Rate Case Plan for Class A Water Utilities (RCP).6 SCE calculated the monthly average non-residential customers using the methodology as described in Standard Practice U-25-W.7 This resulted in an average non-residential customer count of 508 services. The estimated non-residential customer count for 2020 was calculated using the methodology included

in the RCP.8 SCE used the three-year average change in customers in the non-residential class to establish a growth factor for the upcoming year. The RCP typically requires a five-year average change in customers; however, SCE implemented a new rate structure in 2015 which resulted in abnormal changes to non-residential customer counts. SCE therefore selected a three-year average to align with the base period used to develop the water sales forecast. Non-Residential Usage Per Customer The recorded non-residential usage for the period of October 1, 2018 through September 30, 2019 was 50.8 MG with an average customer count of 508 services. This results in a non-residential per customer usage amount of 100,078 gallons per year or approximately 274 gallons per customer per day. The 2019 average non-residential usage per customer value of 100,078 gallons per year was used to develop the 2020 non-residential water sales forecast. Rates

This section describes how the 2020 proposed rates were calculated based on the updated sales forecast of 84.2 MG and aggregate customer count of 2,003 customers (1,493 residential and 510 non-residential).

The rate design and revenue allocation developed in the 2011 Catalina Water General Rate Case (2011 GRC) was the result of an all-party settlement intended to provide equity across rate classes while continuing to send strong conservation price signals to customers.9 The settlement recognized this could be accomplished through the following:

1. The amount of revenue recovered through the fixed charges as opposed to volumetric charges;

2. The differential between the summer and winter volumetric rates; and 3. The allocation of volumetric revenue recorded from the residential and non-

residential customer classes.

The current authorized rate design revenue allocations are summarized in Table 4.

Catalina Water Rate Design Summary of Revenue Allocation Factors

The current five-year average usage distribution of Catalina water customers is approximately 40 percent residential and 60 percent non-residential. The proposed rates in this advice letter reflect the principle of overall revenue allocation as established in the 2011 GRC and as updated in the Resolution.

SCE does not propose any changes in revenue allocation or rate design in this advice letter.

Calculation of Rate Changes The 2020 proposed rates are based on a forecast of 2,003 customers and the revised sales forecast of 84.2 MG. All other rate design parameters remain as authorized in D.14-10-048 and updated in the Resolution.10 The proposed changes to fixed and volumetric rates for residential, residential-CARE, and commercial customers are provided in Table 5.

2020 Rate Schedules

The schedule of current and proposed rates for all customer classes is provided in Attachment B. Average Monthly Bill Impact of Proposed Rate Increase Table 6 shows the monthly average bill at current rates versus the 2019 estimated average monthly bill at proposed rates and customer bill increase by customer type (residential, residential-CARE, and commercial). The revised sales forecast results in average monthly bills of $72.17 for residential, $71.58 for residential-CARE, and $170.94 for commercial customer classes.

CONCLUSION

The proposed sales forecast update and rate increase are reasonable. The proposed rate increase is necessary to collect the authorized revenue requirement to support the safe and reliable service of drinking water on Catalina Island. SCE respectfully requests that the updated sales forecast and proposed rates be expeditiously approved by Water Division pursuant to General Order (GO) 96-B, Water Industry Rule 7.3.2 and Resolution W-5192.

Preliminary Statement R is modified to reflect flexibility in the timing of the annual Tier 2 advice letter submittal. The following rate schedules are being modified to reflect the increase in quantity rates:

R. Consumption Adjustment Mechanism (CAM)

1. Purpose The purpose of the Consumption Adjustment Mechanism (CAM) is to: 1) record the

difference between actual water sales and the most recent adopted sales forecast; and 2) update the sales forecast and adjust rates on an annual basis for SCE’s Catalina water utility customers. The updated sales forecast and rates will serve as the new adopted quantities for the following year. The CAM will ensure the sales forecast used in the setting of rates is up to date and reflects the current water use in SCE’s Catalina Water System. The CAM is intended to minimize the potential for large multi-year accumulation of revenue under-collection, operating in connection with the Water Revenue Adjustment Mechanism/Modified Cost Balancing Account (WRAM/MCBA) revenue decoupling mechanism as described in Part Q of the Preliminary Statement. The timelier and smaller rate adjustments will result in lower net WRAM/MCBA balances and resulting true-up surcharges or surcredits. The CAM is established in accordance with Resolution W-5192.

2. Applicability

The CAM annual sales forecast update and rate adjustment as outlined in this Preliminary Statement applies to all customers in SCE’s Catalina Water System whose service includes volumetric billing. This includes all Residential (W-1-R, etc.), Commercial (W-1-GS, etc.), and Irrigation (W-3) customer classes. Catalina water customers whose service does not include volumetric billing (i.e., Dedicated Water Service for Private Fire Protection Systems) will only be impacted by changes in customer count within the W-4 rate class during annual rate adjustments to maintain the appropriate overall revenue allocation.

3. Definitions

a. Adopted Water Sales Forecast: the combined 12-month water sales forecast

for all Catalina water customers most recently approved by the Commission;

b. Actual Recorded Water Sales: the actual combined 12-month recorded water sales for all Catalina water customers;

c. Proposed Water Sales Forecast: the projected combined water sales for all Catalina water customers for the upcoming forecast period;

d. Forecast Period: the forecast period will be from October 1st of the current year through September 30th of the following year;

e. Adopted Revenue Requirement: the current adopted revenue requirement authorized for recovery via rates from Catalina water customers;

f. Net WRAM/MCBA Balance: the net balance of the sales revenue over- or under-collection and any difference in variable production expense as a result of a change in sales;

g. WRAM/MCBA Surcharge or Surcredit: the surcharge or surcredit amount to

be recovered from Catalina water customers consistent with Part Q - Water Revenue Adjustment Mechanism (WRAM)/Modified Cost Balancing Account (MCBA) of the Preliminary Statement;

h. Proposed Rate Revenue: the proposed revenue necessary to recover the Adopted Revenue Requirement from Catalina water customers via rates, by service class and meter size, based on the Proposed Water Sales Forecast;

4. Annual Water Sales Forecast Update

SCE will submit a Tier 2 Advice Letter by November of each year providing the Actual Recorded Water Sales amounts from October 1 of the prior year through September 30 of the current year. The CAM will use the most recent year’s sales data to update the Proposed Water Sales Forecast for the upcoming Forecast Period. The process for updating the Proposed Water Sales Forecast will be as follows: a. Calculate the percent difference in Actual Recorded Water Sales to the

Adopted Water Sales Forecast as follows:

a. The Actual Recorded Water Sales for the current year will serve as the base year sales for the Proposed Water Sales Forecast for the upcoming Forecast Period;

Adjust the base year sales for economic, environmental, or other factors suspected to impact the upcoming year’s water sales, such as:

(1) Customer Counts (2) Visitor counts; (3) Change in Water Conservation and Rationing Stage in accordance with

Schedule 14.1; and (4) General rate increases

b. Determine the Proposed Water Sales Forecast

c. Alternate forecasting methods may be employed by SCE during the CAM annual sales forecast update process to obtain a reasonable and accurate sales forecast value.

5. Annual Rate Adjustments The Proposed Water Sales Forecast will then be entered in the Commission

approved rate design model to calculate the proposed rates for the upcoming year. The process for adjusting rates using the Commission approved rate design model is as follows:

a. Input the Proposed Water Sales Forecast into the Commission approved rate

design model, sorted by:

(1) Customer rate class (2) Meter size (3) Usage tier (4) Season (Summer/Winter)

b. Input the updated customer count into the Commission approved rate design

model, sorted by:

(1) Customer rate class (2) Meter size

c. The rate design model will use the Adopted Revenue Requirement to

compute the Proposed Rate Revenues and updated rates.

d. The rate design may be adjusted to reflect the principle of overall revenue allocation established in D.14-10-048 adopting the All-Party Settlement of SCE’s 2011 Test Year Catalina Water General Rate Case. This provision will ensure that the amount of revenue collected from the Residential and Non-Residential customer classes will be proportionate to the usage distribution between the Residential and Non-Residential classes.

Any WRAM/MCBA surcharge or surcredit resulting from a prior year’s sales revenue over- or under-collection calculated in accordance with Part Q – Water Revenue Adjustment Mechanism (WRAM)/Modified Cost Balancing Account (MCBA) of the Preliminary Statement will be included when computing and communicating the proposed rate adjustment in terms of average monthly bills.

7. Effective Date

The effective date of the CAM shall be the effective date of Advice Letter 107-W. Upon approval of the Tier 2 Advice Letter to update the annual Adopted Water Sales Forecast and adjust rates, SCE will subsequently file at Tier 1 Advice Letter to implement the new rates. Unless otherwise specified in the Tier 1 Advice Letter, the effective date of the proposed rate adjustment will be the Tier 1 Advice Letter submittal date.

Section 774 of the Public Utilities Code limits the liability of SCE resulting from a claim regarding the provision or maintenance of an adequate water supply, water pressure, equipment or other fire protection facility or service. Acceptance of service under this tariff is acknowledgment of notice of the provisions of Section 774 of the Public Utilities Code.

4. If customers request service for a meter connection size not reflected above, SCE will apply the

NOTICE OF SOUTHERN CALIFORNIA EDISON COMPANY’S FILING OF ADVICE LETTER TO INCREASE WATER RATES,

ADVICE 11X-W

SUMMARY On November X, 2019, Southern California Edison Company (SCE) filed a Tier 2 Advice Letter (Advice 11X-W) with the California Public Utilities Commission (CPUC) for approval to increase rates for its water operations on Santa Catalina Island. In this advice letter, SCE proposes to update the adopted forecast of water sales from the current 92.5 million-gallons (MG) per year1, 2 to 84.2 MG per year, an 8.3 MG (or 9%) reduction.

CUSTOMER BILL IMPACT If approved, Advice 11X-W will result in an increase in average monthly bills of $2.73 (or 4%) for residential customers, $3.35 (or 5%) for residential-CARE customers, $41.64 (or 8%) for commercial customers, and $10.49 (or 6%) for irrigation customers. Table I shows the estimated rate increase and average monthly bill for residential customers. Table II shows the estimated rate increase and average monthly bill for non-residential customers:

RESPONSE OR PROTEST Anyone may respond to or protest this filing. A response supports the filing and may contain information that proves useful to the CPUC in its evaluation.
