FUNCTIONAL ANALYSIS
Functional analysis is a process used to identify activities a
person is expected to do as part of their job i.e. the skills,
knowledge and aspects of competence they need for a
particular occupation.
Undertaking a functional analysis involves three (3) steps:
• Step 1: Identify the key purpose of an occupation
• Step 2: What are the functions of this job
• Step 3: What are the sub-functions of this job

DEVELOPING NATIONAL OCCUPATIONAL SKILLS
STANDARDS (NOSS)/UNIT STANDARDS
National Occupational Skills Standards (NOSS) comprise of individual unit
standards that form an occupation.
A Unit Standard:
• is based on competency based assessment – “performing” rather than
just “knowing”, and are “outcomes” based.
• specifies:
what a person is required to do (performance)
knowledge and skills required for workplace performance
under what conditions under work is performed (e.g. technologies
and processes/procedures)
evidence required for the assessment of competence
• is the building block for all qualifications/awards on the QFEmirates.

ELEMENTS, PERFORMANCE CRITERIA AND EVIDENCE
Elements (learning outcomes) in a unit standard describe the activities that make up the broader function or job. They:
• tell the learner what they are expected to do and achieve,
• form the basis for the definition of content, activities and assessment for a given unit
• guide the planning of activities for delivery and assessment of that unit.
• start with a verb and use the taxonomy related to functional levels.
Performance criteria are clear statements that describe what the candidate/learner is required to do and the level of
performance required to demonstrate achievement of the element.
Evidence requirements inform the assessment process for that unit - it provides advice to trainers and assessors on the
appropriate assessment context, resources required and the conditions under which assessment is to take place:
• Knowledge and Skills units - simulated situations, skills tests, oral and written questions, assignments, projects, case studies
• Application units - observation of performance in a work environment, examining products of work, questioning the learner,
