Meeting Minutes Jim Flanagan, AET Chairman Jim Flanagan introduced the first item on the agenda, approval of September 16, 2016, meeting minutes. A motion was made by Robert Dulski to accept the minutes. The motion was seconded by Mike Dickson. The motion carried. Old Business Software Defined Network (SDN) Frank Walters, Department of Innovation & Technology/Illinois Century Network Frank Walters informed members that staff has published a Request for Information (RFI) seeking vendor input. The RFI will allow staff to evaluate SDN products and technologies from multiple vendors. Additional discussion held regarding best practices, equipment requirements and future goals. Jim Flanagan suggested that a forum be created for collaboration among the SDN group. Frank stated that Tracy Smith recently created a group via Dropbox and will make it available for members.

New Business E-rate Update Essam El-Beik, Department of Innovation & Technology/Illinois Century Network Essam provided report and referred members to page 7 of the meeting packet. We recently executed Master Contracts CDW-G, Ficek and ENA to provision of E‐rate category 2 equipment and services. This contract allows schools and libraries to enable high speed broadband within their facilities, and consists of routers, switches, wireless access points, cabling and any associated services. Customers will be able to order from the Master Contracts and submit an E‐rate funding request to the FCC. A webinar providing guidance on the use of the Master Contracts will be held this month. A webpage has been created and an email communication will be sent this week. The breakdown of E‐rate category 2 equipment and services by vendor is as follows; WLAN/WiFI Equipment (CDW-G), cabling (Ficek), and Managed Broadband Services (Education Network of America “ENA”). K-12 Broadband Initiative Essam El-Beik, Department of Innovation & Technology/Illinois Century Network Essam El-Beik provided an update on the K-12 Broadband Initiative. The State of Illinois continues to work with Education SuperHighway (ESH) to expand K‐12 Broadband and Digital Learning throughout Illinois. Some activities of the working group over the past 3 months include the National Governors Association/Education SuperHighway policy academy which was held last October in Denver, Colorado. Members from the Illinois Century Network (ICN), Illinois State Board of Education (ISBE), Governor’s Office, Learning Technology Centers (LTC), NGA, ESH and other State of Illinois representatives attended. Some of the action items focused on vision awareness, district support and provider outreach. A Service provider meeting hosted by ISBE, LTC’s and ESH was held in December. The “llinois Classroom Connectivity Initiative” was explained in detail. In addition, three webinars were held in December on the ESH Compare and Connect K‐12 tool which is usted to facilitate bandwidth upgrades. ESH have projects with 38 districts and plan to work with approximately 66 more districts in the coming months. Our working group calls continue and are held every two weeks. Network Update Frank Walters, Department of Innovation & Technology/Illinois Century Network Frank referred members to page 11 of the meeting packet for an overview. He commented that ICN staff has seen higher Egress peaks due to DDoS attacks. Our peering fabric was recently upgraded to 20G. Distribution consolidation is ongoing and the ASR deployment project has been completed resulting in a savings of $4.5M. The IDOT/CTA Eisenhower construction is complete and Cloud Exchange/Office 365 is up and available for customers. John Leonard stated that the Moline POP move is 100% operational. Frank commented that the T1 migration project continues and staff are working on migrating customers to Metro Ethernet. The T1 migration project should be complete by June 30, 2017. ICN Services Robin Woodsome, Department of Innovation & Technology/Illinois Century Network Robin Woodsome provided report and commented that ICN staff continues work on a full service catalog. The service catalog will include various service updates, new descriptions, updated pricing and examples of applications. We anticipate having the catalog ready for publication by July 2017. We plan to send a customer survey in the near future. The survey

will include user specific questions regarding the type of services entities currently use and what they plan to purchase within next six months. Adjournment Jim Flanagan moved to adjourn the meeting. Motion by Tom Donovan and seconded by Robert Dulski. Motion passed. SDN Technology Review Status and Process Overview:

Based on the AET and ICN Staff’s desire to explore SDN technology as the next generation networking platform, NDE began to investigate the technology as thoroughly as possible without actually being able to touch the machines. This included demos, presentations, etc. from industry partners that are involved in the technology through resale or direct sale of the equipment and software controller systems that are required to operate such a network.

Given the complexity of the SDN environment and especially the ability of SDN to pretty much do anything network-wise, it is difficult to come up with all of the possible ways that an SDN could positively impact the State’s network environment.

The next step is to get it hands on and actually program some simple SDN routines to allow our engineers to better understand the capabilities of the technology.

Through this process, there is a preliminary list of ways that an SDN system could be leveraged to provide better services to ICN or ICN constituents:

Policy Based Routing replacement, Provisioning Tasks, In Band Management, Bandwidth Management (WAN) Virtual Tap, Centralized Configuration, Content Filtering, Bandwidth Management for ISP customers, DDoS Mitigation, Data Center Virtualization, MPLS services (EoMPLS, VRF, VPLS) augmentation / replacement.

RFI Process

The RFI process is detailed in the RFI that was published (in fact the service list above was included in that RFI). This included a technical response as well as possible offers to allow ICN Staff to put equipment in the lab environment for extended testing. Testing is expected to last about 2 weeks but if, based on time conflicts or questions, Staff want to, additional time can be requested from the vendor.

The RFI process makes it clear that this is not to evaluate products but to better understand the technology.

Testing Goals

Staff would like to get familiar with the controller interfaces and be able to program at least a rudimentary redirection system. Some systems have ‘apps’ that can be turned on like MPLS, or DDoS redirection, etc. If possible those items would be explored as well.

As described by the documents provided management and the AET, this effort is part of a larger project that would allow ICN, SIUC, UIUC and others as appropriate, to brainstorm ideas for collaborative experiments beyond the bandwidth management proposals.

ICN has offered to support this endeavor by providing temporary fiber or wave services (at no cost to ICN) to the entities so that they can connect. The organizations above would need to work out the equipment and software in order to collaborate.

Project Goals:

The educational entities have their own goals. To provide students with leading edge technologies to learn and even help develop.

ICN has a bifurcated goal as well: Lower cost and raise productivity of Staff and the Network itself and, provide our customers with new technologies that they can leverage for their own purposes (collaboration, research, etc.)

SDN RFI Review: Current Status

Technology Review/Summary: In Progress

Review completed by end of March. Summary document completed by mid April. (Because the Lab interval will be much longer, it’s

likely that this document will be changed due to discoveries in the Lab.)

Lab Review of Equipment and Controller Systems: In Progress

7 vendors, 2 weeks each creates a long interval even if they are able to be stacked end to end. This process will take into the summer.

Notes:

All vendors have been contacted and scheduling work has begun.

The team is concurrently working on the overall review of all of the proposals for two primary purposes: scheduling equipment and documenting all of the technologies presented in a digest report that could aid us in direction especially if we later are required to perform some sort of procurement.

ILLINOIS CENTURY NETWORK E-RATE UPDATE

ICN continues to respond to E-rate bid requests from K12 and library constituents. This year

we have incorporated a new pricing model for traditional Internet access, and our new bundled option which includes transport and Internet access where available. Also new this

year are 12, 36 and 60-month term options which offer even greater discounts.

The USAC filing window for funding year 2017 for form 470 will be open until April 13th and

the last day to file the 471 is May 11th.

ILLINOIS CENTURY NETWORK K12 BROADBAND INITIATIVE

The State of Illinois continues to work with Education SuperHighway (ESH) to expand K-12

Broadband and Digital Learning throughout Illinois. Key activities of the working group over

the past 3 months include:

ESH released a State of the States report in January highlighting the progress of Illinois

Governor Rauner followed up with a press release showing improvement in number of

Illinois school districts meeting minimum connectivity goals.

ESH/LTC’s provided data points and information to ISBE and Governor budget office

regarding the state matching fund, and has started to engage the legislature.

ESH attended the Leadership Alliance Summit on February 21, 2017 as part of the Vision

20/20 initiative, providing over 500 board members, administrators, and school leaders

with an Illinois State Match One Pager.

ESH/LTCs have worked with over 30 districts interested in fiber upgrades in 2017, and

have conducted outreach to dozens of others who are still below the 100 kbps/student

minimum connectivity goal.

ILLINOIS CENTURY NETWORK 2017 ICE CONFERENCE UPDATE

February 28th through March 3rd

ICE ICE Baby! ICE Conference 2017 Wrap-up

With attendance of nearly 4,000 individuals, this year’s Illinois Computing Educators (ICE)

Conference was one of the largest since its inception 20 years ago. The ICN, was happy to be a

Platinum partner of ICE 2017 by providing the Internet/Bandwidth service. Special thanks to

AT&T who provided the 1Gbps transport over their MetroEthernet ASE.

The opening ceremony included some great keynote speakers including Eric Sheninger with

the International Center for Leadership in Education (ICLE) and Joe Sanfelippo, the

Superintendent of the Fall Creek School District. The agenda included numerous technology

topics and practical workshops and breakout sessions that focused on certain technologies or

projects.

ICN staff from our Regional Technology Centers and Network Team were in attendance.

Network Operations Supervisor, Andre Bouravnev provided information on how to keep a

school safe from a DDoS attack. Attendees had the opportunity to view a live simulation of a

DDoS threat. ICN Staff shared the new pricing model for Internet access, and our new bundled

service option which includes transport and Internet access where available. Over 1000

informational handouts and various marketing materials/products were dispersed to

attendees.

The ICN was built as, and continues to be, primarily an education network with a mission to

ensure that schools in Illinois have access to high capacity and reliable broadband. We look

forward to our continued and successful partnership with ICE.

The Advanced Engineering Task Force (AET) serves a critical role in shaping the services, rates and policies for the Illinois Century Network. Membership consists of technical staff representing the diverse community anchor institution categories connected to the network. AET members are appointed by the Policy Committee and serve staggered three year terms which begin on July 1st. Attached is a chart of current members with the expiring terms highlighted. Reappointments will be presented at the April Policy Committee meeting. The AET is seeking reappointment for the following members whose terms expire in June 2017. The new three-year term would extend through June 2020. 1. Troy Brown, Illinois Heartland Library System 2. Robert Dulski, Brookfield Zoo The AET is not seeking reappointment for the following members whose terms expire in June 2017. These members have not met the minimum attendance requirement to participate in ate least 2 or 4 meetings each year. 1. Brian Murphy, Eastern Illinois University 2.
