II. ADVANCE ACTION Advance action is an early procurement done by the borrowing government prior to ADB’s approval of the related financing agreement. AFGHANISTAN A. Transport Network Development Investment Program, Tranche 2, Sharan - Angoor Ada Corridor Brief Project Description: The proposed project will rehabilitate and reconstruct approximately 50 km of road, in two distinct sections of approximately 26 km and 24 km in length, respectively. Collectively, these works will complete rehabilitation of the entire road length between Sharan, the provincial capital of Paktika, and Angoor Ada on the border with Pakistan, a corridor of approximately 150 km in length altogether. Previous works on the completed sections of road in the project area were financed by USAID. Brief Description of Works, Goods and Consultant Services to be procured: The project is a high priority of the government and will serve as a cross border link with recently completed and ongoing road rehabilitation works on the Pakistani side of the border, supporting access to ports on the Arabian Sea. Project engineering design is at an advanced stage. At the request of the government, advance contracting was approved to help meet the project processing target in 2012 and expedite project implementation. ADB financed road construction of three (3) other sections in the North-South Corridor (Mazar-e-Sharif to Pul-e-Baraq, Pul-e-Baraq to Dar-i-Suf, and Yakawlang to Bamyan is ongoing and highly advanced. Works on these sections are expected to be completed in 2012. Brief Description of Works, Goods and Consultant Services to be procured: The project is a high priority of the government under the National and Regional Resource Corridors Program. This particular section, Section 2, approximately 106 km in length from Sapary to Surkhrod, will complete the planned reconstruction of the road. Construction of Section 1, from Bagramy to Sapary, approximately 50 km in length, is ongoing and advanced. PAKISTAN National Highway Development Sector Investment Program (NHDSIP) Project 3 Brief Project Description: National Highway Authority (NHA) plans to construct Hasanabdal - Havelian - Mansehra Expressway (E-35) as a part of National Highway Development Sector Investment Program partly financed by the Asian Development Bank (ADB). The proposed project, Package II Jari Kas -- Serai Saleh Section from Km 20+300 to Km 39+501, is the second package out of three packages under phase I Hasanabdal - Havelian Section. The proposed project is a new road alignment which starts from Burhan Interchange of Islamabad-Peshawar Motorway (M-1), starts from Kot Najibullah and after crossing Hattar Road (24+400 km) and Haripur - Khanpur Road (29+200 km),finally ends at Rehana Road near Sarai Saleh at 39+500 km. Following are the numbers of structures proposed in this package:

Deadline for Bid Submission: 11 June 2012; 2:00 p.m. (Bangladesh time) The Dhaka Water Supply Sector Development Project now invites sealed bids from eligible bidders for supply, installation and commissioning of Gas Chlorinator sets including supply of chlorine gas cylinders and Scrubbing system at different pump stations with maintenance of the system for 3 (three) years under Dhaka Water Supply Sector Development Project of DWASA.

Technical Experience: For Chlorinator (Manufacturer's experience), goods offered have been in production for at least five (5) years and a minimum of 30,000 units of similar capacity have been sold and have been in operation satisfactorily for at least three (3) years. For Cylinders (Manufacturer's experience), goods offered have been in production for at least three (3) years and a minimum of 30,000 units of similar capacity have been sold and have been in operation satisfactorily for at least two (2) years.

Production Capacity: For Chlorinators (Manufacturer's experience), minimum supply and/or production capacity of 10,000 units/year. For cylinders (Manufacturer's experience), minimum supply and/or production capacity of 20,000 units/year.

Financial Position: At a minimum, the bidder must have a positive net worth. The bidder shall submit at least last three (3) years' audited financial statements for this purpose.

Submitting Expressions of Interest Consultant selection for technical assistance grants are based on the consultant’s prior Expression of Interest (EOI). A good EOI should reflect the firm's experience and expertise in relation to the ADB project being pursued. It is important for a U.S. firm to emphasize this, or similar project experience in the country or in a similar geographic area rather than state a general profile of its consulting activities. When submitting an EOI, the project name should exactly match the one listed in this report to avoid confusion. Each project requires a separate EOI. An EOI should be submitted on-line through the ADB website at www.adb.org. Firms may send a hardcopy follow-up to the Director, Central Operations Services 1 Division or to the Director, Central Operations Services 2 Division, with a copy to the ADB Project Officer.

Registering Consulting Firms and/or Individual Consultants

The ADB consultants registration system has been revised into a new and integrated system called Consultant Management System (CMS) for both consulting firms and individuals.
