ADMISSION TO UNDERGRADUATE COURSES

IN AGRICULTURAL UNIVERSITIES IN MAHARASHTRA

1. INTRODUCTION :

1.1 The Maharashtra Council of Agricultural Education and Research (MCAER- State

Council), Pune is a statutory body which has been constituted under Section 12 of

the Maharashtra Agricultural Universities (Krishi Vidyapeeths) Act, 1983. In exercise

of the powers conferred upon MCAER, vide provisions in the proviso(g) of sub-

section 3 of Section 12 of the Act, common regulation for admission to various degree

programmes in the State Agricultural Universities have been formulated.

1.2 As per the Government Resolution, Department of Agriculture and Animal Husbandry,

Dairy Science and Fisheries No. ¨É EÞò Ê ´É 2010 / |É .Gò . 155 / 7+ ä, Ê nù.20/ 10/ 2011

(Appendix ‘A’) the Government of Maharashtra has finalised the strategy of

reservation of seats, the procedure for allotment of seats under the reserved

category and admission procedure. The MCAER has been empowered (1) to grant

permission to start the new Government, Government aided and Non grant Colleges (2)

to finalise, prescribe and to execute the central admission process (3) conduct of

admission and to decide weightages for admission and (4) to decide the tuition and

other fees in the four State Agricultural Universities for Undergraduate, Postgraduate

and Ph.D. programme.

1.3 As per the Government Resolution, Department of Agriculture and Animal Husbandry,

Dairy Science and Fisheries No. ¨É EÞò { É 2012 / |É .Gò .103 / 7 +ä, Ê nù. 18/6/2015

(Appendix ‘B’) the Agriculture Polytechnic diploma hoders are eligible for admission

to first year of B.Sc. (Agri.) and provision of 10% over and above seats of intake

capacity is made for them.

1.4 In accordance with the approval of the State Council in its 88th

meeting held on

22/05/2013, vide Subject No.12, the common admission procedure is implemented

through the Kalp Technologies Pvt. Ltd. (KTPL), Pune through ‘Online Admission

System’.

1.6 Definitions:

1.6.1 Maharashtra Quota [[[['M' Quota ]]]]

The seats reserved for the candidates having domiciled in the State of

Maharashtra/School Leaving Certificate containing place of birth from

Maharashtra/birth Certificate issued by the competent authority from Maharashtra shall

be termed as the 'Maharashtra Quota' i.e. 'M' Quota.

1.6.2 University Quota [[[['U' Quota]]]]

The seats reserved for the candidates having Domiciled in the State of

Maharashtra/School Leaving Certificate containing place of birth from

Maharashtra/birth Certificate issued by the competent authority from Maharashtra and

who have passed the Higher Secondary School Certificate Examination from any

Institute in the jurisdiction of the concerned State Agricultural University shall be

termed as the 'University Quota' i.e. 'U' Quota

1.6.3 Other State quota [[[[ 'OS' Quota ]]]]

The seats reserved for the candidates having the domicile of other State from India

and whose parents have not stayed in Maharashtra State for minimum of three

years within the period of ten years preceding the admission year, such seats shall

be termed as 'Other State Quota- OS Quota'.

1.6.4 Spot admission - Admissions as per merit and reservations on available vacant seats

after completion of all proposed online admission rounds in the concerned

Colleges/Institute shall be termed as the 'Spot Admission.' The attendance of such

candidate in that respective College/Institute for on spot admissions is

compulsory. Absentee candidate shall not be eligible for spot admission.

2. DETAILS OF INSTITUTIONS AND DEGREE PROGRAMMES :

Candidates desirous of seeking admissions to Undergraduate degree programmes

mentioned under 2.1, both for the University Quota (‘U’ Quota) and Maharashtra Quota

(‘M’ Quota) shall submit only one application form.

Candidates seeking admission to the undergraduate programmes under

Management Quota in non grant colleges shall also submit their applications ‘ON

LINE’ to the KTPL, Pune in order to enable KTPL to arrange their names in the

General Merit List.

The medium of instruction and examination is English for all the

undergraduate courses.

Note-

(1) Admissions for all courses are open for Male and Female candidates.

(2) Those who have not offered Mathematics as one of the subjects at XII Std. (Science)

shall have to complete 2 additional credits in Mathematics as deficiency course which

will not be considered, while calculating the C.G.P.A. (For Sr.No.1 to 7 & 10 above)

(3) The candidates who have passed XII Std. (Science) examination/qualifying

examination from outside Maharashtra State should have offered English, Physics,

Chemistry, Biology or Mathematics subjects.

(4) Candidates from outside Maharashtra State who have passed qualifying examination

of XII Std. (Science) or equivalent with Botany and Zoology instead of Biology are

also eligible.

(5) The candidates acquiring diploma in Agriculture Science of Rural Institute Amravati

or Wardha under the jurisdiction of Dr. PDKV, Akola are qualified for degree

courses where eligibility of Physics, Chemistry and Biology subjects is mandatory.

i.e. B.Sc.(Agri.), B.Sc. (Hort.), B.Sc.(Forestry), B.F.Sc., B.Sc.(Agri. Bio-Tech.),

B.Sc. (Animal Husbandry), B.Tech. (Food. Technology.), B.Sc.(Hons.) (Home

Science) and B.B.A. (Agri.) in all SAU’s.

(6) The candidates acquiring diploma in Agricultural Engineering from Jammu &

Kashmir State with qualifying subjects mentioned in the column of eligibility for

B.Tech. (Agri.Engg.) will be eligible for admission in the Agricultural Engineering

faculty.

(7) The descision taken about deficiency courses will be binding to Agriculture

Polytechnic students if necessary.

(8) The changes will be made in admission eligibility as per government resolution

issued time to time.

3. As per the Memorandum of Understanding Between Mahatma Phule Agricultural University and Van Hall Larestein University, the Netherland, out

of total 120 intake capacity of the College of Agriculture, Baramati, 30 seats are to be filled in directly by the College of Agriculture, Baramati under

the control of MPKV, Rahuri from the eligible candidates from the final State merit list. 18 seats (20% Seats) for Management quota of remaining 90

seats.

4. The aspiring candidates for 30 seats for the Netherlands programme are advised to contact directly to the College of Agriculture, Baramati/MPKV,

Rahuri.

5. The students from B.Sc. (Animal Husbandry) and B.B.A. (Agri.) 2+2 years Baramati Dist. Pune will complete first and second year at Baramati and

will complete third and fourth year at Van Hall Larestein University, Netherland. However to complete third and fourth year of B.Sc. (Animal

Husbandry) course at Netherland will be optional for the students.

6. The students from B.Sc. (Agri. Bio.Tech) degree 3+1 years course Baramati Dist. Pune will complete first three years at Baramati and remaining one

year will complete at Netherland.

7. The rights to increase or decrease the intake capacity are reserved with MCAER, Pune.

3. INSTRUCTIONS TO CANDIDATES :

3.1 The candidates are required to read the prospectus and application form carefully

before filling the application form.

3.2 (i) Each applicant is required to fill in only one application form ONLINE which

is available on the website maha-agriadmission.in, However, if the Candidate

has passed Agril. Polytechnic with XII Std., such Candidate can submit two

application forms on the basis of XII Std. and Agril. Polytechnic marks

seperatly. A copy of which is also available for perusal on website

www.mcaer.org as Appendix ‘C’ of this Prospectus.

(ii) Candidate has the option to select his 'Application Receipt Center' (ARC) from

these cities viz. Pune / Aurangabad / Nagpur / Amravati / Ahmednagar /

Jalgaon / Kolhapur / Akluj (Dist. Solapur) / Kudal (Dist.Sindhudurg) /

Dapoli (Dist. Ratnagiri). (iii) (a) The candidate shall take a printout of duly filled in ONLINE application

form.

(b) The printout shall be sign by the candidate.

(c) Mode of Payment-

Deposit fees by challan in State Bank of India branch or through Net

banking or attach Demand Draft to the application form, payable to the

‘Financial Advisor, MCAER, Pune at Pune. Attach Xerox copy of

challan if amount deposited by challan. (d) Fees for open Candidate is Rs. 600/- and for Reserved Category

Rs.300/-. (iv) Candidate shall send the printout of his duly signed Application form with

recent passport size photograph alongwith self attested copies of relevant

documents by Post or by Courier Service to ANY ONE of the above KTPL 's

ARC locations. (v) All candidates including those belonging to reserved category from States

other than Maharashtra shall pay Rs.600/- and send their application

along with all the necessary documents to Pune by RPAD.

(vi) In case any candidate fills more application forms, the latest filled in and

complete application form in all respect will be considered.

3.3 The candidates desirous of seeking admissions through ‘Management Quota’ are

also required to submit their applications to the KTPL, Pune by following the

procedure stated in sub-para (2) above.

3.4 The candidates shall enclose the following duly self attested photo copies (not

original) alongwith application.

(a) Mark sheet /Grade card of qualifying examination.

(b) (i) School / College / Agriculture Polytechnic (Last attended) Leaving

Certificate.

(ii) The candidate admitted in last academic year in any Agricultural

University in Maharashtra if again applies to seek the admission for the

current academic year for the First Year Degree Course then the

‘Bonafide Certificate’ issued from the last attended respective

College/Institute will be considered.

(iii) Bonafide Certificate in case of candidate admitted by ICAR quota.

(iv) In respect of candidate from out of Maharashtra State (Other State-

O.S. Candidates), if it is not possible to produce College Leaving

Certificate, he/she shall have to produce ‘Migration Certificate’ of last

attended college.

(v) If such candidate is admitted then he/she shall have to produce

College Leaving Certificate within a period of THREE months

failing which his/her provisional admission shall deemed to have

been cancelled.

(c) (i) Candidate’s Domicile Certificate issued by the Competent Authority

from Maharashtra / School / Agriculture Polytechnic Leaving

Certificate containing place of birth from Maharashtra / birth Certificate

issued by the competent authority from Maharashtra

(ii) For Other State candidates, Domicile Certificate / Residential

Certificate / Residence and date of birth Certificate issued from the

competent authority.

(d) (i) 7/12 extract/Khasara (Village form of Record of Rights) for the year

2013-2014 or 2014-2015 issued by the Talathi/Patwari showing that the

agricultural land is in his/her name or in the name of parents/grand

parents.

(ii) In case parents are not alive, the 7/12 extract should be in the name of

family head and the candidate should attach an Affidavit of family

head on Stamp Paper of Rs.100/- (Hundred only) of the agricultural

land holder stating that the applicant has legitimate share in the

agricultural land.

(iii) In case the extract is not in Marathi/Hindi or English, a true translation

shall be attached.

(iv) In case of the mother of an applicant submits an Affidavit of her father on

Stamp Paper of Rs.100/- (Hundred only) stating that ancestral land exist in

her name and attaches a xerox copy of 7/12 extract thereof, the weightage

of 12 points will be admissible.

(v) The applicants are advised to keep sufficient photo copies of 7/12

khasara / extract with them at the time of admission.

(vi) The applicant is instructed to file an affidavit in case his/her surname

appearing on mark sheet and certificate of 12th std. is different than its

mention on 7/12 extract.

(vii) Weightages of 12 points for agriculture land will not be applicable for

Agriculture Polytechnic Diploma holder.

(e) Landless Agricultural Labourer Certificate issued by the Tahsildar/Naib

Tahsildar stating that the principal means of livelihood of the parent is

manual labour on agricultural land. (This certificate should not be in the

name of applicant.) ‘Agriculturist’ (AG) category will not be given to

Landless Agricultural Labourer. Proforma of this certificate is at Appendix

‘D’ of the Prospectus.

(f) (i) Certificate of Agriculturist for the year 2013-2014 or 2014-2015

issued by the Tahsildar or Naib Tahsildar showing that the applicant or

his/her parents or grand parents (paternal) is/are owner or tenant, hold

agricultural land and whose main source of income is derived from

personal cultivation of land. Proforma of this certificate is at Appendix

‘E’ of the Prospectus OR issued in the format available with

Tahasildar / Naib Tahasildar. (ii) In the case of Fisherman, a Certificate from the concerned

Tahsildar/ Naib Tahsildar / Port Officerú stating that the main source

of income is from fishing only.

(g) Caste Certificate in the prescribed format issued by the Competent Authority

designated for the purpose in the State.

(h) 'Non-Creamy Layer Certificate' issued on or after 1st April,2015 or valid

upto the date of submission of application form by the Competent

Authority for candidates seeking admission under VJ(a), NT(b), NT(c),

NT(d), OBC and SBC categories

(i) Certificate of ‘Project Displaced Person’ issued by the District

Resettlement Officer OR the competent officer empowered (with letter of

competent officer if empoweredþ ) of Government of Maharashtra in the

prescribed form that his/her parents’/grand parents’ land has been acquired by

the Government for Agricultural University/Irrigation/Power/ Defence

Project. The name of the beneficiary must have been included in the

Project Displaced Persons Certificate issued by the competent authority.

(j) N.C.C. ‘B’ or ‘C’ / Air / Naval /Army wing Certificate issued by the

Commandant.

(k) (i) Certificate of Games/Sports/Debate / Essay/ Elocution issued by the

District Sports Officer that the applicant has represented the Institute

at XIth

and / or XIIth

Std. / Agriculture Polytechnic in District, State,

National, International level tournaments.

(ii) Certificate signed jointly by the District Sports Officer and District

Collector and issued on behalf of the 'School Game Federation of

India (SGFI)' in case of students of Navodaya Vidyalaya.

Note: If found that the mark sheet of 12th

STD is inclusive of sports

marks, in that case to avoid the additional benefits of

weightage/marks, the attached certicate will not be considered. (iii) Certificate issued by the Association of Sports will not be considered.

(l) A Certificate of the Freedom Fighter of the applicant’s parents issued

under the signature of the Hon’ble Prime Minister / Chief Minister of

Maharashtra State. A son/daughter of the son/daughter of Freedom Fighter

can avail of the benefit, provided the applicant attaches an Affidavit of the

Freedom Fighter and if the Freedom Fighter is not alive then his/her

wife/husband on the following points on a Stamp Paper of Rs.100/- (One

Hundred) only. (1) The applicant is son/daughter of the son/daughter of the Freedom Fighter.

(2) The Freedom Fighter has not used this concession for any relative

here before and shall not use the concession for any relative hereafter,

if the benefit is availed at this time.

In case of any difficulty, existing Government Resolutions should be

referred to settle the grievance.

(m) N.S.S. Certificate issued by the Competent Authority.

(n) Defence Personnel Certificate from Zilla Sainik Board/Discharge

Certificate from Officer Commanding the Regiment or Serviceman

Certificate from the competent authority.

(o) ‘No-Objection Certificate’ from the Employer in case of Inservice

Candidate.

(p) If applicant’s parent is an employee of MCAER / State Agricultural

University including retired, deceased employee, attach Employer’s

Certificate issued by Controlling Officer/Head of the office.

(q) Migrant/Displaced students from Jammu and Kashmir State should submit

Certificate from the Competent Authority as mentioned in Government

Resolution, Agriculture, Animal Husbandry, Dairy Development and

Fisheries Department, No. AGU-2095/23106/CR-181/19-A, dated: 5-9-1996,

a copy of which is available at Appendix ‘F’. Mere Affidavit regarding

displacement will not be entertained.

(r) The candidates applying for admission under ‘Physically Handicapped

Category’ should submit the Certificate of Handicapped issued by the

Competent Authority (District Civil Surgeon or equivalent Government

Hospital/ Medical Board) designated in this behalf.

(s) Economical Backward Class (EBC) Certificate issued on or after

1st January,2015 by the concerned Tahsildar. (This provision only for the

students admitted through centralised admission process in non grant

Colleges.)

The copies attached to the application form are self attested so for

authenticity of that to attached self declaration in Appendix ‘G’ is compulsory

3.5 Application form completed in all respects and received on or before the last

date of receipt shall only be considered for admission.

3.6 (i) The Non Resident Indian (NRI) candidate seeking admission under

Management Quota shall submit his/her application directly to the concerned

non-grant College/Institute. (ii) Such candidate can be admitted provisionally by the College / Institute.

(iii) The eligibility of such candidate will be scrutinised and confirmed by the

respective University.

3.7 As per the Hon. High Court, Nagpur Bench under Public Interest Litigation No.

63/2014 date 24/12/2014 the directives given and the conditions mentioned in

coming government resolution will be binding to the Scheduled Tribed candidates

and they will have to submit the following documents.

(1) Scheduled Tribe Candidates should attach self attested copy of Caste

Validity Certificate with application form. OR

(2) In case, candidates do not possess Caste Validity Certificate and the

proposal submitted to Scheduled Tribe Caste Scrutiny Committee , such

Candidate should attached self attested Xerox copy of receipt of

submission to committee and attached undertaking as per mentioned in

Appendix ‘H’

Candidates who do not submit any of the above documents will not be eligible

for admission on the seats reserved for Scheduled Tribe.

3.8 Application shall not be considered and shall stand rejected automatically on

any one or more of the following deficiencies.

(a) If the self attested photo copy of Domicile Certificate/School / Agriculture

Polytechnic Leaving Certificate containing place of birth from

Maharashtra/birth Certificate issued by the competent authority from

Maharashtra is not enclosed. (b) If the printed copy of the filled in application is not signed by the candidate.

(c) If a recent passport size photograph of the candidate is not affixed on the

printed copy of the filled in application.

(d) If the duly self attested photo copy of the Mark Sheet / Grade Card of the

qualifying examination is not submitted / attached.

(e) If the duly self attested photo copy of the Institute Leaving Certificate (last

attended) is not attached. (If the Candidate has secured admission for degree

elsewhere, Bonafide Certificate of that Institute will be accepted. However, the

Candidate should submit the original Leaving Certificate after securing

admission within a period of three months.)

(f) If ‘No Objection Certificate’ of the Employer is not enclosed by the

inservice candidate.

(g) If the prescribed fees is not paid.

(h) if not attached self declaration regarding authenticity in case of self

attested copies.

3.9 (1) In case of a tie the following criteria shall be applied in the following

sequence for deciding the merit position of the Candidates. (except

Agriculture Polytechnic Diploma holder Candidates) (a) Higher percentage in Higher Secondary School Certificate Examination.

(b) Lesser number of attempts in Higher Secondary School Certificate

Examination.

(c) Higher marks in the group {PCB or PCM or PCBM as the case may be)

(except B.B.A.(Agri.) & B.Sc. (Hons.)(Home Science)}

(2) In case of a tie the following criteria shall be applied in the following

sequence for deciding the merit position for admission on the seats reserved

for Agriculture Polytechnic Diploma holder Candidates. (a) Higher percentage in Agriculture Polytechnic Examination.

(b) Lesser number of attempts in Agriculture Polytechnic Examination.

(c) Higher percentage in 10th Std.

(d) The candidate elder in Age.

3.10 Additional documents will not be accepted after submission of application

form.

3.11 The students desirous of seeking admission may furnish maximum options of

Colleges offering Undergraduate Degree in the application form using the College

Code Numbers. Option once exercised cannot be changed.

3.12 (i) The candidates are advised to furnish accurate information in all the columns.

(ii) The KTPL or the MCAER, Pune shall not be responsible for any discrepancy

appearing in the application form which may result in deciding

disadvantageous merit position of the applicant.

3.13 After publication of final merit list, the admissions to all courses shall be given

after taking into consideration merit in terms of marks, the preference(s)

exercised by the candidates, applicable reservations and availability of seats.

3.14 Preference(s) furnished by the candidate in the application form shall be first

considered for allocation of seat under ‘M’ Quota at the State Level and

subsequently for admission from ‘U’ Quota i.e. University Level Quota.

3.15 The list of candidates selected for admission from ‘M’ quota and ‘U’ quota will be

available on the web sites www.mcaer.org and maha-agriadmission.in on the

dates specified in the admission schedule.

3.16 Important instructions to candidates for seeking admission is given in

Appendix 'I'

3.17 As per Government Circular, Higher and Technical Education Department,

No.º ÉÆEòÒ hÉÇ-2011/(103)/11)/¨É Ê ¶É-3, Dt. 18/04/2011 the Candidate desirous of seeking

admission for Undergraduate Degree Programme has to give the written promise

regarding cleanliness in the Appendix ‘J’

4. ADMISSION PROCEDURE :

4.1 The candidates shall read the admission process carefully as stated in the

Prospectus.

4.2 The MCAER, Pune will conduct admission procedure for the SAUs through

KTPL, Pune.

4.3 As per the provisions under Section 5 of the Maharashtra Agricultural

Universities (Krishi Vidyapeeth) 1983, Act, (No.XLI), admission shall be open to

all persons who and whose parents have resided in the State of Maharashtra for

not less than three years during the period of ten years immediately preceding the

date on which admission is sought. However, for persons who and whose

parents have not resided in the state atleast for three years during the period of ten

years immediately preceding the date on which admission is sought, the seats will

be limited to 2% of intake capacity. (applicable to all institutes except affiliated

non-grant institutions.)

4.4 For admission in first year of B.Sc. (Agri.) over and above 10% seats of intake

capacity will be available for Agriculture Polytechnic passed (with minimum 60%

marks for Open and Minimum 50% marks for backward classes) Candidates

4.5 After deducting seats to be reserved for ICAR & OS quota, the

-- First 30% seats will be kept open for all the students of the State (‘M’

quota)

and

-- After 70% seats of the admission capacity will be filled in from amongst the

students who have passed the qualifying examination from the school or

the institution situated in the University area (‘U’ quota).

In case of affiliated non-grant Colleges, the allocation of seats shall be as

follows:

(a) 20% of intake capacity for Management Quota,

(b) Out of remaining 80% seats of intake capacity,

30% for Maharashtra Quota and 70% for University Quota.

4.6 The Candidate having domiciled in the State of Maharashtra/School Leaving

Certificate containing place of birth from Maharashtra/birth Certificate issued by

the competent authority from Maharashtra but having passed the Higher

Secondary School Certificate Examination out of Maharashtra, will be considered

only under ‘M’ quota for admission.

4.7 One seat at each College for undergraduate course shall be filled from the

wards of displaced citizens and wards of officers/staff of military and

paramilitary forces of All India services posted to combat terrorists activities

in Jammu and Kashmir State in view of Government Resolution, Agriculture,

Animal Husbandry, Dairy Development and Fisheries Department, No. AGU-

2095/23106/cr-181/19-A dated 5th

September,1996, and No. AGU-

1197/28688/cr-94/97/19-A, dated 27th

October,1997, over and above the intake

capacity, copies of which are available at Appendix ‘F’ & ‘K’, respectively.

(Applicable to all Institutes except affiliated non-grant institutions). Such

candidate shall apply online at maha-agriadmission.in and a copy of the same

alongwith self attested copies of relevant document and deposit fees Rs.600/- by

challan in State Bank of India branch or through Net banking or attach

Demand Draft to the application form, payable to the ‘Financial Advisor,

MCAER, Pune at Pune. Attach Xerox copy of challan if amount deposited by

challan shall be sent to the Chief Secretary, Government of Jammu and Kashmir,

Jammu so as to reach before prescribed time limit. Government of Jammu and

Kashmir will arrange to verify the Migration Displacement Certificate of the

Candidates and only valid applications may be forwarded by the State

Government of Jammu and Kashmir to the ‘Kalp Technologies Pvt. Ltd., Shop

1 & 2, Radhakant Co-op. Hsg. Society, Rambaug Colony, Opp.Krishna hospital,

Paud Road, Pune 411 038, Maharashtra’.

4.8 Admission to all the degree programmes shall be on merit and provisional.

4.9 MCAER, University and the KTPL shall not be responsible for any

Postal/Courier Service delay.

4.10 A copy of General Merit List will be displayed on the web sites maha-agriadmission.in and www.mcaer.org The candidates in their own

interest shall see the merit list on the web sites. The candidates will not be

intimated about their merit by post or by phone.

4.11 Applicants aggrieved by the merit lists can appeal to solve their discrepancies

only ONLINE through their ‘Login ID’ & ‘Password’ provided to them at the

time of Registration. Such grievances shall be submitted online on or before the

date mentioned in admission programme. If the applicant fails to appeal on or

before last date, his/her case shall not be considered.

4.12 The Candidates shall download and print Provisional Allotment Letter using

his/her ‘Login’ & ‘Password’ on web site and report in person to the alloted

College on the dates notified in the Prospectus for seeking admission

alongwith all the original documents, else admission claims shall be

treated as not reported and shall deemed to have been cancelled

automatically.

4.13 (a) Candidates reporting on the specified dates of admissions will be considered

as per merit for filling up the vacancies.

(b) If at any time after admission, it is found that the candidate has supplied

false information for seeking admission, the University shall cancel

his/her admission.

(c) In case of any non action on the part of the University the Director General,

MCAER shall be competent to cancel such admission.

(d) During the admission rounds or after completion of admission process if it is

found that due to some technical problem in computer programme run or

any other reason the undeserving candidate(s) is admitted then the Director

General is totally empowered to cancel the admission of such undeserved

candidates(s).

4.14 (i) At the time of admission, during the course of physical verification of the

original Certificates and documents, if it is noticed that the Candidate is

not entitled for the weightage(s) which has already been given to him

and/or the category to which he belongs was incorrect, while preparing the

Final Merit List, he / she shall not be entitled for the admission.

(ii) The Associate Dean / Principal shall immediately communicate the facts to

the KTPL and MCAER by e-mail, also through telephonic message and

fax. (iii) The KTPL will workout the revised merit position of the applicant and will

amend the Final Merit List accordingly and the said applicant shall be

entitled for readmission as per his revised merit and turn.

4.15 (i) Any candidate aggrieved by admission may submit a review application

within a period of SEVEN days from the specified dates of admission to the

Director General, MCAER, Pune.

(ii) On receipt of such complaint the Director General. MCAER shall be

competent to take appropriate action after due scrutiny.

4.16 Admission to various seats shall be final. The candidates so admitted shall not be

eligible for change of University / College / Course.

4.17 If any candidate desires to refuse such admission and wishes to be get

considered for next round of admission then he / she shall report in person to

Constituent / Aided College only and submit the refusal application duly

signed in the prescribed format, available at Appendix ‘L’ on or before the

last date of reporting date alongwith fees of Rs.200/- payable in cash.

4.18 If any student does not refuse his/her admission by remitting Rs.200/-, he /

she shall not be considered for the subsequent rounds except the Spot

Admission Round.

4.19 If Candidate cancelled his admission then such Candidate will be eligible for

other options in next online admission round except cancelled option. Such

admission will be cancelled during the period of cancellation of admission

4.20 Refund of fees after cancellation of admission :

(i) After registration in the respective College/Institute and before the

commencement of classes, if the candidate cancels his/her admission then

Rs.1000/- shall be deducted towards Admission Process Fees. (ii) If the candidate cancels his/her admission after registration and

commencement of classes, then from the month of commencement of

classes up to the month of the cancellation of admission the total fees

shall recovered monthwise equally for the period of that semester

alongwith the hostel fees (if hostel is provided).

(iii) The admitted candidate if registered and cancelled his/her admission during

the admission round implemented after commencement of classes then

from the month of registration up to the month of cancellation of

admission the month wise fees shall be deducted alongwith the hostel

fees (if allotted), from the respective candidate.

4.21 Information regarding admission procedure, State level and University level merit

4.22 Important instructions to Associate Dean / Principal are given in Appendix 'M'

4.23 No grievances / arguments of the candidates shall be entertained, if he / she

fails to get the admission by his/her own negligence, late reporting, technical

difficulties, personal problems etc.

Maximum limit of weightage shall not exceed 20 points. 7. SYSTEM OF EDUCATION :

• The State Agricultural Universities have adopted course ‘Credit System’ under the

‘Semester Pattern’. In this system each academic year is divided into Two Terms not

shorter than 20 weeks, called as ‘semester’. Subjects to be taught are divided into self

contained units called Courses.

• These are taught in a semester through lectures, practicals, library reading, field work,

assignments, etc.

• The choice of courses, number of credits to be taken by a student are decided in

consultation with assigned counsellor, keeping in view the existing rules and the

performance of the students. If the performance of a student in a particular course is

not upto the mark, he may repeat the course whenever, it is offered as per the course

layout.

• The candidate admitted to B.Sc.(Agri.), B.Sc.(Horti), B.Sc. (Forestry) has to complete

‘Rural Agricultural Work Experience (RAWE)’ as per module II in the VIIth

Semester

in accordance with recommendations of IVth

Deans Committee’s Report of Indian

Council of Agricultural Research, New Delhi.

• Inplant training / hands on training will also be conducted in VIIth

semester in other

faculties as per the recommendations of IVth

Deans Committee’s Report.

• A separate passing of 55% marks is compulsory for the theory and practical

examination those who admits from the year 2013-2014.

(Note : The decision taken about separate passing will be binding for students after

submission of complete study report regarding separate passing by

Agriculture Universities.)

• The period for completion of degree course is 8 years. But the academic council of

University will be taken appropriate discision about extension of this period, after

verifying serious medical reason . In this case hostel facility will not be allowed for

such students.

• Academic rules and regulations updated time to time due to necessity changes. Such

updated rules and regulations will be applicable to students in all semesters.

8. REGISTRATION :

After verification of application form and original certificates by the Associate Dean/

Principal, candidate will be allowed to register and Student pay the fee in the office of the

Associate Dean/ Principal of the concerned College.

9. MEDICAL EXAMINATION :

• Medical Examination is compulsory for all the students admitted during the first year

and the same should be got done from the Civil Surgeon at the district headquarter /

Medical Officer at the Rural Hospital / Primary Health Centre as directed by the

University/Associate Dean before the end of first semester.

• If a student is medically unfit, the Associate Dean will inform the concerned student

and his parent/guardian for rectification of the defects.

• If a student is found medically unfit, he is liable to be discontinued from the University. Such cases would be reported to the Registrar for taking necessary action.

• If a student fails to appear for the Medical Examination arranged by the

University/Associate Dean, concerned student will have to get himself medically

examined from the above medical authority at his own expenses and produce

examination report within the period specified by the college authorities.

• In case he fails to produce the medical examination report within the specified

time, his result shall not be declared.

10. STUDENT COUNSELLING :

There will be student counselling at all Colleges for helping the students in their

academic as well as co-curricular activities, so as to build up personality. The counsellor will

constantly be in touch with the progress of his/her student.

11. ATTENDANCE :

• Every student shall attend all lectures, practicals, library work, extension education

visits, study tours and the meetings with counsellor and concerned teachers.

• If a student fails to attend 80% of the total number of lectures, laboratory

practicals or field tutorial classes in a course held and deemed to have held during

a semester irrespective of his date of registration, he shall not be eligible to appear

for semester end examination and shall be awarded ‘F’ grade.

• Such students shall repeat the course when offered.

12. STUDY TOUR :

Study tours for Undergraduate Courses of all the Colleges are as under, subject to availability

of funds.

(1) Second year Maharashtra State.

(2) Third year South India

(3) Fourth year North India

13. SPORTS AND ALLIED ACTIVITIES :

Facilities for sports and allied activities are available at all the Colleges.

14. HOSTEL ACOMMODATION :

Hostel accommodation for a limited number of students is available at the hostels of the

Colleges of the Universities on merit basis. Every student admitted to Constituent Colleges is

not necessarily given or promised admission to the hostel attached to that College.

15. MEDALS, CASH PRIZES AND AWARDS :

The medals, awards and cash prizes are awarded to the meritorious students who top at the

various Degree Examinations as per the University Regulations as approved by the Executive

Council.

16. SCHOLARSHIPS AND CONCESSIONS :

• The students who have been admitted against the Reserved Seats in the Constituent

and Non Grant Affiliated Colleges are entitled for Government of India’s

Scholarships,

• Free Studentship to the students of Economically Backward Classes,

• Government of India National Loan Scholarship,

• Government of India Merit-cum-means Scholarship (ICAR) / Government of India

Post matric Scholarship to SC and ST candidate (ICAR),

• Merit-cum-Means Scholarship (Government of Maharashtra), etc.

are available at various constituent/affiliated colleges and will be awarded as per rules

in vogue.

17. DISCIPLINE :

(i) The cases of unfair means and the cases of misbehavior will be dealt with as per the

Rules and Regulations of the University in vogue and as amended from time to time.

(ii) In accordance with the provisions made under University Statutes, 1990, a

student while studying in the College if allegedly found involving in the activities

like ragging, bulleying or kidnapping and any other act of indiscipline shall

immediately be suspended from the College as well as the Hostel without any

notice by the Principal/ Associate Dean of the College and liable to be expelled

from the College by the Vice-Chancellor on the detailed report of the Director of

Instruction of the University, as per the instructions of the Dy. Director General

(Education), ICAR, New Delhi vide letter No. 6(29)/2007-A. and P., dt. 18/1/2008

regarding the directives issued by the Hon’ble Supreme Court of India on Special

Leave to appeal (C) [24295 & 24296-99 of 2004] vide judgment dt. 10/12/2007 and also vide letter No.AGU-2009/pra.kra.58/7-A, Dt.06/05/2009 from Dept.of

Agriculture, Animal Husbandry, Dairy Development and Fisheries, Mantralaya,

Mumbai.

(iii) Student shall abide by the rules & regulations enforced and approved by the State

Council.

(iv) Any kind of indiscipline and misbehavior amounting to ragging activities is an

offence punishable under the provisions of Anti Ragging Act,1999.

2014-2015 issued by the Talathi / Patwari showing that the land is in

his/her name or in the name of parents/ grand parents.

(ii) In case parents are not alive, the 7/12 extract should be in the name of

family head and the candidate should attach an Affidavit of family head

on Stamp Paper of Rs.100/- (Hundred only) of the agricultural land

holder stating that the applicant has legitimate share in the agricultural

land.

(iii) In case the extract is not in Marathi/Hindi or English, a certified

translation should be attached.

(iv) Affidavit submitted by the mother of the Candidate of her father on

stamp paper of Rs.100/- (Hundred only)stating ancestral land in her name

alongwith 7/12 extract thereof.

Tahsildar stating that the principal means of livelihood of the parent is manual
