1 INTRODUCTION

1.1 The university system in Sri Lanka operates within the framework laid down in the Universities ActNo. 16 of 1978 as amended. The selection of students for admission to undergraduate courses in theuniversities is a task assigned to the University Grants Commission (UGC) under the said Act. TheUGC carries out this task in consultation with the Universities /Campuses /Institutes.

1.2 The UGC selects students for admission to undergraduate courses in the following Higher EducationalInstitutions [fourteen (14) National Universities, three (3) Campuses and five (05) Institutes] whichhave been set up under the Universities Act;

1.3 This Handbook describes the selection procedure for students with foreign qualifications toundergraduate courses of the Higher Educational Institutions mentioned above. The rules andregulations laid down herein are subject to revision in terms of any decisions made by theGovernment / University Grants Commission.

1.1 COURSE OF STUDY

2. MINIMUM REQUIREMENTS FOR ADMISSION OF STUDENTS WITH FOREIGN QUALIFICATIONS

QUALIFICATIONS

Candidates with results at a foreign examination held outside Sri Lanka, deemed equivalent toG.C.E. (Advanced Level) Examination of Sri Lanka are eligible to apply for admission to Universitiesin Sri Lanka.

Applicants are advised to attach to their applications the original letter obtained from theExaminations Board concerned, to prove that their educational qualifications are equivalentto the G.C.E.(A/L) Examination of Sri Lanka or their educational qualifications are consideredfor admission to a university in their own country to follow an undergraduate course of studyleading to a Bachelor’s Degree.

Applicants should ensure that all required passes are obtained in one and the same sittingunder a recognized Board of Examinations subject to the rules set out by the EducationAuthority of the country concerned.

Applicants should attach to their applications the certified copies of the educational certificateand the statement of results of their qualifying examination. (The copy of the educationalcertificate and the statement of results should be certified by the relevant ExaminationsBoard which conducted the examination concerned).

The eligible candidates for admission under this special provision are;

a) Candidates with foreign passportsb) Candidates with Sri Lankan passports

In order to become eligible;

a) Sri Lankan candidates should have studied abroad for a period of not less than three academicyears immediately prior to sitting the qualifying examination. (N.B.: Applicants must providethe following documents;)(Refer Section 10.2 for more information)

i) Certified copies of the candidate’s Passports (with Visa) covering the period studied abroadii) Originals of the Foreign & Sri Lankan (if any) School Leaving Certificates of the candidateiii) Copy of the candidate’s birth certificate

b) Father/Mother/Guardian (only if parents expired) of the Sri Lankan candidates should alsohave worked in the same country in which the candidate has studied, during his/her periodstudied abroad. (N.B.: Applicants must provide the following documents;)(Refer Section10.2 for more information)

i) Originals of the Service Certificate/s of the Father/Mother/Guardianii) Certified copies of parents’/guardians’ Passports (with Visa) covering the period worked

abroadiii) Documentary evidences to prove that the Guardian has been legally appointed

c) Children of Sri Lankan diplomatic personnel attached to Sri Lankan diplomatic missions abroador on foreign assignments sponsored by the Government of Sri Lanka, should have studiedabroad at least for a period of three academic years in the six year period immediately prior tositting the qualifying examination, along with their parents who are Sri Lankan diplomats.

Sri Lankan diplomatic personnel are referred to as the Sri Lankan Foreign Service officers,officers from certain other Services and Ministries/Agencies such as the Ministry ofForeign Affairs, Ministry of Defence, Department of Commerce, Ministry of PublicAdministration, Department of Labour and the Sri Lankan Bureau of Foreign Employmentwho have been appointed to serve in Sri Lankan Missions abroad for limited periods,the officers from other Services and Ministries/Departments attached to Missions abroadwhose overseas assignments are not routine and serve only limited periods abroad, theappointments to Missions abroad made on the approval of the Cabinet of Ministers asapproved by the Ministry of Foreign Affairs.



4. ENGLISH LANGUAGE PROFICIENCY

English is the medium of instructions for most of the degree programmes as indicated in Annex IIIon page 92. Accordingly, an applicant whose primary language is not English or whose previouseducation has been conducted in another language, must demonstrate a command of English suffi-cient to meet the demands of classroom instructions, written assignments and participation in tutori-als and discussions. Therefore, applicants whose primary language is not English or whose previouseducation has not been in English must provide evidence of proficiency in English i.e. achieve aminimum score of 79 on the Test of English as a Foreign Language (TOEFL) or achieve a minimumscore of 6.5 on the International English Language Testing System (IELTS) etc.

5. ACADEMIC YEAR IN SRI LANKAN UNIVERSITIES

The universities in Sri Lanka follow the semester system and there are two semesters per year. Thedate of commencement of the first term/semester of a particular academic year may vary from oneuniversity to another or from one Faculty of a university to another.

3. DOCUMENTARY EVIDENCES TO BE SUBMITTED BY THE CANDIDATE

a). Documents in proof of the 2.1 & 2.2 above.

b). Duly certified copies of certificates in proof of satisfying the Scholastic Aptitude Test (SAT)/Test of English as a Foreign Language (TOEFL)/International English Language Testing System(IELTS), if the candidate’s entry qualification under this provision is a High School Diploma.

c). Documentary evidences in proof of funds in relevant foreign currencies [Candidate must submitoriginal letters issued by the banks stating the bank balances of the Father/Mother/Guardian inrelevant foreign currencies (currency of the relevant country they have/are worked/working)as documentary evidences in proof of the availability of sufficient funds]. [Not relevant forchildren of Sri Lankan diplomats(Category a)].

Note : However, the children of Sri Lankan diplomatic personnel who have satisfied the re-quirements for admission at a foreign examination equivalent to G.C.E (A/L) Examina-tion of Sri Lanka held locally too will be considered, if;

a. They have sat the said examination locally within a period of 06 months from thedate of their returning to Sri Lanka after completion of a continuous period of not lessthan 2 1/2 years of studies abroad immediately prior to sitting the qualifying examina-tion.

b. Their parents have returned to Sri Lanka on completion of the assignment havingserved at least for a period of 03 years immediately prior to their child sitting the saidexamination locally. (N.B:Applicants must provide documentary proof.)

d) Candidates with foreign passports must also provide the originals of their School Leaving Certificates.

4. SUBJECT PRE-REQUISITES AND PARTICULARS FOR COURSES OF STUDY 6. PROCESSING OF APPLICATIONS

Application forms are available on the UGC website or the Handbook published by the UGC.

All the applications should be forwarded to Assistant Secretary (University Admissions), UniversityGrants Commission, No 20, Ward Place, Colombo 07, Sri Lanka, by registered post. No applicationswill be entertained after the deadline.

a) Children of Sri Lankan diplomats seeking admission to universities in Sri Lanka should forwardtheir applications through the Secretary, Ministry of Foreign Affairs, Republic Building, Sir BaronJayathilake Mawatha, Colombo 01, Sri Lanka.

b) The UGC charges a fee of US $ 100 for processing the applications. Therefore, every applicantshould attach a copy of the payment receipt transferring an amount equivalent to US $ 100 tothe University Grants Commission telegraphically (swift), being the application processingfee.(Bank drafts are also accepted)

Applications which do not accompany the application processing fee will not be considered foradmission. Please note that this processing fee is not refundable.

c) All applications that satisfy the criteria for university admission in Sri Lanka will be forwardedto respective universities/faculties. All such applications will then be scrutinized by the AdmissionsCommittees of the respective universities/faculties & make recommendations to the UGC withregard to admission of the applicants. Then the UGC will communicate with the applicantsregarding the final offer.

d) It shall be the responsibility of the applicant to ensure that his/her application is accompanied byall relevant supporting documents. All documents must be duly certified by the relevant authorities.

e) Failure to submit the relevant documents and certificates along with the applicationmay result in rejection of the application for university admission under this specialprovision.

f) Closing date for applications for the academic year 2018/2019 will be on 3rd May 2019.

7. ACKNOWLEDGEMENT

9. ACCOMMODATION

In view of the limited hostel facilities available, the universities are not in a position to provide hostelaccommodation to students gaining admission under this provision.

10. FINANCIAL ASSISTANCE

No scholarships or other financial assistance will be provided by the Government of Sri Lanka tocandidates selected for admission under this provision.

VERY IMPORTANT

INELIGIBILITY FOR ADMISSION UNDER THIS PROVISION

The students who have produced forged documents/certificates along with their applications ormade false declarations under this provision in a previous academic year will not be eligible toapply under this provision in any of the future academic years.

7. ACKNOWLEDGEMENT

All applications will be acknowledged (via e-mails) within two weeks of receiving the applications.The acknowledgement merely indicates that the UGC has received the application and it does notmean that the application has been processed.

8. SELECTION AND OFFERING OF PLACES

1. The number of places reserved for this category of students are very limited and at present it is up to0.5 % of the total number of places available in each course of study. Selections of candidates withforeign qualifications are based on the following order of priority;

a) Children of Sri Lankan diplomatic personnel who are/have been stationed in other countries.b) Children of foreign diplomatic personnel working in Sri Lanka.c) Applicants from SAARC countries who seek admission.d) Sri Lankan applicants not covered under (a) above.e) Other foreign applicants not covered under (b) or (c) above.

All selected candidates will be admitted on fee levying basis except for the candidates selected underCategory (a) above.

2. Up to 4.5 % of the places over and above the proposed intake in each course of study will beallocated to students who satisfy the criteria for admission under this provision. All candidates underthis category will be admitted on fee levying basis.

Selected candidates who wish to accept the offer should make arrangements to get themselvesregistered at the universities to which they will be assigned in consultation with the Registrar of therelevant university.

All prospective foreign students should be noted that the Government of the Democratic SocialistRepublic of Sri Lanka will not convert tourist visa to student visa. Therefore, no person who wishesto gain admission to a university should enter the country on tourist visa and they should makearrangements to obtain visas in advance.



10.1. FEES PAYABLE BY STUDENTS WITH FOREIGN QUALIFICATIONS Those who are admitted to universities under this provision are liable to pay the following combinedtuition and examination fees. Therefore, the applicants should submit with their applications, the docu-mentary evidence in proof of the availability of sufficient funds in relevant foreign currencies [ReferSection 3 (c) above]. However, students who will be selected under section 8 (1) (a) above areexempted from the following tuition and examination fees.

2 Advanced Level subject pre-requisites to satisfy the entry requirements for first degreeprogrammes

In addition to the minimum admissions requirements specified in Part 1 Section 2 , candidates haveto fulfil certain subject pre-requisites in order to qualify for admission to a particular course of study.Applicants with foreign qualifications too are required to have passed (as the case may be) thesubjects equivalent to those given in this part.

2.1 ARTS STREAM

2.1.1 Arts

To be eligible for admission to a course of study in Arts, candidates must have obtainedpasses for three subjects considered.

As there are many subjects in the Arts stream for the Advanced Level Examination, subjectsare classified under four baskets.

Students should have obtained passes in three subjects at the Advanced Level Examinationfrom the following baskets.

Basket 01- Social Sciences / Applied Social Studies:

1. Economics

2. Geography

3. History

4. Home Economics

5. Agricultural Science / Mathematics / Combined Mathematics

6. Communication & Media Studies

7. Information & Communication Technology

8. Accounting / Business Statistics

9. Political Science

10. Logic & Scientific Method

11. One subject from Technological Subjects :

Civil Technology

Electrical, Electronic and Information Technology

Agro Technology

Mechanical Technology

Food Technology

Guidance for Selection of subjects from basket 01:

Students should select at least one subject from this basket.

Students can also select all three subjects only from basket 01.

There are three exceptions to this rule. These are;

1. Students selecting three National Languages; Sinhala, Tamil and English from the basket 04(Language Basket) as the three subjects, need not to select any subject from basket 01.

2. Students selecting a combination of National & Classical languages need not to select anysubject from basket 01.

National Languages are;

Sinhala Tamil English

Classical Languages are;

Arabic Pali Sanskrit

For example, students can select three subjects like Sinhala, Pali & Sanskrit etc. These studentsneed not select any subject from basket 01.

However, no candidate can select three classical languages as three subjects. They can select amaximum of two classical languages only.

3. Students selecting two languages from the basket 04 & the third subject from Religions /Civilizationsor Aesthetic subject classified under basket 02 & 03 given below need not to select any subject frombasket 01.

Basket 02- Religions and Civilizations:

1. Buddhism

2. Hinduism

3. Christianity

4. Islam

5. Buddhist Civilization

6. Hindu Civilization

7. Christian Civilization

9. Greek & Roman Civilization


A candidate can select maximum of two subjects from the basket 02. However, if a religion (Ex: Buddhism) is selected as a subject, the related civilization of the

selected religion (Ex: Buddhist Civilization) cannot be offered as another subject from this basket.

Basket 03- Aesthetic Studies:

Aesthetic Subjects consists of four subject areas. These are;1. Art2. Dancing

3. Music

4. Drama & Theatre

This can be further sub-classified as ;

Art

Musica. Orientalb. Carnaticc. Western

Students can select two subjects out of above four subject areas.

Basket 04 - Languages:

The language basket has three subject areas.

These are;

National Languages Classical Languages Foreign Languages

National Languages are:

Classical Languages are:

Arabic Pali

Sanskrit

Foreign Languages are:

Chinese French German Hindi Japanese Malay Russian


Students are allowed to select a maximum of two subjects from this basket. For example,when selecting the three subjects, students can select Chinese & French from basket 04and the other subject from another basket.

However, there are exemptions to this rule. These exemptions are also discussed under guidance forselecting subjects from basket 01.

Exemptions are;

a. A student can select three national languages.e.g. Sinhala, Tamil & English

b. A student can select at least one subject from national languages & two subjects from classicallanguages.

No candidate is allowed to offer three classical languages or three foreign languages.

The above guidance is useful to select subject combinations for different degree programmes of acourse of study in Arts in almost all universities & higher educational institutes.

However, some universities and higher educational institutes offer some degree programmes underArts stream which may expect different advanced level subject combinations for selection. Thereason for offering such different combinations is to enhance the quality and relevance of suchdegree programmes for the purpose of employment and to be in line with the expectations of thesociety.

There are 10 such courses of study offered by different universities and higher educational institutes.These are;

1. Course of study in Performing Arts & Mass Media offered by Sripalee Campus of the Universityof Colombo

2. Course of study in Arts offered by Sabaragamuwa University of Sri Lanka

3. Course of study in Communication Studies offered by Trincomalee Campus of Eastern University,Sri Lanka

4. Course of study in Peace & Conflict Resolution offered by University of Kelaniya

5. Course of study in Islamic Studies offered by South Eastern University of Sri Lanka

6. Course of study in Arabic Language offered by South Eastern University of Sri Lanka

Under this course of study, two degree programs are offered. These are;

1. B.A. Special Degree in Performing Arts

Duration of both degree programs is 04 years.

Required three Advanced Level subjects and the special requirements needed to get selected forthese two degree programmes are given below.



Three subjects should have offered at the Advanced Level examination from Arts stream, subject to thefollowing conditions.

1. Not more than two Languages

2. Not more than one subject from Religions & Civilizations basket3. Not more than one Technological subject

4. Not more than one of the following subjects1. Accounting

3. Economics

In addition, candidate may pass the Aptitude Test as decided by the University concerned in order tobecome eligible for this course of study.

2. Course of study in Arts offered by Sabaragamuwa University of Sri Lanka - Arts (SAB)

Students who have satisfied the minimum requirements for admission in Arts stream as well asCommerce stream are eligible to seek admission for this programme. The two degree programmesoffered are:

1. Bachelor of Arts- Duration three years

2. Bachelor of Arts (Honours) - Duration four years

Selection of students to the Four Year Honours degree is based on the performance of them in the first yearand the criteria described in the by-laws of the degree programme.

Under this course of study, the Trincomalee campus offers two degree programmes.They are;

1. B.A. (Communication Studies)

2. B.A. (Languages)

Students admitted to a three year degree programme may proceed to fourth year if they sodesire and satisfy the requirements of the university. In the fourth year, students will be offeredextra modules of courses relevent to the areas of specialization as determined by the facultyand senate of the university.

Selection criteria for this course of study are very flexible. That is, any student who have satisfiedthe minimum requirements for university admissionat the Advanced Level Examination are eligible butone of the three subjects must have a pass in Sinhala, Tamil or English.

Medium of instructions of this course of study is English.

4. Course of study in Peace and Conflict Resolution offered by the University of Kelaniya

Name of the degree programme is BA Honours in Peace and Conflict Resolution. [BAHons(Peace and Conflict Resolution)].

Duration of the degree programme is 04 years.

Candidates who have satisfied the minimum requirements for university admission having offeredany three subjects available at the Advanced Level Examination are eligible to seek admission to thisprogramme.

Medium of instructions is English.

5. Course of study in Islamic Studies in the South Eastern University of Sri Lanka

Name of the degree programme is BA in Islamic Studies. Duration of the programme is 03 years.

Candidates with passes in any three subjects are eligible. However, one must include a subject ofIslam or Islamic Civilization.

6. Course of study in Arabic Language in the South Eastern University of Sri Lanka

Name of the degree programme is BA in Arabic Language. Duration of the programme is 03 years.

Candidates with passes in any three subjects are eligible. However one must include a subject ofArabic language.

7. Course of study in Teaching English as a Second Language (TESL) in the University of Kelaniya

Name of the degree programme is BA in TESL (Honours).

In order to be eligible for this course of study, candidates should have obtained a pass for English andpasses in any other two subjects at the Advanced Level Examination.

Duration of the degree programme is 04 years.

This course is conducted only in the English Medium.

8. Courses of study in Music, Dance, Drama and Theatre and Visual Arts in the University ofthe Visual and Performing Arts, Colombo

The University of the Visual & Performing Arts offer 03 degree programmes. These are;

1. Bachelor of Visual Arts (Special)

2. Bachelor of Performing Arts-Dance and Drama (Special)

3. Bachelor of Performing Arts- Music (Special)



Guidance for selection of subjects at the Advanced Level to be eligible to enter theUniversity of the Visual & Performing Arts is given below:

Of the three subjects at the Advanced Level Examination students must obtain two passes in any twosubjects and a pass for the subject the student wishes to follow. This requirement is mandatory. ForExample a student wishing to follow Music must have a pass in Music in the Advanced LevelExamination. Similarly a student wishing to follow a course of study in Visual Arts must have obtaineda pass for Art at the Advanced Level Examination.

In addition, candidate may pass the Practical/Aptitude Test as decided by the University concernedin order to become eligible for this course of study.

The medium of instructions for all degree programmes conducted by the University of the Visualand Performing Arts is Sinhala.

9. Courses of study in Music, Dance and Art & Design in the Ramanathan Academy ofFine Arts of the University of Jaffna

The Ramanathan Academy of Fine Arts of the University of Jaffna offer 03 degree programmes.

Three specific degree programmes are offered under the Technology stream. They are Bachelor

of Engineering Technology Honours [BET(Hons)], Bachelor of Biosystems Technology Honours

[BBST(Hons)] and Bachelor of Information Communication Technology Honours [BICT(Hons)].

All these degrees are designed to satisfy the market and industrial needs of the country. The

Bachelor of Engineering Technology Honours [BET(Hons)] degrees are designed based on the

Accreditation Manual prepared by the Institution of Engineers, Sri Lanka following the attributes

of the Sydney Accord. The Bachelor of Information Communication Technology Honours

[BICT(Hons)] degrees are formulated according to the guidelines given by the Computer Society

of Sri Lanka. With the commencement of the National Biotechnology Industry Association

(NBIA) in September 2016, University Grants Commission identified National Biotechnology

Industry Association (NBIA) as the relevant professional body for this sector in Sri Lanka to

accredit Biosystems Technology degree programmes. All these courses contain a minimum of

120 credits.

1. This form should be used if you wish to apply for an undergraduate degree program in a Sri Lankan University as a student with Foreign Qualifications for the Academic Year 2018/2019.

2. Application form and the Admissions Handbook for the Students with Foreign Qualifications valid for

the Academic Year 2018/2019 are available on the UGC website (www.ugc.ac.lk).

3. Before completing this form, please refer the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2018/2019 to check your eligibility, course details and other vital information. In order to make your application successful you must meet all the necessary requirements, which can be found in the Admissions Handbook for the Students with Foreign Qualifications valid for the Academic Year 2018/2019.

4. When completing the form, please ensure that you provide your full name as appeared in your

passport.

5. Please provide all the supporting documents in English, we require officially translated versions as well as copies in the original language.

6. Please provide originals/certified copies of all the supporting documents duly authenticated by

relevant authorities as specified in the Section 10.2 of the Part I of this Handbook.

7. Every application should be accompanied by a Draft of US $ 100 payable to the University Grants Commission, being the application processing fee. You can transfer this amount telegraphically as well. (Refer Section 6 (b) of the Part I of this handbook)

If child of a Diplomat, originals of the Service Certificate/s & the copies of Letters of Assignment of parents issued by the Ministry of Foreign Affairs, Sri Lanka covering the six year period immediately prior to sitting the qualifying examination.

Certified copy of the certificate of Scholastic Aptitude Test (SAT) if the qualification considered is a High School Diploma.

Certified copy of the certificate of Test of English as a Foreign Language (TOEFL) or International English Language Testing System (IELTS) if studied in a language other than English.

Proof of the payment of US $ 100 as the Application Processing Fee.
