This authority is granted on the basis of the request submitted by the facility on August 14, 2000 to commence construction on a wetlands treatment system. As provided by Act 943 of 1995, this interim authorization cannot exceed ninety (90) days. If the facility's permit is not issued within ninety (90) days of the date of this letter, the facility must request further interim authorization in writing, with a showing that delays resulted from circumstances beyond the facility's control. Dear Mr Mathis

The International Paper Company - Pine Bluff Mill (IP Pine Bluff) has submitted a construction permit application to the NPDES Permit Section of the ADEQ for a proposed new wastewater treatment unit

The proposed wetlands treatment system will be constructed on approximately 150 acres owned by IP Pine Bluff adjacent to existing wastewater treatment basins Wetlands treatment systems offer many advantages over trad itional wastewater treatment processes in that they use naturally occurring systems to reduce organic and suspended matter from process wastewaters as opposed to mechanical treatment processes which require consumption of fossil fuels to generate electricity and chemical processes which allow the possibility of accidental release of materials to the environment Another advantage of constructed wetlands is they provide habitat for myriad wildlife species and replace in small measure an ecosystem that has been threatened with eradication by human encroachment

GBMC amp Associates has coordinated submission of the permit application with the engineers and managers of the NPDES Section to ensure their knowledge of the project and to address preliminary technical issues about the construction Nevertheless the proposed wetlands project must be initiated by September 1 or IP Pine Bluff will miss the window of opportunity to complete construction of the wetlands cells and have them ready to accept cattail plants by April 2001 Any delay beyond this time period greatly increases the risk of plant loss and jeopardizes the economic viability of the wetlands project

Thus IP Pine Bluff respectfully requests authorization to immediately initiate construction of the wetlands treatment units as described in the construction permit application submitted to the ADEQ IP Pine Bluff understands that authorization to construct does not constitute a permit approval from your office and that the ADEQ may have additional concerns that require resolution before issuance of a construction permit
