YES possible problem on system Network cabling or Network Devices (Data, Audio, Power). Possible that cabling or some Network devices are dragging down system audio. Break down system Network Leg cabling one at a time until audio issue is found/resolved. NO continue.

During FIRE ALARM Tone mode is 70-75vAC present across Terminal 11 (PA1) & Terminal 12 (PA2) on Intercom Units?

NO continue YES possible issue with Devices/Units/Cabling/Power on Network Break down system Network leg cabling individually, until FIRE ALARM Tone issue is found.
