APPENDIX B – WATERGEMS FIRE FLOW ANALYSIS WaterGEMS software is capable of performing complex engineering calculations to determine how a water system functions. It can also be used to model the effects of various changes to an existing water system. The existing Yellow Springs water model was used and supplemented with information provided by the City of Springfield. For this project, multiple scenarios were created to analyze how each individual piece would affect the Yellow Springs water system. The Yellow Springs water model was developed and calibrated prior to this project. It was modified as necessary to test each potential project. A fire flow analysis was conducted for each scenario. The analysis tests each individual node for the maximum amount of fire flow available at that point in the system. The test requires that the residual pressure within the system remain at a minimum of 20 psi everywhere. The maps that follow show the results of the fire flow tests. Two legends appear on the maps. The first corresponds to the size and color of the nodes. Larger nodes have more fire flow available. The second legend corresponds to the different pipe sizes present in the system. Heavier weight lines represent larger diameter mains. IMPORTANT NOTE Note that in all cases discussed below, the fire flows are what can be delivered by the distribution system to the particular node, which is a junction of two or more pipes or the end point of a dead end line. It is important to recognize that nodes are not fire hydrants and that fire hydrants located near pipe nodes may not be capable of delivering the full flow that is available. However, the available flow may be utilized using multiple hydrants and some of the available flow will be used by building sprinkler systems. EXISTING SYSTEM The first map shows the water distribution system as it is currently constructed. The test assumes that two of the pumps are running at the treatment plant. This is because the third pump is considered a backup and might be out of service for maintenance. The map shows a large amount of available fire flow in the vicinity of the towers. This is due to the towers and the large diameter piping in the immediate vicinity. Most of the residential areas in the village receive adequate fire flows (in excess of 1,000 gpm 2 ). The most notable exceptions are located at the north end of town, near Antioch College and on Xenia Avenue between Allen Street and Herman Street (the bottleneck) due to small diameter piping and inadequate looping. Industrial and commercial properties require larger fire flows than residential areas. The exact amount varies based on a number of factors such as use, construction materials and size. Based on the types of properties that exist in the village it is reasonable to assume that a minimum of 3000 gpm should be provided to the commercial and industrial areas of Yellow Springs. The map shows that the downtown area and the south business district do not receive adequate fire flow. SCENARIO 01 The first scenario analyzed eliminates the bottleneck by installing a 12” line along Xenia Avenue from Kahoe Lane to Herman Street. The line then turns west on Herman Street and connects to the existing towers. This provides a direct route with large diameter pipe from the treatment plant to the towers, and from the towers back to the south during fire events. The map shows major improvements to fire flows from Herman Street to the south. A full loop of large diameter pipe (8” and bigger) around the south part of the Village also ensures fire flows are available even if a line is taken out of service for maintenance. 2 See Village of Yellow Springs Ordinance 2011-30 SCENARIO 02 The second scenario builds on Scenario 01 by adding a 10” main to connect the existing 10” line at Corry Street and Glen Street to the existing 8” main in Livermore Street at South College. This scenario also includes replacing the 6” water line in Corry Street between Xenia Avenue and Dayton Street with a new 10” line. The map for Scenario 02 shows significant improvement near the college, downtown and even some of the residential property north of Dayton Street. This is due to completion of a full loop from the towers to downtown via East Enon Road and Dayton Street, and also to downtown via Herman, Livermore and Corry Streets. SCENARIO 03 The next scenario looks at the impact of connecting a 16” supply main from the city of Springfield. The bottleneck improvements are assumed to be completed at this time. If the bottleneck were not eliminated fire flows in the southern part of the Village would be unacceptably low. The Livermore - Corry Connector improvements have been excluded from Scenario 03. The map for Scenario 03 shows that bringing water from Springfield dramatically improves available fire flows in the downtown area and along Dayton Street, but reduces available fire flows in the south end of town when compared to Scenario 01. Flows in the vicinity of Antioch College and not significantly impacted. SCENARIO 04 Scenario 04a builds on Scenario 03 by adding the Livermore - Corry Connector. This scenario dramatically improves the fire flow available in the vicinity of Antioch College. It also improves the fire flows in the south end of town to nearly that provided when the treatment plant pumps are running (Scenario 2). This is due to having the two complete loops of large diameter pipe (8” and larger). Scenario 04b is the same piping arrangement as Scenario 04a. The only change is that a 3,500 gpm fire flow has been added in the Springfield Airpark. This tests how fire flow in the Yellow Springs system would be affected by a major fire in the Springfield portion of the system. The most notable changes are the somewhat reduced fire flows available in downtown and around the college. This is due to the reduced amount of flow available through the 16” connection into town. It is notable however that the downtown and Antioch College areas would still have flows in excess of 2,500 gpm available which is a large improvement over today’s conditions. SCENARIO 05 Scenarios 05a and 05b are the same piping configuration as 04a and 04b with the exception that the 16” supply main to Yellow Springs has been replaced with a 20” main. Since the connection point to the Springfield system occurs at a 16” main, a 12” loop at the Airport was also added to Scenario 05. This loop begins at the 12” main in Peacock Road and runs west through the airfield and connects to the existing 12” in Airpark Drive. The 16” and 12” mains together are approximately equal to a 20” main. Very little difference can be seen between Scenarios 05a and 04a. The same can be said about Scenario 05b and 04b with the exception that the nodes in the immediate vicinity of the Springfield connection receive more fire flow in 05b than in 04b. This shows that the 20” water line performs slightly better than the 16” water line during a fire flow in the AirPark. This slight improvement does not appear to justify the increased cost of a 20” water line. SCENARIOS 06 AND 07 Scenarios 06 and 07 were created to determine whether a future decision to raise the Yellow Springs water towers would be affected by the size of the connecting water line. In both scenarios the Yellow Springs towers were raised by 23 feet to increase water pressure throughout the village by 10 psi. Comparison of Scenarios 06 and 07 shows that the size of the connection to Springfield is not a significant factor. However, comparing these scenarios to Scenarios 04 and 05 shows that available fire flows in Yellow Springs are significantly improved by the additional pressure.

APPENDIX B – WATERGEMS FIRE FLOW ANALYSIS

WaterGEMS software is capable of performing complex engineering calculations to determine how a water system

functions. It can also be used to model the effects of various changes to an existing water system. The existing

Yellow Springs water model was used and supplemented with information provided by the City of Springfield. For

this project, multiple scenarios were created to analyze how each individual piece would affect the Yellow Springs

water system.

The Yellow Springs water model was developed and calibrated prior to this project. It was modified as necessary to

test each potential project. A fire flow analysis was conducted for each scenario. The analysis tests each individual

node for the maximum amount of fire flow available at that point in the system. The test requires that the residual

pressure within the system remain at a minimum of 20 psi everywhere.

The maps that follow show the results of the fire flow tests. Two legends appear on the maps. The first corresponds

to the size and color of the nodes. Larger nodes have more fire flow available. The second legend corresponds to the

different pipe sizes present in the system. Heavier weight lines represent larger diameter mains.

IMPORTANT NOTE Note that in all cases discussed below, the fire flows are what can be delivered by the distribution system to the

particular node, which is a junction of two or more pipes or the end point of a dead end line. It is important to

recognize that nodes are not fire hydrants and that fire hydrants located near pipe nodes may not be capable of

delivering the full flow that is available. However, the available flow may be utilized using multiple hydrants and

some of the available flow will be used by building sprinkler systems.

EXISTING SYSTEM The first map shows the water distribution system as it is currently constructed. The test assumes that two of the

pumps are running at the treatment plant. This is because the third pump is considered a backup and might be out of

service for maintenance. The map shows a large amount of available fire flow in the vicinity of the towers. This is

due to the towers and the large diameter piping in the immediate vicinity. Most of the residential areas in the village

receive adequate fire flows (in excess of 1,000 gpm2). The most notable exceptions are located at the north end of

town, near Antioch College and on Xenia Avenue between Allen Street and Herman Street (the bottleneck) due to

small diameter piping and inadequate looping.

Industrial and commercial properties require larger fire flows than residential areas. The exact amount varies based

on a number of factors such as use, construction materials and size. Based on the types of properties that exist in the

village it is reasonable to assume that a minimum of 3000 gpm should be provided to the commercial and industrial

areas of Yellow Springs. The map shows that the downtown area and the south business district do not receive

adequate fire flow.

SCENARIO 01 The first scenario analyzed eliminates the bottleneck by installing a 12” line along Xenia Avenue from Kahoe Lane to

Herman Street. The line then turns west on Herman Street and connects to the existing towers. This provides a direct

route with large diameter pipe from the treatment plant to the towers, and from the towers back to the south during

fire events. The map shows major improvements to fire flows from Herman Street to the south. A full loop of large

diameter pipe (8” and bigger) around the south part of the Village also ensures fire flows are available even if a line is

taken out of service for maintenance.

2 See Village of Yellow Springs Ordinance 2011-30

SCENARIO 02 The second scenario builds on Scenario 01 by adding a 10” main to connect the existing 10” line at Corry Street and

Glen Street to the existing 8” main in Livermore Street at South College. This scenario also includes replacing the 6”

water line in Corry Street between Xenia Avenue and Dayton Street with a new 10” line. The map for Scenario 02

shows significant improvement near the college, downtown and even some of the residential property north of Dayton

Street. This is due to completion of a full loop from the towers to downtown via East Enon Road and Dayton Street,

and also to downtown via Herman, Livermore and Corry Streets.

SCENARIO 03 The next scenario looks at the impact of connecting a 16” supply main from the city of Springfield. The bottleneck

improvements are assumed to be completed at this time. If the bottleneck were not eliminated fire flows in the

southern part of the Village would be unacceptably low. The Livermore - Corry Connector improvements have been

excluded from Scenario 03.

The map for Scenario 03 shows that bringing water from Springfield dramatically improves available fire flows in the

downtown area and along Dayton Street, but reduces available fire flows in the south end of town when compared to

Scenario 01. Flows in the vicinity of Antioch College and not significantly impacted.

SCENARIO 04 Scenario 04a builds on Scenario 03 by adding the Livermore - Corry Connector. This scenario dramatically improves

the fire flow available in the vicinity of Antioch College. It also improves the fire flows in the south end of town to

nearly that provided when the treatment plant pumps are running (Scenario 2). This is due to having the two complete

loops of large diameter pipe (8” and larger).

Scenario 04b is the same piping arrangement as Scenario 04a. The only change is that a 3,500 gpm fire flow has been

added in the Springfield Airpark. This tests how fire flow in the Yellow Springs system would be affected by a major

fire in the Springfield portion of the system. The most notable changes are the somewhat reduced fire flows available

in downtown and around the college. This is due to the reduced amount of flow available through the 16” connection

into town. It is notable however that the downtown and Antioch College areas would still have flows in excess of

2,500 gpm available which is a large improvement over today’s conditions.

SCENARIO 05 Scenarios 05a and 05b are the same piping configuration as 04a and 04b with the exception that the 16” supply main

to Yellow Springs has been replaced with a 20” main. Since the connection point to the Springfield system occurs at

a 16” main, a 12” loop at the Airport was also added to Scenario 05. This loop begins at the 12” main in Peacock

Road and runs west through the airfield and connects to the existing 12” in Airpark Drive. The 16” and 12” mains

together are approximately equal to a 20” main.

Very little difference can be seen between Scenarios 05a and 04a. The same can be said about Scenario 05b and 04b

with the exception that the nodes in the immediate vicinity of the Springfield connection receive more fire flow in 05b

than in 04b. This shows that the 20” water line performs slightly better than the 16” water line during a fire flow in

the AirPark. This slight improvement does not appear to justify the increased cost of a 20” water line.

SCENARIOS 06 AND 07 Scenarios 06 and 07 were created to determine whether a future decision to raise the Yellow Springs water towers

would be affected by the size of the connecting water line. In both scenarios the Yellow Springs towers were raised

by 23 feet to increase water pressure throughout the village by 10 psi. Comparison of Scenarios 06 and 07 shows that

the size of the connection to Springfield is not a significant factor. However, comparing these scenarios to Scenarios

04 and 05 shows that available fire flows in Yellow Springs are significantly improved by the additional pressure.

Page 2: Addition to Packet-fireflow Analysis

EXTENDED PERIOD SIMULATION (EPS) Whereas the fire flow analysis looks at a single moment in time, an extended period simulation (EPS) models how the

system will perform over a specified number of hours or days. A diurnal flow pattern representative of varying water

use over a typical 24-hour period is imposed on the system. A control valve is used in conjunction with the pressure

reducing valve on the water line from Springfield to cause the tower level to fluctuate by four feet. This fluctuation

keeps the water in the tower fresh and in the winter prevents a damaging ice layer from forming, and is the same

amount of fluctuation currently used to control the high service pumps at the water treatment plant. All EPS runs

were conducted using a 16” water line for the Springfield Connection.

The various EPS runs demonstrated that the Springfield Connection will easily provide the water required by the

Yellow Springs under both normal and high level (150%) demands. The runs also demonstrated the desired tower

level fluctuation under these conditions.

EPS runs were also used to look at the impact of the length of a fire flow demand on the tower level and the recovery

time. A three hour duration 2,000 gpm fire was placed at the intersection of Kahoe Lane and Xenia Avenue during

the afternoon hours (near peak demand). The graph shows the tower level decreases by approximately 11 feet during

the fire. This results in a minimum pressure in the system of approximately 28 psi. The tower then takes nearly 33

hours to completely refill under the automatic valve control scheme used. However, manual adjustment of the

pressure reducing valve during a fire can reduce the rate at which the tower level drops and reduce the time it takes to

refill.

This simulation shows the system has adequate capacity to fight this particular fire without adjusting the automatic

controls. The ability to make manual changes to the pressure reducing valves adds an additional safety factor.

CONCLUSIONS FROM THE WATERGEMS ANALYSIS Three key findings were derived from the WaterGEMS analysis:

4. Constructing the Xenia – Herman Connector to eliminate the bottleneck is essential whether or not the

connection to Springfield is made.

5. The Livermore – Corry Connector is essential for improving fire flows in the downtown area and at Antioch

College whether or not the connection to Springfield is made.

6. A 16” line from Springfield, rather than a 20” line, is the appropriate size for providing water to the village if

the connection to Springfield is made.
