My wife and I attended a meeting on 4 March 2008 where the Embassy Lounge promised not to cause nuisance to their neighbours. They have broken this promise on many occasions. My wife reserves the right to make representations at the hearing as well on the same matters as above. Dear Sirs, There appears to have been breaches of the licensing laws over the last two nights. On Xmas night and Boxing night there have been noisy disturbances caused by large numbers of patrons outside the Embassy Lounge. This has gone onto early in the morning, i.e. 2.00-3.00am and seems to get worst the later it gets. I hope you can take the necessary action to remedy this matter. Thank you, Chris Buczkowski Flat 1007 100 Kingsway London N12 0EN From: Chris Buczkowski [mailto:[email protected]] Sent: 27 December 2007 11:07 To: 'Phillip Cove' Cc: 'Concierge' Subject: Embassy Lounge, 713 High Road Importance: High

Dear Philip, I thought I would bring to your attention the nuisance the Embassy Lounge is creating late at night. On Xmas night and Boxing night there has been loud music, bass vibrations and loud talking/shouting in the street until 3.00am coming from the Embassy Lounge. They appear to believe they are beyond control of the law. Regards, Chris Buczkowski Flat 1007 100 Kingsway _______________________________________________________________________

Dear Sirs, There was further nuisance and disturbance caused by this bar last night up to 03.00am in the morning. I contacted the Barnet Council noise control on two occasions about this. The noise was very loud music and people talking/ shouting in the street. It also appears cars are parking illegally in the areas bounded by the bar, the Artsdepot and the bus station. This causes further disturbance. The noise disturbance appeared to increase considerably between 01.00am and 3.00am. Please can you let me know what are the current licensing conditions this bar is operating under? What times should they be closing? I suspect they are playing loud music after they should be closed. Also, is breach of licensing conditions reason to refuse pending licensing applications? Please include this email in my objection to this bar's pending licence application. Dear Sirs, URGENT!

There was very loud music played by this bar last night up to at least 03.00am in the morning. The noise appeared to increase considerably between 11.00pm and 3.00am. Is this bar allowed to play loud music into the neighbourhood until 03.00am in the morning? Please let me know. Please include this email in my objection to this bar's pending licence application. Can you let me know urgently if I am required to make a representation in person? Also, please let me know the date, time and address of the hearing. Is the hearing wheelchair accessible and disabled parking is available as I am in a wheelchair? Re: Embassy Lounge, 713 High Road, North Finchley, London N12 0BP Last Saturday (9/2/08) night excessive noise emanated from the Embassy Lounge. This was loud DJ sounds/music and also noise from Embassy Lounge patrons in the street outside. Between 12.00am and 1.00am I notified Barnet Noise Patrol. Prior to their arrival the noise was reduced. Noise patrol told me there were a number of police cars outside the Embassy Lounge which may account for the noise being reduced. However, the noise patrol told me the noise was still audible from my flat and they would request Embassy Lounge to reduce the noise further considering how late in the night it was. They also reported back to me afterwards that a patron was playing loud music in their car outside the Lounge. This was after 12.30am. Currently, I see no improvement in the Embassy Lounge's attitude or lack of concern about causing nuisance to local residents. I also see no effective action by them in trying to reduce the nuisances. Chris Buczkowski 100 Kingsway, London N12 _______________________________________________________________________

Dear Chris Sorry to hear this. We were away last weekend, but last night (Thursday 14th February) was again pretty noisy. We were awoken between 23.30 and midnight by a lot of bass from music escaping from the establishment. I wonder whether Ralph and/or other members of the Barnet team can investigate whether any changes, e.g. isolating the speakers from the building structure, have happened, because there appears to be no net effect on noise reduction from the establishment, and this is frustrating. The Embassy Lounge continues to create noise nuisance and disturbance on Thursday/Friday/Saturday nights without any regard or concern to the local residents. Thursday night 21st February 2008Loud music increasing in volume to very loud music after 11.30pm. Tremendous racket (noise) from many people outside the Embassy Lounge at 1.45am which sounded like a riot. Perhaps Police Sergeant Jamie Pollock would be kind enough to let us know what happened? Friday night 22nd February 2008Loud music from Embassy Lounge. Called Noise Patrol at 12.20am. They call back at about 12.45am. Said they would be here in one hour. Noise Patrol arrived just before 1.30am as the Embassy Lounge was closing. They said the noise was 'audible' and they would ask the Lounge to quieten down. Noise patrol also said something about the Embassy Lounge hadn't fitted the correct bass controllers?

11

Saturday night 23rd February 2008Loud music played until 1.45am, i.e. outside licensing hours. Also loud noise from people outside the Lounge late at night. What seems to be a common feature is the volume of music increases late at night, usually 11.30pm/12am...ish. Also, at this time the noise from people outside the bar increases. Dear Sirs, URGENT!

I want to report a persistent and frequent breach of the parking regulations at the location of 1-7 Nether Street, London N12 0GA. This occurs mainly on Thursdays, Fridays and Saturday nights between 9pm and 2am in the morning. At times there have been upwards of 20 cars parked in this area which appear to be patrons of the Embassy Lounge. I understand this area is a No Waiting and a No Loading at any time zone. It is the pedestrianised area in front of the Arts Depot and Paddy Power betting shop. I attach a map to indicate the location (Adobe Reader required). This illegal parking is causing considerable nuisance and disturbance to local residents and is also obstructing entry to the 100 Kingsway underground car park. The parkers are noisy, rev engines and play loud music in their cars late at night. Please take action to enforced the parking regulations in this area. Can you also let me know the name of the person responsible for parking enforcement in this area together with their contact details including direct email address. Thank you, Chris Buczkowski Flat 1007, 100 Kingsway, N12 _______________________________________________________________________

Last night (13th March), there was intermittent noise pollution (loud base echoing around the neighbourhood) from 22.10 until 13.15 (at least). This was enough to wake me throughout the period when it got louder. Clearly this would have been a case to call the Noise Assessment Team from the Council, but alas they do not function on Thursdays. I say "appear to be" noise problems as the noise was emanating from that lower part of Nether Street next to the Arts Depot, but I did not go outside to check - I've long got tired of having to get up and do this. Therefore can another local resident confirm whether the noise was coming from the Lounge, vehicles parked nearby, etc?

13

If there is corroborating evidence I will register my complaint about this noise disturbance with Barnet Council. The noise levels were at or near the levels that led to complaints over the Christmas period, and raises concerns over the effectiveness of the measures put in place to reduce noise problems. There was VERY LOUD music coming from the Embassy Lounge last night, Sunday 23 March 2008. This went onto 4.00am this morning! The later it got the louder the music got. This music was coming from the Embassy Lounge itself. My wife and I was very distressed by this and at 3.00am I phoned Barnet Noise control but was only able to leave a message on their voice mail. I also phoned the police on 999 but they would not put me through to Finchley Police as they said the police only dealt with life or death situations!! Lastly I tried to phone Mr Vakani (Embassy Lounge) but their was no answer. No help anywhere! The eight weeks grace the Licensing Committee gave the Embassy Lounge to make improvements has now expired. The noise last night was the worst we have ever experienced here, even before the Licensing hearing on 24 January!! I want to ask Ralph Haynes why the sound limiters were not in operation and where are Barnet Council Noise patrol when you need them? Also, I want to ask Barnet Council Licensing Section are the Embassy Lounge allowed to operate and play loud music into the neighbourhood until 4.00am in the morning? Chris Buczkowski 100 Kingsway resident PS There was loud music from the Embassy Lounge on Thursday night 20th March 2008 as well but last night was by far the worst! _______________________________________________________________________

Dear Mr Keith Walmsley, The Embassy Lounge are advertising an event on the Saturday 31st May 2008 and they state they will be open until 03.00am next day! Please see below. I find this disturbing considering the lamentable history of this establishment. Please confirm whether this is a breach of their licensing conditions? Thank you, Chris Buczkowski 100 Kingsway resident

They are also advertising another event on 21st June 2008 where they state doors open till late with last entry 01.30am. Please see below. The Embassy Lounge play excessively loud music which causes a nuisance, their patrons are noisy outside when smoking, they park cars illegally in the pedestrianised zone, they cause more noise when leaving by revving cars, shouting and playing loud music in there cars. Please confirm whether either of these events breach the Embassy Lounge's licensing conditions? Thank you, Chris Buczkowski 100 Kingsway resident
