the Contract Documents for the above-referenced project.
Where any item called for in the specifications or indicated on the drawings is not supplemented
hereby, the original requirements shall remain in effect.
Where any original item is amended, voided, or superseded hereby, the provision of such item not so
specifically amended, voided, or superseded shall remain in effect.
Failure to acknowledge this addendum in the Bid Schedule may result in Bid being deemed non-
responsive.
ITEM NO. 1
GENERAL STATEMENTS / CLARIFICATIONS:
1. THE DEADLINE FOR BIDS HAS BEEN EXTENDED TO WEDNESDAY, MAY 9, 2018
AT 2:50 P.M., LOCAL TIME.
2. CDBG requirements will need to be considered in the bid, including but not limited to Davis-
Bacon Wage rates. See Division 00 of the specifications for additional information.
3. The splashpad is to have a sand blast finish with approval of finish required prior to installation.
See Section 03-3001 for additional information.
4. Public access will need to be maintained to the restroom facilities during the course of the
construction project. During the time that the restrooms are being switched from septic tank and
drain field to sanitary sewer, portable facilities will need to be provided for public use by the
contractor. See Sheet C201 for additional information.
5. The Unit Price quantities and Costs listed in the bid schedule are to be included in the base bid.
6. The two bridges are designed to withstand the loading of a Gator-type utility vehicle. The bridges
are not designed for vehicles exceeding this weight.
7. The Field Office requirements, in Specification Section 01-5213 Field Offices and Sheds, have
been updated. The Section is attached as part of this Addendum.

QUESTIONS:
The following questions have been received and are answered as follows:
1. What is the project budget?
Answer: There is approved funding for this project. Gwinnett County expects each contractor to bid
a competitive price. Award will be made to the lowest responsive and responsible bidder.
2. I see the bridges are wooden, can we offer a steel bridge with a wooden deck and railing as an
alternate?
Answer: Prepare your bid based on the wooden bridge as designed. Any Changes to the bridge
design after the contract is executed would require approval of the engineer, and be at no additional
cost to the owner.
3. Also, I only saw drawings for one bridge do you know what page the second is on, or are there two of
the same? The first one is on page 49(C303).
Answer: The details for both bridges are on sheet C805. The curb rail detail (1/C805) applies only
when the height of the bridge is less than 30 inches. Both bridges appear on Sheet C303 – Site Plan
(Trail).
4. Civil drawing details show 4” but structural drawing 12/S301 indicates 6” concrete pad. Please verify
the Splash pad concrete thickness.
Answer: The structural drawings are for the splashpad concrete and 6 inches is the correct
thickness. The Civil drawings only depict the site concrete adjacent to the splashpad. See Section
03-3001 for additional information on the concrete for the splashpad.
5. Please verify if the concrete strip at the bottom of chain link fence is required all around the soccer
field as indicated in 1/C803 & 3/C103.
Answer: Per Detail 1 on Sheet C803, the mowing strip is to be installed under all of the 10 foot
fencing. The mowing strip will also be under the 6 foot fences to the north and south of the field.
Sheets C302 and C803 are being re-issued with this Addendum to clarify this condition.
6. Does the stated mulch quantity in landscape drawings include the temporary trail surface mulch?
Answer: No, the quantity is not included in the Landscape Quantities. All quantities are the
responsibility of the contractor. Mulch trail must be 6 feet wide and 3 inches deep minimum.
Quantity should be included in the base bid. See Sheet C201.
7. On sheet C603, the detail for the compost filter sock seems to be missing.
Answer: This is a standard GSWCC Detail. It was missing the bid set; a copy of the detail is
included in this Addendum.
8. Will the Soccer Field installer need to be a sportsfield installer?
Answer: No, but the field will be laser graded. See Section 32-0513 of the Specifications for
additional information.

9. What is the bid depth for the helical piles at the bridges?
Answer: See detail on Sheet C805 – each pile to be installed to a minimum depth of 26 vertical feet.
A Unit Price has been added to Section 01-2200 and the Bid Schedule to provide for the adjustment
of depth of the helical piles. Paragraph 1.4B regarding Helical Piles has been added to Section 01-
2200. These revised sections are included as part of this Addendum.
10. Will the structural engineer be present for inspections during the construction of the splashpad
concrete?
Answer: Yes
11. What is the extent of the temporary fencing?
Answer: Tree protection fence is shown on sheet C101. Temporary chain link fence is shown on sheet
C201. Temporary chain link fence is required for the splashpad construction area, but may be needed
elsewhere. It is up to the contractor to protect active construction areas from the public. The park
will be open to the public during construction. See the notes on Sheet C201.
12. What fees is the contractor responsible for paying?
Answer: The County has paid the Land Disturbance Permit fees. The contractor will be responsible
for paying any other permit fees required during construction. See the Special Provisions of the
General Conditions for more information.
13. Will the Notes on Sheet C303 regarding the qualifications of the Trail Builder be enforced?
Answer: Yes. Note that the trail is to be constructed with minimal disturbance to the existing wooded
area.
14. What is the soil mix for the soccer field?
Answer: As noted on Sheet C302, this mix is described in Section 32-0513 of the Specifications.
15. Does the mulch used for the temporary trails need to be removed at the end of the project?
Answer: Yes, it will need to be removed and the area restored to a stable state per the Landscape
and Erosion Control plans.

BID SCHEDULE
The Bidder has carefully examined and fully understands the Contract, Plans and Specifications and other
Documents hereto attached, and has made a personal examination of the Site of the proposed Work, and has
satisfied himself as to the actual conditions and requirements of the Work, and hereby proposes and agrees that
if his bid is accepted, he will contract with Gwinnett County according to bidding Documents entitled Graves
Park Amenities and Addenda, as well as the existing conditions of the project, and conditions affecting the
Work, the undersigned proposes to furnish all services, labor and materials required by them in accord with said
documents, personal observations of the site conditions, including the total sums for Unit Price Items A through
I below, for the sum as follows:

The Undersigned agrees to commence work within 10 days of the date of Notice to Proceed issued by Gwinnett
County Purchasing Office and to commit adequate forces on site to fully complete all Work, including punch list

Contractor One Thousand Dollars and no cents ($1,000.00) per day for liquidated damages for every day beyond
300 calendar days that the Work is not complete.
REVISED UNIT PRICE SCHEDULE
Should rock or other unforeseen conditions be encountered, and for other indicated construction items, the
Base Bid shall include performing the work below. The stated unit prices are for items in excess of what is
indicated on the drawings and include only those items listed in Section 012200, Unit Prices.

to be used as directed by the Owner’s Representative. If actual cost is more than or less than the Unit Price

1.2 COSTS INCLUDED

1.4 UNIT QUANTITIES SPECIFIED
A. Quantities indicated in the Bid Schedule are for bidding and contract purposes only.
Quantities and measurements of actual Work in addition to what is indicated on the Drawings
will determine the payment amount. The quantities and costs associated with the quantities
in the Bid Schedule are in addition to the items indicated on the Drawings and in the
Specifications. These costs shall be included in the Base Bid amount, but will only be paid for
if quantities in excess of what are shown on the Drawings are ordered or approved by the
Owner. Reference 01-2200 1.4B for information regarding the Helical Piles.
B. Helical Piles: Include the cost of the minimum 26 vertical feet (V.F.) for each pile (12 total
piles) and the additional estimated vertical feet in the base bid. Provide a unit cost per V.F. of
pile. The Helical Piles are a design build portion of the project. If in situ conditions warrant an
adjustment of depth, per the recommendation of the geotechnical engineer, to obtain the
allowable bearing pressure then the vertical footage of the pile shall be adjusted accordingly.

Install the piles in the presence of the geotechnical engineer to verify depths and bearing
pressures. Furnish any pile design revision, along with the geotechnical recommendations to
the Owner’s representative for approval. The unit price provided will be used to adjust the
quantities to match those installed and quantified by the geotechnical engineer.
1.5 MEASUREMENT OF QUANTITIES
A. Measurement methods delineated in the individual specification sections complement the
criteria of this section. In the event of conflict, the requirements of the individual specification
section govern.
B. Take all measurements and compute quantities. Measurements and quantities will be verified
by Owner’s Representative.
C. Assist by providing necessary equipment, workers, and survey personnel as required.
D. Perform surveys required to determine quantities, including control surveys to establish
measurement reference lines.
E. Reference 01-2200 1.4B for information regarding the Helical Piles.
1.6 PAYMENT
A. Payment for Work governed by unit prices will be made on the basis of actual measurements
and quantities of Work which is incorporated in or made necessary by the Work and accepted
by the Owner’s Representative, multiplied by the unit sum / price.
B. Payment will not be made for any of the following:
1. Products wasted or disposed of in a manner that is not acceptable.
2. Products determined as unacceptable before or after placement.
3. Products not completely unloaded from the transporting vehicle.
4. Products placed beyond the lines and levels of the required Work.
5. Products remaining on hand after completion of the Work.
6. Loading, hauling, and disposing of rejected products.
7. Items described or illustrated in the drawings that are not considered additional.
8. Reference 01-2200 1.4B for information regarding the Helical Piles.
1.7 DEFECT ASSESSMENT
A. Replace Work, or portions of the Work, not conforming to specified requirements.
B. If, in the opinion of the Owner’s Representative, it is not practical to remove and replace the
Work, Owner’s Representative will direct on the following remedies:
1. The defective Work will be partially repaired to the instructions of the Owner’s
Representative.
2. The Unit sum / price will be adjusted to a new sum / price at the discretion of the Owner’s
Representative.

directed by the County’s representative.
3. Purpose: To adjust the contract sum when actual quantity is determined.
4. Quantity to be included in contract sum: 1,000 linear feet.
5. Unit of Measurement: Linear feet.
6. Include only the following in the unit price:
a. Material and installation of Silt Fence Type “C.” Refer to detail Sd1-S / C602.
b. Maintenance, repair, replacement and removal of silt fence.
c. Overhead and profit.
7. Include all other costs in the contract base bid.
8. Seventy-five percent of the Contract Price bid per linear foot will be paid when fence is
complete in place. The remaining twenty-five percent will be paid after removal when
area is stabilized or upon acceptance by the County.
9. Method of measurement: Actual quantity installed in addition to what is shown on the
drawings that is authorized prior to start of work by Owner’s Representative.
I. Unit Price No. 9: Additional Erosion Control Fabric, (per Ss / C604 and Section 31 2500)
1. This item is for Fabric in excess of that shown or described on the Drawings only.
2. Placement of erosion control fabric in addition to areas shown in the drawings and
specifications as directed by the County’s representative.
3. Purpose: To adjust the contract sum when actual quantity is determined.
4. Estimated quantity to be added in contract sum: 200 square yards
5. Unit of measurement: Square yards
6. Include only the following in the unit price:
a. Cost of providing and installing geotextile fabric, overhead and profit.
b. Refer to detail Ss / C604.
7. Include all other cost in the contract base bid.
8. Method of measurement: Measurement will be made for areas requiring permanent
stabilization (not temporary stabilization during construction at the contractor’s
discretion) and verified by the County. Payment will be made for actual ground coverage
area installed (not for quantity required to meet manufacturer’s recommendations, to
overcome overlap, waste, etc.) and authorized prior to start of work by County’s
representative.

3. Purpose: To adjust the contract sum when actual quantity is determined.
4. Estimated quantity to be added in contract sum: 10,000 square feet
5. Unit of measurement: Square Feet
6. Include only the following in the unit price:
a. Cost of ground preparation, providing, installing and maintaining sod until fully rooted
in.
b. Includes all ancillary materials and labor to complete the installation.
c. Overhead and profit
7. Include all other cost in the contract base bid.
8. Method of measurement: Measurement will be made for actual square feet of additional
sod installed by the Contractor and verified by the County.
K. Unit Price No. 11: Planting of Trees
1. This item is for planting in excess of that shown on the Drawings only.
2. Preparation of fine graded topsoil surface and planting of 1 ½” caliper native hardwood
shade trees as directed by the County’s representative. Examples of tree types include:
White Oak, Red Oak, Red Maple and Beech.
3. Purpose: To adjust the contract sum when actual quantity is determined.
4. Estimated quantity to be added in contract sum: 25 trees.
5. Unit of measurement: Each
6. Include only the following in the unit price:
a. Cost of ground preparation, providing, installing and maintaining trees until substantial
completion, or a minimum of 60 days after installation, whichever is longer.

estimated vertical footage of 312 feet. An adjustment will be made for actual vertical
footage of piles installed.
3. Purpose: To adjust the contract sum for actual quantity used.
4. Quantity to be indicated in contract sum: 144 vertical feet.

1.10 CONTRACT CONSIDERATIONS
A. Unit Prices
1. Indicate unit price for each item on bid form.
2. Costs included in each unit price: Unless otherwise indicated, include in each unit price
the cost of materials, delivery at the site, unloading, handling, storage, labor, installation,
overhead and profit, and related expenses.
3. Quantities
a. Include in the Bid Schedule a unit price and an amount equal to the unit price times
the estimated quantities. If there is a discrepancy between the unit price and the
calculated total, the unit price takes precedence.
b. Actual quantities will be determined by measurement, and the contract sum will be
adjusted accordingly.
4. The total amount of the estimated quantities times the accepted unit prices will be
included in the total bid and contract amount.

FIELD OFFICES AND SHEDS
PART 1 - GENERAL
1.1 SCOPE
A. Construction facilities required for this Work to be provided by Contractor, include, but are
not necessarily limited to:
1. Field office(s).
2. Sanitary Facilities.
3. Enclosures such as tarpaulins, barricades, and canopies.
4. Fencing of construction area for safety and security.
5. Parking of construction personnel vehicles.
6. Jobsite security as necessary to protect the Project and the property.
1.2 PROTECTION
A. Use all means necessary to maintain construction facilities in proper and safe conditions
throughout progress of Work.
1.3 REPLACEMENTS
A. In event of loss or damage, Contractor shall immediately make all repairs and replacements
necessary to construction facilities to Owner Representative’s satisfaction at no additional
cost to Owner.
1.4 UTILITY HOOKUP
A. All fees for temporary utility tie-ins will be Contractor's responsibility.
PART 2 - PRODUCTS
2.1 JOB TRAILER AND JOB ENTRANCE
A. The location of job construction trailers, work area and the materials storage area shall be
determined at the pre-construction conference, and shall be within a construction fence.
Contractor shall confine his storage therein and take necessary precautions to protect
materials from all forms of damage and theft as a part of this Work. Area within scope of
Contractor’s work shall be fenced and moved as necessary to accommodate Project phasing
on the site. Entrance drives to the site must be kept open and in good repair at all times.
B. Gravel construction entrance to job trailer and staging area shall be established at the
beginning of work and maintained throughout construction.
C. Furnish and maintain field office trailer(s) for Contractor’s use. The field office trailer(s) shall
be structurally sound, secure, and weather-tight, with floors raised above ground, and
conform to all applicable regulations for the occupancy classification.

D. The field office(s) shall include a conference table for monthly meetings with the Owner and
their Representatives. It shall be equipped with sufficient lighting, electrical outlets,
restrooms, and heating, cooling and ventilating equipment and vents. All systems shall comply
with applicable codes, laws and regulations.
E. Prepare and submit a layout plan of all proposed field offices, and related amenities and
utilities to be used for the duration of the Project. Do not proceed with furnishing and
installation of temporary field office(s) prior to Owner and Engineer approval of location(s).
F. Provide and maintain all required utilities for the temporary field office(s) and associated
facilities necessary to support work crews in compliance with applicable codes, laws and
regulations and as acceptable to Owner and Engineer from time of mobilization until
Substantial Completion of the Work.
G. Maintain the temporary field office(s) and related temporary utilities until Substantial
Completion of the Work, at which time the temporary facilities shall be removed.
2.2 PARKING OF VEHICLES
A. Contractor shall assume all responsibility for parking of his and his subcontractors vehicles.
"Job Site Parking" means an area or areas within the bounds of the property or other
authorized areas to be used for parking for vehicles associated with this project. Such areas
shall be designated at the preconstruction meeting.
2.3 COMPLIANCE WITH FEDERAL CLEAN WATER ACT
A. To maintain compliance with Federal Clean Water Act, the requirements of Georgia’s NPDES
GAR100000 General Permit (The Permit) for construction are to be met in the following
manner:
1. Prior to the commencement of the work, the Owner’s Representative will prepare the
Notice of Intent (NOI) form and submit it to Contractor first for execution. The NOI shall
then be sent to the Owner for final execution. Owner will then mail the executed NOI, by
Certified Mail, to EPD and keep the Receipt Certificate in their project files. A copy of the
NOI and letter to EPD will be mailed to the Owner’s Representative, the Geotechnical
Consultant, the NPDES Testing Agency, and Contractor for their records.
2. A certification statement will be signed by the General Contractor and the grading
subcontractor, stating that they agree to comply with the requirements of the Erosion,
Sedimentation and Pollution Control Plan.
3. INSPECTIONS - Each site is required to be inspected once every twenty-four (24) hours and
after the end of a storm that has 0.5 inches of rainfall or greater as mandated by the
NPDES Permit. The inspector must identify needed changes and revise the drawing
accordingly or certify that the site is in compliance. Once a site is stabilized, inspections
are required daily, weekly and monthly until a Notice of Termination (NOT) is filed with
EPD. EPD staff may have access to records at any time. Inspections are to be done by
“qualified personnel” (as defined in the GAR Permit) employed by and paid by the General
Contractor.
4. A log book will be furnished by Owner to the General Contractor for use in logging in each
inspection required in Item 3. The log book is to be available to the Owner’s
Representative for review at any time. This log book is to be turned over to the Owner at
Project close-out.

5. A copy of the Erosion, Sediment and Pollution Control plan (ESPC) is to be updated by the
General Contractor depicting any corrections or modifications to the ESPC plan as may
occur during the course of the Work. This drawing is to be turned over to the Owner at
Project close-out.
6. At the close-out of the Project and when all site-work has been signed-off on by the
Owner, the Owner will then issue a Notice of Termination to the Georgia EPD.
B. Failure of the General Contractor to properly maintain the prescribed erosion, sediment and
pollution control requirements and after a twenty-four (24-hour) hour written notice from the
Owner, may result in the Owner performing any necessary repairs or shutting down all work
on the Project except work associated with compliance with the ESPC Plan until the site is
considered in compliance with the Permit. A back charge to the Contract price will be done to
compensate the Owner for all expenses incurred through a change order.
