1. Proposal Submission Procedures

• Bids are due November 9, 2017 before 12:00 PM, noon at the Cobb County Purchasing Department, 122 Waddell Street, Marietta, GA 30060. Please note the new address for Purchasing behind the parking garage at 100 Cherokee Street. Be advised that GPS services may not direct you to the correct location.

• Late bids will not be accepted. • Bids will be opened at 2:00 PM on the same day in the Cobb County Purchasing

Conference Room, 122 Waddell Street, Marietta, GA 30060. • The bid opening may also be watched on Cobb County’s government access channel

CobbTV or the website (www.cobbcounty.org). • A Georgia Security & Immigration Act Affidavit (Exhibit A) must be included with

the bid. It must be signed and notarized; it must include the e-verify number to be deemed as completed; if it is not included, the bid will be deemed non-responsive.

• Mark all packages with the company name and bid number. Use the label in the bid package.

• If Addenda are issued, receipt of each addendum MUST be acknowledged in the submitted proposal. It is the Proposer’s ultimate responsibility to ensure that they have all applicable addenda prior to bid submittal. The acknowledgement form issued with each addenda must be signed, dated, and included with your submitted proposal. Failure to acknowledge addenda may result in the bid being nonresponsive.

• One original and three (3) copies of the bid must be submitted. Mark the original copy with the number 1.

• All questions must be submitted to Cobb County Purchasing Department by October 31, 2017 at 5:00pm. Questions may be faxed to (770) 528 – 1154 or emailed to [email protected]. Please reference the bid number and bid title on all questions.

2. Questions Asked During Pre-Proposal Meeting

Question: What are the areas at the Park & Rides and Transfer Stations that will be required to be pressure washed? Answer: The areas required to be pressure washed are the passenger standing bays and all surrounding concrete areas associated with the property. Question: Which areas need to be pressure washed at the Marietta Transfer Center: bus parking lots or bus drive-through? Answer: The bus drive-through, along with the bus stalls need to be pressure washed due to the traffic that is anticipated in certain stalls. Question: Is water recovery required? Answer: Yes. Question: Will the asphalt areas separate from the concrete areas be required to be cleaned? Answer: Yes.

Question: What is the trash output expected? Answer: Trash output cannot be determined due to heavy ridership in certain areas, however, a bus schedule can be provided to help estimate the amount of trash accumulation.

Question: Is there a standard size trash can at each bus stop? Answer: Not all stops have standard-size or the same amount of trash cans due to the traffic at each stop.

Question: Will the bus routes that have more ridership be made accessible? Answer: Yes. This information is included in the bid package, and once the bid has been awarded the stops that will need to be cleaned more often will be conveyed to the awarded contractor.

Question: What are the procedures for emergencies and/or route cleaning services in the winter if the two hour turnaround time cannot be made? Answer: As outlined in the RFP, the County requires a two-hour response time upon notification.

Question: Who is responsible for ensuring salt placement during the winter? Answer: The responsibility of salt placement will be shared between the Contractor and the County.

Question: Will the specifications for the concrete pads be provided? Answer: Yes. The specifications will be provided to the awarded Contractor to ensure ADA compliance.

Question: Administrative areas and grounds are not listed on the Cost Proposal Page, however, these are listed in the RFP. Is this an error?

Answer: A revised Cost Proposal Page is included in this addendum.

Question: Were additional stops added to the RFP? Answer: Yes. The scope is larger and there are new routes that were added.

Question: What is the current radius required for maintenance and cleaning around the shelters?

Answer: A 10 foot radius is required around each bus stop.

Question: What are the procedures for additional services, such as the discovery of graffiti? Answer: The County Project Manager will give verbal or written confirmation to clean the area. The Contractor shall provide photos or additional evidence of the area before and after the cleaning.

Question: Upon bid selection, can the Contractor stock their vehicle with supplies for parts that usually break for easier and immediate service? Answer: The discussion of parts and materials will be outlined between the County Project Manager and selected Contractor upon contract award.

Question: In order to confirm power washing schedule, what are the hours for the Marietta Transfer Center? Answer: The Marietta Transfer Center operates Monday through Friday: 4:30AM – 12:50AM; Saturday: 6:00AM – 12:30AM; Sunday: Closed.

3. Questions Submitted in Writing

Question: What in detail will need to be power washed at each transfer station? Answer: The concrete platform where the bus stalls are located and any concrete surface that is property of the transfer centers. This is required for both transfer stations (Marietta & Cumberland). Question: What in detail will need to be power washed at each park & ride? Answer: The concrete platform where the bus stalls are located and any concrete surface that is property of the Park & Ride lot. Question: What in detail will need to be power washed at each shelter? Answer: Any concrete pad located at each shelter or standalone bus stop.

The cleaning and servicing of all bus shelters, Transfer Centers, and Park & Ride locations shall occur during daylight hours only, but in no case before 6:00 AM. No pre-dawn or after dark servicing will be allowed unless it is an emergency or has been pre-approved with the County Project Manager.
