ITEM 3. SITE VISITATION / TYPICAL VERTICAL UNIT VENTILATOR INSTALLATIONS

3.1 Typical Vertical Unit Ventilator Installations – Price Elementary Vendors wishing to view typical vertical unit ventilator installations may visit Price

Elementary School, located at 1901 West State Boulevard, Fort Wayne, Indiana between the hours of 7:00 am – 2:00 pm, Monday – Friday until July 7, 2021. Renovations at Price Elementary began in the spring of 2020 and will be completed

this summer. New vertical unit ventilators have been installed in several rooms under differing conditions. Please adhere to construction safety and PPE requirements as this is an active construction site.

ITEM 4. REQUEST FOR PROPOSALS – DRAWING SUBMITTAL EXPECTATIONS

4.1 Specifications Section 005000 Request for Proposals, Paragraph D. Technical Approach, Subparagraph 3. Documentation Detailed drawings provided as part of the response to this RFP should provide enough information to allow FWCS to review and understand the vendor’s proposed approach and envision the final result. At a minimum, include:

• Graphical, tabular and narrative information identifying extents of demolition

(unit vents, shelving and radiant heat). • Graphical, tabular and narrative information identifying extents of new

equipment, placement within each room and identifying all situations where hydronic lines need to be rerouted and tied back in to service existing equipment or adjacent/ancillary fin tube.

• Graphic, tabular and narrative information identifying extents of electrical power to complete the project; locations of required subpanels for new HVAC equipment (unit vents and powered relief).

• Graphical, tabular and narrative information to assist us in understanding the condition of every new unit ventilator (if typical, just list each room a typical condition exists) as it relates to the exterior wall and proposed transition to existing or new louvers and relationship with exterior wall/glazing. A typical graphical section of each condition.

• Graphical, tabular and narrative information to assist us in understanding the approach for each school (or section of school) to building relief.

• Graphical, tabular and narrative information to assist us in understanding any “Provide HVAC Solution” areas.

ITEM 5. UTILITY INFORMATION

5.1 Historical Utility Usage Information Utility bills/usage information for each building for the past 12 months has been posted to the project information available in Procore.

5.2 Third Party Utility Contract

FWCS currently utilizes a consortium agreement for the purchase of natural gas.

ITEM 6. EXISTING BUILDING FINISHES

6.1 Existing Building Finishes Information Information regarding the existing building finishes (flooring, paint colors) has been posted to the project information available in Procore.

ITEM 7. ELECTRICAL REQUIREMENTS FOR UNIT VENTILATORS

7.1 Specifications Section 260000 Electrical Design Criteria In additional to the general electrical design criteria provided as part of the FWCS Design Standards, the following shall apply to this project:

A. Do not use reuse any existing electrical circuits that feed existing horizontal

unit ventilators that will be removed as part of this project i. Remove existing abandoned circuits back to distribution panel and

update electrical panel directory with a new typed directory B. Do not use any existing electrical distribution panels for any proposed new

vertical unit ventilators or new exhaust fans ii. Provide a 20A/1P dedicated circuit for each proposed vertical unit

ventilator iii. Allowable to reuse existing circuit if new exhaust fan’s motor watts and

amps are less than or equal to existing. iv. All ½ HP motors shall have a dedicated 20A/1P circuit. v. All ¾ HP motors shall have a dedicated 25A/1P circuit. vi. Motors 1 HP and above shall have a dedicated circuit at 208 or 480 V.

vii. Each 120V circuit shall have a maximum of (2) exhaust fan motors. C. Provide new 200A 120/280V branch panels to support new circuits as

required for proposed equipment. Refer to 260000 Electrical Design Criteria located in the original RFP for more information.

i. Modify/add on to existing MDP to feed proposed electrical distribution panels

ii. Locate new distribution panels in either boiler rooms or on the corridor side of an corridor wall. Panels located in boiler rooms may be surface mount. All corridor panels must be cut in and recessed into the wall. Patch in with materials to match existing.

iii. All new panel covers shall have a hinged door within a hinged cover configuration.

iv. Size branch circuit conductors within the following maximum length limits:

Circuit Breaker 120V, 20A Circuit Length Conductor Size 100 feet #12 150 feet #10 200 feet #8

ITEM 8. QUESTIONS

8.1 QUESTIONS AND ANSWERS The following questions have been asked with regards to the RFP and answers follow:

A. Does all HHW/CHW piping need to be fed to the units from either the top or

bottom? If a unit has to be placed in a specific location, can piping be run horizontally and fed to the units from the side if the piping is covered by a fabricated chase? Answer: Yes, all piping should be fed vertically from the top or bottom of the units.

B. There are several buildings with corner rooms that have linear radiant heating along the additional exterior wall areas. Are these additional radiant heaters to be removed in the corners rooms with additional capacity coming from the new unit ventilators? Answer: Yes, all existing linear radiant heating is to be removed.

C. How do we address finish trim at the top of the new unit ventilators in rooms that do not have an existing suspended acoustical panel ceiling? Answer: Portage 2nd floor classrooms will have ceilings installed under a

separate contract. D. In the existing office suites where we are installing new unit ventilators for a

future classroom conversion, are the exiting HVAC units to be left untouched? Answer: Demolition of existing units will be by a separate contact

E. Please clarify the application intent of the fire/smoke dampers. There are several buildings where the relief is through classroom doors. In some instances there is no relief pathway from the classroom to the corridor (it is assumed the original design was relief air through a register in the door but the door has been replaced). Answer: If existing pathway was through a door louver and it has since been changed to a solid door, provide fire damper through the wall.

F. If there are no transfer openings from the room to the corridor, is exhaust air through the unit ventilator acceptable? Answer: Only as a last resort. FWCS prefers to use existing relief pathways if possible and sized correctly. If existing pathway was through a door louver and it has since been changed to a solid door, provide fire damper through the wall.

G. Will ALC furnish and field install actuators for new modulating dampers to be installed on existing relief hoods, and will they require electric power in addition to their low voltage wiring? Answer: Yes, ALC will furnish and install the damper actuators and ALC will run the required 24V power to the actuators. No 120V power is required.

H. Can existing casework and radiant heaters be used to hide horizontal piping in the existing casework is to remain? Answer: No.

All other provisions of this Request for Proposals remain unchanged.

Proposer is responsible for the removal and legal disposal of all other debris.• Protect existing walls and floors • Provide dust protection/housekeeping per FWCS standards• Maintain all heating, cooling and ventilation during occupied times• Maintain all existing electrical outlets that are in, above or around the unit vents and adjacent

shelving units and run new white surface runway as required • Maintain all technology drops that are in, above or around the unit vents and adjacent shelving

SCOPE OF WORK – Vertical Classroom Unit VentilatorsProvide new blow through vertical classroom unit ventilator with free blow 2 or 3-sided (3-sided preferred) non-acoustical plenums, (not ducted into the classroom space). Size and quantity for the space as required:• Utilize vertical classroom unit ventilators for HVAC solutions• Owner will provide and pay for storage off all units within Fort Wayne City limits. Owner will

provide insurance for stored units throughout the duration of the project. Proposer will be responsible for the handling, pick-up and delivery of all units as they need them for construction –a dock will be available.

• ALC (Automated Logic Corporation) will furnish and ship controls associated with the unit ventilators to be factory mounted/installed prior to shipping/delivery, (controllers, control valves, etc.)

• Provide with extended warranty on ALL vertical classroom unit ventilators until September 2025

wall panel/masonry as required.• Supply and install electrical power as required to meet current National Electric Code• Replace existing outside air louvers as required, sized for 100% economizer mode for new units• Coordinate with ALC to complete temperature controls that ties into existing head end equipment• Provide 6” wide side trim to match unit if unit is proposed against a perpendicular wall (2-way

throw) and the door swings for maintenance of filters or other components to not conflict with adjacent chalkboard trays, electrical or data outlets, etc.

SCOPE OF WORK – Hydronic Piping• Re-use existing 2-pipe hydronic distribution system. Provide new ¼ turn full port isolation valves at

all unit locations and at each pipe tie-in. Owner prefers to feed all new vertical unit ventilators directly from the bottom or the top of the unit, do not run any exposed distribution piping horizontally. Tie-in any ancillary or fed / fed-through hydronic radiant heat and HVAC equipment that is to remain and not scheduled to be removed. Provide finished pipe chases for any exposed piping.

SCOPE OF WORK – Finishes• Patch all existing floors with new 12x12 VCT or carpet tile to the nearest full tile:

• Owner will provide the proposer the manufacturer, type and color of VCT or carpet to purchase/install.

• Extend as required any metal transition strips between tile and carpet.• Some floors will not need to be patched by this contact, but rather by a separate asbestos

abatement/flooring replacement contract• Owner will supply via addendum a spreadsheet listing all rooms’ existing finishes and which

ones will not need to receive floor patching.• Replace 4” rubber floor base around the entire perimeter of the classroom except where the

entire room’s flooring will be replaced by a separate contract• Patch existing acoustical ceiling grid/tile in around the new vertical unit vent upper plenum• Replace damaged CMU at either end of cabinets (parallel to window wall) with full units, grind out

and tool exposed joints prior to painting to match adjacent CMU

units/cabinets or shelving units were removed) and touch up the two end walls with “FWCS Special Umber”. This will be detailed in the finishes spreadsheet that will be issued via addendum.

• Remove and reinstall or replace any window stools, aprons, sealants, aluminum trims/panning, etc. as required to achieve a finished/consistent look on all exposed surfaces

• In rooms where there are a gypsum or CMU devising wall, patch walls to match existing finishes (for example: Wall between the Room 141 and 141A at Shambaugh)

• Remove and patch all partial wall piping chases, modify/patch ceilings as required• Patch CMU behind all fin tube that run parallel or perpendicular to the window wall (typically

along an exterior wall (or a previous exterior wall before a building addition); replace all damaged CMU with full units, grind out and tool exposed joints prior to painting to match adjacent CMU

ALC will attend coordination, progress and scheduling meetings.
